For centuries there has been Polish-language education in Lithuania which results from the centuries-long presence and tradition of the Polish national minority in this country. Polish education in Lithuania has its successes, but also problems that arise from the political and cultural specificity of the issue. On the one hand, it should be noted that in no other country (except Poland) there are as many state-run schools with Polish language of instruction as in Lithuania, on the other – it must be said that currently Polish-language education in Lithuania has become the source of many tensions in Poland and Lithuania inter-state relations. Polish education in Lithuania was a problem for the communist authorities of Soviet Lithuania, and now – for the authorities of independent Lithuania, which undertake both assimilation and integration activities concerning several thousand students and teachers of these schools. The first part of the article presents the situation of Polish-language education in the period of Soviet Lithuania between 1945 and 1990, marking the desperate struggle of parents and teachers to maintain the Polish language of teaching in these schools. The second chapter analyses the issue during the years of independent Lithuania – between 1990 and 2017, emphasizing the revival of Polish education in 1990–2000 and the persistent pursuit of the Polish minority society in Lithuania of ensuring education in Polish and maintain the existing state. The third chapter examines the indicator of higher education of the Polish minority in Lithuania against a national background, signifying that it was twice lower than the national average throughout the whole period. Moreover, it presents the funding of universities by ‘student basket’ model and proportion of school graduates with Polish language of instruction in this model and assesses the prospect of solving the problem.

W artykule przedstawiam modelowe ujęcie mediów etnicznych, aby skonfrontować je z sytuacją mediów aktualną dla części skupisk Polaków należących do mniejszości polskiej zagranicą, szczególnie z obszaru Europy Środkowo-Wschodniej. W ramach uniwersalnego podejścia odnoszę się do głównych sposobów finansowania mediów mniejszości i ich konsekwencji, szerokiego wachlarza funkcji mediów etnicznych, a także niezbędnych warunków, aby osiągnęły one swoje różnorodne cele wpływające na rozwój mniejszości. Ze względu na zmiany technologii medialnej, zestawione zostaną szanse i zagrożenia płynące z rozwoju internetu i narzędzi wirtualnej komunikacji. Tę modelową część zestawiam z sytuacją, kiedy nie ma woli odbioru mediów przez młodych przedstawicieli mniejszości w przypadku ich ograniczonej atrakcyjności. Rodzi to pytanie o sens i przyszłość mediów etnicznych oraz ich realne możliwości wpływania na budowanie mniejszości, a także o przyszłość samej mniejszości, która z tych mediów dobrowolnie i świadomie rezygnuje.
This article concerns ethnic media, produced for and by a national minority. In particular, I am interested in the role of ethnic media in the context of the functioning of a national minority with its own state, i.e. such as the Polish minority abroad. I present a model approach to ethnic media in order to confront it with the current media situation for some Polish minority communities abroad, especially from the Central and Eastern European area. Within the framework of a universal approach, I address the main ways in which minority media are funded and their consequences, the wide range of functions of ethnic media, as well as the necessary conditions for them to achieve their various goals affecting minority development. Due to the change in media technology, the opportunities and threats of the development of the internet and virtual communication tools will be juxtaposed. I will contrast this model part with the situation when there is no willingness of young minority representatives to receive ethnic media. This raises the question of the meaning and future of ethnic media and their real possibilities to influence the construction of minorities, as well as the future of the minority itself, which voluntarily and consciously abandons these media.

During the Polish-Lithuanian Union (1385–1795) Polish nobles, clergy, merchants and townspeople were moved to the territory of the Grand Duchy of Lithuania. This period was negatively assessed by the Lithuanian society because of “polonization” and anarchy. After the First World War, Poles found themselves in a difficult situation in Lithuania. The Lithuanians did not want to reunite with our country and repressed the Polish minority living in the vicinity of Vilnius. Poles were thrown out of flats, Polish schools were closed, and Polish symbols were destroyed. Oppression intensified during World War II, when Lithuania collaborated with the Soviet Union and Nazi Germany, wanting to deport Poles from the Vilnius region. Despite the signing by Poland and Lithuania of the “Treaty on Friendly Relations and Good Neighborly Cooperation” in 1994, the situation of the Polish minority is still difficult. Lithuanians violate a number of our minority rights, such as the right to their own education (Article 15 of the Treaty), first and last name (Article 14), bilingual signs to short-circuit towns inhabited by the Polish minority (Article 13 paragraph 2 and Article 15), the right to participate in public life (Article 14), the prohibition of discrimination and assimilation (Article 15), religious rights (Article 13 (2), Article 14 and Article 15) and the right to have own memorial sites (art. 23).

This article focuses on the legal and political impact of international minority rights treaties on the Polish minority in Lithuania. An analysis will be made as to whether and to what degree they have been followed by Lithuania, and, overall, whether they have been effective for the Polish minority in Lithuania. The possibility that they are more of a false promise will also be addressed, and whether or not reliance on international law – perhaps in conjunction with local political action within Lithuania – is a good strategy for Poles in Lithuania. In general, international law norms have not had a direct impact, at least as applied by various international tribunals and other bodies. Cases brought by ethnic Poles before the European Court of Justice, the European Court of Human Rights, and the U.N. Human Rights Committee have not yielded significant results. The Framework Convention for the Protection of National Minorities does directly address many of the issues raised by the Polish minority, but it is not enforceable absent enabling legislation. Yet, recent positive domestic legislation and case law in Lithuania have mitigated these concerns, suggesting that political mobilization, using international norms as a benchmark to be obtained, is much more effective than relying on international law on its own.

The article presents an analysis of the activities undertaken by Poles in Lithuania following the parliamentary election of 2012. The Polish minority took an active part in the Lithuanian politics. Związek Polaków na Litwie [The Union of Poles in Lithuania] followed by Akcja Wyborcza Polaków na Litwie [Electoral Action of Poles in Lithuania] presented their programs for the coming elections. Their involvement in the Lithuanian politics at the national level enabled them to articulate issues important for the Polish community in Lithuania. AWPL participated in the governing coalition. The political circumstances made their proposed solutions not easy to implement. Some problems were temporarily resolved, while most of the important issues remained under discus-sion. The analysis is based on various documents: agreements, treaties, declarations, statements. Also, it uses press material available in the Internet editions.

Początki polskiego ruchu teatralnego w Wilnie związane są z zakonem jezuitów. Zapoczątkowany przez zakon ruch, rozwijał się na dworach. Za ojca polskiego teatru uważany był Wojciech Bogusławski, który stworzył w Wilnie pierwszy prawdziwy teatr. W takiej formie istniał on niespełna 100 lat, by następnie odrodzić się w 1905 r. za sprawą hrabiego Władysława Tyszkiewicza. Kolejne lata to wybudowanie teatru stałego oraz dalszy rozwój wileńskiej sceny, którego nie przerwały wydarzenia II wojny światowej i pierwsze lata powojenne, a jedynie go nieco osłabiły. Głównym tematem niniejszego opracowania jest powstanie i działalność dwóch polskich teatrów amatorskich w Wilnie. Pierwszym z nich było Polskie Studio Teatralne (wcześniej Polski Zespół Dramatyczny), założone na początku lat 60. XX wieku przez lekarkę Janinę Strużanowską. Natomiast drugim powstały w tym samym czasie Polski Zespół Teatralny przy Pałacu Kultury Kolejarzy w Wilnie, później znany jako Polski Teatr w Wilnie. Zespół założyła zawodowa aktorka Irena Rymowicz. Funkcjonowanie tych zespołów teatralnych miało szczególne znaczenie w czasach, kiedy Litwa znajdowała się pod rządami radzieckimi. Władza ta w znacznym stopniu ograniczała litewskim Polakom kontakty z Ojczyzną. W związku z tym Polacy spragnieni polskiego słowa chętnie przychodzili na wystawiane przez grupy przedstawienia. Ich popularność nie zmalała po przemianach ustrojowych w 1991 r., a wręcz przybrała na sile. Pojawiły się bowiem nowe możliwości rozwoju, które starano się wykorzystać. Z myślą o podtrzymywaniu rozwijającego się polskiego ruchu teatralnego, zaczęły się tworzyć teatrzyki szkolne. W latach 90. XX wieku działały one niemal w każdej polskiej szkole na terenie Wilna, ciesząc się zainteresowaniem uczniów. Za datę końcową przedstawianej tematyki przyjęto umownie rok 2004, kiedy to Polska i Litwa wraz z innymi państwami weszły do Unii Europejskiej. W tym samym czasie zmieniły się pewne prawa i standardy, wymagające dodatkowej analizy.
The beginnings of Polish theatre activity in Vilnius were connected with the Jesuit Order. Initiated by the order, the theatre activity developed in the estates of the nobility. Wojciech Bogusławski was credited with being the father of the Polish theatre as he established the first real theatre in Vilnus. It had existed in such a form for less than 100 years to be revived in 1905 by Władysław Tyszkiewicz. The following years saw the building a permanent theatre as well as the further developement of the Vilnus stage which was continued despite the World War II and the first years of post-war times which only weakened it a bit. The main topic of the article is the establishment and activity of two Polish amateur theatres in Vilnus. The first of them was the Polish Theatre Studio (the former Polish Dramatic Ensemble) set up at the beginnning of the 1960s by a physician, Janina Strużanowska. While the second one established at the same time was the Polish Theatrical Ensemble on the premises of the Railway Culture Palace, later known as the Polish Theatre in Vilnius. It was set up by a professional actress, Irena Rymowicz. The existance and work of the theatre ensembles was especially important in the times when Lithuania was under the Soviet rule. The authorities greatly limited contacts between Lithuanian Poles and the mother country. As a result the Poles longing for Polish language eagerly came to see the performances presented by the ensembles. Their popularity did not decrease after the political changes in 1991; on the contrary, it even grew. New opportunities for development. With a view to supporting the developing Polish theatre movement, school theatres started to appear. In the 1990s, they were in almost every Polish school in Vilnius being of great interest for the students. The final date of the presented subject matter was assumed to be 2004 when Poland and Lithuania together with other countries joined the European Union. Some laws and standards changed, and this requires further research.

Artykuł przedstawia tło historyczne ukształtowania się polskiej mniejszości narodowej w regionie meropolitalnym Wilna i zmiany, jakie zachodzą współcześnie wśród tej społeczności. Zmiany polityczne, społeczne i demograficzne związane z niepodległością Litwy oraz swobodą migracji spowodowały w ostatnich dwóch dekadach bardzo istotne zmiany w etnicznym krajobrazie obszaru metropolitalnego Wilna, które będą miały istotny wpływ na stan polskiej mniejszości narodowej na Litwie w przyszłości. Zmiany te polegają głównie na utracie statusu największej najliczebniejszej społeczności w niektórych gminach podwileńskich oraz zagrożeniu tym procesem w kolejnych gminach. Głównymi czynnikami prowadzącymi do tego stanu są dysproporcje w zamożności pomiędzy Polakami i Litwinami, silny strumień migracji z Wilna na przedmieścia, oraz z rejonów wiejskich za granicę.
The paper shows the historical background of the formation of the Polish national minority in the metropolitan region of Vilnius and the changes that are taking place today in this community. Political, social and demographic changes related to the independence of Lithuania and the freedom of migration have caused in the last two decades very significant changes in the ethnic landscape of the metropolitan area of Vilnius, which will have a significant impact on the state of the Polish national minority in Lithuania in the future. These changes consist mainly of the loss of the status of the largest community in some municipalities of Vilnius region and the threat of this process in subsequent municipalities. The main factors leading to this state are the disproportions in wealth between Poles and Lithuanians, a strong stream of migration from Vilnius to the suburbs, and from rural areas abroad.

Article describes attitude of intellectuals gathered around „Culture” magazine towards ULB countries (Ukraine, Lithuania, Belarus) on example of regaining from USSR independence Lithuania (1989-1991). Interviews and articles published in magazine fully supported regaining of independence from Soviet Union even without resolving problems of Polish minority which were large part of population in Vilnius region.

Niniejszy artykuł zawiera przegląd niektórych praw językowych mniejszości narodowych na Litwie oraz omówienie sytuacji faktycznej mniejszości polskiej w tej mierze. Analizie zostały w nim poddane prawa szczególnie istotne z punktu widzenia zachowania tożsamości przedstawicieli mniejszości: prawo do używania języka mniejszości przed organami instytucji samorządowych, w życiu publicznym, w procesie wyborczym, prawo do umieszczania dwujęzycznych nazw topograficznych, prawo do pisowni i oficjalnego uznania oryginalnego zapisu imienia i nazwiska. Praw tych nie można rozpatrywać w oderwaniu od doktryny ochrony języka państwowego, która na Litwie została rozwinięta w orzeczeniach Sądu Konstytucyjnego RL i Litewskiego Naczelnego Sądu Administracyjnego i która wywiera zasadniczy wpływ na treść i zakres praw językowych mniejszości.
This article provides the review of the linguistic rights of national minorities in the practical aspects of the situation of polish national minority. The paper discusses the essential rights for the preservation of national identity: the right to use the language of national minority in communication with local authorities and in public, in the electoral process, in topographic indications, as well as the right to write names and surnames in the language of national minority. These rights are presented in the context of constitutional doctrine of state language protection, as it largely affects the content of mentioned rights of national minorities.

Głównym materiałem badawczym były wyniki wyborów przedstawione przez Główną Komisję Wyborczą na Litwie oraz dokumenty związane z tematem.
The article deals with the issues of the elections to the European Parliament (EP) in Lithuania, which took place in may 2014 year. Author’s research interest is the Polish minority in Lithuania, the largest ethnic group after the Lithuanians in the country. For many years, the representatives of the Polish minority were actively involved in different types of elections. At first by the Union of Poles in Lithuania (ZPL), and then by the Electoral Action of Poles in Lithuania (AWPL). The aim of the paper was to an-alyze the results of elections in Lithuania, with particular focus on the Vilnius region and AWPL participation. The main research material were the results of the elections presented by the Main Election Commission in Lithuania as well as documents relat-ed to the topic.

Artykuł dotyczy trzech zagadnień. Po pierwsze, przedstawia, w skrócie proces odrodzenia działalności polskiej na Litwie po II wojnie światowej. Po drugie, skupia się na działalności politycznej podjętej przez polską mniejszość na szczeblu państwowym. Po trzecie, na przykładzie Rejonu Solecznickiego charakteryzuje działalność polskiej mniejszości na szczeblu administracji samorządowej. Poszukuje także odpowiedzi na pytania: (1) jak funkcjonuje Rada Samorządowa, której przedstawicielami w większości są osoby wywodzące się z polskiej mniejszości? oraz (2) czy przynależność narodowa ma znaczenie w funkcjonowaniu Rady? Wybór ram czasowych (1990–2016) był podyktowany początkiem rozpadu ZSRR oraz odniesionym największym politycznym sukcesem polskiej partii na szczeblu parlamentarnym w 2016 r. Polska mniejszość na Litwie według różnych danych statystycznych liczy od 200 do 250 tys. mieszkańców w 3-milionowej Litwie. Jest społecznością rdzenną i dobrze zorganizowaną. Polskie odrodzenie na Litwie po zniszczeniach II wojny rozpoczęło się mniej więcej w latach 60. XX w., a swoje apogeum osiągnęło na przełomie lat 80. i 90. XX w. W nowo powstającym państwie społeczność polska nie była bezczynna. Zrzeszona w Związku Polaków na Litwie rozpoczęła działalność kulturową, oświatową i polityczną. Artykuł jest wynikiem wieloletnich obserwacji pracy działaczy samorządowych poprzedzony analizą historyczną powstania państw narodowych oraz mniejszości narodowych. Główną metodą badawczą jest analiza treści zarejestrowanych wystąpień na posiedzeniach Rady Samorządu Rejonu Solecznickiego, dokumentów samorządowych i Związku Polaków na Litwie. Przydatna była również strona Najwyższej Komisji Wyborczej Republiki Litewskiej z szeroką bazą danych statystycznych każdych wyborów na Litwie.
The article contributes to three areas. First, it presents the process of the revival of Polish activity in Lithuania after World War II. Secondly, it focuses on the political activity undertaken by the Polish minority at the state level. Third, in the example of the Soleczniki Municipality District, it characterizes the activity of the Polish minority at the level of local government administration. I attempt to find the following answers: (1) How does the Local Government Council function, whose representatives are mostly people from the Polish minority? (2) Does nationality matter in the functioning of the Council? The choice of the time frame (1990–2016) is dictated by the beginning of the collapse of the USSR and the greatest political success of the Polish party at the parliamentary level in 2016. According to various statistical data, the Polish minority in Lithuania ranges from 200 to 250 thousand inhabitants in 3 million Lithuania. It is an indigenous and well-organized community. The Polish revival in Lithuania after the devastation of World War II began more or less in the 1960s and reached its peak at the turn of the 1980s and 1990s. In the newly emerging state, the Polish community was not idle. Associated with the Union of Poles in Lithuania, she began cultural, educational, and political activities. The article is the result of many years of observation of the work of local government activists, preceded by a historical analysis of the emergence of national states and national minorities.

The aim of the paper was to compare the situation of the Polish minority in the three bordering countries: Lithuania, Latvia and Belarus. Despite similar historical circumstances contemporary groups of Polish minority in the lands of former Grand Duchy of Lithuania and Polish Livonia living in the different socio-economic and political conditioning. This situation affecting their relations with other ethnic groups and state authorities. All of the researched areas – Vilnius region in Lithuania, Latgale region in Latvia, Hrodna region in Belarus – are multicultural. In all, owing to special circumstances of Eastern Slavic-Baltic ethnic borderland, a compact Polish ethnic area was formed. Despite the deportation and postwar emigration of Poles and despite that areas inhabited by them belong to three different states, the Polish population still represents a significant proportion of the population, affecting the local socio-cultural and political life. The analysis of census data and maps indicates the progressive decrease of the Polish population and retreat of Polish ethnic area. However, recent censuses show the vary – depending on the region – processes. In Lithuania the stabilization of the ethnical structure of the population is observed. Despite the hostile attitude of Lithuanian nationalists and state authorities that often remain under their influence, Polish population takes advantage of the civil rule of law to consolidate its assets. In Belarus further melting of Polish ethnic area is observed, associated with a decrease in the number of Poles, both in absolute and relative terms. This can be combined with both the difficult situation of the Polish population in the Soviet period (no schools and other Polish institutions), and the current socio-political situation in Belarus. Under Lukashenka’s dictatorial rule the Polish minority action is merely tolerated. Government support the policy of the tsarist and Soviet authorities, under which local Poles were considered as regional (Catholic) branch of the Belarusian people. Paradoxically, the relatively best situation concern the Polish population in Latvia, where Polish community is the least numerous, both in absolute and relative terms. The clear revival of Polish socio-cultural, and even increasing participation of Poles in some areas, can be observed. The Latvian authorities are positively oriented to the Polish socio-cultural initiatives, seeing the Polish movement as a counterweight to the demographic dominance of East Slavic population (Russians, Belarusians, and Ukrainians) in the south-eastern part of the country.
Pomimo podobnych uwarunkowań historycznych mniejszość polska, zamieszkująca tereny dawnego Wielkiego Księstwa Litewskiego i Inflant Polskich, w zależności od miejsca zamieszkania (Litwa, Łotwa, Białoruś) znajduje się w odmiennej sytuacji społeczno-gospodarczej i polityczno- -ustrojowej. Odciska się to na relacjach mniejszości polskiej z innymi grupami etnicznymi oraz władzami państwowymi. Analiza sytuacji sugeruje, iż pod wieloma względami najlepsze warunki dla pielęgnowania swojej odrębności (pomimo niewielkiej liczebności) ma mniejszość polska na Łotwie. Na przeciwległym krańcu, choć najliczniejsza, znajduje się mniejszość polska na Białorusi.

The focus of this paper is the perceived relation of language (Polish) and religion (Catholicism) to the Polish identity and whether and how these dimensions of identity are employed in interpreting processes of social integration and mobility in Lithuanian society by research participants at schools where Polish is the language of instruction. This paper argues that the native language (Polish) is seen as an important dimension of ethnic (Polish) identity while both majority (Lithuanian) and minority languages are seen as helpful instruments in the process of social inclusion and social mobility since they are perceived as dependent on the social context. Polish-language schools reaffirm the interrelation of the Catholic religion and the Polish identity in discursive and practical ways (via various cultural means). Nevertheless, religion, an essential dimension of Polish identity, does not come to the forefront when discussing social integration or mobility.

Since the early 1990s, the process of building a national identity among Polish minorities living on the territory of the Republic of Lithuania has clearly intensified. On the one hand, new Polish media initiatives have recently appeared in the digital space, where, until recently, the Polish community has not been widely represented. The first one is Wilnoteka - a multimedia web-based application, which uses the experience and materials of the television studio in Vilnius. Apart from Wilnoteka, Infopol has had an online versions of the daily Vilnius Kurier, Vilnius weekly and Vilnius Magazine for several years. In 2012 Delfi launched the project “Polish schools in Lithuania”, which resulted in a network of Internet portals building relationships between students and teachers in the Republic of Lithuania. Radio by the Neris has been one of the main centers of Polish thought and culture in Lithuania for over twenty years. It also operates several blogs and fanpages devoted primarily to Vilnius. However, the internet does not have professional media reaching to English speaking community of Polish origin who come from the present territory of the Republic of Lithuania and who live around the world. The editors of the Polish media pay attention to the fast expansion of Russian media in Lithuania and low activity of the Polish media. Therefore, we should consider what activities should be taken by the Polish authorities in order to form right conditions for the development of Polish television in Lithuania. Moreover, the media offer should be expanded and should include historical themes, for example the analysis of the fate of the Poles worldwide after 1945.

Opis:
Polish press which develops outside Poland, particularly in the states where Poles have always lived (native communities), plays a particular role. It is an excellent tool for the integration within a group and it is perceived as a motivator to relate to the native country as well as the country of settlement. This function stems from the triad characteristics of diaspora media (native country, country of settlement and the environment of a national minority). The media integrate the recipients and support them in the face of political and social threats; they facilitate many cultural and social activities, intergroup dialogue and are a part of wider civic objectives and processes resulting from basic media roles.
