    This article examines the transformation of political discourse on women’s rights and women-oriented NGOs in Tanzania, focusing on successive state administrations within the same political party, led by John Pombe Magufuli and Jakaya Kikwete. The analysis unfolds through three key phases: first, characterizing the habitus of Tanzanian women’s NGOs; second, examining the evolving narratives in government-NGO relations; and third, briefly exploring the political discourse during the Kikwete and Magufuli presidencies. The research methodology is based on extensive desk research and two field studies conducted in Tanzania. Rather than adhering to a preconceived theory, our research approach is guided by theorems and selected frameworks. Pierre Bourdieu’s theoretical concepts, particularly ‘habitus’ and the ‘exchangeability of different forms of capital,’ underpin our argument and interpretation of the data. The study shows that while elements of anti-feminism are evident in Magufuli’s political discourse, accusations of promoting toxic masculinity are mainly unfounded. At the same time, it argues that the critique of women’s empowerment and women-focused NGOs can be attributed to Magufuli’s unique mode of accumulating political and economic capital, leading to heightened distrust in the relationship between these NGOs and the Tanzanian government.

    W niniejszym artykule autor analizuje projekt wprowadzenia obowiązkowej składki zdrowotnej dla osób pełniących funkcję na mocy aktu powołania, które pobierają z tego tytułu wynagrodzenie. Analiza obowiązujących oraz projektowanych przepisów pozwala autorowi podjąć się udzielenia odpowiedzi na pytanie, czy projektodawca słusznie odwołuje się w uzasadnieniu projektu ustawy do zasady solidarności społecznej, stanowiącej podstawę aksjologiczną ubezpieczeń społecznych i zdrowotnego, czy też traktuje ją instrumentalnie, aby zrealizować doraźny cel polityczny. Ten pomysł napotkał bowiem sprzeciw środowiska organizacji pozarządowych, ponieważ zwiększy ich obciążenia finansowe. Jest to szczególnie istotne z uwagi na to, że jest to część zamierzenia politycznego zwanego Polskim Ładem.
    In this article the author analyses the project for the introduction of compulsory health contribution for those performing their function by virtue of an act of appointment and who receive due remuneration. By analyzing the existing and proposed regulations, the author aims to answer the question as to whether the proponent of the bill rightly refers in the justification of the bill to the principle of social solidarity, which is the axiological basis for social and health insurance, or whether they treat it instrumentally, merely pursuing an ad hoc political goal. This idea has met with opposition from the NGO (non-governmental organization) community for it will increase their financial burden. This is particularly important as it constitutes a part of the political initiative called Polish Order (Polski Ład).

    The article addresses the issue of lifelong learning implemented by associations and foundations working in the spheres of education and culture on the Polish-Czech-German borderland and involving representatives of at least two of these neighbouring nations. The analysis involved eight such organizations. The authors indicated various theoretical conceptualizations of the idea of lifelong learning. The presented conceptualizations range from those linked to the performed profession, or the profession to which one should switch, to the latest conceptualizations, i.e., those in which lifelong learning encompasses various forms of education implemented throughout the individual’s life, from childhood to the retirement. The analysis of the gathered materials concentrated on pointing to those activity forms that comply with the definition criteria of lifelong learning and provide the unofficial civic education that shapes civic attitudes related to the idea of unified Europe and the specificity of NGOs on the borderland. The latter consists in building better relations between neighbours, formulating and proliferating the ’put straight’ version of history, particularly after WWII.
    W artykule podjęta została problematyka całożyciowego uczenia się (Lifelong learning), realizowana w stowarzyszeniach i fundacjach działających na pograniczu polsko-czesko-niemieckim, działających w obszarze edukacji i kultury, angażujących przedstawicieli przynajmniej dwóch sąsiadujących z sobą narodów. Do analizy zakwalifikowano osiem organizacji. Autorki wskazały na różne teoretyczne ujęcia idei LLL, od takich które powiązane były z wykonywanym zawodem lub takim, na który dotychczasowy należało zmienić, do ujęć najnowszych, w których LLL obejmuje różnorodne for-my edukacji, realizowane przez całe życie jednostki, od dzieciństwa po czas emerytury. Analiza zebranego materiału koncentrowała się na wskazaniu form działalności, spełniających definicyjne kryteria LLL, realizacji nieoficjalnej edukacji obywatelskiej, polegającej głównie na kształtowaniu postaw obywatelskich powiązanych z ideą zjednoczonej Europy oraz specyfiki organizacji pozarządowych na pograniczu. Ta ostatnia polega na budowaniu lepszych relacji między sąsiadami, formułowaniu i upowszechnianiu „odkłamanej” wersji historii (zwłaszcza od okresu II wojny światowej).

    Introduction. The starting point for the considerations undertaken in the article were the experiences of children and young persons in Poland related to the post-pandemic reality, such as social isolation, reduced engagement in social activities, and less time spent outdoors. In this context, outdoor education seems to be a valuable phenomenon, as confirmed by the growing interest of educators, animators, and teachers. In the first part of the paper, the author presents a definition framework for terms related to outdoor education that are important for further consideration, placing them in the context of counteracting the effects of a pandemic. Aim. The aim of the article is to present the results of the author’s own research on the recognition of experiences, opportunities, and needs in the implementation of outdoor education in non-governmental organizations from the perspective of animators-practitioners. The main research problem was as follows: What are the possibilities and needs in the implementation of outdoor education from the perspective of the examined animators? Methods. The research was qualitative in nature, and interpretative theories constituted the research paradigm (Denzin, Lincoln, 2005). The research method consisted of semi-structured qualitative research interviews conducted based on a prepared interview guide. The research group consisted of five animators (two men and three women) working for medium-sized non-governmental organizations in Poland. The respondents were chosen carefully, considering the particulars of the workplace and previous experiences with outdoor learning. The analysis was formal and qualitative. Results. The results of the research showed the in-depth and complex experiences of animators-practitioners in the field of outdoor education. The study also revealed animators’ needs and possibilities regarding the implementation of this education when working with children and young persons in a non-formal environment. The outdoor education model emerging from the research showed a rich experience supported by reflection on the specificity of the activities carried out, especially in the context of working in nature, the importance of individual experiences, creating situations that enable building independence and experiencing risk, and building interpersonal relationships in a group. The article was written as part of a research project coordinated by the Association of Critical Education [Stowarzyszanie Edukacji Krytycznej] in Poland as part of the “Fundusz Pomocowy dla Organizacji Pozarządowych oraz Inicjatyw Obywatelskich 2022-2023” Program. It was financed by the Polish-American Freedom Foundation and implemented by the Education for Democracy Foundation.
    Wprowadzenie. Punktem wyjścia dla rozważań podjętych w artykule stały się doświadczenia dzieci i młodzieży w Polsce związane z popandemiczną rzeczywistością, takie jak osłabienie więzi społecznych czy zmniejszenie czasu spędzanego na świeżym powietrzu. W tym kontekście – wartościowe poznawczo zjawisko – stanowi edukacja outdoorowa, o czym świadczy także rosnące nią zainteresowanie wśród edukatorów, animatorów i nauczycieli. W pierwszej części opracowania autorka prezentuje ramy definicyjne pojęć związanych z outdoor education, istotnych dla dalszych rozważań, umiejscawiając je w kontekście przeciwdziałania skutkom pandemii. Cel. Celem artykułu jest zaprezentowanie wyników badań własnych dotyczących rozpoznania doświadczeń, możliwości i potrzeb w zakresie implementacji edukacji outdoorowej w środowiskach organizacji pozarządowych z perspektywy animatorów-praktyków. Główny problem badawczy był następujący: Jakie są możliwości i potrzeby w zakresie implementacji edukacji outdoorowej z perspektywy badanych animatorów? Materiały i metody. Badanie miało charakter jakościowy, a paradygmat badań stanowiły teorie interpretatywne (Denzin, Lincoln, 2005). Metodą badawczą były częściowo ustrukturalizowane jakościowe wywiady badawcze, przeprowadzone w oparciu o przygotowany przewodnik do wywiadu. Grupę osób badanych stanowiło pięciu animatorów (dwóch mężczyzn i trzy kobiety), pracujących w organizacjach pozarządowych o średniej wielkości w Polsce. Dobór osób badanych był celowy i uwzględniał specyfikę środowiska pracy oraz uprzednie doświadczenie w zakresie edukacji outdoorowej. Analiza miała charakter formalny i jakościowy. Wyniki. Wyniki badań ukazały pogłębione i złożone doświadczenia animatorów-praktyków w zakresie edukacji outdoorowej oraz ich potrzeby i możliwości w nawiązaniu do implementacji tej edukacji w pracy z dziećmi i młodzieżą w środowisku pozaformalnym. Model outdoor education, wyłaniający się z wypowiedzi osób badanych, ukazał bogate doświadczenie poparte refleksją nad specyfiką prowadzonych działań, szczególnie w kontekście: pracy w naturze, znaczenia indywidulanych przeżyć, stwarzania sytuacji umożliwiających budowanie samodzielności i doświadczania ryzyka oraz budowania relacji interpersonalnych w grupie. Artykuł powstał jako część projektu badawczego, koordynowanego przez Stowarzyszenie Edukacji Krytycznej w ramach “Programu Funduszu Pomocowego dla Organizacji Pozarządowych oraz Inicjatyw Obywatelskich 2022-2023”, finansowanego przez Polsko-Ameykańską Fundacja Wolności, a realizowanego przez Fundację Edukacja dla Demokracji.

    Internet communication is widely used by Polish NGOs in communicating with the public. It is also used by foundations and associations that organize volunteering in Africa. The purpose of this article is to characterize the communications concerning participation in volunteering in the African area, which have been posted on the Polish-language Internet by the aforementioned NGOs. This article presents theoretical issues relating to the Internet as a tool of communication in NGOs, the image of the Other in Polish society (in relation to Africa and the inhabitants of the continent) and volunteering in Polish NGOs. It presents the results of the author’s own qualitative research conducted using an analytical technique, the content analysis method. Messages posted on the websites of NGOs focus on the person of the volunteer experiencing exotic adventures and gathering attractive experiences, at the expense of presenting the beneficiaries of the volunteer’s activities. The described communications present reality in a way that perpetuates stereotypes, while conveying information about the professional, ethical and intelligent nature of the activities of foundations and associations.
    Komunikacja internetowa jest powszechnie wykorzystywana przez polskie organizacje pozarządowe w komunikacji z otoczeniem. Stosują ją m.in. fundacje i stowarzyszenia organizujące wolontariat na terenie Afryki. Celem niniejszego artykułu jest scharakteryzowanie komunikatów dotyczących uczestnictwa w wolontariacie na obszarze Afryki, które zostały zamieszczone w polsko- języcznym internecie przez wspomniane wyżej organizacje pozarządowe. W niniejszym artykule przedstawione są kwestie teoretyczne związane z internetem jako narzędziem komunikacji w organizacjach pozarządowych, obrazem Innego w polskim społeczeństwie (w odniesieniu do Afryki i mieszkańców tego kontynentu) oraz wolontariatem w polskich organizacjach pozarządowych. Zaprezentowane są w nim także wyniki własnych badań jakościowych przeprowadzonych z wykorzystaniem techniki analitycznej, metodą analizy treści. W badaniach zauważono, że komunikaty umieszczone na stronach internetowych organizacji pozarządowych koncentrują się na osobie przeżywającego egzotyczne przygody i gromadzącego atrakcyjne doświadczenia wolontariusza, kosztem prezentacji beneficjentów jego działań. Opisywane komunikaty przedstawiają rzeczywistość w sposób utrwalający stereotypy, a jednocześnie przekazują informacje o profesjonalnym, etycznym i mądrym charakterze działań fundacji i stowarzyszeń.

    This paper aims to answer the following research question: Through what activities the Stocznia Foundation ensures the activation and safety of people at risk of exclusion? Given the growing number of social groups at risk of exclusion (mainly the elderly, the homeless, those at risk of homelessness or the lonely), the Stocznia Foundation responds by conducting research aimed at identifying social needs. Its actions help restore the meaning of life to these groups, as well as re-establish themselves in society. As an aid institution, this non-governmental organization provides services in the areas that contribute to building a conscious, safe and wise society, actively involved in working for the common good. As an integral part of the CAMI and Lokator projects, the Stocznia Foundation cooperates with other NGOs and organizations for the development of innovation and science.

    Research background: The precarious employment in non-governmental organizations has not been the subject of thorough scientific considerations so far. Meanwhile, the dominance of flexible forms of employment in an organization evokes a sense of instability, insecurity and uncertainty among employees. It weakens the relationship between staff and the organization, which, by not providing employees with prospects for permanent employment, creates a threat to its own development. The COVID-19 pandemic is reinforcing these fears as the situation in the labour market continues to deteriorate. Purpose of the article: The purpose of this study is to identify the factors affecting NGOs employment of contract employees, as a key condition for crowding out precarious employment. Methods: Logistic regression analysis was conducted based on a national representative survey of 1500 Polish NGOs. Findings & value added: Its results indicate that NGOs are increasing the employment of contract staff in order to cope with the excessive bureaucracy of public administration. A stimulating impact on employment is also provided by difficulties in maintaining good staff and volunteers, as well as when there is no sense of security in running an organization. In turn, the lack of people ready to selflessly get involved in an organization's activities, as well as difficulties in accessing premises appropriate to NGOs both reduce the desire among staff to be employed full-time. The monitoring of precarious employment (PE) in NGOs is of key importance in the shaping and effectiveness of national policies aimed at improving the living standards of society as a whole. NGOs are an important element, as they fill the gaps remaining in the implementation of such policies. In the long term, improving the quality of full-time employment in such entities by reducing the barriers to their activity will increase their potential for fulfilling their social mission. To date, such barriers and their relation to employment have not been considered in research literature. However, a considerable proportion of employees in the Polish NGO sector may join the ranks of those excluded from employment and deprived of income due to the crisis on the job market caused by the COVID-19 pandemic. This article contributes to the existing literature and practice by identifying the influence of wide spectrum of barriers of NGOs activity on permanent employment.

    In the article, the specifications for cross-border cooperation between Ukraine and Poland are analysed through the topic of activity of NGO’s. Thanks to their commitment to permanent cross-border cooperation, another important element of the integration process is possible, and relations are able to optimize the use of potential opportunities and take over border regions. The analysis was focused on the Polish-Ukrainian borderland, taking a forward-looking perspective of conditional cooperation in the future. The organizing activities of the Polish diaspora in Ukraine, including local conditions, were of particular interest.
    W niniejszym artykule została zaprezentowana specyfika współpracy transgranicznej pomiędzy Ukrainą i Polską. Analizę przeprowadzono przez pryzmat działalności organizacji pozarządowych. Dzięki ich zaangażowaniu współpraca transgraniczna stała się ważnym elementem procesów integracyjnych, dzięki któremu jest możliwa optymalizacja wykorzystania potencjału i zasobów regionów przygranicznych. Główny ciężar analizy został skupiony na obszarze pogranicza polsko-ukraińskiego. Podjęto próbę określenia perspektyw dla kontynuacji współpracy w przyszłości. Przedmiotem szczególnego zainteresowania była działalność organizacji polonijnych na Ukrainie z uwzględnieniem uwarunkowań lokalnych.

    Opis:
    Supporting democracy or, in other words, a special kind of foreign aid aiming to promote democratic ideas and attitudes, has been the domain of western democracies. Therefore, the studies on aiding democracy have typically focused on the programs of international organizations, governmental and non governmental organizations and foundations from the United States and Western Europe. Recently, the circle of benefactors widened to include also the young democracies from Central and Eastern Europe – Poland, the Czech Republic, Slovakia and Hungary – the former recipients of a similar support. The case study of Polish involvement in Ukraine and Belarus allows the author of this paper to analyze the activities of Polish NGOs aiming to support democracy in partner countries from 1990 to 2015. The objective is to examine the reasons for Polish NGOs involvement in supporting democracy, the methods applied to promote democratic ideas and attitudes and the nature of collaboration with civilsocieties of partner countries.
    Wspieranie demokracji, czyli szczególny rodzaj pomocy zagranicznej mający na celu promowanie idei i postaw demokratycznych, było dotychczas domeną demokracji zachodnich. Dlatego badania w dziedzinie wspierania demokracji zazwyczaj koncentrowały się na programach prowadzonych przez międzynarodowe organizacje, bądź rządowe i pozarządowe organizacje, fundacje ze Stanów Zjednoczonych, jak również z Europy Zachodniej. Jednakże niedawno do grona darczyńców dołączyły również młode demokracje z Europy Środkowo-Wschodniej takie jak Polska, Czechy, Słowacja bądź Węgry, które same tak niedawno były odbiorcami tego typu pomocy. Biorąc jako studium przypadku działania Polski na Ukrainie i Białorusi niniejszy artykuł analizuje działania polskich organizacji pozarządowych na rzecz wspierania demokracji w krajach partnerskich w latach 1990–2015. Celem badań było zbadanie przyczyn zaangażowania się polskich organizacji pozarządowych we wspieranie demokracji, metod promowania idei i postaw demokratycznych oraz charakteru współpracy ze społecznością obywatelską z krajów partnerskich.

    The authors present a concept of research concerning the share of the non-governmental organisations operating in Warsaw (Poland’s capital) during the COVID-19 pandemic in creating societal security. The elaborated research concept covers a description of the state of research, the arising research questions, suggested research hypotheses and methods. The article’s contents are meant to serve the implementation of a research project, whose results will be useful by increasing the body of knowledge on the functioning of NGOs during the pandemic, which should contribute to improving the operation of such entities in unanticipated circumstances in future. Learning the failures and successes of NGOs (scientific monitoring) in creating societal security should be seen as an intrinsic part of care for the well-being of society and the functioning of a political community. The article contemplates conceptualisation and construction of research projects in the area of security studies, social policy and politology, attention being given to the contexts and problem references to social culture, law and administration. The core content of the work includes: a synthesis of the state of research in the proposed research area; theoretical assumptions of the role of NGOs in social life; and a methodology of postulated research.

    Opis:
    No matter what the reasons are for providing development aid, the “how and where” of the countries doing it infiuences their image in international relations and testifies to the intelligent power of a country. Helping a country such as Tajikistan is difficult, and not only because of its geographic location or high level of poverty. It is hard to make some changes there (especially in the field of democracy) when a donor country has to face the despotic presidency of Rachmon and the high level of support for Putin’s policies. Since 2004 Poland has been providing aid to this country (mainly with the participation of Polish NGOs), regardless of the fact as to whether it was on the list of priority countries or not. What are the main areas of Polish aid there? And what does Poland want and expect to achieve by helping the Tajiks? In this research and analysis the author looks for answers to these two questions.
