W artykule zaprezentowano efekty kilkuletnich badań nad problematyką powstania, eksploatacji i specyfiki funkcjonowania bałtyckich statków latarniowych – przydatnych przy braku stacjonarnych latarni morskich na szlakach żeglugowych. Statki, o których mowa były charakterystycznymi znakami żeglugowymi Danii, Szwecji, Finlandii, Rosji i Niemiec na przełomie XI i XX wieku. Specyfika użytkowania jednostek, nazywanych też latarniowcami, wymagała zastosowania w badaniach metod badawczych, takich jak analiza i synteza historyczna, indukcja i metoda geograficzna. Prezentowane treści są jedynie częścią skandynawskich problemów, jakie powstały w trakcie eksploatacji opisywanych specyficznych jednostek. Materiały archiwalne związane z działalnością statków latarniowych autorzy pozyskali dzięki kwerendzie w niemieckich, szwedzkich i rosyjskich archiwach państwowych.
The study presents results of several years of research into the issues of the creation, opera- tion and specificity of the operation of Baltic lightvessels – useful at the time of the lack of stationary lighthouses on shipping routes. The described ships were characteristic shipping marks of Denmark, Sweden, Finland, Russia and Germany at the turn of the 11th and 20th centuries. The specificity of the units, also called lightships, required the use of research methods such as historical analysis and synthesis, induction and geographical method. The presented paper is only a part of the Scandinavian problems that arose during the oper- ation of the specific entities described. A number of scientific papers have been delivered at both national and international conferences. Archival materials related to the operation of lightships were acquired by the authors in the German, Swedish and Russian state archives.

The Baltic winter navigation depended always very much on the ice conditions in the sea. The sea ice occurs different in form and amount, depending on the sea area and the winter season. As the maritime traffic on the Baltic Sea constitutes a substantial amount in the whole of the Baltic countries transport, Sea Ice Services (SISs) have come into being. They constituted the Baltic Sea Ice Meeting (BSIM) – a body, which assembles the parties, which are interested in warnings against bad ice conditions, and in protection of navigation in ice in the Baltic Sea. An indispensable co-operator to this body was always the company “Baltic Icebreakers”. To-day within the BSIM operate by the SISs of Denmark, Sweden, Finland, Russia, Estonia, Latvia, Lithuania, Poland and Germany, Netherlands, Norway and the Baltic Icebreakers. The main statutory duties of the SISs is the acquisition, processing and dissemination of actual information on sea ice conditions and on obstructions to navigation due to sea ice. This is done by maintaining observing posts along the coast of those countries, in their ports and approaches to them, by gathering information from ships, from ice beakers, if possible – from reconnaissance flights or satellite images. Routine products of SISs are the ice reports, ice bulletins, ice charts, forecasts and warnings and other information broadcast by mass media, e.g. radio, internet, Navtex and on the national and Baltic SISs’ web sites etc.

Na akwenie Bałtyku Zachodniego występuje duża koncentracja ruchu jednostek pływających. Jest to obszar trudny nawigacyjnie. Decyzją Międzynarodowej Organizacji Morskiej (IMO) na tym akwenie od 1.07.2006 r. będzie obowiązywać nowa organizacja ruchu statków. Czy jest to rozwiązanie satysfakcjonujące administracje morskie oraz nawigatorów i czy rozwiązuje występujący problem kompleksowo, to kwestie rozpatrywane w niniejszym artykule.
The vessel traffic in the Western Baltic Sea area is characterized by high concentration. This area is difficult for navigation. By a decision of the International Maritime Organization (IMO) new traffic separation schemes will be mandatory for ships from 01.07.2006. The question is if this new solution will be satisfactory for maritime administration and navigators and if all problems willbe solved.

This paper presents an overview of the development of a terrestrial positioning system called Ranging Mode (R-Mode) in the Southern Baltic Sea region which utilizes already existing maritime radio infrastructure. Here, an R-Mode testbed is planned to be set up until 2020 that meets maritime user needs for resilient PNT. First measurements of radio beacon signals on-board a vessel sailing in the Southern Baltic Sea show the good availability of beacon signals in this region. A comparison of received signals with a coverage prediction based on the nominal range of radio beacons shows the shortcoming of this approach and emphasizes the need for more elaborated coverage predictions which consider all effects of medium frequency wave propagation at day and night. In the measurements results the skywave has a major impact on the beacon signal stability in the night. The time stability of the signal amplitude seems to be a good indicator for disturbed reception conditions.

The main focus was on two problems: war light ships – as a notion that is unfamiliar to Polish military terminology as well as the usage of light ships in a German landing operation known under the name of “ALBION” as well as other actions. Celem polityki transportowej Unii Europejskiej jest utworzenie zintegrowanego oraz efektywnego systemu transportowego. Założenia do planów rozwoju śródlądowych dróg wodnych w Polsce na lata 2016-2020 z perspektywą do 2030 roku zakładają rewitalizację dróg wodnych w Polsce do minimum IV klasy drogi wodnej o znaczeniu międzynarodowym. Modernizacja obecnej infrastruktury liniowej oraz punktowej jest niezbędna do sprawnego rozwoju żeglugi śródlądowej na odcinku Dolnej Wisły. Odcinek Dolnej Wisły wraz z infrastrukturą punktową może wpłynąć na wzrost przepływu ładunków m.in. transportem intermodalnym w strefie korytarza Bałtyk-Adriatyk. W artykule została zawarta tematyka dotycząca znaczenia korytarza Bałtyk-Adriatyk w Transeuropejskiej Sieci Transportowej TEN-T. Dodatkowo artykuł zawiera informację odnośnie infrastruktury punktowej na zrewitalizowanym odcinku Dolnej Wisły.
The main goal of European Union's transportation policy is to create effective and integrated transportation system. According to development plans of internal waterways in Poland for 2016-2020 with a view to 2030 it can be assumed that there is going to be a revitalization of waterways in Poland up to minimum fourth class level of international waterways. The modernization of current line and point infrastructure is crucial for efficient development of inland shipping on Lower Vistula's part. The part of Lower Vistula along with the point infrastructure can affect the increase of cargo flow, for example: intermodal transport of the Baltic Sea-Adriatic Sea corridor. Article includes the meaning of Baltic Sea-Adriatic Sea corridor in reference to transeuropean transportation TENT network. Moreover, an article includes the information regarding infrastructure of Lower Vistula's revitalized part.

This paper presents the key assumptions and preliminary research on an integrated system called ESABALT, for enhancing maritime safety, which incorporates the latest technological advances in positioning, e-Navigation, Earth observation systems and multi-channel cooperative communications. The most novel part of the ESABALT concept, however, is a focus on user-driven crowdsourcing techniques for information gathering and integration. The system will consist of a situational awareness solution for real-time maritime traffic monitoring via utilizing various positioning technologies; an observation system of the marine environment relevant to transportation and accidents including assessing the sea ice, oil spread, waves, wind etc.; and a methodology for context-aware maritime communication with cooperative, multi-channel capabilities. The paper presents the intelligent, novel, user-driven solution and associated services developed in ESABALT for enhancing the maritime safety in the whole Baltic area.

The report depicts technical and organizational possibilities with an aim to increase situational awareness and sea travel safety on the entry to Polish seaports on the base of the dedicated radar system on the aerostat platform. The radar system based on the aerostat can work at the altitude of 3,000 meters, which allows detecting sea vessels and low level flying aircrafts in the range of 150 nm and more. The aerostat based in Siemirowice gives opportunities to monitor movements of sea vessels all over the South Baltic Sea, starting with the Lithuanian seaside with Klaipeda seaport in the east where the sea enters Zatoka Gda?ska and Trójmiasto seaports, movements along the whole Polish seaside up to Sund Straid near Copenhagen and sea routes all along south Swedish coast. On those bases, it is possible to observe movements of sea transports of special interest including Maersk’s big container vessels and gas delivering vessels to Lithuania and to ?winouj?cie. The proposed radar system is using solutions of towed aerostats tested in working conditions which are exploited by the United States of America to monitor its border with Mexico and to observe movements of sea vessels and low flying aircrafts around Florida Peninsula and Puerto Rico islands on the Caribbean. The radar systems used by the USA are depicted with organizational rules of their exploitation. Advantages and these advantages of such a radar system were depicted and some information about dangers related to aerostat’s exploitation is also provided. Additional possibilities of using the radar system based on the aerostat are depicted in the role of a new and important part of the country’s defense system.

This paper presents assumptions and process of the forming of a risk assessment model for collision between a passenger ferry departing from or approaching port of Świnoujście and a chemical tanker carrying a dangerous cargo. In order to assess navigational safety on the basis of data obtained from AIS system, were prepared probabilistic domains of ships, which made it possible to estimate number of navigational incidents as well as their spatial distribution , that consequently allowed to determine potentially dangerous areas. The next phase was formulation of a simulative model intended for the calculating of probability of collision between the ferry and chemical tanker as well as the determining of characteristic scenarios for such collision. This paper presents also an analysis of consequences of the collision with taking into consideration a damage of cargo tanks.

Since the 1970s, ships in the Kattegat area and the Baltic Sea entrances have been advised to use one of the routes established by the Danish Maritime Safety Administration. As time passed, traffic increased significantly, demanding adjustments to the introduced solutions to accommodate new volumes of ships passing through the entrances to the Baltic Sea. It is estimated that about 70,000 vessels are passaged via Kattegat yearly. Additionally, an increase in the traffic of fishing vessels and small pleasure crafts of different types has been observed, necessitating regulation to ensure the safety of navigation for everyone involved. Therefore, on the 1st of July 2020, a new routing system was introduced in the area of Kattegat by the decision of the International Maritime Organization (IMO). This paper focuses on the exact changes made and how those changes may influence the safety of navigation in Kattegat and the Sound, considering the COLREG rules and human factors in planning and executing passage via this area. A short presentation of recent accidents, and a study of difficulties arising from the new traffic organization, will be given. Brief traffic analysis is conducted using IWRAP MK II software, and historical AIS data from research will advance a more detailed examination and simulations. Finally, the introduced routing system’s effectiveness is compared using density plots from chosen periods. Furthermore, the analysis of the influence on the safety of navigation, as the introduced solution, is observed to be unusual. New routings have been in force for over two years and are accepted and used by most merchant vessels operating in Kattegat. Even so, this period is too short to clearly state that it is completely safe.

The determination of the height in the vertical reference frame in force in Poland is based both on national regulations (Council of Ministers Regulation, 2012) and on the resolution adopted by the EUREF subcommittee in Tromsø (Resolution No. 5, EUREF Symposium, 2000). Currently, the PL-KRON86-NH vertical reference frame is in use in Poland – a normal height system referred to a quasi-geoid of the average level of the Baltic Sea determined by the zero level of the mareograph in Kronstadt. According to the Regulation, by the end of 2019, Poland will adopt the PL-EVRF2007-NH vertical reference frame, i.e. a normal height system referred to the zero level of the mareograph in Amsterdam. The authors present a method of determining normal heights of seabed referred to the zero level of the mareograph in Amsterdam for coastal areas of the Baltic Sea. This method uses GNSS measurements, the EGM 2008 model and depth measuring methods typical for underwater mining.
