In data link layer for vehicular Ad hoc Network, a twelve digit access control mechanism is available. That is Medium Access Control (MAC) protocol should be able to accommodate a wide variety of safety oriented real time applications in vehicular ad-hoc networks (VANETs). The most important aspect of those applications is the transmission safety messages in which we call it as Basic Safety Messages (BSMs) through V2V and V2I systems. When traffic thickness is heavy, a scheduled transfer of BSMs places a large load on the VANETs’ stack, compromising network compatibility and performance. This article addresses a Decentralized TDMA-based framework for regulating transmission boundaries in VANETs to increase the potential of BSM transmissions. The transmitting effects are often low, but they do not reduce the consciousness of the nodes in close proximity. Consolidating packet collisions are often observed and cutoff at that time by a concerted effort among the nodes. Our procedures will provide a profitable and efficient BSM broadcasting, according to the simulation results.

An improved simple method is presented for calculation of the detonation velocity of CHNO and CHNOFCl explosives, as well as non-ideal explosives containing aluminum (Al) and ammonium nitrate (AN) additives. In contrast to the available complex computer codes, where the estimated detonation velocities of non-ideal explosives for equilibrium and steady state calculations show significant differences from the measured data, this simple method gives more reliable results. Suitable decomposition paths are suggested in which the partial interaction of Al with the gaseous products and the decomposition of AN are assumed for composite explosives containing Al/AN additives. The predicted detonation velocities using the new method are good compared to those from one of the well-known empirical methods and from computer codes using full and partial equilibrium of Al/AN.

W ramach sieci bezpieczeństwa systemu finansowego w Polsce funkcjonują aktualnie cztery niezależnie działające instytucje nadzorcze administracji państwowej. Poza przypisanymi do poszczególnych jednostek nadzorczych szczególnymi zadaniami, realizują one zadania, których łącznym efektem jest zabezpieczenie przed niekorzystnym wpływem problemów pojedynczego lub grupy podmiotów rynku finansowego na sektor finansowy jako całość. Zadaniem nadzorców jest m.in. monitorowanie sytuacji ekonomiczno-finansowej poszczególnych podmiotów, badanie i przewidywanie skutków podejmowanych przez podmioty działań, a także obserwowanie zjawisk makroekonomicznych i podejmowanie odpowiednio wcześniej działań zapobiegających negatywnym tendencjom w sektorze. Przedmiotem pracy jest zaprezentowanie procesów badawczo-analitycznych, realizowanych przez wybrane instytucje nadzoru bankowo-finansowego oraz ich porównanie, a także ocena skutków takiego podejścia. Zadania instytucji nadzorczych, realizowane w obszarze analiz danych sprawozdawczych i prognozowania, są powielane przez poszczególnych nadzorców. Rozważenie podjęcia prac nad rozwiązaniami systemowymi w tym zakresie, wykorzystanie analiz danych powstających w jednym ośrodku analitycznym i wniosków do podejmowania działań, w ramach obowiązków wszystkich instytucji nadzoru, spowodowałyby zmniejszenie ryzyka rozbieżności w ocenie sytuacji przez różne podmioty i ryzyka zastosowania różnych nieadekwatnych instrumentów nadzorczych oraz zwiększyłyby efektywność prac w obszarze analitycznym w skali makro – zmniejszyłaby się liczba zasobów zaangażowanych w procesy analityczne. Wypracowanie jednolitego podejścia instytucji nadzoru do procesu oceny sytuacji ekonomicznej banków pozwoliłoby jednoznacznie przypisać zakres odpowiedzialności nadzorców za poszczególne etapy procesu nadzorczego: pozyskiwania danych, przetwarzania danych, analizy, monitorowania banku, określania sytuacji banku, cyklicznej wymiany wyników badań i podejmowania decyzji, w zależności od miejsca i zadań instytucji nadzorczych w procesie naprawczym banku, co spowodowałby ograniczenie błędów lub różnej interpretacji wyników w procesie podejmowania decyzji administracyjnych. Przedmiotem analizy jest zidentyfikowanie i porównanie celu przetwarzania danych przez poszczególne instytucje nadzorcze, procesów przetwarzania, źródeł i zakresu pozyskiwania danych ekonomiczno-finansowych banków na potrzeby nadzorcze oraz prezentacja wyników i sposób ich wykorzystania przez nadzór. Do przeprowadzenia analizy zastosowano istniejące modele do oceny sytuacji finansowo-ekonomicznej banków, stosowane przez organy nadzorcze, wykorzystujące w procesie analitycznym bilanse banków, sprawozdania finansowe oraz ankiety, a także wyniki przeglądu dokumentów bankowych. Technika badań polegała na porównaniu ilościowym i jakościowym zakresu danych do analiz nadzorczych oraz celu przetwarzania danych.
Financial system safety network in Poland currently includes four independent supervisory institutions operating within central government administration structures. On top of specific tasks assigned to these supervisory bodies, they are seeking to ensure protection against negative impact of difficulties experienced by a single entity or a group thereof in the financial market on the financial sector. Supervising institutions are expected to, inter alia, monitor economic and financial performance of individual entities, analyse and predict effects of their activities, as well as follow macroeconomic developments and adopt pre-emptive measures to prevent negative trends in the sector. The paper intends to discuss research and analytical practices of selected supervisory institutions in the banking and finance sector to further compare them and assess consequences of individual approaches. All of these supervisory institutions deliver tasks connected with analysing data reported to them and making predictions. By giving positive consideration to systemic solutions in these areas, based on which all supervisory institutions would be using data analyses and conclusions resulting from them that would originate from a single analytical centre, we could diminish the likelihood of receiving contradictory assessments of the situation from different bodies and the risk of applying inadequate supervisory tools. In addition, the move would improve analytical efficiency at the macro level, and reduce resources engaged in analytical processes. Uniform approach of supervisory institutions to the assessment of economic performance of banks would allow to unambiguously delineate the scope of supervisors' accountability for individual stages of the supervisory process: data acquisition, processing, and analysis; monitoring banks and their performance, cyclic exchange of the results of studies and decision making depending on the place of supervisory institutions in the system and their tasks in bank recovery plans, which would reduce the number of mistakes or differences in the interpretation of results in administrative decision-making. The analysis focuses on the identification of the goal of data processing in individual supervisory institutions and comparing these goals. The aim is to look at the process, scope and sources of acquisition of economic and financial data from banks for supervision-related purposes that are further analysed by individual institutions within the financial system safety network and results of conducted examinations, as well as how they are used by the supervisory bodies. To carry out the analysis we used the existing models deployed to assess financial and economic performance of banks by supervisory bodies and based on balance sheets and financial statements of banks but also on questionnaires and bank documents. Research methodology consisted in making quantitative and qualitative comparisons of the scope of data used in supervisory analyses and the goal of data processing.

Opis:
The research on improvement of methodical approaches to definition of the probable reasons of infringement of conditions of stability of freight cars from derailment is carried out. Using a basic computer model of the dynamics of a freight car, the influence of the characteristics of the technical condition of their running gear and track on the indicators of empty cars stability from derailment was studied through the computational experiment. The article presents the main statements of the research methodology, which provides the analysis of probable causes of derailment of freight cars by conducting a series of numerical experiments with logging the progress of calculations and saving the results. Factor analysis was used to interpret the calculated data with an assessment of each of the factors influence or their combination on the probability of derailment. The developed procedure of the simulation experiment provides a step-by-step study of the freight cars derailment conditions, including factors structuring and ranking, development of experimental plan, calculating coefficients of wheel pairs resistance to derailment from rails, provided that the wheel flange rolls onto the rail head, and determining the degree of influence of relevant factors on the dynamic stability of cars from derailment. A comparative analysis of the stability of cars in rail tracks was performed using the introduced concept of the combined coefficient of stability of wheel pairs against derailment. Determining the probable causes of car derailment is based on scanning the parameter field. The results of the parametric study revealed the degree of influence on the freight cars stability of running gear technical condition characteristics. In particular, it is determined that the most dangerous in terms of stability loss of empty cars in the track is the exceeding of the wedges of the vibration dampers.

At present, providing a clear presentation of the navigational situation around a navigator’s own ship (OS) is one of the most important issues facing device manufacturers. Integration of navigational devices on the bridge has made it possible to transfer information and present it in the form chosen by the navigator screen. However, this may cause a decrease in the clarity of information and hamper its interpretation. The ability to select the best information, and that which is most needed at a given moment, depends on navigator proficiency. Vectors are still the basic form of the graphic presentation of radar-tracked object data. However, the ability to track more objects at the same time in crowded areas results in a decrease in readability and can cause errors. This article introduces the possibility of presenting information about collision danger in the form of Dangerous Courses Sectors (DCS) together with an analysis of changes in these during typical ship encounter situations. DCS are calculated on the base of Dangerous Passing Areas (DPA) as bearings on the marginal points of these areas.

Under eccentric load, a single column pier bridge often overturns. In order to study the anti overturning performance of a single column pier bridge, taking the accident bridge in Wuxi as an example, a finite element model is established based on ABAQUS. According to the model simulation results, the relationship between the ultimate rotational load and overturning load of the accident bridge is obtained, and the ratio of the latter to the former is 1.75. Based on the model, the stress state, displacement state, and support state of the accident bridge under dead load, highway class I vehicle load, and accident vehicle load are obtained. Whether the strength and stability of the accident bridge under each load meet the service requirements is analyzed. In order to explore the differences among China, United States, and Japan specifications, the lateral stability of accident bridges is checked. It is found that the safety of the United States and Japan specifications is conservative, but the utilization rate of bridge traffic capacity is low. The safety of China specifications is slightly lower, but it can maximize the bridge’s traffic capacity and judge the ultimate overturning state of the bridge more accurately. The research results can provide technical references for the design and application of a single-column pier bridge.

The paper analyzes the conditions of safe use of industrial gas systems and factors influencing gas hazards. Typical gas installation and its basic features have been characterized. The results of gas threat analysis in an industrial enterprise using FTA error tree method and ETA event tree method are presented. Compares selected methods of identifying hazards gas industry with respect to the scope of their use. The paper presents an analysis of two exemplary hazards: an industrial gas catastrophe (FTA) and an explosive gas explosion (ETA). In both cases, technical risks and human errors (human factor) were taken into account. The cause-effect relationships of hazards and their causes are presented in the form of diagrams in the drawings.

Omówiono procedurę wyznaczania PL systemu sterowania związanego z bezpieczeństwem, gdy podsystemy składowe mają określone poziomy PL oraz gdy samodzielnie należy wyznaczyć PL danego podsystemu, bazując na kategorii układu, oczekiwanym czasie do zaistnienia niebezpiecznego uszkodzenia MTTFd, pokryciu diagnostycznym DC oraz uszkodzeniach o wspólnej przyczynie CCF. Podano przepisy wprowadzające stosowanie zasad bezpieczeństwa maszyn w Polsce.
The article features the methodology of risk assessment and reduction according to PN-EN ISO 12100 and determination of Performance Level (PL) according to PN-EN ISO 13849-1. The procedure was discussed of PL determination in a safety-related control system when its subsystems have certain PLs and when it is necessary to determine the PL of the given system by oneself, based on the system category, mean time to failure (MTTFd), diagnostic coverage (DC), and common cause failures (CCF). The regulations concerning machine safety in Poland were presented.

Bezpieczeństwo pożarowe jest jednym z najważniejszych wymagań stawianych współczesnym budynkom. Pomimo coraz większej świadomości społecznej, podejmowanych działań profilaktycznych liczba ofiar pożarów w ostatnich latach ciągle utrzymuje się na stałym poziomie. W związku z tym istnieje konieczność dalszych szeroko zakrojonych wspólnych działań różnych środowisk związanych z ochroną przeciwpożarową, edukacją, ubezpieczeniową i innych. Tylko zintegrowane wielowymiarowe działania mogą przynieść oczekiwany skutek. Ten artykuł ma celu próbę przedstawienia prognoz na przyszłość w zakresie bezpieczeństwa pożarowego budynków, które w bliższej i dalszej perspektywie będą determinować ich poziom bezpieczeństwa pożarowego. Zmiany, na które wskazuje autor, zostały podzielone na trzy sfery: zmiany w technologii materiałowej, zmiany w podejściu do projektowania budynków oraz zmiany społeczne. Oprócz opisu przewidywanych zmian w obszarach, o których mowa powyżej, autor wskazuje na niektóre działania, które należy podjąć, aby osiągnąć najważniejszy cel bezpieczeństwa pożarowego, jakim jest ograniczenie liczby ofiar pożarów budynków i nie tylko.
Fire safety requirements for buildings are one of the most important standards that present buildings must comply with. Despite growing social consciousness and preventive actions taken, the number of fatalities in building fires in recent years remains at the same level. Therefore, it is necessary to intensify efforts of various communities connected with fire safety, education, insurance, etc. Only closely integrated actions of huge impact may result in desired effect. The main goal of this article is to discuss future trends of the standards of building fire safety. They determine the level of fire safety in the long and short term. The changes described by the author were divided into three groups: changes in material science, changes in the approach to building design, social changes. Despite described above topics, the author indicates some actions, that should be taken to achieve the most important objective of fire safety, which is the decrease in fatalities in building fires.

The reports of committees investigating the causes of rail accidents indicate the significance of the so-called human factor (e.g. UTK, 2019). In addition to issues related to perso nality functioning, the organization and culture of work, this also includes variables related to the cognitive functioning of train drivers themselves. These are significant factors that determine the occurrence of accidents that result from ignoring or not spotting railway signals and signs. The purpose of this study was to verify the relationship between cognitive functioning and safety determinants, which was measured using an eye-tracking technique. The application of this technique was intended to check its usefulness in the field of railway traffic safety and to achieve an approximate simulation environment of the real working conditions of a train driver. In the present study, the Vienna Test System was used as a me - thod for the determination of cognitive functioning. Based on the variables described in the subject literature, the following tests were applied: Determination Test, Visual Memory Test, Visual Pursuit Test, Reaction Time, Cognitrone, Signal Detection and Vigilance. In addition to computer cognitive tests, an eye-tracking test method was designed based on a film recorded in real train-driving situation. Measures describing areas of interest (AOI) that are crucial for safety were analysed. Due to the pilot nature of the research, only 10 passenger train drivers participated in the study. The results of the study showed a link between the cognitive functioning of the train drivers and visual security determinants. Significant correlations were found with stress tolerance resulting from cognitive overload, visual memory, alertness and concentration ability under time pressure. The study confirmed the significant role of the train driver's cogni- tive functioning in the analysis and perception of safety-critical signals. The use of an eye-tracking method has delivered results that are in agreement with studies based on other methods. This pro- vides a sound basis for the continuation of research using eye- tracking in the assessment of rail transport safety. In the future, the research should be extended to include an analysis of the effect of demographic and situational variables (types of signalling devices and signage) and a broader model of the relationship between cog- nitive functioning and the driver's visual attention. This will provide data that is crucial for the prevention of railway incidents and the development of training plans for train drivers.

The combustion process is described and analysed based on the experimental results in the context of building fire safety. Data are obtained by means of five standard methods: ISO 5657 ignitability test, ISO 5657 cone calorimeter, ISO 9705 room corner test, EN ISO 1716 small calorimeter, and EN ISO 1182 small furnace. Various categories of building products were tested: cellulose based products (particle boards, plywoods), solid wood, floor coverings, concrete, ceramics, insulations (thermal and/or acoustic), boards (wall/ceiling), mortars, adhesives, and thin coatings. The studied products exhibited very different fire properties from non-combustible to easily combustible. In order to more effectively differentiate non-combustibles and combustibles within building products, the modified heat of combustion was calculated using all test results according to EN ISO 1716 and EN ISO 1182. The revision of criteria for Euro class A1 and A2 is proposed to obtain more realistic reaction-to-fire evaluation. In conclusion, it is advised to use single limit for heat of combustion for A1 and A2 Euro class. The proposed approach for modified heat of combustion is a convenient tool for the fast and cost-effective initial test method for non-combustibility evaluation and seems to be the proper method for distinguishing between non-combustibles and combustibles within building products. It is a better reflection of the real physical process of combustion than the current one. The third A1 criterion is questionable, regarding time to auto-ignition in EN ISO 1182 cylindrical furnace. The measurement for gross heat of combustion by EN ISO 1716 method is proposed for all Euro classes of building products with different limit values.

Opis:
A significant increase in demand for navigation support systems called Onboard Routing Systems (ORS) can be observed in the World’s merchant fleet. ORS is a navigation-support system that enables route programming to warn of dangers and navigation constraints and determine the required route-safety level directly onboard the vessel. In this article, an attempt to analyze and compare two ORS systems has been made: the Ship Performance Optimization System (SPOS), by the Meteo Consult Group; and the Bon Voyage system by Applied Weather Technologies (AWT). Individual items, methods, and criteria of both systems for optimization and weather forecasting models utilized have been compared. Particular attention has been paid to the usefulness of the systems regarding the problem of identification and avoidance of hazards such as tropical cyclones and wave resonance. Ergonomics of both systems has also been compared.

Opis:
The research into the use of less costly modifications of road links and networks, and changes in the service of road surroundings aimed at ensuring an improvement of through traffic performance in suburban areas, and on roads passing through built-up areas as small localities, with application of simulation model, is presented in this paper. From among possible designs, the authors investigated and presented the effectiveness of two, i.e. implementation of an additional multifunctional median lane in the road cross-section, and construction of service roads with different locations of intersections (end or middle of the road section). The analysis is focused on the impact of such changes on traffic performance and road safety. The authors analysed travel speed, delay and share of platoon traffic on a uniform sections of the road for different types of road surroundings service. The study presents the results of analyses of road network before and after modification, and the assessment of: impact of access points density and level of their use on road traffic performance, impact of driving through road sections in built-up area on building platoon traffic, impact of change in the cross-section type on traffic performance.
