The article contains an attempt at providing an answer to the question whether, and if so - in what way and to what extent, the state system of social security may participate in stimulation or consolidation of the inflationary process in the contemporary capitalism. The analysis is performed within the framework of two most common theories of inflation causes today, and namely of the demand and the costs theories with the object of research being the West-German social security system. This analysis reveals that this system may, theoretically speaking, develop in an proinflationary way and that both through its influence on the demand and supply (costs) factors of the economic process. The fact that the security system restricts its activity mainly to the transfer of the purohasing power from those remaining in the production process to those excluded temporarily or penamently from the professional life as well as propensity to generating changes in the distribution of the national income in favour of the non-possessing classes being characteristic for the system, provide an excuse for stating that it created a bigger inflationary threat through its influence on the supply (costs) rather than the demand side of the economic process. It seems, however that the strenght of the proinflationary influence of the West-German social security system should not be estimated too highly duo to the fact that costs foraally incurred by companies for social securing of the employed (fees) although growing and ąuite substantial in their absolute figures, represent a relatively insignificant portion of their aggregate production costs; insignificant in comparison with wage or materiał production costs.

All highly industrialized capitalist countries have at present more or less, but in most cases quite well, developed state systems of social security. In majority of these countries they absorb over 30 per cent of the national income. While accomplishing its main tasks of the social-welfare type they exert, nonetheless, a definite influence on the economic management process. The article contains a review of different views confirming a positive impact of the state social security systems on the capitalist economy, and their economic usefulness. The author is also making an attempt at their evaluation on the basis on an earlier performed and deeper analysis of the economic aspects of functioning of the West German social security system. The final conclusion is that the presented views may be treated as right in most cases as majority of activities within the scope of the state social security systems in capitalism exerts a positive impact on the economic growth process and contribute to weakening of cyclic instability in the capitalist economy.

The article analyzes the social security system from the point of its evolutionary contents. The authoress proceeds from an assumption that as the time goes by the classical rules in functioning of the social security system undergo changes adjusting themselves to new conditions both within the framework of the capitalist and socialist social formation. This does not imply, however, that the social security system disappears or becomes transformed in a social protection. It constitutes only a component of the social protection while transformations occurring In the social security system are an expression of inevitable change resulting from a dialectic development of social relations.

The article aims at presenting the role and tasks of work establishments in providing social security and the influence of benefits ensuing from it on incomes of employees. The following problems have been discussed in the article: - nature and scope of social security, - scope, types and forms of social security in work establishments (social insurance, social assistance, socio-welfare and other benefits), - cost and income aspects of social security in work establishments , - financial burdens of work establishments and incomes obtained by employees as a result of employee social security (initial research findings), - directions of social security reform in the field of funds raising and their rational use. Moreover, the author points out factors accounting for differentiation of employee incomes and financial burdens of work establishments due to realization of employee social security.

Growing awareness of the fact that individual economic security largely depends on the way of managing available resources of households and, consequently, a launch of mechanisms that would encourage households to adopt precautionary behaviours are the key issues of the social security system reform in Poland. The article presents results of two surveys aimed at analysing the areas of subjectively perceived economic security among Polish households, as well as patterns of behaviour aimed at saving. The former was carried out towards the end of 1998, immediately prior to implementation of the social security system reform, while the latter took place towards the end of 2001, i.e. two years after its implementation. A comparison of results of both surveys in the context of the country’s changing economic situation suggests that while income is the main generator of households’ resources, maintaining these resources during cyclical downswing depends on the social profile of a household, being largely determined by the level of education. Subjectivity in assessment of one’s own income capacities may affect the savings ratio, as assumed by economic psychology statements.

The article attempts a critical analysis of the reformed social security system in Poland. Although the reform has been a breakthrough, it is not a part of a broader concept of restructuring of the social security system. Political circumstances have had a major effect on the reform scheme. Since only limited experience has been gathered so far, the assessments of the new system must have a hypothesis status. The general concept of reform providing for a combination of a repartition-based system with a capital-based system does not give rise to any doubts. Such potential consequences of the reform as the relatively low level of average pensions and their great variation and volatility, high costs of public expenditure on transforming the system and insufficient competitive pressure on pension funds may be matters of concern. Drawbacks of the reform also include omission of such problems as the retirement age and insurance of self-employed persons (especially farmers). The article suggests maintaining the general concept of the reform, but making all the necessary corrections and supplements.

A diagnosis based on early experience and an analysis of operating conditions of the new system provide a starting point for amendment of the reformed social security system proposed in this article. The diagnosis does not challenge the principal lines of the transformation made in 1999, Nevertheless, it tackles such threats as the potentially great variation in benefits and their relatively low level, insufficient pressure on efficient activity of insurers in the capital-based pillar, and potentially high budget costs in the system "reforging" process. The proposed remedial measures include, first of all, the free choice of the scale of contributions made to the capital-based pillar, and making capital market players other than Universal Pension Societies (especially banks) eligible for collecting and investing a part of the mandatory contribution to social insurance. The article points out the need to implement an additional reform package including, in particular: step-by-step raising of the statutory retirement age, extending upon the self-employed (also in agriculture) the principle of linking the social insurance contribution level to the income level, and making all categories of income subject to payment of social insurance contribution (accompanied by appropriate cuts in the contribution levels).

The main ideas of this article are the following: (1) Education in a knowledge-based society takes place in a technology-based society. Therefore, we must pay attention to the technological possibilities and changes. (2) On the one hand, the technological “reality” forms the prevailing culture. On the other hand, the cultural patterns of action and using influence this technological “reality”, change it, adapt it to the cultural “environment” (interaction of technology and culture). (3) These actual processes of change include two (ideal) forms: (a) the adjustment of existing cultural resp. social patterns to the new technological possibilities (persistence of the “traditions”); (b) the recombination of existing and the appearance or arising of (complete) new cultural resp. social patterns (surprises, mostly no foreseeable/ predictable). (4) Cultural changes are not an automatic resp. direct result of technological possibilities. The use of these possibilities depends on the competencies, the values a. s. o. of the user(s); this is fundamentally influenced by the existing culture. – On this basis, the article at first will show some trends and problems in the current development of ICTs. Secondly some cultural and social implications of these trends will be discussed (examples: “evaluation and selection of a / the technological solution”, “important criteria of IT-security”, “security/safety culture” and “tacit presence”). Some conclusions finish the reflections.

Polish accession to the European Union structures has imposed on Poland the obligation to harmonize our own system of social security with law of other members. This coordination consists in the obligation to apply European Union legislation towards persons travelling within the EU, regardless of internal laws. Basic acts which regulate such coordination are as follows: the Council Directive (EEC) No 1408/71 dated 14 June 1971 referring to the application of systems of social security for hired workers, self-employed individuals and members of their families travelling within the borders of the Union, as well as the Council Directive (EEC) No 574/72 dated 21 March 1972 defining the way of applying the directive (EEC) No 1408/71. With regard to pension funds, the Union regulates pensions resulting from inability to work, dependents’ pensions, pensions for injuries at work and work-related illnesses, funeral benefits. Basic principles for coordination are: equal treatment, applying legislation of one country and adding up periods covered by insurance.

Several empirical studies of the social construction of risk have been conducted within the risk study paradigm but little attention has been paid so far to the flip side of this process, i.e., exclusion of risk from social consciousness by deliberately or involuntarily rendering it invisible, disregarding or marginalising it. This article, based on the concept of risk proposed by Ulrich Beck, Mary Douglas and Aaron Wildavsky and the findings of the sociology of scientific ignorance, introduces the “risk-concealment category.” This category applies to the mechanisms and processes underlying the social definition and construction of risk. It then presents the main functional areas of the mechanisms of risk-concealment in social practice and identifies the basic types of mechanisms which can be found at various stages of social risk definition and which lead to the social construction of the sense of security. The status of this text is projective and the possible paths of further exploration of the subject are outlined. The purpose of this article is to suggest a new research area focusing on the various aspects of risk-concealment and the underlying mechanisms, rules and action strategies. The mechanisms of risk assessment, political-economical risk definition and risk discourse are discussed.
