Opis:
Purpose: The aim of the paper is to analyze social welfare system in Poland. Design/methodology/approach: Critical literature analysis. Analysis of international literature from main databases and Polish literature and legal acts connecting with researched topic. Findings: At the municipal level, the unit providing social assistance nearest to the citizen is the municipal or municipal social assistance centre. It is also the basic institution to which people in need come for help. Regional Social Policy Centres operate at the regional level, which are focused on creating social policy and promoting innovation in this area, as well as providing appropriate qualifications to social assistance staff. They are subject to Voivodship marshals. At the level of government administration, issues of social assistance belong to the Ministry of the Family, Labour and Social Policy. The scope of tasks of the Ministry of Family, Labour and Social Policy is extremely wide, therefore, some of the tasks in the field of social assistance have been delegated to local government units. Originality/value: Detailed analysis of all subjects related to creating and managing social welfare policy in Poland.

The subject of the discussion in the article is evaluate of issue whether social security in its activities is effective and how it affects the social security of citizens. In order to introduce, defined concepts such as organization. Also presented in the table form features of nonprofit organization, which are social welfare institutions. In addition, briefly presented the concept of efficiency and described how is possible to explore the effectiveness of social security, by putting it in five dimensions. For the purpose of this article, to evaluate the effectiveness of social security, analyzed the Social Security Act. A brief analysis will illustrate the problem of social security effectiveness and social security of citizens.

The general aim of the paper is to indicate the key role played by banks in Schumpeterian innovative evolution. Background: The aging of the population in Poland and globally has increased interest in nutrition for the elderly. Their diets are inappropriate, but modifications should be introduced gradually. This is important in hospital settings, sanatoriums or social care homes, where patients have few choices. Aim of the study: The study aimed to assess the content of the selected mineral salts in ten day menus offered by the Social Welfare Home based on season of the year. Material and methods: The study included 40 menus offered in four seasons of the year for the residents of the Social Welfare Home in Lower Silesia. The mineral content of the foods on the menus were assessed. We considered the physical activity of the elderly (1.4—Physical Activity Level) using norms developed by the Food and Nutrition Institute, and calculated the average norms of the analysed nutrients for people over 60 years of age. Results: The diets were low in minerals such as calcium and potassium, and contained an excessive amount of phosphorus, sodium, iron and zinc in all seasons. Although magnesium levels in the spring and summer were appropriate, deficits appeared in autumn and winter diets. Conclusions: The evaluated menus showed inadequate supplies of the assessed mineral salts. More analysis and adjustments to planned meals is recommended.

The main aim of the article is to outline welfare sociology as a potential sub-discipline of sociology and to discuss the issues of broadly defined social welfare. While in contemporary social sciences the literature concerning welfare often focuses on themes such as happiness (psychology), prosperity (economics), or quality of life (sociology), these themes may be considered too narrow and do not reflect the complexity of the issue. However, if one considers the definition of social welfare through the prism of material and non-material needs, as well as the needs expressed individually and collectively, it is possible to attempt a comprehensive study of this phenomenon. The author uses the definition of social welfare to look at research on (a) welfare state regimes, (b) welfare attitudes and (c) issues of work in contemporary capitalism, all to enable the application of research results within the analysis of the title concept.

Background: Psychological old age is considered a developmental process in which there is a juxtaposition of profit and loss. Developmental changes are multi-faceted and include biological, psychological and social spheres. The quality of human life diminishes as mobility lessens, and this compromises self-perception. The biological changes of old age are retroactive. Poor nutritional status and other negative behaviors like addictions contribute to the physiological regression of aging. Interest in nutrition amongst the elderly is heightened because of the aging population in Poland and internationally. There is also interest in the application of proper nutrition to prevent diseases in this age group. Proper nutrition is one of the main factors determining ideal human function and positively affects the natural processes within it. Analysis of food composition gives the opportunity to eliminate nutritional errors, which in turn contributes to improving the quality of life and delaying the aging process in the examined age group. Aim of the study: The aim of this study was to evaluate the content of selected vitamins in 10 seasonal menus applied at a Social Welfare Home. Material and methods: This study included 40 decade menus, prepared over four seasons of a year for the residents of a Social Welfare Home. The vitamin content of the meals was assessed quantitatively using the computer program, Diet 5. The selected vitamins were those considered most essential to the elderly diet because of the common appearance of their deficiencies. Taking into consideration physical activity of the elderly (1,4 physical activity level ) and utilizing the norms developed by the Food and Nutrition Institute, the average norms of the analyzed nutrients were calculated for people over 60 years of age. For this purpose the formula (K+M)/2 was used, where K is the norm for women and M is the norm for men. The results obtained were compared with the calculated mean values of the norm for elderly at the level of the estimated average requirements (EAR). The results were analyzed statistically giving the mean value (X) and the median. The calculations were performed using Microsoft Excel. Results: Deficiencies in vitamin D were found. The menu content of vitamins E and C was correct in all seasons. The amount of vitamins A, B₂, B₁₂ and PP was excessive in all the seasons. Conclusions: The evaluated menus showed errors in the supply of the assessed vitamins.

Przedmiotem badania jest relacja między wydatkami niekwalifikowanym budżetu pomocy społecznej w ramach ograniczonego budżetu Korei w okresie 1965–2008. W artykule wskazano, że pomoc publiczna i wydatki na usługi społeczne są nie do porównania z wydatkami ubezpieczenia narodowego zgodnie z wielowariantowymi modelami ARIMA Box-Jenkins. Ich obecność poddana współmierności jest fałszywa ze względu na wpływ czynników polityczno-gospodarczych. Rezultaty badania w tym artykule mogą wnieść wkład w rozwój teorii budżetowej i polityk budżetowych. Jednak niektóre rezultaty badań powstałych w oparciu o modele ARIMA mogły być nieadekwatne do poddania interpretacji w ramach istniejących teorii i formułują przypuszczenia takie jak te z dziewięcioletnim opóźnieniem, etc. W związku z tym dalsze badania są konieczne.
This research investigates the relationship between under-expenditure of the social welfare budget within a limited budget and the determinants that have an effect on them. Relationships and determinants between under-expenditure of the social welfare budget have generally received relatively little attention from academics. The aim of this article is to examine the differences in the under-expenditures of the social welfare budget in the Korea between 1965 and 2008. It is shown that public assistance and social service expenditures are not comparable with national insurance expenditure according to the Box-Jenkins’ multi-variant ARIMA models. The appearance of them being commensurate is spurious because it is affected by political economic factors. The research findings in this paper can contribute to the development of budgetary theory and budgetary politics. However some findings within in the ARIMA models were incapable of being interpreted within existing theories and conjecture such as those with a 9 year time lag, etc. Further studies are therefore required.

Problematyka dobrobytu społecznego od kilku lat zyskuje na popularności jako temat analiz i opracowań naukowych z zakresu szeroko pojętych nauk społecznych oraz jako interesująca kwestia dla opracowań publicystycznych. Z oczywistych względów spowodowało to powstanie i nawarstwienie się problemów definicyjnych i metodologicznych związanych z tymi kwestiami. Mimo upływu lat wciąż nie ma, pomijając oczywiste kwestie szczegółowe, powszechnego konsensusu co do tego, czy w istocie jest dobrobyt i jak powinien być mierzony. Niniejsze opracowanie ma na celu omówienie oraz krytyczną analizę pojawiających się definicji oraz miar dobrobytu spo-łecznego. W celu realizacji tematu zakłada się dokonanie pogłębionej analizy literaturowej oraz empiryczną analizę krytyczną kwestii definicyjnych i metodologicznych występujących w opracowaniach specjalistycznych i naukowych.
The problems of social welfare during the years has gained popularity as a subject of analysis and scientific studies in the social sciences and as well as an interesting issue for journalists. For obvious reasons this has created several definitional and methodological problems. Despite the years it still has not resulted in creating specific, universal consensus in the field of common definition and measurement. This study aims to discuss and critically analyze definitions and measures of social welfare. In order to implement the aim the author shall make an analysis of the literature and empirical studies found in specialized studies and research.
