    Road safety is an important social issue. Hence, changes in road traffic rules have a large influence on travel safety improvement. One of the major issues to be addressed is the speed limit of motor vehicles and radar speed measurements. Moreover, road traffic rules impose the obligation to wear safety belts during driving, carrying children in car safety seats and they put a ban on drink driving as well as driving under the influence of other intoxicating substances that have a negative influence on the driver’s physical condition and driving skills. This study analyses changes in traffic rules and provides assessment of the way they affect road traffic safety in Poland. The study presents an analysis of the issues connected with road vehicle operation and safety of the passengers including: wearing safety seat belts, use of children car safety seats, vehicle lighting, speed limit. Such issues as the proposed changes in breathalyzer use and implementation of safety systems to provide road users with safety have been addressed.

    The article presents how modelling the impact of changes in traffic rules on the roundabouts on the capacity of such intersection. For the purposes of the research subject it was used the theory of cellular automata. A model was developed and it was implemented the traffic simulation system that simulates the phenomenon investigated. A lot of research were done, the results of which realize the importance and topicality of the problem.

    Bikes are becoming an increasingly popular and reliable mode of transportation in developing countries because of their efficiency and ability to navigate through rough terrain and narrow roadways. Bikes are more vulnerable to road accidents and their riders’ safety is the main concern at present days. Hence, it is essential to reduce the possibility of accidents caused by bike riders. The main reason for bike accidents is bike rider behaviours in the form of traffic rules violations. The paper’s main aim is to categorize the importance of seven attributes on traffic rules violations, including bike rider behaviours, road features, ambient conditions, driving skills, type of license, bike age/tenure and riding without a safety device (helmet). Bike riders’ violations that can lead to an accident and the impact of attributes have been analyzed using the structural equation modelling (SEM) technique. To analyze these attributes, 450 bike riders have been interviewed in Bhubaneswar, India. It has been concluded that bike rider behaviours are the most significant attribute of violations. Since most bike riders are young, with low income and education, paying more attention to their training and education before issuing a driving license is necessary. In addition, those who do not use safety devices (helmets) are more susceptible to committing violations. This relates to the lack of enough control and enforcement in developing cities. Also, it shows that the current traffic fines for not using safety devices (helmets) are not enforced enough. Finally, considering this research’s outcomes can help minimize traffic rules violations among bike riders, which is a step towards safer roads.

    This paper describes presently applied sailing rules and environmental conditions on Danish waters such as Kattegat and the Sund. Those rules were established in late 70’s of the twentieth century by Danish authorities as Denmark is a coastal country and has the legal right to do so. Presently International Maritime Organization – IMO is in the process of approving a new set of routeing measures and traffic separation schemes which should comply with resolution A.257(14) – General provisions on ships’ routeing, and will be introduced by Organization.
    W artykule przedstawiono obecnie obowiązujące zasady żeglugi na wodach duńskich wraz z opisem warunków środowiskowych panujących w rejonie cieśnin Kattegat i Sund. Trasy żeglugowe w tym rejonie zostały ustanowione przez rząd duński jako państwo nadbrzeżne w latach 70. XX w. W chwili obecnej w IMO (International Maritime Organization) trwa proces uznania rozwiązań żeglugowych w Cieśninach Duńskich, jako zalecanych przez tę organizację oraz zgodnych z rezolucją A.572(14) („Zalecenia odnośnie tras żeglugowych”).

    In this manuscript, development and preliminary results of a simulation based risk modeling study for the Strait of Istanbul is presented. The goal of this research is to analyze the risks involved in the transit vessel traffic in the Strait of Istanbul. In the first step of the study, the transit vessel traffic system in the Strait of Istanbul has been investigated and a simulation model has been developed. The model gives due consideration to current traffic rules and regulations, transit vessel profiles and schedules, pilotage and tugboat services, local traffic, meteorological and geographical conditions. Regarding risk assessment, two sets of factors are used to evaluate the risk of accident in the Strait: the proba-bility of an accident and its potential consequences, as estimated and evaluated at various points along the Strait. Experience has shown that maritime accident occurrences can be very dissimilar from one another and therefore, probabilistic analysis of accidents should not be done independent of the factors affecting them. Thus, in this study, we have focused on the conditional probability of an accident, under a given setting of various accident causing factors. Unfortunately, historical accident data is by far insufficient for a proper sta-tistical consideration of all possible settings of these factors. Therefore, subject-expert opinion is relied upon in estimating these conditional accident probabilities. Assessment of the consequences of a given accident (in terms of its effects on human life, traffic efficiency, property and environment) was also accomplished using a similar approach. Finally, by integrating these assessments into the developed simulation model, the risks observed by each vessel at each risk slice are calculated in regard to the natural and man-made conditions surrounding. A sce-nario analysis is performed to evaluate the characteristics of the accident risk as the vessel moves along the Strait. This analysis allows us to investigate how various factors impact risk. These factors include vessel ar-rival rates, scheduling policies, pilotage service, overtaking and pursuit rules, and local traffic density. Policy indications are made based on the results of these scenarios.

    The article presents issues related to road traffic organization in the territorial self-government units. The author analyzes such categories as: public roads, road traffic organization, the competences of local government. Considerations include an analysis of the practices to determine the rules of the road traffic, the fundamental principles of establishing and obeying the local law and the relationships between the self-government bodies: the Executive (Mayor, president) and the Legislature of the municipality (Municipal Council). The foundation of the statements made are the most important acts of law, comments of specialists and attitudes of the Supreme Court and administrative courts.     Glosa dotyczy problematyki prawidłowego, dokładnego opisu czynu wyczerpującego znamiona przestępstwa wypadku drogowego (art. 177 § 1 lub § 2 k.k.), przypisywanego oskarżonemu w wyroku skazującym (art. 413 § 2 pkt 1 k.p.k.). Autor, rozbudowując argumentację przedstawioną przez Sąd Najwyższy, aprobuje możliwość posłużenia się w opisie czynu sformułowaniami równoznacznymi, potwierdzającymi „naruszenie zasad bezpieczeństwa w ruchu lądowym”, o ile ich zawartość semantyczna odpowiada temu znamieniu ustawowemu. Autor wykazuje również, że w szczególnych przypadkach konstrukcja opisu czynu opierająca się wyłącznie na określeniach ustawowych może wręcz utrudniać przedstawienie rzeczywistego obrazu zachowania sprawcy.
    The gloss refers to the problem of the correct and accurate description of the act fulfilling the elements of the criminal offence of traffic incident (Article 177 § 1 or § 2 of the Criminal Code) imputed to the defendant in the conviction (Article 413 § 2(1) of the Criminal Procedure Code). The author, elaborating on the arguments supplied by the Supreme Court, takes a position in support of the admissibility of an equivalent phrasing that defines the ‘violation of safety rules in land traffic’, provided that its semantic value corresponds to the statutory element. The author also notes that in specific cases the description of an act based solely on expressions taken from the statutory language could even make it more difficult to present an accurate picture of the perpetrator’s conduct.

    Przedmiotem niniejszego opracowania jest próba wykazania i objaśnienia istotnego znaczenia normatywnego wyrażenia „chociażby nieumyślnie” z art. 177 § 1 kodeksu karnego. W tym celu autor odcinając się częściowo od dotychczas prezentowanych w doktrynie prawa karnego poglądów na ten temat, stara się twórczo wykorzystać koncepcję czynności konwencjonalnych w prawie, wraz z wyróżnioną w niej konwencjonalizacją i formalizacją czynności konwencjonalnych. Aprobata założenia, że przedmiotowo rozumiane normy ostrożności w prawie karnym są warunkiem wstępnym normowania normy sankcjonowanej, prowadzi do uznania konieczności ustalenia chociażby nieumyślnego naruszenia zasad bezpieczeństwa w ruchu za okoliczność formalizującą pociągnięcie sprawcy danego przestępstwa do odpowiedzialności karnej.
    The subject matter of this paper is an attempt to demonstrate and to explain the important significance of the normative expression: “even unintentionally” used in Article 177 § 1 of the Polish criminal code. For that purpose, the author, partially opposing the points of view presented so far in the criminal law doctrine, tries to make a creative use of the concept of conventional acts in law, with a particular focus on conventionalisation and formalisation of conventional acts. The approval of the assumption that objectively understood norms of care in criminal law are a prerequisite for the normative character of the sanctioning norm, results in accepting the necessity of deeming even unintentional breach of traffic code as a condition that formalises the criminal liability of the offender committing a given crime.

    The aim of the article is to present the characteristics of airstrips used by Polish and allied aircraft during military operations in Chad and Afghanistan. The main goal is to examine their organisation and the management of air traffic by Polish ATC staff as well as to answer the question: How did Polish controllers plan the air operation? Answers to this question were sought through empirical and theoretical research. The theoretical methods were a study of literature (analysis, synthesis, abstraction, generalisation, interpretation, analogy and comparison). The empirical method – “opinion poll” took the leading role, which used different techniques conducted in a tested environment to gather the data (interviews with experts and an ex post facto experiment). Consequently, the article looks at the method of planning and preparing air operations and the rules of air traffic organisation in the area of responsibility of Polish controllers. The selected issues discussed herein include the rules of airspace segmentation, the adopted air traffic control solutions and the landing zone infrastructure used. All in all, the experience discussed herein constitutes valuable information regarding air traffic security and may prove helpful in organising landing zones and preparing air personnel for future operations conducted by Polish and allied Military Contingents at home and abroad.

    In analysing the causes of the dangers posed in road traffic, which often end up in accidents or other road incidents, we focus on evidence of violated road safety rules. This is an oversimplification of the problem, since it does not allow for getting to know the determinants of indicated violations which often come down to the broadly assessed state of health of road users, their psychophysical characteristics and personality, as well as their fatigue and mental state. The author of this paper not only analyses the aforesaid problems from the legal point of view, but also tries to look at them in an interdisciplinary way. The author further demonstrates how little we know about it; hence without in-depth exploration of the subject, preceded by credible scientific research, it will be extremely difficult to take reasonable preventive measures, whilst deterring with severe sanctions simply does not work.

    A new approach to the modelling of various nature phenomena such as predator and prey ecological system, heat transport, spreading of oil slick and traffic flow is introduced. Cellular automata (CA) are discrete dynamical systems whose behaviour is completely specified in terms of simple local relations. They are mathematical models of spatialy distributed processes; however they can lead to an appropriate simulation of comlex dynamic processes. Applications to heat transfer and problems of environmental simulations are done. A discrete automaton model with fuzzy rules to simulate one-way traffic flow is also described. Results of simulations are consistent with phenomena observed in reality. It gives a base to propose the cellular automata tool as an option in modelling and solving problems of complex (and some times, not completely known) nature.
    W pracy zaprezentowano metodę modelowania układów i zjawisk obserwowanych w przyrodzie, takich jak dynamika systemu ekologicznego drapieżnik-ofiara, przewodzenie ciepła, rozprzestrzenianie się plamy ropy naftowej po wycieku na wodzie czy ruch strumienia pojazdów na drodze miejskiej. Metodę oparto na tzw. automatach komórkowych, które są układami dyskretnymi o zachowaniach ściśle zdeterminowanych prostymi relacjami o charakterze lokalnym. Automaty komórkowe to matematyczne modele procesów przestrzennych, mogące z powodzeniem opisywać złożone zjawiska dynamiczne. W pracy przedstawiono aplikację do zagadnienia przewodzenia ciepła oraz kilku symulacji środowiskowych. Przedstawiono także model automatowy z regułami rozmytymi opisujący jednokierunkowy ruch pojazdów na drodze. Wyniki symulacji okazały się zgodne z obserwacjami rzeczywistych układów. Zachęcające rezultaty badań skłaniają do postrzegania automatów komórkowych jako efektywnej opcji w modelowaniu i rozwiązywaniu problemów o złożonej (czasem nie całkiem rozpoznanej) naturze.

    Traffic safety is closely interrelated to the technical condition of vehicles participating in road transport. The said condition should be understood comprehensively, not only in terms of technical fitness, equipment, loading methods, and safe passenger transport, but also from the perspective of passive safety aimed at minimising the impact of accidents. Unfortunately, the issues of providing passive safety, and its deficiencies, are often neglected, yet it is also crucial to penal liability. It is certain that the deficiencies identified are part of cause-and-effect relationships which are very often difficult to define in a straightforward way.

Sformułowano i udowodniono warunek konieczny i dostateczny identyfikacji sytuacji decyzyjnych. Podano przykład planowania kompleksowej regulacji wagonów.
    The paper focuses on the synthesis of models and algorithms of identification of situations concerning the orthogonal structure of decision rules in simulation management of railway traffic streams. A necessary condition and a sufficient condition of identification of decision situations were formulated and proved. Moreover, an example of planning of a complex regulation of carriages was presented.

    Duże przedsiębiorstwa, centra handlowe, szpitale, szkoły oraz wydzielone obszary miasta, takie jak osiedla mieszkaniowe, zespoły przemysłowe czy obszary biznesowe generują dużą liczbę podróży, w tym realizowanych samochodem. Skutkami tego ruchu są m.in. zatłoczenie komunikacyjne, zanieczyszczenie powietrza, hałas, wpadki, problemy z parkowaniem – uciążliwe dla dojeżdżających do generatorów ruchu pracowników, klientów, uczniów, studentów oraz mieszkańców obszaru. Do złagodzenia tych niekorzystnych zjawisk może przyczynić się realizacja tzw. planów mobilności stosowanych w celu zmiany zachowań komunikacyjnych osób w kierunku ograniczania podróży wykonywanych samochodem. Plany mobilności, choć stosowane na szeroką skalę za granicą, w Polsce są ciągle bardzo innowacyjnymi, rzadko praktykowanymi rozwiązaniami. W celu popularyzacji wiedzy z zakresu ich zastosowania w artykule zaprezentowano istotę planów mobilności, typowe obiekty i obszary realizacji oraz korzyści płynące z ich wdrażania. Dla ukazania przebiegu procesu implementacji przestawiono zasady i poszczególne fazy realizacji projektów wraz z działaniami koniecznymi do podjęcia na każdym z wyszczególnionych etapów. Wskazano kluczowe czynniki mogące oddziaływać na wdrożenie planu mobilności uwieńczonego sukcesem, a także podkreślono rolę władz lokalnych w ich promowaniu.
    Large companies, shopping malls, hospitals, schools and separate areas of the city such as residential, industrial or business areas generate a large traffic volume, including trips made by a car. The consequences of this traffic include congestion, air pollution, noise, accidents, problems with parking – burdensome for employees, customers, students and residents of the areas. The implementation of the mobility plans can contribute to reduction of these problems. Mobility plans are used to change the transport behaviors towards reducing trips made by a car. The plans are implemented abroad on a large scale but in Poland they are still very innovative, rarely used measures. In order to popularize the knowledge of their realization the concept of the mobility plans, typical facilities and areas of implementation and benefits of their usage were presented in this article. To show the process of the implementation the rules and the different phases of the project together with the actions necessary to be taken at each step were described. Key factors that may affect the implementation of successful mobility plan and the role of the local authorities in their promotion were highlighted.

    W artykule przedstawiono oraz zilustrowano przykładami taką wzajemną lokalizację przejazdu kolejowego i pobliskiego skrzyżowania drogi biegnącej przez ten przejazd, że ruch na skrzyżowaniu ma wpływ na bezpieczeństwo na przejeździe. Omówiono obowiązujące regulacje prawne i na tym tle zaproponowano szczególne zasady nadawania pierwszeństwa na tak zlokalizowanych skrzyżowaniach. Stosowanie tych zasad pozwoliłoby wyeliminować zagrożenie związane z utrudnieniem sprawnego opuszczania kolizyjnej strefy przejazdu kolejowego przez pojazdy, blokowanego ruchem na skrzyżowaniu. Wskazano na możliwość wykorzystania sygnalizacji świetlnej do odpowiedniej organizacji ruchu na takich skrzyżowaniach, pod warunkiem powiązania jej działania z urządzeniami sterowania ruchem kolejowym, wykrywającymi zbliżanie się pojazdu szynowego do przejazdu. Przedstawiono propozycje wymagań dotyczących takiego powiązania oraz przeanalizowano uwarunkowania wpływające na możliwość opracowania i wdrożenia systemu sygnalizacji świetlnej dla skrzyżowań zlokalizowanych w sąsiedztwie przejazdów kolejowych.

    Opis:
    Retail visual merchandising techniques can maximize product attractiveness, create good store performance, attract more customers to the store, and as a result, they help to increase the retailer's profit. These strategies make it easier for category managers to differentiate their products from other competitors. This study aimed to investigate the practical visual merchandising methods that influence customer preference of visiting a store and making purchases there. It provides interesting insights into the techniques of how retailers could deploy visual merchandising into the daily tasks to increase profit. The author proposed the framework and the shelf space allocation model, which includes visual merchandising constraints including store layout and traffic, aisles with regard to traffic direction; different shelf levels (special attention is given to the most profitable eye-level shelf); and shelf segments where convenience and local products should be placed. The results of the study could be a part of strategic category management in the retail business.
    Techniki wizualnej prezentacji produktu na sklepowej półce mogą zmaksymalizować atrakcyjność produktu, zapewnić dobrą sprawność działania sklepu, przyciągnąć nowych klientów, a w konsekwencji zwiększyć dochody sprzedawcy. Różne techniki pozwalają łatwiej wyróżnić własny produkt na tle konkurencji. Opisane badania miały na celu sprawdzenie praktycznych metod wizualnej prezentacji produktu wpływających na preferencje klientów dotyczące odwiedzania sklepu i dokonywania w nim zakupów. Praca przedstawia wgląd w możliwości wdrożenia przez sprzedawców technik wizualnej prezentacji produktu w celu zwiększenia zysków. Autorka zaproponowała strukturę i model alokacji miejsca na sklepowych półkach, które obejmują ograniczenia wizualnej prezentacji produktu, w tym układ sklepu i ruch klientów w poszczególnych alejkach, różne poziomy półek (ze szczególnym uwzględnianiem półki na poziomie wzroku klienta) oraz segmenty półkowe, na których należy umieszczać produkty szybko zbywalne i regionalne. Wyniki badań mogą stanowić element strategicznego zarządzania kategorią produktów w handlu detalicznym.

Realizacja tych celów nie byłaby możliwa bez posiadania odpowiednich zasobów finansowych. Artykuł przedstawia źródła finansowania organizacji pozarządowych pożytku publicznego, których celem lub jednym z celów są szeroko rozumiane działania na rzecz bezpieczeństwa ruchu drogowego.
    Road safety is affected by many factors, the most important one being a human. His knowledge about the correct behaviour in different situations, both the everyday ones, and the ones being a consequence of collisions or traffic accidents, is very important. Information activities in the aforementioned scope are undertaken bynon-governmental organisations which deal with the dissemination of road safety rules, first aid rules, and providing support to victims of road safety accidents. Implementation of these objectives would not be possible without the appropriate financial resources. The paper presents the sources of financing non-governmental public utility organisations whose main purpose or one of the purposes are broadly understood traffic safety measures.

    Spowodowanie katastrofy w ruchu drogowym bądź sprowadzenie bezpośredniego niebezpieczeństwa jej nastąpienia z winy umyślnej zarówno w orzecznictwie sądowym, jak też w nauce wywoływało spory. Zasadniczo wykluczone zostało spowodowanie takiej katastrofy lub sprowadzenie jej bezpośredniego niebezpieczeństwa z winy umyślnej, w zamiarze bezpośrednim, chyba że chodziło o popełnienie innego przestępstwa, na przykład o charakterze terrorystycznym, w tym dokonanie zabójstwa wielu osób, dywersji, sabotażu. Z kolei popełnienie wskazanych przestępstw z winy umyślnej, ale w zamiarze ewentualnym, polegającym zasadniczo na możliwości przewidzenia oraz godzeniu się na skutki w praktyce, występowało sporadycznie i nie zostało wykluczone przy spełnieniu kilku okoliczności faktycznych, które wymagały przeprowadzenia procesu dowodzenia. Tej tematyce został też poświęcony niniejszy artykuł. Porusza on problemy trudne i kontrowersyjne, występujące nie tylko na gruncie prawa polskiego. Przedstawia zagadnienia podstawowe w procesie rozpoznania ustawowych znamion przestępstw spowodowania katastrofy i sprowadzenia jej bezpośredniego niebezpieczeństwa, problematykę strony przedmiotowej wskazanych przestępstw, ich stronę podmiotową oraz zbiegi przepisów. Sygnalizuje występowanie licznych trudności natury dowodowej w zakresie ustalenia winy sprawcy nie zawsze będącego uczestnikiem ruchu drogowego, chociaż z nim związanego w sposób pośredni. Przedłożone rozważania mogą być szczególnie przydatne dla praktyków zajmujących się zawodowo tego rodzaju przestępczością, w tym także prowadzeniem postępowań karnych w sprawach o wypadki drogowe.
    Causing a catastrophe in road traffic or the direct danger of its occurrence by deliberate misconduct has been a subject of disputes in both judicature and in science. In principle it was excluded that such a catastrophe or its immediate danger might be committed purposefully, with a direct intent, unless it involved a criminal offense, such as a terrorist attack that might consist in a multiple manslaughter, diversion or sabotage. On the other hand, committing the said offenses intentionally, but just with a prospective intent, consisting essentially in the ability of anticipation of the outcome and consenting to it in practice, occurred rarely and has not been excluded but conditioned by occurrence a few factual circumstances that required conducting a reasoning process. This problem is discussed in the hereby article, which presents difficult and controversial issues, occurring not only in the Polish law. It presents the basic issues in the process of recognising the statutory signs of the crime of causing a catastrophe and its immediate danger, the subject matter of the identified offenses, their subject party and the coincidences of the law. It signals the existence of numerous difficulties of evidential nature with regard to determining guilt of a perpetrator who is not always a road user, even though linked with it indirectly. These considerations may be particularly useful for practitioners dealing with such types of crime, including criminal prosecution of traffic accidents.

    Obserwowany w ostatnich latach rozwój transportu lotniczego(załogowego oraz planowanego bezzałogowego [12]) powoduje, że liczba lotów obsługiwanych przez obecnie stosowany system planowania i kontroli przelotów IFR (Instrument Flight Rules - loty według wskazań przyrządów nawigacyjnych) zbliża się do swojej maksymalnej pojemności. W ostatnich latach coraz wyraźniej słyszalne są opinie na temat związanych z tym zagrożeń. W związku z zaistniałą sytuacją ośrodki naukowe, przewoźnicy, agencje odpowiedzialne za kontrolę ruchu lotniczego i podział przestrzeni lotniczej podejmują prace, w tym badania naukowe, zmierzające do zmiany sposobu organizacji ruchu lotniczego. W artykule opisano współczesny sposób organizacji przestrzeni powietrznej, procedury związane ze składaniem i weryfikacją depeszy o planowanych operacjach lotniczych, które są tłem do prezentacji kierunku proponowanych zmian. Przedstawiona została propozycja zmian w sposobie planowania i organizacji ruchu lotniczego w odniesieniu do pojawiających się ograniczeń obecnie stosowanego systemu. Opisano również koncepcję zmian zarządzania przestrzenią powietrzną oraz zaproponowano metodę jej realizacji. Przy czym, na wstępie należy podkreślić, że praca nie przedstawia gotowego, szczegółowego rozwiązania. Skupia się na wskazaniu kierunku zmian proponując kierunki poszukiwań i dalszych prac badawczych.
    A future growth of aviation transport is being started to be restricted by some existing, at this moment, regulations regarding airspace structure and flight planning rules. Aviation community has encountered some barrier stopping further development of this aviation industry's branch. the future development require some solutions improving system's capability and productivity must be found and deploy. There are national, European and worldwide scientific projects lunched to research new solutions which could improve the system. The paper presents a concept of some amendments into flight planning procedures related to so called Free Routing Airspace idea. The paper doesn't provide full, deployment-ready instruction regulation but focuses on general trends and point some directions of future research.

    W artykule przedstawiono wyniki badań mających na celu określenie skali niepoprawnego parkowania pojazdów na parkingach zlokalizowanych przy obiektach handlowych. Badane były parkingi naziemne, otwarte, ogólnodostępne, bezpłatne, na których wyznaczone były prostopadłe miejsca postojowe. Do badań wybrano obiekty (parkingi) zlokalizowane w różnych miastach, cechujące się różnymi rozwiązaniami organizacji ruchu i wymiarami stanowisk postojowych. Pomiary dotyczyły najbardziej atrakcyjnych dla klientów sektorów na parkingu. Zachowania uznawano za niepoprawne, gdy pojazd: zaparkował zbyt blisko lub poza liniami rozgraniczającymi, przód lub tył pojazdu wystawał poza miejsce parkingowe, zaparkował w pobliżu przejścia dla pieszych, na chodniku, miejscu zabronionym znakiem zakazu, w pobliżu skrzyżowania lub gdy pojazd nieuprawniony zajmował miejsce dla niepełnosprawnych.
    The paper presents results of studies meant to determine the extent of incompliant parking of motor vehicles on designated parking areas at stores and shop-ping centers. The scope of the study included off-street, ground level, free parking lots with unrestricted, public access and right-angle parking spaces. They were located in a number of towns, used variety of traffic patterns and had parking spaces of various sizes. The study focused on the spots most convenient for customers. Parking behaviors were considered incompliant when vehicle: was parked too close or beyond the lines separating individual parking spots, had its front or rear standing out beyond the bounds of the spot, was parked near pedestrian crossing or intersections, or on the sidewalk, was parked where signs prohibited parking or in disabled parking place without due authorization.

    In Autonomous Transit Networks some basic elements influence the throughput: network structure, maximum velocity, number of vehicles etc. Other parameters like station structure, dynamic routing or vehicle behavior on intersections play minor role. Yet in highly congested nets, when vehicles interfere in the traffic, some subtle decisions may influence overall system ridership. We tested the impact of intersection priority rules on passenger waiting time, which measures the through-put. The dependence occurred its relevance in a crowded network.
    W sieciach transportowych ATN (Autonomous Transit Network) na przepustowość mają wpływ jej główne elementy jak struktura sieci, maksymalna prędkość, liczba pojazdów itd. Inne parametry jak struktura przystanków, dynamiczny wybór drogi czy zachowania pojazdów na skrzyżowaniach grają niewielką rolę. Jednak przy dużym zagęszczeniu pojazdy przeszkadzają sobie wzajemnie i pewne subtelne decyzje mogą wpłynąć na zdolność przewozową sieci. Zbadaliśmy wpływ zasad pierwszeństwa na skrzyżowaniach na czas oczekiwania na pojazdy, który jest miarą przepustowości. Zależność okazała się istotna w zatłoczonej sieci.

    Approaches to the port are usually considered high traffic areas. Not only deep draft vessels pass through this limited manoeuvring space, but also intensive pleasure craft traffic, especially during the summer season. Crossing of both commercial ships and pleasure craft traffic may generate dangerous situations for navigation. The aim of the following article is to present solutions to the aforementioned safety problem. The article focuses on the navigation safety aspects at the Świnoujście seaport entrance. Currently, Świnoujście-Szczecin Port Regulations take only large ships into consideration while specifying the safety passing at this area, at the same time, belittling the presence of small crafts up to 20 m in length. In order to prove the need for change, one should first present the necessary research concerning the evaluation of the safety level of maximum sized ships navigating at the Świnoujście entrance area in the presence or absence of small pleasure crafts. The surveys were conducted on a group of pilots and captains possessing pilot exemption certificates. The research findings clearly show that the traffic of small crafts and large ships should be separated due to safety concerns. Thus, marine traffic engineering solution is suggested in order to eliminate the most plausible dangers.

    W artykule przedstawiono metodykę pomiarową emisji zaburzeń promieniowanych i przewodzonych oraz badań odporności urządzeń elektrycznych i elektronicznych montowanych na taborze kolejowym, urządzeń sterowania ruchem kolejowym oraz telekomunikacyjnych na przykładzie obecnie obowiązujących wymagań normatywnych norm serii PN-EN 50121-x-x. Przedstawiono zakres pomiarów i metodykę pomiarową podczas badań odpornościowych wyposażenia elektrycznego i elektronicznego montowanego na taborze, jak również stacjonarnych urządzeń kolejowych. Na koniec dokonano porównania obowiązujących wymagań normatywnych w tym zakresie wraz z nowymi edycjami norm kolejowych, które mają zostać wprowadzone niebawem, ze względu na dość stare wydania obecnych dokumentów normalizacyjnych, w oparciu które należy badać wyposażenie elektroniczne montowane na taborze oraz urządzenia stacjonarne służące do sterowania ruchem kolejowym i do łączności kolejowej pod kątem EMC w środowisku kolejowym
    The paper presents the methodology of measurement radiation and conducted disturbance emission as well as the methodology of the testing resistance elec-trical and electronic devices installed on rolling stock, telecommunication and railway traffic control devices in reference to current obligatory normative standard requirements PN-EN 50121-x-x. The article presents range of measurements and methodology of measurements during testing resistance in electrical and electronic equipment installed on rolling stock as well as in stationary rail devices. In conclusion paper presents comparison of obligatory, normative standard requirements in this range and along with new edition of rail standards, which will be deploy soon, due to the old editions of current standard documents based on the electronic equipment installed on rolling stock and stationary rail devices used to railway traffic control and used to rail connection should be tested in terms of EMC in rail environment to reduce.

    Artykuł przedstawia skutki zmian wynikających z rozporządzenia UE 2015/2120 w zakresie dostępu do otwartego Internetu dla dostawców usług i użytkowników końcowych. Przedstawiono charakter prawny i zakres zastosowania nowych wymagań. Omówiono gwarancje przysługujące użytkownikom końcowym usług oraz ograniczenia nałożone na dostawców usług w zakresie zarządzania ruchem internetowym. Wyjaśniono skutki zmian dotyczących zawartości umów oraz dochodzenia odpowiedzialności z powodu nienależytej jakości usługi dostępowej. Przedstawiono znaczenie wytycznych BEREC w zakresie stosowania rozporządzenia.
    Article presents the consequences of EU regulation 2015/2120 concerning open internet access for providers of access services and end-users. The scope and legal character of new rules are discussed. Elaborated are guarantees for end-users and restrictions imposed on service providers concerning traffic management measures. The article explains effects of new rules concerning content of contracts and enforcement of service provider’s responsibility for non-performance of quality requirements of service contracts. The BEREC guidelines regarding the monitoring and enforcing the regulation were presented.

    Opis:
    Obserwowany w ostatnich latach rozwój transportu lotniczego (załogowego oraz planowanego bezzałogowego [12]) powoduje, że liczba lotów obsługiwanych przez obecnie stosowany system planowania i kontroli przelotów IFR (Instrument Flight Rules - loty według wskazań przyrządów nawigacyjnych) zbliża się do swojej maksymalnej pojemności. Ośrodki naukowe, przewoźnicy, agencje odpowiedzialne za kontrolę ruchu lotniczego i podział przestrzeni lotniczej podejmują prace, w tym badania naukowe, zmierzające do zmiany sposobu organizacji ruchu lotniczego, którego ostatecznym celem ma być wprowadzenie przestrzeni lotów swobodnych [13]. Wspomniana zmiana wiąże się z koniecznością opracowania systemów, narzędzi w tym modeli i algorytmów umożliwiających automatyczne planowanie trasy przelotu jedynie na podstawie deklarowanych przez pilotów punktów początkowych i końcowych trasy. W artykule na tle obecnego sposobu organizacji przestrzeni powietrznej oraz obowiązujących procedur planowania i deklarowania lotu, przedstawiono propozycje wprowadzenia zmian w kierunku dostosowania obecnych rozwiązań do koncepcji funkcjonowania przestrzeni lotów swobodnych. Przedstawiono propozycję modelowania przestrzeni powietrznej oraz wykorzystujące te modele algorytmy automatycznego wyznaczania trasy przelotu samolotu przy założeniu, że jest to przestrzeń lotów swobodnych. Opisano również koncepcję zmian zarządzania przestrzenią powietrzną oraz zaproponowano metodę jej realizacji. Przy czym, na wstępie należy podkreślić, że praca nie przedstawia gotowego, szczegółowego rozwiązania. Skupia się na wskazaniu kierunku zmian, proponując kierunki poszukiwań i dalszych prac badawczych.
    A future growth of aviation transport is being started to be restricted by some existing, at this moment, regulations regarding airspace structure and flight planning rules. Aviation community has encountered some barrier stopping further development of this aviation industry's branch. the future development require some solutions improving system's capability and productivity must be found and deploy. There are national, European and worldwide scientific projects lunched to research new solutions which could improve the system. The paper presents a concept of some amendments into flight planning procedures and propose the algorithm of automatics route generation related to so called Free Routing Airspace idea. The paper doesn't provide full, deployment-ready instruction regulation but focuses on general trends and point some directions of future research.

    From a very generalised perspective, it can be said that humans are the weakest link regarding road traffic safety. Researchers have focused on their health status, physical, mental and psychological characteristics, gender and age, etc. They have been exploring the question of whether there are persons who are particularly predisposed to becoming the perpetrators or victims of accidents or catastrophes, posing a direct risk of accidents and catastrophes, or causing road traffic hazards. This paper is focused on the issues related to aggression and anger that drivers experience and so-called road rage. The author identifies and analyses the factors determining such conduct, discussing its causes and behaviour prior to such incidents and considering external conditions. Emphasis is placed on the fact that anger, aggression and rage are often followed by a hazard, resulting in an accident or other road incidents mentioned above. Attempts are made to point to yet unexplored spheres of possibly identifying symptoms that indicate aggression or rage, which have been a neglected issue so far and which could be significant for taking anticipative and preventive measures without risk of penalty. The author asserts that the analysis of criminal cases and the evidence collected in the course of such procedures, including tachograph records, event data recorders, video recordings and surveillance cameras, may constitute materials used by an interdisciplinary team of experts to create an algorithm that allows preventive measures to be undertaken before outbursts of aggression, rage and violence take place. Undoubtedly, it is a cybersecurity-related task, which, by no means, may be associated with an excessive surveillance of behaviour on the roads

    Przedmiotem rozważań jest analiza znowelizowanych przepisów ustawy Prawo o ruchu drogowym (w brzmieniu obowiązującym od 1.06.2021 r.) dotyczących pierwszeństwa pieszych na przejściu dla pieszych, w szczególności znaczenia wprowadzonego w nowelizacji pojęcia „pieszego wchodzącego na przejście”. Sąd Rejonowy w Piotrkowie Trybunalskim w wyroku z 26.05.2022 r., sygn. akt VII W 135/22 opowiedział się za szeroką wykładnią tego pojęcia, uznając, że takim pieszym jest również pieszy oczekujący przed przejściem na możliwość wejścia na nie. W ocenie Autora, wykładnia taka stanowi przykład wykładni kreatywnej, która dodaje do treści normy prawnej elementy niezawarte i niewynikające z treści przepisu, a w konsekwencji prowadzi do wyraźnego naruszenia zasady nulla contraventio sine lege, poprzez dopuszczenie do karania kierujących pojazdami za zachowanie, które nie stanowi złamania zakazów lub nakazów zawartych w Prawie o ruchu drogowym. Analizę oparto w szczególności na wykładni literalnej przepisów i zasadzie ścisłej wykładni przepisów represyjnych.
    The subject of the article is an analysis of the amendments to the Act on Road Traffic (in force since June 1, 2021) regarding pedestrians’ right of way on a pedestrian crossing and the meaning of the concept of a pedestrian entering the crossing in particular. The Regional Court in Piotrków Trybunalski in the judgment of May 26th 2022, case file no. VII W 135/22, ruled that a pedestrian waiting to enter the crossing should be considered a pedestrian entering the crossing. In the author's opinion, such interpretation illustrates a creative interpretation as it adds elements not included in the provisions of the Act. As a consequence, it violates the rule of nulla contraventio sine lege by allowing the punishment of drivers for acts which do not violate any of the provisions of the Act on Road Traffic. The analysis was largely based on a literal interpretation of the provisions of the Act and the principle of strict interpretation of any repressive laws.

    W artykule przedstawiono informacje na temat stanu opracowania procedur związanych z dopuszczeniem pojazdów kolejowych, po wprowadzeniu w życie dyrektywy II pakietu kolejowego. Prace te są wynikiem inicjatyw Unii Europejskiej podejmowanych w celu zwiększania konkurencyjności kolei. W artykule zostały wymienione i opisane różnego rodzaju dokumenty, przyjęte już do stosowania przez państwa Unii lub krajowe, obowiązujące w Polsce, oraz robocze, opracowane przez grupę specjalną (Task Force) powołaną przez Dyrektoriat Generalny Energii i Transportu. Niektóre istotne dokumenty zostały zacytowane we fragmentach. We wniosku stwierdzono, że przewidywane procedury i związane z nimi regulacje techniczne nie będą zagrożeniem dla polskich przewoźników planujących obsługę ruchu międzynarodowego.
    In this article the Information on the state of elaborating the procedures related to acceptance of the rail vehicles after coming into force the directives of the II railway packet is presented. These works are result of initiatives of the European Union undertaken in order to increase the competitiveness of the railway. In this article the different kind documents, have already accepted for applying by the countries of the Union or domestic, being valid in Poland and working elaborated by the special group (Task Force) appointed by the Directorate-General for Energy and Transport, are mentioned and described. Some essential documents are quoted in the fragments. In the conclusion it was found that the predicted procedures and connected with them technical regulations would not be threat to the Polish carrier planning the service of the international traffic.
