This article presents selected cybersecurity threats, identifies them, and points out their evolving nature. Cyberspace is a realm without defined geographic or political boundaries and is highly interactive. This article indicates the important role of cybersecurity in the context of building the information society and presents the most important legal regulations, both international and national, along with the indication of the proposed directions of changes at the national level, which would help to increase cybersecurity. The aim of the following paper is to present the threats that have a direct impact on social development. The article adopts the distinction of threats into primary and secondary ones. The former entails natural phenomena such as the movement of tectonic plates, various forms of precipitation, or ambient temperature, both high and low. They result in floods, fires, earthquakes and massive water movements, e.g. tsunami, responsible for the damage of industrial and public infrastructure as well as private properties. Secondary threats are results of human activity. Industrial growth and technological advance lead to unsustainable exploitation of natural resources and change the demand for workforce in terms of both quality and quantity. Such threats to safety can be identified, resolved and prevented as opposed to those targeted directly at a given country, e.g. terrorism or cyber attacks. Often unexpected, they become increasingly common. It is essential for public administrations to detect and recognise both kinds of threats in order to react in time and minimise their negative effects.

Treścią artykułu jest próba identyfikacji zagrożeń globalnych, które charakteryzują się powszechnością, wzrostem intensywności, procesami kumulacyjnymi, oraz wizualizacją. Zagrożenia globalne zostały podzielone na trzy grupy: zagrożenia światowe (brak ładu światowego, sprzeczność między globalizacją a interesami państw narodowych, niezdolność czasowa dostosowania się człowieka do tempa zachodzących zmian); zagrożenia podstawowe (kryzys kapitalizmu w sferach: polityczno-ustrojowych, ekonomicznych i społecznych oraz zmiany demograficzne); zagrożenia przetrwania (podaż surowców, niszczenie środowiska, rynek pracy, postęp techniczny, powstawanie megamiast). Wnioski koncentrują się na przyczynach nieefektywności dotychczasowych rozwiązań oraz wizji możliwych zmian systemowych.
This paper presents an attempt to identify global threats characterized by universality, increase of intensity, cumulating processes and visualization. Global threats are subdivided into three groups: worldwide threats (lack of global governance, conflict between globalization and the interests of national states, difficulty of fast adaptation of people to the speed of contemporary changes); fundamental threats (a crisis of capitalism in the political and institutional, economic and social spheres, and demographic changes), survival threats (supply of raw materials, pollution of environment, labour market, technological progress, emergence of megacities). Conclusions concern the reasons of inefficiency of previous solutions and a vision of possible systemic changes.

Artykuł prezentuje teoretyczne ujęcie demokratycznego systemu politycznego wraz z przedstawieniem wybranych zagrożeń, które mogą osłabić jego zdolności do przeciwstawienia się asymetrycznym i symetrycznym zagrożeniom bezpieczeństwa. W dalszej części wyjaśnione zostało zjawisko wojny hybrydowej wraz zaleceniami i ostatnim fragmencie podsumowującym całość rozważań. Tezą artykułu jest przekonanie, że zagrożenia asymetryczne są etapem przejściowym, prowadzącym do osłabienia państwa i ostatniej fazy w postaci symetrycznej odpowiedzi militarnej. Zdaniem autora celem państwa powinno być opracowanie skutecznej strategii oraz ukształtowanie sił cywilnych i zbrojnych cechujących się wysoką jakością i precyzją działania.
The article presents the theoretical approach to the democratic political system together with the presentation of selected threats that may weaken its ability to resist asymmetric and symmetrical security threats. In the following, the hybrid war phenomenon was explained along with recommendations in the last fragment summarizing the whole of the considerations. The thesis of the article is the belief that asymmetric threats are a transitional stage leading to the weakening of the state and the last phase in the form of a symmetrical military response. In the author’s opinion, the goal of the state should be to develop an effective strategy and shape civilian and armed forces characterized by high quality and precision of action.

One of the factors affecting the security of a state is air threats. Their nature often exerts a negative impact on both the functioning of the state and using airspace. The purpose of this article is to define the term of air threats and characterize contemporary air threats, illustrated with numerous examples. The scientific deliberations lead to outlining possible development trends in this respect, in relation to technological progress. The article ends with several concluding statements with regard to an analysis of prospective air threats. It also shows possible development trends in the discussed matter. The final part of the article is devoted to conclusions regarding the transformation of contemporary air threats.

Polityka bezpieczeństwa prowadzona przez Polskę wobec swoich sąsiadów, jej kierunki, zakres i możliwości są determinowane sytuacją geopolityczną. Nasz kraj jako pełnoprawny członek Unii Europejskiej w swoich decyzjach zobligowany jest do kierowania się interesem wspólnoty do której należy, a także interesem własnym – polską racją stanu. Podejmując zagadnienie kierunków polityki bezpieczeństwa prowadzonej przez Rząd Rzeczypospolitej wobec Białorusi nie sposób pominąć siły wpływów Rosji. Współzależność geopolityczna, militarna, kulturowa i religijna czynią te kraje bardzo bliskimi sojusznikami. Władze naszego kraju formułując kierunki polskiej polityki zagranicznej uwzględniają również fakt przemian, jakie dokonały się w ostatnich latach w białoruskiej polityce wewnętrznej i zagranicznej. Dlatego ważnym kontekstem jest sytuacja opozycji białoruskiej, wśród której znajduje się również mniejszość polska. Relacje Polski z Białorusią w sferze bezpieczeństwa powinny uwzględniać zarówno potencjalne zagrożenie militarne, jak i gospodarcze, w tym również energetyczne. Szanując integralność Białorusi, tożsamość jej obywateli, Polska powinna przyczyniać się do demokratyzowania życia wewnętrznego, poszanowania praw i wolności człowieka przez władze Białorusi przy zachowaniu dobrosąsiedzkich stosunków.
Security policy carried out by Poland towards its neighbors, the scope, directions and possibilities are determined by the geo-political situation. Our country as a full European Union’s Member State is obliged in its decisions to be guided by the interest of the community that it belongs to, as well as its own interest – the Polish reason of state. Dealing with the issue of security policy directions set by the Republic of Poland, one cannot omit the power of Russia’s influence. Geo-political, military, cultural and religious correlations make these countries close allies. Forming Polish foreign policy directions, our authorities take also into consideration the changes that have taken place recently in Byelorussian internal and foreign policies. Therefore the situation of Byelorussian opposition, the Polish minority including, is an important context. The relations between Poland and Byelorussia should involve potential military and economic threat, energy including. Respecting Byelorussia’s integrity, its citizens’ identity, Poland should contribute to internal life democracy, complying with human rights and freedom by Byelorussian authorities while keeping good neighborly relations.

W końcu wieku XX zaczęło erodować poczucie sensu bezpieczeństwa w jego wielu wymiarach: politycznym, socjalnym, indywidualnym. Epoka, w jaką weszliśmy, jest bardziej dojmująca, bolesna niż ta, jaką przeżyliśmy. Po upadku Związku Sowieckiego i końcu zimnej wojny wielkie nadzieje świata wzrastały na różne sposoby, wpływając na wzrost ekonomiczny i polityczną liberalizację. Przez dekadę zauważaliśmy tak widomy wzrost tych czynników. Ale z początkiem nowego wieku pojawiło się wiele niepokojących trendów. Jako społeczeństwa musimy się uczyć życia z nowymi strachami i terroryzmem jako jednym z nich. W takim sensie możemy mówić o tym, że wszystko się zmieniło i sytuacja stała się paradoksalna, bo żyjemy nową sumą wszystkich strachów na co dzień. Niezgoda na taką rzeczywistość jest o wiele lepsza niż alternatywa błogiego usypiania się i zdawania na los szczęścia.
The end of 20 century, to be sure, eroded the sense of political, social and individual safety. The era, we’ve just entered – whatever we decide to call it – is bound to be more painful than the one we’ve just left. After the collapse of a Soviet Union and the end of the cold war, the great hopes was the world would develop In benign ways, focusing on economic development and political liberalization. For decade there was significant progress in that direction. But there have also been some disturbing trends. As a society we will have to learn to live with new threats and terrorism is one of this. It is in that sense, more than any other, that people are right when they say that everything has changed. This leads to a paradoxical situation. Overnight, living with a threat of terrorism became part of everyday life. Disagreeable as that reality is, it’s better than the alternative of lulling ourselves into false complacency, sloppy protection and haphazard responses.

The scientific considerations presented in this paper concern threats to national security arising from the activity in outer space. The objective of this analysis is to identify these dangers and to propose solutions to minimize them. The theoretical research methods employed in this study are: synthesis, analysis, abstracting and generalization. In the course of the analysis, several modern threats were established, including anti-satellite and hypersonic weapons. Another important sphere discussed in the paper is the cyber security of satellite/communication devices and systems operating in space. With respect to satellite systems, the EA-18G Growler electronic warfare aircraft was presented as one of the concepts developed with the capability of disrupting their operation. The results from the conducted study emphasize the need to create a Space Domain Awareness (SDA) system, which is substantiated by the indication of natural threats that must beminimized, namely space debris, space weather and the possibility of collision with Near-Earth Objects. The presented considerations are concluded by the analysis of the legislative state regarding space security, which in reality accentuate the incompatibility of the existing laws with the emerging threats, and other issues concerning space law.

Migration is a mass phenomenon with a global reach as well as a global impact. Threats determined by migratory movements are also supranational. Bearing in mind the threats that migration flows may cause, European Union countries operate by means of devel-oped principles to increase the level of security in the Community. An important process in the field of counteracting migration threats is the identification of risks determined by the mobility process.
Migracja to zjawisko masowe o globalnym zasięgu, jak i o globalnym wpływie. Zagrożenia determinowane przez ruchy migracyjne również mają charakter ponadnarodowy. Mając na uwadze zagrożenia, które może spowodować napływy migrantów, państwa Unii Europejskiej działają za pomocą opracowanych zasad w celu zwiększenia poziomu bezpieczeństwa na terenie Wspólnoty. Istotnym procesem w zakresie przeciwdziałania zagrożeniom migracyjnym jest zidentyfikowanie ryzyk determinowanych przez proces mobilności.

The contemporary security environment indicates non-conventional, asymmetric and hybrid security threats as potentially the most accurate threats to global and regional security. Conflict risks in the regional frame strongly depend on strategically aimed non-military, but hybrid acts. The great powers mostly attempt to achieve their own interests’ goals in fulfi llment of self-orientated strategic dominance. The Balkan region is a crossroads of strongly exposed interest spheres of regional as well as global powers. The article aims to determine areas of infl uence in the Balkan States that could become targets of predominantly non-military but hybrid infl uences. Multi-Value Quality Comparative Analyses (mvQCA) of state power, stability and resilience capacities were used in the research. The methodology used was based on the approach with multi-valued sets of variables and conditions. A theoretical framework was based on contemporary theories of state power and hybrid warfare concept. Used databases were brought together from generated open source databases of approved international academic or think-tank organisations. Based on a hypothesis regarding hybrid security threats, a theoretical framework of understanding of power and analysing a wide spectra of databases, the article aims to contribute a rational and objective understanding of two main indicators: the potential to become a target and the resilience capacities of countries in the face of hybrid security threats. Its findings indicate that most countries in the Balkan region are potentially under unarmed influences and have very low resilience capabilities against possible hybrid infl uences. The conclusions reached help to clarify that the Balkan States are vulnerable to hybrid security threats.

Właściwe pojmowanie zagrożeń i ich źródeł w sensie defi nicyjnym jest istotne, aby prawidłowo stosować te pojęcia w sferze bezpieczeństwa w różnych sektorach i systemach. Autor proponuje rozumienie tych pojęć według ściśle określonego paradygmatu, polegającego na wyodrębnieniu nieabstrakcyjnych źródeł zagrożeń, z których liniowo wynikają różne zagrożenia. Należy więc postrzegać zagrożenia jako zdarzenia niekorzystne, które wynikają z konkretnych źródeł. Słuszność postulowanych koncepcji autor testuje na przykładzie bezpieczeństwa operacji lotniczych w lotnictwie ogólnym.
Proper understanding of threats and their sources in the defi nitional sense is important to correctly apply these concepts in the sphere of safety in various sectors and systems. The author proposes to understand these concepts according to a strictly defi ned paradigm, consisting in the separation of not abstract sources of threats, which linearly result in various threats. Therefore, threats should be perceived as unfavorable events that result from specifi c sources. The author tests the correctness of the postulated concepts on the example of the safety of air operations in general aviation.

Ze względu na obszerność przeprowadzonych badań w niniejszym artykule zaprezentowano i mówiono jedynie fragment ankiety dotyczący zagrożeń Facebooka. Wyniki badań dostarczyły nowej wiedzy na obszarze zagrożeń, niebezpieczeństw i negatywnych skutków postępu technicznego na przykładzie badanego medium społecznościowego.
The article presents a chosen part of the survey research on Facebook. The research focused on activities and attitudes of the mentioned social medium users. Due to the breadth of the conducted research, the article shows and discusses only an extract of the survey concerning threats of Facebook. The results have provided new knowledge in the area of threats, dangers and negative effects of the technological progress in the example of the studied social medium.

Many improvements in the field of wireless communication can be observed nowadays. Some developments are gradual, others are revolutionary. It is obvious that each innovation in the area may lead to new security threats and vulnerabilities. Such technologies and transmission methods as: Near Field Communication (NFC), Visible Light Communication (VLC), handover, mesh networks, 5G cellular network, mobile IPv6, beamforming, cooperative beamforming, Multiple Input Multiple Output (MIMO), Orthogonal Frequency Division Multiple Access (OFDMA), transmission in Extra High Frequency (EHF) band are very important from the security point of view. In order to preserve high level of security one needs to identify, analyse and classify distinctive sets of threats and vulnerabilities as well as some emerging data protection opportunities related to innovative wireless transmission methods and technologies. This identification, analysis and classification is a main purpose of the paper. It will focus on cryptography in wireless systems, security vs. energy tradeoffs, physical layer security. For example, common problems related to cryptography may be solved with a use of physical layer security. Data confidentiality may be fulfilled with a use of beamforming and jamming, authentication may be performed with a use of out-of-band authentication model.

The paper presents problems of terrorism threats for transportation infrastructure. The range of transportation infrastructure has spread, and includes railway, inland waterways, road, maritime, air, intermodal transport infrastructure and intelligent transport systems (ITS). ITS means systems in which information and communication technologies are applied in the field of road transport, including infrastructure, vehicles and users, and in traffic management and mobility management, as well as for interfaces with other modes of transport. ITS application means an operational instrument for the application of ITS. ITS service is the provision of an ITS application through a welldefined organisational and operational framework with the aim of contributing to the user safety, efficiency, comfort and/or to facilitate or support transport and travel operations. Terrorism means acts of violence committed by groups that view themselves as victimized by some notable historical wrong. Although these groups have no formal connection with governments, they usually have the financial and moral backing of sympathetic governments. Typically, they stage unexpected attacks on civilian targets, including transport infrastructure, with the aim of sowing fear and confusion. Based on the analyses, transportation infrastructure is potentially threatened with terrorism attacks, especially road and rail infrastructure (about 23 %), and to a smaller degree the maritime and air transport infrastructure (about 2 %). Legal steps to fight terrorism have been taken on the international level; furthermore, some institutions have been established for this purpose at the UN, NATO and UE level as well as Poland too.

The objective of this paper is to identify, analyze and assess NATO’s and the EU’s responses to hybrid threats targeting Europe, in particular the Baltics, the Visegrád Groupand the Balkancountries. It considers measures, regulations, structures and capabilities of both organizations. The main hypothesis stipulates that strengthening resilience through civil preparedness is the basis of both NATO and EU strategies to counter hybrid threats, and that cybersecurity, strategic communication and military mobility are key areas the two organizations are working on.Is resilient cyberspace critical for our daily life, economy, and national security? Should we enhance strategic communications to prevent disinformation? How to prepare our civil sectors so that they continue providing essential services to population and supporting military operations in a crisis? Europe is facing the greatest security challenges since the end of the Cold War. The seizure of Crimea, destabilization of Eastern Ukraine, disinformation campaigns, cyber-attacks, terrorism, crisis in the Middle East, poverty, and global financial volatility create new challenges and involve Western countries in a hybrid war, fought predominantly on cyber and information fronts with the extensive use of social media. Meanwhile, globalization has made the security environment more demanding, raising an urgent question: How to prepare for a crisis?

Zapewnienie bezpieczeństwa w sektorze lotnictwa cywilnego jest priorytetowym działaniem wielu organizacji lotniczych. Potwierdzeniem tego są liczne dokumenty regulujące kwestie ochrony lotnictwa cywilnego, wydane nie tylko na szczeblu prawa krajowego i unijnego, ale również w konwencjach o zasięgu międzynarodowym. Ryzyko zaburzenia bezpieczeństwa w lotnictwie cywilnym jest ogromne, ponieważ istnieje wiele zagrożeń, które mogą przyczynić się do jego utracenia. Dąży się do przeciwdziałania im, jednak aby były one skuteczne niezbędna jest świadomość istnienia zagrożeń i ich potencjalnych skutków. Mogą one posiadać podłoże militarne, nie militarne, bądź też pochodzić z otoczenia wewnętrznego lub zewnętrznego danej organizacji lotniczej. Różne możliwe zagrożenia pochodzące właśnie z tych źródeł, zostały przedstawione i opisane w tym opracowaniu.
Ensuring security in the civil aviation sector is a priority activity for many aviation organizations. This is confirmed by numerous documents regulating civil aviation security problems, issued not only at the level of national and EU law, but also in conventions of international scope. The risk of security disruption in civil aviation is enormous because there are many risks that can contribute to the loss of security. There are attempts to counteract them, however, if they are be effective, it is necessary to be aware of the dangers and their potential consequences. They may have a military, non-military background, or come from an internal or external environment of a given aviation organization. Various possible threats originating from these sources have been presented and described in the article.
