This article is focused on distance learning in higher education. It analyses and compares the development of distance learning and conditions of distance learning in different countries. It describes significant differences in the development of distance education in higher education in individual countries. We meet with various forms of implementation of distance education. The divergence in approaches towards distance education in different countries is caus ed by different cultural aspects, the tradition of distance learning, the development of information and communication technologies, and different legislative norms in the area of education. There are many types of organisational models for distance education. A particular model might be dominant in one country, while in another country there may exist a variety of different organisational models for distance education.

The paper attempts to analyse, as to how distance education mechanisms can be effectually used for sustainability in areas of the human environment, health and management of the natural resources. Short review of methodological experiences in education of knowledge-based society for common action with experts for promotion sustainable development is based on over 20 years activity in this field of the AGH Open University and the Open Seminars on Sustainable Development and ca. 40 years of informal, problem-solving education in linkage with interdisciplinary case studies. Further this model will be sustainable in terms of clean technology used, for the benefit of the human environment and better quality of life. The concept is related to long-term international cooperation of the Polish author (e.g. from 1983 with Indian scientists) on human ecology, medical elementology, ecotoxicology and biotechnology as well as future requirements of the National Open University in India.
Artykuł stanowi próbę oceny możliwości zastosowania mechanizmów edukacji na odległość w celu skutecznej promocji zrównoważonych działań w dziedzinach środowiska człowieka, zdrowia i oszczędnej gospodarki zasobami przyrody. Zwięzły przegląd doświadczeń metodycznych w zakresie edukacji społeczeństwa opartego na wiedzy nawiązuje do ponad 20-letniej działalności w tym zakresie Uniwersytetu Otwartego AGH oraz Otwartego Seminarium nt. Zrównoważonego Rozwoju, a także do 40-letniej nieformalnej edukacji ukierunkowanej na rozwiązywanie problemów w powiązaniu z badaniami interdyscyplinarnymi. Model ten służy zrównoważonemu rozwojowi, ponieważ promuje technologie proekologiczne pożyteczne dla środowiska człowieka i wpływające na poprawę jakości życia. Nawiązuje on też do wieloletniej międzynarodowej współpracy polskiego współautora (m.in. od 1983 r. z indyjskimi naukowcami) w zakresie ekologii człowieka, elementologii medycznej, ekotoksykologii i biotechnologii oraz potrzeb rozwojowych Narodowego Uniwersytetu Otwartego w Indiach.

The author shows the activity and development of the Indira Gandhi National Open University (IGNOU) as a part of Open Distance Learning system (ODL) since it was established in 1985. The University educational offer is being intensively developed to be available for distance learners from all parts of the country. IGNOU cooperates with international organizations, such as UNESCO and it is also an important member of the Commonwealth of Learning (COL) to exchange knowledge and experiences. The text reveals that IGNOU is a part of human resources development strategy implemented by the Ministry of Education. Its goal is to provide high quality education by using innovative solutions and new technologies to make distance higher education accessible for all.

The paper shows the history of the Academia Electronica – a virtual department of the Jagiellonian University, which has been in operation since 2007 in Second Life 3D graphic environment. The contributor focused on the transformation it underwent and problems which have been addressed for 14 years. Three aspects of the analysis have been identified with the first one concerning the philosophy of virtuality, the second – teaching in the 3D graphic environment, and the third one revealing the social importance of an open university. This text is autobiographic, which means that it includes short memories on a number of events related to the development of the Academia Electronica as a university alongside the contributor’s personal reflections based on his long staying in the Second Life world.
Artykuł przedstawia historię Academia Electronica – wirtualnej części Uniwersytetu Jagiellońskiego, działającej od 2007 w Second Life. Zaprezentowano przemiany jakim Academia podlegała oraz zarysowano problematykę, która była poruszana w niej na przestrzeni 14 lat. Wyszczególniono trzy wątki analizy, z których pierwszy dotyczy filozofii rzeczywistości wirtualnej, drugi prowadzenia dydaktyki w środowisku graficznym 3d oraz trzeci, związany ze społecznym znaczeniem otwartego uniwersytetu. Tekst jest autobiograficzny, w tym znaczeniu zawiera krótkie wspomnienia dotyczące szeregu zdarzeń, tak związanych z rozwojem Academia Electronica jako uniwersytetu, jak również osobistych refleksji wynikających z długotrwałego przebywania w świecie Second Life.

This book in an accessible manner examines education disciplines in one handy volume. It provides well prepared study activities and extra notes to texts, figures and journals of particular education disciplines. In chapter one Barry Dufour presents an introduction to the history of education. Next chapter reveals the political, economic and social context for changes in contemporary education. The third chapter considers the fundamental philosophical ideas beginning with Greek philosophers and taking us forward in time to today by looking at the influential educational ideas (Dufour, Curtis, 2011). Chapter four depicts the most significant areas of the economics of education. The main sociological perspectives in education are presented in chapter five. Uniwersytet jako biurokratycznie i rynkowo zarządzane przedsiębiorstwo był obiektem krytyki od lat 80. minionego wieku — w Stanach Zjednoczonych Allan Bloom nazwał go wtedy multiwersytetem, a trochę później Bill Readings pisał już o „uniwersytecie w ruinie” (in ruins), który ukrywa się za szyldem „doskonałości”. Polski uniwersytet przejął ekonomiczne kryteria ewaluacji nauki — wymierne w liczbach grantów i punktów. Merkantylizacja wiedzy stwarza szereg problemów także natury etycznej — prowadzi do zaniżenia lub porzucenia wszelkich standardów akademickich, do degradacji autorytetu w nauce, krytyki naukowej, faktycznej jakości badań i nauczania. Czy na współczesnym uniwersytecie jest w ogóle miejsce na zachowania podlegające ocenie moralnej? Jakie są umiejętności wymagane do — i warunki możliwości — stosowania norm moralnych w życiu akademickim?
The university, as a bureaucratically and market-managed enterprise, has been the object of criticism since the 1980s. In the United States, Allan Bloom called it a multiversity, and some time later Bill Readings wrote about “The university in ruins,” hiding behind a façade of “excellence.” The Polish university has taken over the economic criteria measured by the number of grants and points. The commodification of knowledge also raises a number of ethical questions — it leads to a lowering of or abandoning of all academic standards, the degradation of authority in science, scientific criticism, and the actual quality of research and teaching. Is there room in the modern university for behaviors subject to moral evaluation? What are the skills required for — and the conditions for — the possibility of application of moral norms in academic life?

The paper investigates the practice of Open Innovation (OI) of university spin-offs. Three interviews were conducted to discuss the knowledge of spin-offs about OI, their attitude to this innovation management strategy based on perceived advantages and disadvantages, and their motivation towards OI practice in the future. Problems with planning, control and trust appear to be some of the most important for OI success. Focusing on these and other urgent aspects of OI, the article discusses a research agenda that can help in formulating research questions and hypothesis, thus directing their efforts to search for solutions to identified problems.

Social media is a Web 2.0 platform that allows to share content and information without the limitations of time and space. Social media networks have managed to become a part of today's lifestyle and are increasingly gaining importance when viewed from a state perspective. Sentiment analysis refers to the use of natural language processing, text analysis and computational linguistics to identify and extract subjective information in source materials. In this study, we focus on social media mining and sentiment analysis for students of an open and distance education system. Anadolu University which has approximately two million students and more than two million graduates, is a well-known institution in Turkey, that offers higher education through contemporary distance education model. Firstly, we have fetched Tweets related to Anadolu University open and distance education system. To perform sentiment analysis, these tweets were analysed by statistical and data mining techniques. Finally, results were visualized.

Narodowe Centrum Nauki we wrześniu 2018 r. zadeklarowało udział w realizacji Planu S, który przewiduje, że od 1 stycznia 2020 r. wszystkie publikacje naukowe powstałe z udziałem finansowania ze środków publicznych muszą być publikowane w czasopismach Open Access lub na platformach Open Access. Na Uniwersytecie Opolskim trwały już wtedy prace nad uruchomieniem platformy, która zapewniłaby otwarty dostęp do uczelnianych czasopism naukowych. Docelowo umieszczono na niej trzynaście tytułów wydawanych przez uczelnię. Zadanie to powierzono do realizacji Bibliotece Głównej UO jako jednostce koordynującej wszelkie prace związane z jej powstaniem. Jest to kolejna – po repozytorium uczelnianym – forma aktywnego uczestnictwa Biblioteki w realizowaniu polityki otwartego dostępu na opolskiej Alma Mater. Platformę uruchomiono w listopadzie 2018 roku. Prace związane z jej utworzeniem nie zostały jednak jeszcze zakończone. Celem artykułu jest przedstawienie etapów budowy platformy przy udziale redakcji czasopism, wydawnictw uczelnianych, Centrum Informatycznego, firmy zewnętrznej oraz zespołu pracowników Biblioteki. Stanowi on też omówienie zakresu prac, które będą realizowane przez uczestników projektu, tak, aby zapewnić płynne funkcjonowanie platformy i wysoki poziom widoczności zasobów w bazach indeksujących treści naukowe.
In September 2018 the National Science Center declared to participate in the implementation of the S Plan, which provides that since January 1, 2020, all academic publications created as a result of public funding must be published in Open Access journals or on Open Access platforms. At the University of Opole, the work has already been on the way to launch a platform that would provide open access to the university academic journals. Ultimately, thirteen titles published by the university were placed on it. This task was entrusted to the Main Library of the University of Opole as a unit coordinating all work. Apart from the university repository, this is another form of the library’s active participation in implementing the policy of open access on Opole Alma Mater. The platform was launched in November 2018. The work related to its creation has not yet been completed. The aim of the article is to present the stages of building the platform with the participation of editorial offices, university publishing houses, university IT Services, an external company and a team of library employees. It also shows the scope of work performed by project participants to ensure an efficient functioning of the platform and a high level of visibility of platform’s resources in databases indexing scientific content.
