RIT to nowy instrument finansowy w ramach Regionalnego Programu Operacyjnego Województwa Mazowieckiego na lata 2014–2020, wprowadzony przez Samorząd Województwa Mazowieckiego w celu realizacji polityki rozwoju zawartej w Strategii Rozwoju Województwa Mazowieckiego do 2030 roku. Innowacyjne Mazowsze, skierowany do Obszarów Strategicznej Interwencji. Podstawą RIT jest współpraca Jednostek Samorządu Terytorialnego oparta na porozumieniu, a dokumentem wyznaczającym jego realizację są Plany Inwestycyjne dla subregionów objętych OSI problemowymi. Regionalne Inwestycje Terytorialne dla samorządów lokalnych stały się inspiracją do wspólnego planowania najważniejszych przedsięwzięć. Liderem w subregionie płockim jest Miasto Płock. Partnerzy RIT wypracowali kierunki interwencji dla rozwiązywania zidentyfikowanych problemów i potrzeb obszaru funkcjonalnego w perspektywie finansowej 2014–2020. Plan Inwestycyjny dla subregionu płockiego objętego OSI Problemowym Obszar Funkcjonalny Miasta Płocka składa się z dwóch projektów wiodących, w ramach których zostały określone projekty główne będące kluczowym elementem wiązki projektowej. Projekty te mają charakter kompleksowy i zintegrowany, i dotyczą rozbudowy systemu transportowego oraz społeczno-gospodarczej rewitalizacji obszarów zdegradowanych Obszaru Funkcjonalnego Miasta Płocka. Do realizacji zostały zaplanowane również projekty towarzyszące inwestycjom wiodącym skoncentrowane wokół problematyki szkolnictwa, rynku pracy i wykluczenia społecznego. Zrealizowane w ramach Regionalnych Inwestycji Terytorialnych zadania przyczyniły się do wzrostu konkurencyjności i bezpieczeństwa Obszaru Funkcjonalnego Miasta Płocka oraz poprawy jakości życia jego mieszkańców.
    The paper presents a financial mechanism called Regional Territorial Investments (RIT) and the status of the implementation of planned projects in the Płock subregion. RIT is a new financial tool in the framework of the Regional Operational Programme of the Mazovian Voivodship for 2014–2020. It was introduced by the Self-Government of the Mazovian Voivodship in order to implement the development policy contained within within the Development Strategy for the Mazovian Voivodship until 2030. Innovative Mazovia, focused on the Strategic Intervention Areas (OSI). The basis of RIT is the cooperation of Local Government Units based on an agreement and documented within the Investment Plans for problematic OSI subregions. The Regional Territorial Investments for Local Governments became an inspiration for joint planning of major projects. The leader in the subregion is the City of Plock. The RIT partners have identified the directions for interventions in order to solve the identified problems and fulfil the financial needs of the functional area in 2014-2020. The Investment Plan for the Płock subregion including the OSI functional area of the City of Płock consists of two lead projects within which the following key projects were identified. These projects are comprehensive as well as integrated, and involve the development of the transport system and the socio-economic revitalisation of the degraded areas within the functional area of the City of Plock. The following projects accompanying investment were also planned for implementation. They focus on education, labour market and social exclusion. Implemented within the framework of Regional Territorial Investments the tasks contributed to the increase of competitiveness and safety of the functional area of the City Płock and the improvement of the quality of life of its inhabitants.

    Artykuł prezentuje instrument wsparcia pod nazwą Regionalne Inwestycje Terytorialne (RIT), funkcjonujący w województwie mazowieckim w perspektywie finansowej 2014–2020 oraz jego realizację w subregionie siedleckim. RIT to mechanizm finansowy utworzony przez samorząd Województwa Mazowieckiego w ramach Regionalnego Programu Operacyjnego Województwa Mazowieckiego 2014–2020, służący wsparciu powiązanych ze sobą projektów w obszarach pozametropolitalnych. Formuła RIT – oparta na podejściu terytorialnym, podobnie jak w Zintegrowanych Inwestycjach Terytorialnych dla Warszawskiego Obszaru Funkcjonalnego – pozwala na wsparcie problemowych obszarów strategicznej interwencji, zidentyfikowanych w Strategii rozwoju województwa mazowieckiego do 2030 roku. Innowacyjne Mazowsze. RIT skierowany jest do pięciu subregionów województwa mazowieckiego: ciechanowskiego, ostrołęckiego, płockiego, radomskiego i siedleckiego. Liderem działań w obszarze strategicznej interwencji na terenie subregionu siedleckiego jest Miasto Siedlce, odpowiedzialne za skoordynowanie planu inwestycyjnego, wynikającego ze zdiagnozowanych potrzeb tego obszaru. W wyniku współpracy samorządów powiatowych subregionu zostały przygotowane dwie wiązki zintegrowanych projektów, dotyczących uzupełnienia infrastruktury transportowej i jej powiązania z transeuropejską siecią transportową oraz rozwoju infrastruktury społecznej, w tym szczególnie obiektów służby zdrowia. Ich łączna wartość została oszacowana na ponad 400 mln zł. Trwającą od 2017 r. realizację planu inwestycyjnego dla subregionu siedleckiego należy uznać za duży sukces – zarówno władz województwa mazowieckiego, które tworząc mechanizm RIT, umożliwiły wsparcie zintegrowanych inwestycji w obszarach pozametropolitalnych regionu oraz zmobilizowały do współpracy ich samorządy lokalne – jak i samorządów, które wypracowały plan spójnych ze sobą działań o ponadlokalnym znaczeniu dla obszaru objętego wsparciem. Zaawansowanie wykonania całego planu inwestycyjnego dla subregionu siedleckiego na koniec 2018 r. szacuje się na około 50%.
    The article presents a support instrument under the name Regional Territorial Investments (RIT), operating in the Mazowieckie Voivodeship in the financial perspective 2014–2020 and its implementation in the Siedlce subregion. RIT is a financial mechanism created by the self-government of Mazowieckie Voivodeship as part of the Regional Operational Program of the Mazowieckie Voivodeship 2014–2020, supporting the related projects in non-metropolitan areas. The RIT formula – based on a territorial approach, similarly to the Integrated Territorial Investments for the Warsaw Functional Area – allows to support the problem areas of strategic intervention identified in the Mazowieckie Voivodship Development Strategy until 2030. Mazovia as an Innovative Region. The RIT is directed to 5 subregions of the Mazowieckie Voivodeship: Ciechanów, Ostrołęka, Płock, Radom and Siedlce. The leader of the activities in the area of strategic intervention in the Siedlce subregion is the City of Siedlce, responsible for coordinating the investment plan resulting from the diagnosed needs of this area. As a result of cooperation of county subregions, two groups of integrated projects were prepared, concerning the complement of transport infrastructure and its connection with the trans-European transport network and the development of social infrastructure, including in particular health care facilities. Their total value has been estimated over PLN 400 million. The implementation of the investment plan for the Siedlce subregion since 2017 should be regarded as a great success – both by the Mazowieckie Voivodeship authorities, which created the RIT mechanism, enabled the support of the integrated investments in non-metropolitan areas of the region and mobilized their local governments and local governments that worked out the plan of coherent activities about over local significance for the area covered by the support. The completion of the entire investment plan for the Siedlce subregion at the end of 2018 is estimated at around 50%.

    Niniejszy artykuł poświęcony jest analizie stanu realizacji projektów w ramach Regionalnych Inwestycji Terytorialnych (RIT) na przykładzie subregionu ostrołęckiego. RIT to nowy mechanizm finansowania zaproponowany przez Samorząd Województwa Mazowieckiego na perspektywę finansową 2014–2020, mający za zadanie wspomaganie rozwoju obszarów wymagających wsparcia oraz wzmacnianie ich potencjałów poprzez rozwijanie funkcji społeczno-gospodarczych. Mechanizm ten powstał w wyniku zmiany w modelu polityki spójności Unii Europejskiej, która ma mieć ukierunkowanie terytorialne. W pierwszej części artykułu przedstawione zostały podstawowe informacje na temat samego instrumentu RIT oraz sposobu jego realizacji w województwie mazowieckim. Następnie zaprezentowano krótką charakterystykę subregionu ostrołęckiego, zawierającą informacje o zidentyfikowanych w Planie Inwestycyjnym dla Miasta Ostrołęki i subregionu ostrołęckiego potencjałach i potrzebach inwestycyjnych obszaru. W dalszej części artykułu, na podstawie danych pozyskanych z Departamentu Rozwoju Regionalnego i Funduszy Europejskich Urzędu Marszałkowskiego Województwa Mazowieckiego, informacji zawartych w Planie Inwestycyjnym dla Miasta Ostrołęki i subregionu ostrołęckiego oraz innych dostępnych źródeł, dokonano podsumowania dotychczasowej realizacji projektów w ramach mechanizmu w subregionie ostrołęckim. Ponadto, porównano subregiony województwa mazowieckiego w zakresie łącznej liczby i wartości podpisanych umów na dofinansowanie zaplanowanych przedsięwzięć. Wyniki przeprowadzonej analizy wykazały, że funkcjonowanie instrumentu RIT przynosi korzystne rezultaty zarówno w subregionie ostrołęckim, jak i w całym województwie mazowieckim. Mechanizm ten wspomaga rozwój obszarów w różnych dziedzinach, m.in.: infrastruktura drogowa, przygotowanie terenów pod działalność gospodarczą, rewitalizacja i ochrona dziedzictwa kulturowego, infrastruktura zdrowotna oraz ograniczanie niskiej emisji. Działanie mechanizmu w kolejnych perspektywach finansowych z pewnością przyczyniłoby się do dalszego wzmacniania procesów rozwojowych w subregionach województwa mazowieckiego.
    This article analyses the state of implementation of projects within the Regional Territorial Investments (RIT) on the example of the Ostrołęka subregion. RIT is a new financing mechanism proposed by the self-government of Mazovia Voivodeship for the financial perspective 2014–2020. It is designed to support the development of areas requiring support and to strengthen their potentials through the development of socio-economic functions. This mechanism was created as a result of a change in the model of the cohesion policy of the European Union, which is to be territorially oriented. The first part of the article presents basic information about the RIT mechanism and the way of its implementation in Mazovia Voivodeship. Next, a short description of the Ostrołęka subregion is presented, containing information about the potential and investment needs of the area identified in the Investment Plan for the City of Ostrołęka and the Ostrołęka subregion. The further part of the article presents data obtained from the Department of Regional Development and European Funds of The Office of the Marshal of the Mazowieckie Voivodeship , the information contained in the Investment Plan for the City of Ostrołęka and the Ostrołęka subregion and other available sources. The data were used to summarize the current implementation of projects under the mechanism in the Ostrołęka subregion. Moreover, the subregions of Mazovia Voivodeship were compared in terms of the total number and value of signed contracts for co-financing of planned projects. The results of the analysis showed that the functioning of the RIT is beneficial both to the Ostrołęka subregion and to entire Mazovia Voivodeship. This mechanism supports the development of areas in various fields, such as road infrastructure, preparation of areas for economic activity, revitalisation and protection of cultural heritage, health infrastructure and low emission reduction. The functioning of the mechanism in the next financial perspectives would certainly contribute to further strengthening of development processes in the subregions of Mazovia Voivodeship.

    The problem area discussed in this article relates to evaluation of realization of Integrated Territorial Investments [ITI] within functional areas, in the context of shaping the sustainable development of territorial units. The ITI provide a new tool of the regional policy oriented towards forming the partnership-based model of cooperation of local government units and complex solving of developmental problems of cities and their functional areas. As a new instrument of realization of the development policy it must go in line with policies in force, concepts of socioeconomic and spatial development of the country. In the article, relations between the idea of territorial development – thus implementation of the ITI – and the conception of sustainable development of the country are considered. An attempt is also made at determining the influence of the ITI on the process of balancing the regional development. The analysis of the research problem is based on source documents which program the regional development of Poland. It was established that the policy of development oriented territorially goes in line with realization of the sustainable development, while the ITI may exert an influence on the process of sustaining the regional development.
    Podejmowana problematyka dotyczy oceny realizacji Zintegrowanych Inwestycji Terytorialnych [ZIT] w obszarach funkcjonalnych, w kontekście kształtowania rozwoju zrównoważonego jednostek terytorialnych. ZIT są nowym narzędziem polityki regionalnej, ukierunkowanym na kształtowanie partnerskiego modelu współpracy jednostek samorządowych oraz kompleksowe rozwiązywanie problemów rozwojowych miast i ich obszarów funkcjonalnych. Jako nowy instrument realizacji polityki rozwoju musi się wpisywać w obowiązujące polityki oraz koncepcje rozwoju społeczno-gospodarczego i przestrzennego kraju. W artykule rozważano relacje między ideą rozwoju terytorialnego, a zatem wdrażania ZIT i koncepcją zrównoważonego rozwoju kraju. Dokonano próby określenia wpływu ZIT na proces równoważenia rozwoju regionalnego. Analizę problemu badawczego oparto na dokumentach źródłowych programujących rozwój regionalny Polski. Ustalono, że polityka rozwoju ukierunkowana terytorialnie wpisuje się w realizację zrównoważonego rozwoju, a ZIT mogą wywierać wpływ na proces równoważenia rozwoju regionalnego.

    Urban policy becomes a more important domain of public life on several territorial levels. National urban policy is still formed in Poland, but different aspects of its regional level (especially revitalization of degraded areas) have their place in development strategies and among priorities (pre-emptive pivots) or operations of regional operative programmes (RPO) in all voivodeships in 2007−2013. Coping with current and future challenges requires careful preparation and consequent realization of national and regional urban policy. Self-governmental authorities of towns and connected with them functional areas still expect concrete solutions and instruments, including legal and financial ones.

    Considering the increasing role of cities throughout the world and in Europe, the European Union regulations on cohesion policy that are binding in the 2014–2020 programme period have foreseen the need to introduce a separate intervention dedicated to cities and their functional areas. However, the implementation of these solutions did not come without certain problems. They referred both to the process of institutionalising co-operation and to the realisation of projects. Also in Poland, Integrated Territorial Investments have not gone beyond co-operation for the absorption of EU funding so far, which demonstrates doubtlessly that their potential still remains unexploited. Thus, a discussion on both the positive and negative aspects of the implementation of ITIs is necessary. Poland, as the largest beneficiary of the Cohesion Policy, has a wide experience, which might provide valuable information on that matter. The aim of the paper is to present these experiences and to provide conclusions for the regional policy.

    After joining the European Union, Poland became partner in many programmes which aim is to strengthen economic and social cohesion of the euro region. INTERREG is the cooperation programme within the European Regional Development Fund (ERDF), located in the German-Polish border region. Western Pomerania Voivodship has been accomplishing infrastructure investments supported through the INTERREG program since 2000 until now.
