    Celem głównym opracowania było przedstawienie zależności między WTO i Unią Europejską w polityce rolnej w warunkach globalizacji. Celami szczegółowymi natomiast było ukazanie reguł międzynarodowego handlu rolnego i potrzeby nowych kierunków działania WTO, niestabilności cen na artykuły rolne na rynku światowym i prób jej osłabiania poza WTO oraz nowych zjawisk we Wspólnej Polityce Rolnej wynikających z rundy Doha. W przyszłości, w wyniku niezbędnych reform, WTO powinna nadal stymulować liberalizację handlu międzynarodowego, a także, bardziej niż dotychczas, wspierać rozwój krajów rozwijających się.
    The main aim of the article was a presentation of interdependences in the agricultural policy between the WTO and the European Union in the conditions of globalisation. A specific objective was to highlight the rules of international agricultural trade and the new directions of WTO activities, the volatility of agricultural commodity prices in the world market and the endeavours to weaken it made outside the WTO as well as the new developments in the Common Agricultural Policy (CAP) resulting from the Doha round. In the future, as a result of necessary reforms, the WTO should continue to stimulate the liberalisation of international trade and also, more than in the past, to support the development of developing countries.

    Przedstawiono zmiany finansowania budżetowego Wspólnej Polityki Rolnej Unii Europejskiej w warunkach nowych priorytetów wynikających z polityki wzrostu gospodarczego i zatrudnienia. Działania te ściśle związane są z polityką spójności ekonomicznej, społecznej i terytorialnej. Zostały one podjęte w celu zmniejszenia luki ekonomicznej między krajami członkowskimi i regionami oraz osiągnięcia szybszego wzrostu gospodarczego i bardziej zrównoważonego rozwoju. Wskazano na przeniesienie ciężaru finansowania wsi i rolnictwa na politykę strukturalną, określono cele WPR po roku 2013, koncepcje jej doskonalenia i prognozy nowego kształtu w latach 2014-2020.
    The paper presents the most important long-term economic program of the European Union in the condition of new competitive challenges in the process of globalization at the beginning of XXI century. Now especially role in this program play the cohesion and structural policy for the 2007-2013 and 2014-2020 years. It is aimed at making the European Union the more competitive and dynamic, knowledge-driven economy, capable of stable, continuous development, of creating bigger numbers of better jobs and distinguished by a bigger social cohesion. I the new development conditions there are new budget priorities especially lower financig of the Common Agriculture Policy. In this situation CAP will changed in new budget perspective in the 2014-2020 years.

    The topic of these considerations concerns the development of trade and economic relations between the European Union and the People’s Republic of China. Their purpose is to indicate new phenomena in these relations. Analysis has shown that mutual economic relations in the first decade of the 21st century expanded considerably on account of common interests. The economic crisis at the turn of the first decade of the 21st century inspired plans to stimulate the economies of both parties, and tighten mutual relations. On both sides there are the conditions and prerequisites to further develop and intensify broad economic cooperation. The Chinese competitive challenge, resulting from its dynamic development, is particularly topical and important for the prospects of the European Union’s global position.

    Artykuł porusza kwestię przedawnienia roszczeń o jednorazowe odszkodowanie z ubezpieczenia wypadkowego rolników. Celem rozważań jest próba udzielenia odpowiedzi na pytanie, czy roszczenie o to świadczenie z tytułu wypadku przy pracy rolniczej może ulec przedawnieniu? Analiza problemu została dokonana na podstawie obowiązującej regulacji prawnej i z uwzględnieniem aktualnej linii orzecznictwa sądowego.
    This elaboration presents problems of claim limitation of single indemnity in accidental insurance in farm. The main purpose of the considerations presented in the paper is the answer to the question: Could the claims of single indemnity in Polish current law regulation be limited? Farmers are often late to notify the insurer about an accident, despite the requirement that such an agricultural accident at work should be reported not later than 6 months following its occurrence. However, there are no legal sanctions if this date is not met. Therefore in practice, a late report does not result in any direct legal consequences, and a late claim is rejected on grounds of unnecessary delay only if late reporting has impaired the possibility of ascertaining the actual circumstances of the accident. The analysis leads to the conclusion that the limitation of the right the casualties of accidental events at work to single indemnity in Polish current regulation is not possible.

    The main aim of the article was the presentation of the tendencies of economic relations development of the European Union with the Russian Federation and the People’s Republic of China in the conditions of globalisation. The success of the Russian political leaders in their bilateral relations with the European Union show how important, in the mutual is approaching, are the rules and effectiveness of the international system built up in the past sixty years. An objective interest of the transatlantic community is therefore to the west, for safe and prosperous Russia, was idealistic and at the same time realistic. At the same time as it is also important, that Russia and not Africa whether the Middle East, is for Europe force, with the strategic nature. In the long term, to the european economy effectively and permanently follow in globalisation processes and that term was competitive with, Russia and China must first become innovative economy. In terms of prospective it should be emphasised that the best hope for the peaceful development of the international cooperation offers the most important actors contemporary on the world stage.

    Celem opracowania jest odpowiedź na pytanie, na ile niedawno ustanowione świadczenia dla rolników, ubezpieczonych w Kasie Rolniczego Ubezpieczenia Społecznego, zapewniają im ochronę w czasie pandemii COVID-19. W konkluzji stwierdzono, że obecnie obowiązująca regulacja nie zapewnia ubezpieczonym rolnikom wystarczającej ochrony przed czasową utratą zdolności do pracy. Przyznane świadczenia w postaci covidowego zasiłku chorobowego i zasiłku z tytułu kwarantanny są zbyt skromnym socjalnie wsparciem dla rolnictwa w czasie pandemii. Nie uwzględniają swoistości pracy w działalności rolniczej, nie kompensują utraconych dochodów rolnika i ze względu na niewłaściwe zaadaptowanie z systemu powszechnego nie spełniają swoich funkcji. W obliczu czwartej fali zakażeń konieczna jest rychła nowelizacja omawianych rozwiązań.
    L’articolo si propone di rispondere alla domanda in che misura i contributi previsti di recente per gli agricoltori assicurati presso la Cassa delle assicurazioni sociali per gli agricoltori riescano a proteggerli durante la pandemia da COVID-19. Nella parte conclusiva l’autore afferma che di fronte a una perdita temporanea della capacità lavorativa, la quale essi si trovano costretti ad affrontare, la regolazione attuale non riesca a offrire una protezione sufficiente. I contributi concessi al settore agricolo durante la pandemia sotto forma di indennità di malattia da covid e indennità di quarantena costituiscono un sostegno sociale troppo modesto. Essi non tengono conto della specificità del lavoro agricolo, non riescono a compensare il mancato reddito di un agricoltore e, a causa di essere stati presi e adottati in maniera negligente dal sistema generale, non assolvono in modo adeguato alle funzioni loro proprie. Di fronte alla quarta ondata dei contagi è necessario procedere a modificare rapidamente le soluzioni discusse.
    The aim of this paper is to determine to what extent the benefits for farmers insured in the Agricultural Social Insurance Fund that have recently been granted provide protection during the COVID-19 pandemic. The conclusion is that the current regulation does not provide insured farmers with sufficient protection against a temporary loss of capacity to work. The benefits granted in the form of COVID sickness and quarantine allowance constitute a too modest social support for agriculture during the pandemic. These allowances fail to take into account the specificity of work in agriculture and do not compensate for the farmer’s lost income and, having been rather carelessly adopted from the universal system of insurance, they do not fulfil their functions properly. In view of the fourth wave of infections, it is necessary to amend these measures as soon as possible.
