    The Arab Spring led to a major transformation of political systems of the region’s most countries; an increase in the significance of radical Islam in the political life; a degradation of the security environment. In addition, changes in the region’s economy cannot be overlooked. The events connected with the Arab Spring gave the Russian Federation completely new challenges. The country has to yet again define the character of its relations with Muslim countries and adapt its foreign policy to the new post-revolutionary reality. The Arab Spring also represents a challenge for Russia in its internal affairs.

    The development of the Muslim religion in the Russian Federation is undoubtedly a very important and, at the same time, interesting element influencing the contemporary socio-political situation in Russia. One of the most important components of religious revival in this country was the change in the Russian Muslims’ attitude to issues related to religiosity. In the conditions of religious pluralism, Muslims in Russia, scientists, thinkers, and publicists often refer to the intellectual output of Russian Muslim socio-political activists whose activity took place at the turn of the 19th and 20th centuries. The article aims to show how the jadidism movement is being received in contemporary Russia. Nowadays, the ideas of jadidism are also the pretext for discussing the nature of Russian Islam and its future.
    Развитие ислама на территории Российской Федерации, вне всякого сомнения, представляет собой весьма важную, и, в то же время, довольно интересную область, оказывающую влияние на ход социо-культурных процессов в современной России. Одной из наиболее важных составляющих процесса религиозного возрождения в этой стране стало изменение отношения к религиозности среди российских мусульман. Учёные, мыслители, публицисты и мусульмане России в условиях религиозного многообразия зачастую ссылаются на работы видных мусульманских социально-политических деятелей конца XIX-начала XX века. Цель данной статьи состоит в том, чтобы показать как движение джадидизм воспринимается в современной России. Сегодня идеи джадидизма зачастую служат поводом обсудить и углубиться в изучение сущности ислама в России и его развития в будущем.

    The concept of Jadidism - the reform movement among Muslims in the Russian Empire - at the turn of the nineteenth and twentieth centuries and to the present day has beeen of interest to researchers. Scientists discuss it not only the issues of terminology, but also in regard to determining the exact date of the occurrence of this phenomenon and determining its most important stages. Representatives of this movement have been recorded on the pages of history, and their achievements today are an extremely rich source for analysis, mainly due to the ideas they proclaim, which at the turn of the centuries were courageous, and sometimes innovative. The article aims to present the concept of Jadidism in the context of socio-religious changes among the Muslim (Tatar) community in the Russian Empire at the turn of nineteenth and twentieth centuries.
    Концепция джадидизма – реформистского движения мусульман Российской империи, возникла в конце девятнадцатого – начале двадцатого веков, и по сей день вызывает большой интерес среди научного сообщества. Ученые обсуждают не только вопросы терминологии, но также пытаются установить точную дату возникновения этого явления и выделить важные стадии его развития. Представители этого движения оставили свой след на страницах истории. Их достижения сегодня представляют собой неиссякаемый источник для исследований, в основе которого лежат продвигаемые ими идеи, оказавшиеся смелыми, а порой даже инновационными. В рамках данной статьи концепция джадидизма представлена в контексте социально-религиозных изменений в мусульманской (татарской) общине Российской империи на рубеже девятнадцатого-двадцатого веков.

    At present, the Muslim community in the Russian Federation grows in importance and strength. The religious freedom, which came as a result of the democratic transformation that took place in the Russian Federation in the late 1980s and early 1990s opened the opportunity for its Muslim residents to develop their own culture, educational system and administrative structure. The freedom of religion was one of the most important elements of perestroika and one of the directions of Russia’s development following the transformation. Here, the freedom of religion can be considered as both an element of liberalization of the Soviet regime, and, after the break-up of the USSR, as a step towards democratization. The article aims to present the most important legal acts and documents that constitute the legal basis for the functioning of Muslims in the contemporary Russian Federation.
    В настоящее время мусульмане на территории Российской Федерации становятся все более крупным и влиятельным сообществом. В ходе процесса перестройки в СССР зародилась свобода вероисповедания. Этот процесс можно считать результатом либерализации в рамках советского режима, и элементом демократизации, если говорить о современной России. Возрождение религиозной жизни за последние двадцать лет привело к значительным изменениям среди мусульманской общины России. В статье рассматриваются важнейшие правовые акты и документы, которые составляют правовую основу функционирования мусульман в Российской Федерации.

    Like most countries in the world, the Russian Federation has also been struggling with the coronavirus pandemic that causes the COVID-19 disease since the beginning of 2020. The pandemic has harmed many areas of life in Russia, including social, demographic and economic issues. The changes also affected the labor market, which to a large extent is shaped by economic migrants from Central Asia. The situation of the economic migrants themselves has also changed significantly. Many of them lost their jobs, especially in the first half of 2020. Due to sanitary restrictions and the closure of borders, the number of Central Asian residents who decided to leave for Russia has significantly decreased. Experts emphasize that economic migrants make a significant contribution to the development of the Russian economy and the economies of Central Asian countries. This article aims to present how the Covid-19 pandemic influenced the shape of economic migration from Central Asia to Russia in the context of changing employment conditions and the socio-economic situation, both in Russia and the countries of the region.
    Подобно большинству стран мира, Российская Федерация также пострадала от пандемии COVID-19, вызванной вирусом SARS-Cov-2 в начале 2020 года. Эпидемия затронула многие сферы общественной жизни в России, включая социальную, экономическую и демографическую области развития государства. Изменения затронули также и рынок труда, который в значительной степени был сформирован за счет экономических мигрантов из стран Центральной Азии. Сама по себе ситуация с экономическими мигрантами значительно изменилась. Многие из них потеряли работу, особенно в первой половине 2020 года. В связи с санитарными ограничениями и закрытием границ численность резидентов из Центральной Азии, желающих уехать в Россию, значительно сократилась. Экс- перты подчеркивают, что экономические мигранты вносят значительный вклад в развитие российской экономики, равно как и экономик стран Центральной Азии. Данная статья наглядно показывает, каким образом пандемия COVID-19 повлияла на формирование процессов экономической миграции из стран Цен- тральной Азии в Россию в контексте изменившихся условий трудоустройства и новой социально-экономической ситуации, как в России, так и в странах всего региона.

    On 15 January 2020 Polish resolution authority made a decision to launch the resolution of a regional cooperative bank. The aim of the resolution was to maintain the service of local government units, considered as the critical function of the bank. The tool used was a bridge bank combined with bail-in to subordinated bonds and unguaranteed deposits, including deposits from local government units. The author is of the opinion that the write-off deposits from public entities was a substitute of the insufficient amount of liabilities contractually eligible for bail-in, served as the instrument enhancing credibility of resolution as well as protecting other creditors from excessive losses (i.e. mitigating contagion risk). The presented case of bank resolution, has been assessed as an example of intentionally bending of the stiff BRRD rules to an unusual case to find the practical, socially acceptable solution. By comparing this case with resolution of other small banks in the EU, the author argues that national authorities seek to limit the scope for bail-in and try to use the financial arrangements within the resolution of small local banks as more secure for the banking sector and socially acceptable manner.
    15 stycznia 2020 r. podjęta została decyzja o wszczęciu resolution wobec Podkarpackiego Banku Spółdzielczego w Sanoku. Przesłanką jej podjęcia było utrzymanie obsługi jednostek samorządu terytorialnego, uznanej za funkcję krytyczną banku. Postępowanie przeprowadzono z wykorzystaniem banku pomostowego w połączeniu z umorzeniem obligacji podporządkowanych oraz części niegwarantowanych depozytów (w tym należących do jednostek samorządu terytorialnego). Autor stawia tezę, że umorzenie depozytów podmiotów publicznych było substytutem dla niewystarczającej kwoty zobowiązań podlegających kontraktowo umorzeniu lub konwersji. Takie działanie pozwoliło zapewnić wiarygodność resolution oraz ochronić pozostałe grupy klientów banku posiadających niegwarantowane depozyty przed nadmiernymi stratami (tj. ograniczając ryzyko zarażenia). Porównując ten przypadek z innymi procesami resolution małych banków w UE, autor twierdzi, że organy krajowe będą starały się w takich sytuacjach ograniczyć zakres umorzenia lub konwersji długu i dążyć do uruchomienia środków publicznych, a tym samym intencjonalnie naginać sztywne zasady BRRD w celu znalezienia rozwiązania społecznie akceptowalnego i bezpiecznego dla sektora.
