Abstract: Non-Governmental Organizations’ development dynamics circumstances in Poland              Deep differences between Polish foundations and associations based on assets and financial sources possession as well as organisation of work have no greater influence on the Third Sector development dynamics. The most important factors amongst those having an impact on social activity processes are state authorities’ determination in creating legal rules stimulating undertaking and running NGO’s activity and skills of appropriate managing of NGO’s by executive and supervisory officers. Despite of relevant legal and administrative solutions have been implemented making welcomed results, but choice and using of organisational skills have been not proper yet. However the next few years seems to be the period of NGO’s activity gradual improvement which helps to eliminate undesirable effects.  Keywords: civil society, social activity, voluntary sector, non-governmental organizations

Despite of the great changes of administration system at the beginning of 1990’s organs of the government administration at regional level still exists as the main instruments of control and surveillance. At the same time there were made efforts for creating the effigy of civil servant as the professional working for wide social interests. To achieve this idea the Civil Service Corp was called into being in 1996 and modified in 1998 and also the Civil Service Ethic Code was lied down in 2002. Simultaneously there were initiated works for introducing different quality management systems into separate offices of the government administration. Definitely the assumption of the composite quality management system both for self-government and government administration was presented in ordinance of Prime Minister of 31st of December 2000. On the base of the ordinance there was created Institutional Development Program as the formula of improving the relationships between the citizens and administration, standardisation of ethic behaviours in administration, stimulating of social and economic development by self-government and government services, knowingly using of European Union funds. The main aim of the Program was to change the traditional model of bureaucracy by modern system based on the international quality managing norm ISO 9001:2000 but also regarding peculiar needs of public administration organs. The process of initiation of the Institutional Development Program in piloting offices finally finished in January 2004. Although the results were passable in self-government administration nevertheless there were no reasons for satisfactory in case of the government administration at regional level. The main causes of that fact were fragmentary realisation of the Program, indisposition towards the changes and lack of conviction about success of the Program by most of the officials, and relatively small interest of managing staff. In consequence after the finishing of initiating the Program all the piloting offices of the government administration left off the ideas of widening the range of the Program and reduced their activity only to monitoring initiated components. While the Institutional Development Program was not completely successful after all it conduced to raise the standard of the quality of client service, increased the identification of the civil servants with the offices, improved the internal communication and introduced clear principles in personnel policy. The Program stayed also important because of creating possibility to appreciate the preparing of government administration at regional level to adopt the quality management system based on international norm ISO 2001:9000.

Wspólnota anglikańska w Polsce należy do najmniejszych i najsłabiej rozwijających się związków wyznaniowych. W artykule przedstawiono historyczne, a także współczesne uwarunkowania o charakterze społecznym, religijnym i prawnym mające kluczowe znaczenie dla powolnego wzrostu liczby „polskich” anglikanów.

The article refers to Cornish idea of ‘crawling devolution’ based on recognizing Cornish minority under Framework Convention of national minorities protection and gradual achieving political autonomy level corresponding with modern position of Scotland, Wales or Northern Ireland in the UK political system. Author reveals façade character of formal arguments contain in the first and second DCLG reports for the Council of Europe General Secretary against implementing protodevolutionary ideas in Cornwall and presents real objections of present UK Government of realizing devolution reform (as a post-Labour heritage) in any part of England. The article presents Cornish people hopes and misgivings précised in local government, political parties (individual and common) and NGO’s selected documents and papers with authors comment in conclusion.

The article presents the main parties (i.e. the Conservative Party, Labor Party, Liberal Democrats and Scottish National Party) results of the 2019 UK general election as well as an analysis of the most important issues (i.e. correct identification of voters’ expectations, simplicity and clarity of the messages, leaders’ personalities) which determined each party success or loss. The author proves that since Brexit was the primary focus of voters, the level of support for particular parties remained dependent on the solutions presented in this issue. This basis explains why the Conservatives in the whole UK and the SNP in Scotland won (and the Labor Party and the Liberal Democrats lost) the battle of Brexit.

Opis:
The Principality of Sealand was founded on the abandoned military platform on the North Sea. Because of its location beyond the British territorial waters, it was not the point of interest of the British authorities. In 1960s and 1970s, the Principality have got its national emblems and constitution. Despite of this initial development, most of the citizens moved from the platform to mainland because of hard conditions of life. The most dangerous threat for the Principality existence was the declaration of widening British territorial waters zone up to 12 NM (Nautical Miles), but no British troops or navy ship tried to disturb Sealand’s sovereignty. Despite ‘not disturbed’ status, the Principality is not the state in the meaning of the international law. It has not got its territory nor people, because officially the platform is the Ministry of Defence property and all of Sealand’s citizens live in the mainland now. The Principality has not been recognized by any state or international organization, so it has no possibilities to take part in international relations. From the legal point of view, the Principality is not only a state, but even quasi-state, however, it could be recognised in the future as a virtual micronation, although it is not a legal category.

Abstrakt: Anglicanorum Coetibus jako instrument restytucji wpływów Kościoła katolickiego w Anglii i Walii Ogłoszona w listopadzie 2009 roku konstytucja apostolska Anglicanorum Coetibus została wydana w odpowiedzi na wielokrotne i usilne prośby „licznych grup anglikanów” pragnących przystąpić do pełnej komunii z Kościołem katolickim. Łączy ona wizje ruchu ekumenicznego zawarte w encyklice Mortalium Animos i konstytucji Lumen gentium, z założeniem o możliwości zachowania przez grupy konwertytów fragmentów tradycji anglikańskiej, pod warunkiem podporządkowania swojej formacji duchowej ogólnym normom obowiązującym w Kościele katolickim. W ten sposób zamiast ewangelizacji „siłowej”, polegającej na dopasowaniu wszystkich elementów chrześcijańskiej układanki do katolickiego wzorca, prowadzona jest ewangelizacja „dobrowolna”, tj. oparta na inicjatywach oddolnych, poszanowaniu tradycji innych wspólnot chrześcijańskich oraz dyskretnym sygnalizowaniu prymatu Stolicy Apostolskiej. Słowa kluczowe: katolicyzm, anglikanizm, Kościół Katolicki, papież Benedykt XVI, Wielka Brytania    Abstract: Anglicanorum Coetibus as an instrument of the Catholic Church influences restitution in England and Wales The Apostolic Constitution of Pope Benedict XVI Anglicanorum Coetibus was promulgated in November 2009 as answer for repeated and insistent petitions of “groups of Anglicans” who desired to stay into the full communion with the Catholic Church. It united two visions of ecumenism movement which contented in the encyclic Mortalium Animos and the constitution Lumen gentium by forecasting for groups of converts possibility of preserving elements of their Anglican tradition under condition of subordinate their spiritual construction to norms obligatory in the Catholic Church. Instead of “power” evangelization based on adjusting all elements of the Christian puzzle to the Catholic pattern, there is realizing “free” evange lization based on down initiatives, respect for other Christians communities’ tradition and discreet signalizing of the Holy See primacy. This study presents and analyzes the results of public opinion surveys conducted in Wales in 2017–2023 regarding the political future of the region. Using quantitative, comparative and systemic methods, the political solutions proposed by the Welsh were identified. The aim of the study is to answer the question whether current centrifugal tendencies may lead to Wales gaining independence in the foreseeable future.

Opis:
The Welsh identity is undisputable in national (i.e. ethnic), social, cultural and even economic dimensions however it is doubtful in political sphere because vast majority of the Welsh still cannot decide if they are more Welsh or British. The ’double identity’ dilemma was visible especially during devolution referendums voting in 1979, 1997 and 2011 when non–political motives were often much more determinative then the factor of belonging to the Welsh community in political meaning. Thus, answering to the question about devolution referendum role in shaping political dimension of Welshness requires thoroughly analyse of the mentioned referendums results as an evident figures of public support for establishing legal and institutional guarantees of maintaining and developing all aspects of national identity. In the article has been contained description how the Welsh relations to the idea of self–determination (in frames of the wide internal autonomy) have changed by last 35 years. An author shows also barriers and factors fostering this process.
