This article aims to present an analysis of the participation of young drivers in road traffic and their impact on the level of safety in this sphere of public life, and to identify the role of safety culture in preparing inexperienced drivers for safe road travel. Young drivers are a particularly vulnerable group of road traffic participants. This vulnerability is due to the fact that they pose by far the greatest risk to themselves, their passengers and other road users. Young drivers have the highest accident rate per 10,000 population and, at the same time, the highest casualty rate per million. It has been assumed that this state is largely due to the characteristic features of young drivers which increase the risk of traffic accidents. In view of the above, the subject of this article is the human factor in all its complexity. The method used for the research was the analysis of the literature on the subject and available statistical data.

Over one million people die each year on the roads and about 20-50 million are injured. Traffic safety is a global problem that needs interdisciplinary scientific approach to develop methodology for safety studies that will lead to valid conclusions and in the end to suitable preventive measures. It is difficult to define what a safe and unsafe behaviour is. Transportation research tries to find relation between significant variables and traffic safety in the triangle of interaction between human, vehicle and environment. Raw accidents data excludes ex-ante evaluations and is insufficient due to the rare frequency and difficulty with investigating causes. There is still lack of consensus between researchers on usage of the traffic safety indicators and their cut-off values. Article presents different methods for measuring driver behaviour and objective behavioural indicators that are commonly used as traffic safety measures e.g. time to collision, post-encroachment-time, deceleration rate, time headway, red-light violations, lane deviations, gap acceptance and others. The aim of the paper is to provide general framework for exploring valid and reliable variables in the traffic safety studies.

The article presents an analysis of traffic safety on major communication routes in Poland. The total number of accidents in Poland has been compared and analysed in relation to the objectives in the context of the GAMBIT programs and the National Road Safety Program for the years 2013-2020. Analyses of the number of accidents in the years 2004-2017 have been presented in the article. A significant decrease in accidents has been demonstrated and annual changes determined, the value of which ranged from 12.15 to 6.74%. The statistics on fatalities have been also analysed. A midyear change in the number of fatalities has been determined, which constitute -4.4% in the analysed period. The data on the number of vehicles registered in Poland, which considerably affects traffic congestion, has been presented. In spite of this, there has been no increase in the number of accidents. The work compares changes in the length of the most important types of routes in Poland, as well as accidents and fatalities that occurred on them. With the decreasing overall number of accidents in Poland, there has been a noticeable drop in accidents per 100 km of road length also on these roads. The fatality rate per 100 accidents in Poland has been determined and the average value of this rate in 2017 was 8.64, while on the analysed roads it ranged from 12.3 to 14.6.

Opis:
The analysis of traffic safety data archives has improved markedly with the development of procedures that are heavily dependent upon computers. Three such procedures are described here. The first procedure involves using computers to assist in the identification and correction of invalid data. The second procedure makes greater computational demands, and involves using computerized algorithms to fill in the ‘‘gaps’’ that typically occur in archival data when information regarding key variables is not available. The third and most computer-intensive procedure involves using data mining techniques to search archives for interesting and important relationships between variables. These procedures are illustrated using examples from data archives that describe the characteristics of traffic accidents in the USA and Australia.

Road transport is a key factor affecting the functioning of numerous areas. Although Opolskie Province is the smallest one among Poland’s 16 provinces, it has seen over the last 15 years a twofold increase in the number of passenger cars. Importantly, the highest numbers of cars per 1,000 inhabitants are registered in Opolskie’s two counties with the fewest inhabitants. The increased number of cars travelling on roads inevitably increases the risk of traffic incidents. Thus, to be effective, road traffic safety projects cannot be confined to the boundaries of specific local government tiers. Consequently, such tasks should be implemented based on a regional road traffic safety policy.

Traffic safety is closely interrelated to the technical condition of vehicles participating in road transport. The said condition should be understood comprehensively, not only in terms of technical fitness, equipment, loading methods, and safe passenger transport, but also from the perspective of passive safety aimed at minimising the impact of accidents. Unfortunately, the issues of providing passive safety, and its deficiencies, are often neglected, yet it is also crucial to penal liability. It is certain that the deficiencies identified are part of cause-and-effect relationships which are very often difficult to define in a straightforward way.

Driving is an extremely complex behaviour that is also very difficult to measure. Recently, were conducted research which main purpose was quantification of chosen driving parameters to identify dangerous behaviours. For these research modern apparatus for psychophysiology reactions were commonly used, and experiments were made with the use of the driving simulator. Despite such possibilities, most of the researches over road traffic safety are still conducted with the use of self-reported questionnaires or with subjective evaluation of specialists. During driving process one of the most important aspect is a proper observation of road and its environment. Correct perception is necessary for proper reaction of driver for occurring events. Drivers attention is absorbed not only by the road, other road users and traffic infrastructure, but also by road environment elements like buildings, billboards and advertisements could attract his attention. A key to understand drivers’ behaviour seems to be measurement of his visual activity. To measure it, eye tracking instruments could be used, which allows to track drivers eyeball movements during driving. In Motor Transport Institute were recently conducted studies on drivers’ visual behaviour and indication of some which could be potentially dangerous. There were also indicated some differences over population in visual search strategies. These studies led to identification of some undesirable behaviours which could led to accidents. Following paper presents briefly process and results of chosen Motor Transport Institute research with use of a high-class driving simulator and mobile eye-tracker. Also apparatus parameters and used simulation scenarios were described.

Every year, a lot of people lose their lives and health on Polish roads, which at best ends up damaging the car. Resultantly, the high rate of accidents prompted this study in conjunction with the Poviat Police Headquarters in Piła to analyse road traffic safety in the Piła poviat. To this end, road events occurring in Poland and in the Piła poviat were analysed. In addition, the most common types of road incidents were identified alongside the main reasons for their occurrence. By analysing traffic incidents, a map of the most dangerous streets in Piła was created. A survey was conducted to verify the statistical data presented on the state of safety in the Piła poviat. The survey on road safety in the Piła poviat was created in cooperation with the Poviat Police Headquarters in Piła and was conducted among the residents of the Piła poviat. Inhabitants of the Piła poviat feel safe on the roads along the roads of their poviat.

W artykule zaprezentowano koncepcję systemu informacji o bezpieczeństwie ruchu, który mógłby stanowić rozwinięcie struktury funkcjonalnej wielu z wdrażanych obecnie projektów ITS. Scharakteryzowano strukturę modułów zbierania, przetwarzania i prezentacji danych z wykorzystaniem informacji, magazynowanych w hurtowni danych i przetwarzanych w bazie danych oraz prezentowanych kierowcom i służbom zarządzania ruchem z wykorzystaniem platformy informacyjnej oraz urządzeń ITS zlokalizowanych w układzie drogowym. Przedstawiono ponadto propozycję modelu szacowania stanu bezpieczeństwa ruchu w układzie ulicznym, który w celu określenia stopnia zagrożenia bezpieczeństwa korzystał będzie ze zmiennych, opracowanych na podstawie danych historycznych i danych przetworzonych z wykorzystaniem bazy danych, pozyskanych z systemów detekcji, zlokalizowanych w pasie drogowym.
The paper presents the concept of Information System on Traffic Safety that could be the development of many of the functional structure of ITS projects currently being implemented. The structure of modules for collecting, processing and presenting data using information stored in the data warehouse and processed in a database and presented to drivers and traffic management services using the information platform and ITS devices located in the road system was described. The idea of the model was presented to estimate the safety of traffic in street network using a database.The model, in order to determine the degree of threat to the security of the variables used, will be developed based on historical data and the processed data obtained from the detection systems located in street network.

The article discusses the subject of road safety by means of the analysis of road traffic accidents with particular emphasis on accidents involving tram fleet in terms of the planned tramway investment program for the years 2008 – 2013 in Silesian Agglomeration. Due to the nature of the location of tracks in the road or in their direct neighborhood, accidents involving tram fleet are included in the majority of road accidents. This article presents a summary of road accidents involving the tram fleet, and their cost compared to all road accidents in the years 2006 - 2008 in Silesia.
