Opis:
Purpose: The objective of this article was therefore to review the concepts concerning the essence of process approach with regard to public organizations. The scope of the overview included initial analysis of the possibilities to use this approach in common courts. Design/methodology/approach: In the literature of the subject, the concept of process approach more and more often is presented in the context of public organizations. This is often caused by the necessity to implement pro-effectiveness activities, the lack of funds that the public organizations have at their disposal, as well as by the increasing number of public tasks. Therefore, there is a search for solutions that would allow for the increase of effectiveness and for the improvement of efficiency of functioning of public organization, just as it is the case of business organizations. Findings: The activity of public organizations is usually characterized by a sequence of complex activities that are subject to achieving goals being important for the proper functioning of the society. The dynamically developing economic practice forces changes towards focus on activities that create value for the citizen. Research limitations/implications: Currently, it is believed that the essence of management of public organizations results from the nature of goals implemented by these organizations as well as from the complex surroundings. However, the objectives implemented by these organizations are different than the commercial ones. Practical implications: The processes implemented in organizations should be perceived as separate wholes with organic features that can be observed, separated and shaped no matter the industry in which they function. The correctly identified processes would allow for standardization of activities of public organizations. Originality/value One of the most important orientations, when it comes to managing modern organizations, is the process approach; however, its use in terms of public organizations requires taking into account their specific nature.

Opis:
The main inputs used in agriculture include biological products, chemical substances, technological systems as well as human and material factors. In general, pressure on the input side exerted by traders’ accounts for an extra profit of about 15-20% at the expense of the producers’ potential profit of a similar size. On the other hand, the annual agricultural support schemes are mostly utilized by the purchasers of produced goods due to depressed purchase prices. The establishment of an electronic marketplace and innovation space on the input side may bring about a major breakthrough in this situation improving purchase conditions in agriculture offering an opportunity to expend production through improving profitability. The objective of this research is to develop a concept for an innovative online marketplace which establish competition situation among input providers, enlarge supply side and discontinue inflexible trade structures. The present study intends to demonstrate the role that this type of new electronic marketplace may play in the life and operation of public organizations.

Social and economic transformation, with which we deal in recent years in Poland, apart from the positive aspects, generated a lot of negative effects, among others, the emergence of new forms of crime. Her improvement determines the effectiveness of the system of public security and order and to keep up with the growing expectations of consumers of the services provided in the field of security and public order. The paper presents definitions, models and determinants of safety management and the positive and negative factors associated with the use of SWOT analysis of selected organizations to reorganize security and public order.

Trainings as well as their impact on employability and employees’ performance have been the subject of interest of theoreticians and practitioners of management for a long time. However, according to the literature study, the outcomes of employees’ trainings also depend on the applied style of leadership as well as on the quality of relationships between supervisors and subordinates. This paper tries to answer the question: what are the relationships between transformational leadership, the quality of supervisors’ relationships with subordinates, employees’ trainings and employability, employees’ quality and effort of work in public organizations? This aim will be achieved by presenting the results of literature study and empirical research carried out in public organizations.

Modern organizations operate according to the principle of trust, which is important both within the organization and in relations with the environment. The operation of public entities is strictly determined by the procedures, but those imposed by authorities are not able to guarantee trust in institutions operating in the public sphere. Trust is the determinant which enables entities to deal with complexity and variability of contemporary social and economic realities. It indicates that trust is a strategy to cope with uncertainty and inability to control the future of the public. The aim of the article is to point out the importance of confidence in strategic management of public organizations. Trust can be regarded as a tool introducing strategic management or as a result of the introduced management strategy. This article will attempt to assess this issue by analysis of the literature and theoretical discussion. Theoretical analysis has been complemented by an overview of public institutions' strategies that build trust in different areas.

In contemporary public sector organizations there is a consensus that staff quality is the key factor resulting in a success of the whole organization. It is a way to produce and sustain competitive advantage that is necessary in nowadays public sector to develop fast. In the article there is an analysis of similarities between Polish Army functioning in the area of human resource management and other public sector organizations. The analysis has shown that there are many mechanisms which are common for all public organizations and thus it is possible to use the knowledge and experience of each organization to be successful. It is suggested that benchmarking platforms should be built and more interdisciplinary research should take place in the future. It will result in further and faster development of each organization involved.

Background. The importance of learning in and by organizations has since long been recognized by academic and practitioner scientists for both business and public sector organizations. In particular in the last decades interest in organizational learning has been growing. There are important reasons for considering the acquisition of knowledge in public service organizations. Research aims. The paper reviews the state of research evidence in the field. The main question of this study is how important it is for employees in public sector to acquire the knowledge and use their full potential in the workplace and whether these organizations Methods. The main source of empirical data is carried out by the authors of the study in public sector organizations. Key findings. The study was conducted using a questionnaire survey. The research shows high expectations related to knowledge acquisition opportunities in the workplace and partial fulfilment of these expectations by the subject organizations.

The consumption of public services is more complex than consumption of private goods and s services. Many different terms have been used to describe public services users. In particular, the article identifies the different terms that have been used in public sector, including "client", "customer", "consumer". In very brief and general terms client is often seen as the quintessential welfare state user, the passive recipient of professional knowledge. Customer is linked with quality of public service and performance indicators and performance information. Consumer is linked with choice and competition. The figure of customer and consumer have been central to the institutional reforms later became known as New Public Management.
