Opis:: Podjęcie decyzji o przystąpieniu Polski do Unii Europejskiej wywarło duży wpływ na funkcjonowanie naszej gospodarki. Zarówno w okresie przedakcesyjnym, jak i po 1 maja 2004 roku zauważyć można istotne zmiany w strukturze wymiany handlowej z zagranicą, zarówno z punktu widzenia asortymentu eksportowanych i importowanych towarów, jak też kierunków tej wymiany. Zmiany te wymusiły reorientację produkcji niektórych branż, ale wpłynęły też na inne (poza przemysłem) działy gospodarki. W referacie analizowany jest wpływ restrukturyzacji gospodarki na funkcjonowanie transportu w zakresie przewozu ładunków, z uwzględnieniem gałęzi transportu, a przede wszystkim z wyróżnieniem transportu samochodowego i kolejowego. Zaprezentowano podstawowe charakterystyki aktywności transportu w Polsce dokonując porównań odpowied- nich miar wyznaczonych dla krajów Unii Europejskiej. W celu uchwycenia związków przyczynowo-skutkowych opisujących funkcjonowanie transportu zastosowano analizę regresji, która potwierdziła hipotezę o wpływie członkostwa Polski w Unii Europejskiej na aktywność polskiego transportu, jednak jedynie w stosunku do transportu drogowego.

Opis:: Poland had to meet various political, legal and economic criteria in order to become a member of the European Union; the EU itself also had to prepare for it in institutional and financial respect. Although fulfilling acquis communautaire standards, then accession negotiations and completion of formalities lasted 10 years and the anti-EU campaign before a national referendum about Polish integration with the EU caused serious doubts and concerns connected with the accession, still on the 1 May 2004 Poland became a member of the EU. Now, after 10 years of membership there are several questions how Poland has used its presence in this organization. Has it been a time of prosperity and success or rather a failure and a historical mistake? What and how has Poland been changed over this time? Have social doubts connected with the EU integration been allayed? These are just a few questions raised in this article and the author tries to answer them.

Opis:: Global recession of 2007–2009 has had a significant impact on the Eurozone functioning and has aroused much controversy over the monetary union membership of the new countries (including Poland) as well as the legitimacy of the monetary union formation by countries of different development levels and different degrees of fiscal discipline. Should Poland pursue full membership in the Economic and Monetary Union? If the answer is yes, then the question arises “when”? How should economy and the state get prepared for this move? There are no unambiguous answers to these questions. The aim of this paper is to outline possible answers and, first of all, to formulate problems for the discussion. The experience of the Eurozone countries from the period of 2007–2009 indicate that the economies which fulfilled the nominal convergence criteria in an “artificial” way, i.e. without thorough reforms in the area of public finance, markets – including labour market – have incurred high costs of the recession in the situation when they have neither their own currency not monetary policy. Poland’s full membership in the Economic and Monetary Union should be preceded by thorough reforms consisting in market (including the labour market) deregulation and liberalisation and the public finance reform. In the case of public finance the changes which are necessary refer to both reducing expenditure and taxes. The change in the public expenditure structure is also indispensable.

Opis:: The major propose for this article is to examine ten years of Polish membership in the European Union. This paper analyzes characteristics of the system of Europe, as well as the process of “Europeanization”. It also covers the depiction of relations between the Centre and the Periphery of European integration and investigates the Polish role in a process of diffusion of norms and procedures within our continent. The main hypothesis of this paper is that nowadays Poland remains suspended somewhere between Centre and Periphery of European integration, without a real capacity of joining the “hard-core” of the EU in the predictable future.

Opis:: W roku 2014 minęło 10 lat od przystąpienia Polski do Unii Europejskiej, co stanowi odpowiednią okazję do sporządzenia bilansu korzyści i strat polskiego członkostwa w UE. Niniejszy artykuł dotyczy przemian, jakie zaszły w tym czasie w polskiej administracji publicznej, która stanęła w obliczu nieznanego dotąd wyzwania – efektywnego gospodarowania europejskimi środkami finansowymi. W prezentowanym opracowaniu podjęto wysiłek odpowiedzi na pytania odnoszące się do działań, jakie zostały podjęte przez instytucje publiczne w celu sprawnego wdrażania funduszy strukturalnych oraz związanych z nimi konsekwencji. W pracy przedstawiono, w jaki sposób zmieniły się zasoby kadrowe i techniczne administracji oraz podjęto kwestie dotyczące jej efektywności. Opisano również aktualne trendy i kierunki zmian w administracji.
In 2014 it is 10 years since Poland has joined the European Union, which is an appropriate opportunity to assess the advantages and disadvantages of Polish participation. This article focuses on the changes that have occurred during this time in Polish public administration, which has faced previously unknown challenges - effective management of European funds. The presented study is an attempt to answer questions about the actions that have been taken by public institutions for the effective implementation of the Structural funds and its consequences. The paper presents how the human and technical resources of the administration have changed and focuses on the issues concerning its efficiency. Additionally, the identified current trends and directions in the administration have been described in the thesis.

Opis:: The presented prognosis indicates possible directions and conditions of changes that will take place in the Polish countryside within the next few years. It should be underlined that this period will encompass both positive and negative processes. During this period 2.5 billion Euros (not including money for the Common Agricultural Policy) will be devoted to the development of rural areas. Together with domestic funds, it makes a total sum of 3 billion Euros of available financial resources. Having topped these funds up with investors’ own contributions, it will be possible to deal with total financial support of 4.5 - 4.9 billion Euros per annum. This will allow us to change the image of rural areas considerably, especially the level of technical infrastructure and the quality of productive potential of agriculture, as well as agribusiness. Therefore, the countryside and farms will have many more investment opportunities at their disposal. It is predicted that these funds should first of all be devoted to creating new work opportunities in rural areas and subsequently to improve competitiveness of farms due to their progressive concentration and technical modernisation. These processes are strongly related to each other and, therefore, one should not suppose considerable regional farm concentration without providing workplaces for farmers, especially the least skilled. On the other hand, one should mention processes that will make carrying out the intentions difficult. One of them is undoubtedly further limitation of agricultural expenses, especially after year 2013 (Common Agricultural Policy included). The reform of Common Agricultural Policy that took place in 2003 assumed stabilisation of expenses on agriculture as well as their gradual reinvesting in I and II Common Agricultural Policy levels. Further changes that might take place in the subsequent period of planning (2014-2020) are not yet known, which significantly limits the possibilities of outlining aims and priorities for Poland. It should be assumed that further limitations of funds for agriculture and rural areas in general are yet to come. The above mentioned is supported by the following three reasons: - More and more popular criticism of the Common Agricultural Policy as it is shaped right now, - Funds for Common Agricultural Policy after new members with big agricultural population (Bulgaria, Romania, Croatia, Turkey) would need to be increased, - Negotiations related to liberalisation of world markets within WTO.

Opis:: W licznych wypowiedziach przed akcesją podkreślano, że przystąpienie Polski do Unii Europejskiej będzie szansą, dzięki możliwości wykorzystywania środków pomocowych na rozwój infrastruktury, w tym infrastruktury kolejowej. Optymizm wynikał z wielkości wynegocjonowanych kwot, które Polska może pozyskać z funduszy strukturalnych i Funduszu Spójności w latach 2004-2006, a następnie 2007-2013. Z alokacji środków z Funduszu Spójności i funduszy strukturalnych wynikało bowiem, że na rozwój infrastruktury przeznaczone zostanie ponad 4,2 mld euro. Nie pamiętano, bądź nie chciano jednak pamiętać, że możliwość wykorzystania tych środków uzależniona jest od przestrzegania reguł Unii Europejskiej, a w szczególności musi być podporządkowana zasadom polityki spójności społeczno-gospodarczej UE oraz wymogom wynikającym z prawa polskiego.
