Dialogue has been much talked about recently, though it is not always understood properly. That is why the author wanted to present the standpoint as it is presented in the social teaching of the Church. First, social-cultural conditions of dialogue has been pinpointed. The author finds them in the processes of secularization and pluralism which processes have led to the disintegration of traditional society, and in consequence to the development of other alternatives, options and choices. In the conditions of secularization and pluralism, both the Church and society /state/ has been, as it were, "forced" to enter into dialogue. Then the author concentrated of the evolution of the social teaching of the Church concerning dialoque. On the one hand, it consists in accepting tolerance at the personal level, and on the other hand, on a solidary cooperation at the social /national and all-human/ level. Both those levels are crucial for the development of man and mankind, nevertheless in the social teaching of the Church more attention has been paid to tolerance than to solidarity. Then the author discussed the conditions and types of dialogue. Certainly dialogue, despite various aspects, embraces three elements: subject, object and goal. The subject of a dialogue can be all equal partners. The object of a dialogue can be truths or values. The first case concerns a dialogue connected with people’s outlook on life, and the second a dialogue aiming at activity. The aim of a dialogue in common good of society which good is an aim of the state. This kind of a dialogue should be based on an agreement of basic social values. The conditions of a dialogue may work differently, depending on the conditions of place and time. Finally, the author emphasized that in the society of real socialism there is no room for dialogue without pluralism, without seeking consensus as to the fundamental values, and without cooperation of all social forces for the benefit of common good, properly understood by those who stand high in society and those who stand low.

This article attempts to diagnose social communication in post-1989 Poland. It analyses the issue against the larger backdrop of the most familiar communication theories formulated by representatives of the contemporary humanities (Mikhail Bakhtin’s theory of creative discourse, Lyotard’s dialogue as the differentiation of rationality,Waldensfels’s category of understanding and communication,Charles Taylor’s communitarianism). Another important reference point in addition to these theoretical conceptualisations is the philosophy of Józef Tischner who devoted many of his essays to dialogue in Polish social life, both in communist times and after the fall of the communist regime. The author proposes a diagnosis of the crisis of social communication in Poland. This crisis is rooted in the weakening of community bonds and the resulting lack of foundations on which dialogic society, based on trust and receptiveness to new experiences and ideas, the prerequisites for civil activity, could be constructed. Two forms of communication have taken its place: individualistic communication (the individual’s world is constricted to personal experiences) and collectivistic communication (the individual unreflectively accepts the current social stereotypes and views them as obvious truths). Such an attitude leads to the development and fortification of the “culture of distrust” syndrome with its extremely significant social consequences. This is particularly visible in the context of the quality of public debate and the relations between the government and society. Such phenomena as poor voter turnout, negligible participation in voluntary associations, lack of confidence in the authorities and interpersonal relations are all symptoms of the crisis of social communication

Opis:
Vattimo is an author of so-called radicalized hermeneutics. In it he refers creatively to the counter-metaphysical nihilism of Nietzsche and Heidegger. He is accompanied by an intention of radicalization (weakening) both these positions with hope for clearing them of the remains of metaphysical thinking. The nihilistic accomplishment of hermeneutics Vattimo combines with its transition to the ethical position. However he polemizes with approaches, which develop “an ethical vocation” of hermeneutics either in the direction of the ethics of communication (like Habermas), or in the direction of the ethics of redescription (like Rorty), or in the direction of the ethics of continuation (like Gadamer). In their place Vattimo suggests the ethics of interpretation, which is rather ethics of goods than ethics of obligations. It is a kind of a retrospective (historical), pluralistic, relativistic ethics with a preference for the value of freedom.

Artykuł jest autorską refleksją nad wynikami projektu badawczego diagnozującego stan rozwoju sektorowego dialogu społecznego w Polsce. Prezentowane tezy stanowią próbę wydobycia i rozwinięcia najważniejszych wniosków z bogatego i zróżnicowanego materiału empirycznego. Opisywane są słabe strony dialogu społecznego w Polsce (m.in. niska reprezentatywność organizacji członkowskich, orientacja na doraźne rozwiązywanie problemów), stojące przed nim szanse (m.in. zawieranie układów zbiorowych), jak również najbardziej prawdopodobny, w świetle przytaczanych informacji, pluralistyczny scenariusz rozwoju dialogu społecznego w Polsce. Wskazując na pluralizm jako model najbardziej zbliżony do rzeczywistości, artykuł nie zamyka dyskusji nad wariantowością dialogu społecznego w Polsce.
The author considers the results of a study of development of sectoral social dialogue in Poland. He attempts to draw some conclusions from the rich and miscellaneous empirical data collected during the study. He discusses weak points of social dialogue in Poland (i.e. low representativeness of employer organizations and trade unions, focus on resolving ad-hoc problems); its opportunities, e.g. collective bargaining; and the best way, in the current circumstances, to develop social dialogue in Poland. The author states that the reported study shows the current conditions are characterized by pluralism. He concludes that the article is only an invitation to a debate on different variants of social dialogue in Poland.

Social dialogue in post-1989 Poland has followed a long and curvy road. Introduction of tripartism, establishment of social dialogue institutions and conclusion of the 'Pact on the Transformation of State Enterprise' in 1993 propelled high hopes and expectations towards the domestic mutation of neocorporatism. In the following years, however, social dialogue in Poland would not produce another social pact, despite the fact that tripartite institutions have been working on regular basis and number of minor agreements have been consensually reached. The overall reception of Polish social dialogue both locally and internationally has been mixed with negative opinions prevailing. The article aims to show that such dismissive views are oversimplified by providing an account of obstacles, functions, chances and achievements social dialogue has had in Poland in comparison to western countries that did sign social pacts.

In this article the issue of sectoral interest groups in contemporary Poland is examined. Public restructuring programmes significantly contributed to development of tripartite sectoral social dialogue. Evolution of that type of social dialogue provides a dramatic illustration of how the mechanisms of group interests conflict shaped the course of industrial restructuring. Experiences accumulated over the years of conducting sectoral social dialogue may now serve as a benchmark for regional modernization initiatives.

In their paper the authors employ the notion of 'illusory corporatism' coined over a decade ago. In the Baltic states, despite introduction of neo-corporatist institutional arrangements, neo-liberal policies have prevailed, thus the term appears appropriate to describe the actual status of tripartite social dialogue in the area for many years. Following the onset of the global economic crisis, which deeply affected the Baltic region, neo-corporatist type arrangements seem to have been re-embraced by trade unions and received support of the state. However, this renewed interest in neo-corporatism is mostly a tactical move on the part of the state, aiming to facilitate social peace in the times of recession and the implementation of stern austerity measures, with trade unions largely failing to influence the shape of anti-crisis policies of governments. Th us this new chapter in the history of social dialogue in the Baltic states is labelled 'illusory corporatism Mark 2'.

The aim of this paper is to present trade union views on the challenges facing the European (and global) steel industries. This refers especially to calls for the development of social dialogue around the issue of human capital investment. Since most of the EU steel sector is under control of multinational corporations, cross-border co-ordination of trade union activity is becoming more and more crucial. Proactive policies for training and lifelong learning, moving beyond a nation-state focus, are also high on the agenda. The authors then look at social dialogue in the Polish steel industry aimed at the improvement of qualifications, an issue becoming increasingly important due to anticipated repercussions of the generation gap in this sector.

The paper's objective is to provide a methodical review of facts and artifacts of social dialogue in Poland. The author states number of questions regarding the nature of social dialogue in Poland such as its alleged superficiality, efficiency in solving industrial disputes and viability as a source of political legitimisation. While admitting that social dialogue retains a superficial character, the author remarks that such statement may by true only if one limits its attention to instrumental functions of social dialogue. The question concerning social dialogue's potential to prevent escalation of conflicts remains open. Finally, Polish social dialogue is described as possibly able to serve as a significant source of legitimisation to the political system.

The paradigm of analysis of the reality and its management, based on vertical hierarchic structures, cannot be used to characterize situations of resources concentration in the hands of many social actors. Nowadays, the paradigm seems to be less popular. First scientific diagnoses of the described situations seemed to prove their chaotic and ungovernable character, but they were gradually replaced with approaches which allowed to penetrate and govern composed systems. The notion of ‘governance’ (i.e. a multi-layered network process whose participants have different statuses and resources, and which results in a consensus achieved in an interactive play of all partners) has a high heuristic value. France is a perfect illustration of this phenomenon. The process can be observed especially in metropolitan areas that create their own compounded authority systems.
Paradygmat analizy rzeczywistości i zarządzania nią oparty na pionowych strukturach hierarchicznych jest właściwy dla sytuacji koncentracji zasobów w rękach nielicznych aktorów społecznych. Obecnie wydaje się on w odwrocie. Pierwszym naukowym diagnozom opisywanej sytuacji towarzyszyła konstatacja chaosu i nierządności, lecz stopniowo wypracowano podejścia, które pozwalają penetrować założone systemy i panować nad nimi. Niezwykle wartościowe heurystycznie okazało się pojęcie governance, rozumiane jako wielopłaszczyznowy, sieciowy proces angażujący aktorów o różnym statusie i zasobach, którego wynik stanowi konsens osiągany w interakcyjnej grze partnerów. Francja stanowi doskonały przykład występowania takiego właśnie zjawiska. Opisywane procesy przebiegają przede wszystkim na obszarach metropolitalnych, które wytwarzają własne, niezwykle złożone systemy władzy.

This paper analyzes the impact of social dialogue on the restructuring process in the Polish steel industry, using the history of restructuring in the same sector in the United Kingdom as a frame of reference. Despite steep declines in employment, due to technological, organisational, and ownership changes in the sector, restructuring in Poland did not encounter particularly strong resistance on the part of organised labour, in contrast to the powerful union response seen in the UK. The difference is attributed to the presence of active social dialogue at the sectoral level in Poland and the absence of such dialogue in the UK.
