Opis:
Regulation in seaports broadly covers port safety, security, pollution and terminal operations which generally fall within the purview of national government’s administrative authority. Port deregulation policy in the era of global port reforms beginning in 1990’s, was introduced to limit government interference in commercial aspects of port operations, attract private sector funding and improve port productivity etc. However, in unregulated port market environment, the involvement of private sector in port terminal management can arguably generate risk of collusion especially among terminal operators offering the same or similar services. This paper examined port user welfare following private sector participation in a deregulated port environment. The Nigeria’s port terminal concession policy implementation was analysed as case study. From the findings, we demonstrated the essence for and role of economic regulator in ensuring that optimal port user welfare gains were achieved and maintained in post port reform regime.

This paper is based on a study that was carried out to assess the implementation of cabotage act in Nigeria from the perspectives of the seafarers and shipowners who are considered as the major stakeholders in maritime sector and are directly affected by this act. The objectives of this study were to evaluate cabotage operations and to ascertain the effect of cabotage act implementation on Nigerian seafarers onboard cabotage vessels. Primary data was used through a design of questionnaire and interview. Fifty (54) copies of questionnaires were retrieved out of 60 copies that were administered. The method of data analysis was descriptive using statistical mean and percentages with the aid of Statistical Package for Social Sciences (SPSS) version 23. The data collected were measured in 5-point Likert scale with a hypothesized mean of 3.00. The findings of the study revealed that despite some successes recorded in the aspect of increase in the number of cabotage vessels operating on Nigeria waters and increase in the number of Nigerian seafarers employed onboard these cabotage vessels, there are still some challenges in respect to the implementation of this act such as, low capacity of Nigerian ship building industry to meet the demand of cabotage trade market, inability of shipowners to access fund to enhance their operations, lack of adequate attention to the condition of service and welfare of Nigerian seafarers onboard cabotage vessels. This study recommends investment in Nigerian shipbuilding industry in order to meet the demand of cabotage trade and also seeks enforcement of the ratified Maritime Labour Convention by Nigeria Maritime Administration and Safety Agency (NIMASA) in order to ensure better working and living conditions for Nigeria Seafarers.

In highly competitive shipping market environment, container network operators-Freight forwarders, shipping companies etc. are concerned about design, development and deployment of optimized allocation model to achieve cost savings through improved container storage yard operations, crane productivity, outbound container allocation/distribution to seaport terminals and hence reduction in ships’ waiting times. In this paper, we developed two models, the Dynamic programming model and optimal allocation policy (model), for the optimal allocation of units of outbound laden cargo containers of sizes: 20ft and 40ft to six (6) major seaports in Nigeria. The distributions of the laden containers were allocated as follows: Port-Harcourt, Tincan Island, Onne, and Calabar seaports were allocated with 1,064 units of stuffed containers each. Apapa seaport was allocated with 2,128 units of laden containers, and zero allocation was made to Warri seaport. These results were arrived at through the implementation of the optimal allocation policy. The zero units allocation made to Warri seaport could be attributed to poor shipper patronage and hence the low frequency of ship visits. Apapa seaport was allocated double the number of containers moved to the remaining ports because it attracted more shipper patronage and hence more ship visits. Hence, freight forwarding companies will be assured of cargo spaces and make more profit by allocating more containers. Policy implications of the developed models were discussed.
