The article deals with the issue of supporting the technological modernization of agriculture by investing in infrastructure surrounding the farms with the use of a financial instrument in the form of the Rural Development Program (RDP) based on the Lubuskie Voivodeship. The article describes, among other things, the importance of infrastructure and support for its development in rural areas in the process of functioning and modernization of the agricultural sector. For the purposes of the article, the data obtained from the Department of Rural Development Programs of the Lubuskie Marshal’s Office on expenditure and effects of RDP use in 2007-2020, in infrastructure investments in rural areas of the Lubuskie Voivodeship was analysed. In the article, the authors attempted to present the instrument in the form of the Rural Development Program as a tool for indirect impact on the process of modernization and transformation of agriculture in the Lubuskie Voivodeship, primarily by changing the infrastructural conditions for the functioning and development of agricultural production in rural areas.

The main aim of the article was to establish and present the relationship between the production potential of agriculture in Poland’s voivodships and the utilization of funds from selected Rural Development Programs (RDP) 2014-2020.  The Common Agricultural Policy (CAP) of the European Union has Rural Development as the “second pillar” with the objectives of enhancing the competitiveness of agriculture and forestry; ensuring the sustainable management of natural resources and climate action; and overall development of rural economies. The materials for the paper are based on data connected with the resources of production factors in Polish agriculture as well as data on EU agricultural funds in Poland under RDP 2014-2020 made available by the Polish Central Statistical Office (GUS) and the Agency for Restructuring and Modernization of Agriculture (ARMA). The analysis showed that the diversification of the agricultural production potential of the different regions in Poland had an influence on the activity of farmers in applying for RDP measures. Based on the regional absorption of funds, there should be a wider range of conditions required to access selected EU programs in order to strengthen farms in areas with lower production potential.

In Poland, the afforestation rate is slowing down from year to year. An analysis of the demographic structure of land owners suitable for afforestation may contribute to a better recognition of trends and needs in order to increase the effectiveness of National Programme for the Augmentation of Forest Cover implementation, and thus increase interest in RDP activities. The aim of the study was to verify whether interest in afforestation among farmers is the same across the country in different age groups. The data presented in the publication come from the resources of the Agency for Restructuring and Modernization of Agriculture (ARiMR). The data covered the years 2004–2018 and were sorted by: voivodships (16), age group of beneficiaries of subsidies (4 groups), year of submitting the application (15 years) and the number of applications submitted. Beneficiaries were divided into four age groups: up to 30 years old, 31–40 years old, 41–60 and older than 60 years. Interest in afforestation changed in the period after Poland’s accession to the European Union. In recent years, there has been a significant decrease in the number of applications for afforestation subsidies submitted. There are also significant differences between the voivodships in the number of applications submitted. Farmers from eastern and southern Poland are more active in submitting applications for afforestation, and will reduce the so-called Recovered Territories in the western, northern and north-eastern part of Poland. Most afforestation in the entire analysed period is carried out by farmers aged 41–60 years. In the initial period, more applications were submitted by farmers of age over 60 years. In recent years, however, young farmers, that is, up to 40 years, are more interested in afforestation, than other groups. To increase interest in afforestation, more support should be directed to young farmers who, as part of farm specialization, may receive additional incentives for afforestation of land that is less useful to them.

Measures implemented in Poland under the Rural Development Programs (RDP) can significantly contribute to improving the competitiveness of the polish agricultural sector. One of the factors affecting the effective implementation of the RDP are the legal procedures used for the granting of financial support. The article discusses the procedure for granting financial support from RDP adopted in the Polish legislation. The discussion leads to the conclusion that fully justified is the solution in which in some measures the financial support is granted on the basis of an administrative decision, and in another measures on the basis of agreement. The article criticizes the scope of changes to the provisions of the Code of Administrative Procedure, made for the granting of financial support. The above–mentioned changes on the one hand does not simplify the procedures granting of financial support, and on the other hand, definitely weaken the legal situation of the applicant, which is not justified by the principle of proportionality. The author concludes that the procedures adopted by the Polish legislator are mainly aimed at protecting the financial interests of the EU, but does not take into account the need to support the development of the competitiveness of the Polish agricultural sector.

Analyzing the conditions of Polish agriculture should be noted that agricultural land in Poland occupy 16,8 million ha, representing 54,0% of the total land area. In terms of agricultural area Poland ranks third in Europe after France and Spain. In comparison with other Member States, Poland has considerable resources of agricultural land, which per capita is approximately one 0,7 ha and the area of arable land in Poland is equivalent to about 20% of EU agricultural area. It should be emphasized that Poland is no way to becoming an important country in the agricultural markets in Europe. The natural conditions and determine the organizational and economic opportunities of Polish agriculture in the competitive struggle with other Member States. Large labor resources and low environmental pollution and promote the diversity of production management capabilities in accordance with the system friendly to the environment or making production of biomass for energy purposes. Undoubtedly, it strengthens the Polish position in the competitive struggle. This issue should however look systemically, taking into account beyond the support of the EU, the state intervention. The decision process for increasing the competitiveness of agriculture must be adapted primarily to natural conditions and economic organization of the country and each region. Indeed, these conditions determine the specificity and intensity of Polish agriculture and its competitiveness relative to other EU countries.

The aim of the article is to present the Rural Development Program 2014–2020 as a new fund to support rural development in Poland. The Rural Development Programme for the period of 2014 until 2020 constitutes yet another, following the Rural Development Plan for 2004–2006 and the Rural Development Programme 2007–2013, fund financed by the EU, which has been established after Polish accession to the European Union. According to the assumptions, the RDP 2014–2020 will constitute a continuation and development of such directions of support as have been followed since Poland’s accession to the European Union, and will be particularly focused on issues related to the advancement of the competitiveness of agriculture, which issues are of particular importance from the point of view of the development of rural areas; moreover, due to structural problems and development challenges, the very advancement requires substantial and well–targeted support. The purpose of the Rural Development Programme for 2014–2020 is to improve the competitiveness of agriculture, and also to facilitate sustainable management of natural resources and climate action and balanced territorial development of rural areas.

The paper analyzes the spatial and temporal diversity of afforestation of non−forest land, with particular emphasis on land not being the property of the State Treasury, before joining the European Union and as part of subsequent stages of the Rural Development Program. Data from the databases of the Statistics Poland and from the Agency for Restructuring and Modernisation of Agriculture was used. Afforestation in the period 2001−2018 was carried out with varying intensity throughout the country and in individual years. This condition was largely influenced by availability of land for afforestation and the form of land ownership. The history of the individual regions is clearly visible as well. Private forests occupy the smallest area in the territories incorporated into Poland after World War II, also in part of the former Prussia region and in the area covered by so called the ‘Wisła’ Operation in south−eastern Poland. In turn, in Podlasie and Lubelszczyzna regions (eastern Poland), the share of private forests is significant. The biggest changes in the afforestation structure took place after the introduction of subsidies for their establishment and care, after Poland’s accession to the European Union. In the period 2004−2018, the scope and criteria for granting the subsidies changed. New categories, which were to encourage beneficiaries to use this form of support, appeared. In 2004−2007 part of the Rural Development Program the area of afforested land in relation to the number of beneficiaries or issued decisions was the largest, while in subsequent campaigns the afforestation area decreased, despite the increase in the level of subsidies. The most important reasons for reducing the interest in afforestation are: decreasing resources of land intended for afforestation, greater interest among farmers in competitive payments for agricultural land, complicated bureaucratic procedures related to afforestation. The paper also highlights the most important restrictions that inhibit afforestation. These include: exclusion from afforestation of land located in Natura 2000 areas, exclusion of grassland (meadows and pastures) from afforestation and limitation of the aid granted for afforestation to one farmer to an area not exceeding 20 ha in the entire Program period. Lifting these barriers can have a positive effect on the creation of new afforestation or improvement of existing ones.

Przedstawiono ogólne cechy Programu Rozwoju Obszarów Wiejskich (2014-2020) w świetle regulacji Unii Europejskiej. PROW zaprogramowano w oparciu o sześć działań i wielu poddziałań, które mają odzwierciedlać wypracowane współczesne tendencje rozwoju obszarów wiejskich. Dla Polski określono budżet na poziomie ponad 13,5 mld euro, w tym środki EFRROW na poziomie 8,6 mld euro (63,7%) oraz 4,9 mld euro (36,3%) współfinansowania krajowego. Przedstawione Komisji Europejskiej kierunki wydatkowania środków PROW uległy nieznacznej korekcie przez uruchomienie dodatkowych działań związanych z inwestycjami w gospodarstwach położonych na obszarach Natura 2000 oraz na obszarach OSN. Uruchomienie instrumentów finansowych ulegnie opóźnieniu poprzez przedłużający się proces legislacyjny.
The paper presents the general characteristics of the Rural Development Programme (2014-2020) in the light of the European Union regulations. The RDP is programmed base on six measures and a number of sub-measures, which are developed to reflect modern trends in the development of rural areas. For Poland there was specified budget of more than 13.5 billion euros, including the EAFRD measures at 8.6 billion (63.7%) and 4.9 billion (36.3%) of the national co-financing. The spending trends of RDP means presented to the European Commission were slightly adjusted, through the launch of additional activities associated with investments in farms located in Natura 2000 areas and in less favoured areas (LFA). Start of financial instruments will be delayed by protracted legislative process.

The purpose of the research based on the data from the Report on the state of organic farming in Poland in 2015–2016 and environmental conditions, was to determine the impact of natural and economic factors and subsidies from EU programs on the level of organic production and to better understand the diver-sity of the spatial structure of organic farming within the system of provinces (voivodships). Nineteen structural, socio-economic and financial features, and 3 environmental features that charac-terize the quality of agricultural production and forms of nature protection for 16 voivodships, were used as assessment criteria.Principal component analysis allowed the basic factors of diver-sification to be discovered of the set of voivodships contained in the hidden structure defined by the features adopted for analysis. Homogeneous groups – organic farming types by voivodships were distinguished using the k-means method.The comparative analysis allowed the connections between the structure of organic farming and its place in voivodships to be highlighted in connection with support for organic farming, the number of producers of organic agricultural products, production of feed on arable land, production of cereals and vegetables. The location of organic farms is related to the occurrence of Natura 2000 areas. The first type includes two voivodships, Zachodnio-pomorskie and Warmińsko-Mazurskie – with the highest level of development of organic farming. In the second type, the fol-lowing voivodships were concentrated: Lubelskie, Łódzkie, Ma-zowieckie, Podlaskie and Świętokrzyskie, with a high level of or-ganic farming, where farms smaller in area, that focus on fruit and vegetable production are the predominant type. In the third type, the following voivodships were located in the region of western Poland: Pomorskie and Wielkopolskie with a medium level of organic farming and very diverse in characteristics, including the largest and smaller organic farms with a low level of fruit and vegetable production. The fourth type includes the Małopolskie and Podkarpackie voivodships with a very small farm area and a small number of producers. In the fifth type with the least developed organic farming with a small number of producers and low fruit and vegetable production, three voivodships focused on the average farm area: Śląskie, Opolskie and Kujawsko-Pomorskie.

The main objective of the research was to assess the allocation of funds in the Rural Development Program in Poland by using optimization methods. A set of simulations using a linear programming model of budget allocation is presented in the paper. Farmers’ and experts’ assessments of the effectiveness of structural programs were used as objective function coefficients for the model. In order to gather these assessments a survey of experts and farmers was done in four selected regions of Poland. The results of simulations of the Polish Rural Development Program budget allocation using diverse coefficient values were compared with the allocation done within that program by the Ministry of Agriculture and Rural Development.
Głównym zamierzeniem badawczym w prezentowanym artykule jest ocena alokacji środków finansowych Planu Rozwoju Obszarów Wiejskich w latach 2004-2006 przy wykorzystaniu metod optymalizacyjnych. Podstawą realizacji celu pracy było przeprowadzenie zestawu symulacji dokonywanych przy wykorzystaniu skonstruowanego w pracy modelu optymalizacyjnego. W opracowanym modelu wykorzystano jako współczynniki funkcji celu oceny rolników i ekspertów dotyczące przewidywanej skuteczności działań strukturalnych, stąd niezbędnym elementem analizy było przeprowadzenie badań ankietowych. Ankiety wśród rolników zostały przeprowadzone w czterech wyodrębnionych w pracy regionach rolniczych Polski. Pytania ankietowe dotyczyły stosunku rolników i ekspertów do działań programów strukturalnych UE. W pracy przeprowadzono symulacje modelowe alokacji środków Planu Rozwoju Obszarów Wiejskich (PROW) przy zmiennych współczynnikach funkcji celu. Wyniki porównano z faktycznie dokonaną przez Ministerstwo Rolnictwa i Rozwoju Wsi alokacją środków finansowych pomiędzy działania PROW 2004-2006.
