In the years since Ukraine’s independence, attention has been paid to defense capability of the country, but reforming the national defense sector has been falling behind current needs. The Ukrainian course towards the European community and NATO membership predetermines the advancement of all spheres of public life, including training of officer personnel of the Armed Forces of Ukraine, its education and career progress. The reform of military education requires introducing new academic programs that permit training modern-type officers - military managers, who can constructively interpret theoretical materials, the experience of domestic and foreign scientists and implement them in their practical activities. Against the backdrop of the reform of military education, one of the most important tasks of higher military education involves not only training highly-qualified specialists but also the conformity of their knowledge with international standards that will allow them to be competitive both at the domestic and international labor markets and be compatible with NATO partners. The introduction of practical management experience as management methodology for the relevant system into military medicine will drive the formation of the requirements for organizing the training of specifically qualified personnel. The training of a manager and leader under the dictatorship (authoritarian) principle is passing into history; there is a need for a military manager as a prototype of an intelligent and wise leader. With the advent and expansion of such a control system as management, the following question has arisen sporadically: what is the difference between management and administration? The objective of management is to increase the profitability of business and production activities, i.e., gaining profit. The objective of administration, in particular, state or public, is to regulate social relations, which would be convenient and beneficial to the use of business and all citizens of the state in their day-to-day operations. Management objectives prescribe the features of management methodology which relies on the guiding principle: public administration adopts methodology and action procedure, which is defined by current legislation, and management adopts methodology and action procedure, which is not prohibited by law. Consequently, military administration is close to public administration in terms of the mentioned methodological principle since it is regulated by statutory acts and the system of orders allowed by the relevant laws in force. Thus, heightened attention to the enhancement of military administration is more important than using the terms “military management” and “military manager” within the system of military administration.

The armed forces of NATO, the foundation of military security in the collective and individual sense, have been, for years, constituting the determinants shaping their interoperability and effectiveness. Such actions are taken with varying intensity by all members also in terms of military leadership. The scope and comprehensiveness of these actions mainly oscillate around the perception of leadership in the context of the tool for shaping interpersonal relationships. The goal of the organizational context, which less attention is put to, is the proper section and training of the leaders, who are not accidentally appointed, but were chosen on the basis of a thoughtful process. Therefore, in the area of leadership considered an important organizational phenomenon, a variety of transformations are carried out, which are intended to improve leadership and the units implementing them, so it is used for the benefit of the armed forces. The Polish armed forces have also undertaken such actions. Their scope is to be based on a broad analysis of leadership in conducted in 2018. However, ensuring the optimization of further action requires the recognition of the most significant leadership transformations that have been implemented by the Alliance’sleading armed forces and are a guarantor of substantially higher quality of military leadership. These transformations are described and discussed in this paper.

Military diplomacy can be defined as a set of activities carried out mainly by the representatives of the defence department, as well as other state institutions, aimed at pursuing the foreign policy interests of the state in the field of security and defence policy, and whose actions are based on the use of negotiations and other diplomatic instruments. This meaning differs military diplomacy from some other related phenomena such as gunboat diplomacy or coercive diplomacy. Military diplomacy as such performs several basic functions, which include the following: 1. Gathering and analysing of information on the armed forces and the security situation in the receiving state, 2. Promotion of cooperation, communication and mutual relations between the armed forces of the sending and the receiving state, 3. Organization of working visits of representatives of the defence authorities and of peaceful stay of the military units of the sending state in the receiving state, 4. Support of business contracts with arms and military equipment between the sending and the receiving state, and 5. Representation of the sending state and its armed forces at official ceremonies and other events in the receiving state.

In 2008, before the conflict with Georgia began, no one was able to predict the readiness or effectiveness of the Russian Army. A few years later during the military campaign in Syria, the Russian Armed Forces confirmed their standing as one of the best armies of the world, demonstrating a high level of technical potential and combat training. Between 2008 and 2012 Russia’s military education became one of the best and most prestigious forms of education in Russia. The main purpose of this article is to show the changes that have occurred in the Russian military education since the beginning of military reform (in 2008) to 2012. The main research problem is to answer the question: how have the changes in military education and in the training system strengthened Russia’s military potential?

W artykule przedstawiono charakterystykę wojskowego systemu transportowego w aspekcie wojskowego systemu logistycznego oraz rodzajów sił zbrojnych. Zaprezentowano również charakterystykę wojskowych środków transportu samochodowego, wodnego, powietrznego i rurociągowego. Opisano utrzymanie techniczne w kontekście określeń wojskowych oraz scharakteryzowano wojskowy system utrzymania pojazdów. Na zakończenie sformułowano wnioski dotyczące zasadniczych czynników warunkujących utrzymanie pojazdów, wykorzystania usług zewnętrznych (outsourcingu) w utrzymaniu pojazdów oraz systemów informatycznych wspomagających zarządzanie utrzymaniem.
In the article military transportation system characteristic in aspect of military logistics system and armed forces branches was presented. Characteristics of military means of automotive, water, air and pipeline transport were presented as well. Technical maintenance in aspect of military term was described. Military vehicle maintenance system also was characterized. In conclusion some findings were formulated according to key factors conditioning vehicle maintenance, outsourcing utilization during vehicle maintenance and computerized maintenance management systems.

The paper comprises the study of the governmental control over Armed Forces in Ukraine. The principal aim of the present study is to enhance the level of understanding of CMR and to commence a debate and discussion on it among the concerned actors, including civil society, military, insurgents and pro-Russian militants of the so-called Donetsk People’s Republic (DPR) and Luhansk People’s Republic (LPR), ATO soldiers and ordinary citizens of Ukraine. It explores stateof-the-art notions found in the literature and thoughts of prominent philosophers of CMR. Moreover, the authors intend to disclose the concept of CMR that bridge the gap and strengthen dialogue between the civil society institution(s)/individual(s) and military or armed forces institution(s);specify and delineate the powers and relationships between government, parliament, the defence and internal ministries and the armed forces. It reflects the existing civilian control measures of Armed Forces of Ukraine (UAF) and the legitimacy of the proRussian militants of the Donbas, guaranteed by the peace accord, agreements, and understandings including the Constitution 1996 and Minsk Protocol.

National and international security remains a fascinating area of scientific research. Studies of phenomena and processes in military security suggest that we are witnessing great and intense changes. In their analyses of the modern security environment, both NATO and the EU wish to accommodate the existing conditions. Poland also has been affected by that process. The security policy should be based on the main assumption that Poland is a sovereign security entity, able to define its national interests and strategic objectives autonomously. However, the foundations of our security are assured by membership in the EU and NATO, good relations in the region, a strategic alliance with the USA, and an internal defense mechanism. The needs of the state and the society for national security arise from a dynamic rate of changes in challenges and hazards. The Author intends to combine theory with practice that is implemented in favor of the military security of Poland. First of all, the essence of military security is presented from theoretical and utilitarian viewpoints. The subsequent parts of the paper present research results related to the identification of contemporary challenges and hazards to the military security of Poland. This approach provided an opportunity to outline assumptions of policy and strategy underlying military security in current international security conditions.

The paper presents a comparative analysis of two documents forming the political basis for the concept of civil-military cooperation (CIMIC) in the North Atlantic Treaty Organisation, namely NATO Military Policy on Civil-Military Cooperation (CIMIC) and Civil-Military Interaction (CMI) no. MC 0411/2, approved on 5 May 2014, and its predecessor entitled NATO Military Policy on Civil-Military Co-operation (CIMIC) no. MC 0411/1, published on 6 July 2001. The analysis of the structure of both documents, their substance and thematic scope as well as their origin and background made it possible to identify the principal directions in the transformation of the CIMIC concept since its beginnings and to present its new elements, mainly the issue of civil-military interaction. The article discusses also the further anticipated directions of changes arising from the assumptions of the new NATO policy for CIMIC and CMI and the progress made so far in operationalising the strategic assumptions contained in MC 0411/2, including in particular the works on a new NATO doctrine concerning CIMIC and CMI.

The history and traditions of Polish-Ukrainian military contacts are as rich as the relations between the two nations. Intensive military cooperation dates back to the mid-16th century and is connected with the pursuit of the military capabilities of the Cossacks. The next chapter of Polish-Ukrainian military cooperation started just after the end of the First World War. The state authorities, analysing the political and military situation, noticed the importance of Ukraine for the future balance of power in Europe and its impact on Poland’s security in the east. The leader of the Ukrainian National Republic (UNR), ataman Symon Petlura, had a similar approach. The need for joint action in the face of growing threat led both parties to intensify negotiations and to sign a political and military agreement. The findings made on 14 January 1992 during the visit of the Minister of Defence of Ukraine, Colonel Konstantin Morozov, to Poland should be regarded as the beginning of contemporary military contacts with Ukraine. In formal terms, the legal basis for cooperation was the agreement on this matter, signed on 3 February 1993 in Kiev. In its framework, both parties agreed to develop, inter alia, training and training-operational cooperation. It was intended to be implemented through contacts between units stationed in the border regions, transferring the main effort to the lower levels of command.

The history of the development of military aeronautical charts began immediately before the First World War. The first charts created at that time did not differ much from topographic maps. Air planes were fairly slow back then and had a small range of action, which meant that the charts were developed at the scale of 1:200,000. When speed of aircraft increased, it soon turned out that this scale was too large. Therefore, many countries began to create charts with smaller scales: 1:300,000 and 1:500,000. The International Map of the World 1:1,000,000 (IMW) was frequently used for continental flights prior to the outbreak of the Second World War, while 1:3,500,000 and 1:5,000,000 maps were commonly used for intercontinental flights. The Second World War brought a breakthrough in the field of aeronautical chart development, especially after 7 December 1941, when the USA entered into the war. The Americans created more than 6000 map sheets and published more than 100 million copies, which covered all continents. In their cartographic endeavours, they were aided foremost by the Brits. On the other hand, the Third Reich had more than 1,500 officers and about 15,000 soldiers and civil servants involved in the development of maps and other geographic publications during the Second World War. What is more, the Reich employed local cartographers and made use of local source materials in all the countries it occupied. The Germans introduced one new element to the aeronautical charts – the printed reference grid which made it easier to command its air force. The experience gained during the Second World War and local conflicts was for the United States an impulse to undertake work on the standardization of the development of aeronautical charts. Initially, standardization work concerned only aeronautical charts issued by the US, but after the establishment of NATO, standardization began to be applied to all countries entering the Alliance. The currently binding NATO STANAGs (Standardization Agreements) distinguish between operational charts and special low-flight charts. The charts are developed in the WGS-84 coordinate system, where the WGS-84 ellipsoid of rotation is the reference surface. The cylindrical transverse Mercator projection was used for the scale of 1:250,000, while the conformal conic projection was used for other scales. The first aeronautical charts issued at the beginning of the 20th century contained only a dozen or so special symbols concerning charts’ navigational content, whereas currently the number of symbols and abbreviations found on such charts exceeds one hundred. The updating documents are published every 28 days in order to ensure that aeronautical charts remain up-to-date between releases of their subsequent editions. It concerns foremost aerial obstacles and air traffic zones. The aeronautical charts published by NATO have scales between 1:50,000 and 1:500,000 and the printed Military Grid Reference System (MGRS), while the aeronautical charts at scales between 1:250,000 and 1:2,000,000 contain the World Geographic Reference System (GEOREF). Nowadays, modern military air planes are characterised by their exceptional combat capabilities in terms of speed, range and manoeuvrability. Aside from aircraft, contemporary armed forces make increasingly frequent use of aerial robots, drones and unmanned cruise missiles. This is why, there has been a noticeable increase, especially in NATO, in the amount of work devoted to the standardization and development of aeronautical charts, as well as deepening of knowledge of navigation and aeronautical information.

Accurately forecasting the demand of critical stocks is a vital step in the planning of a military operation. Demand prediction techniques, particularly autocorrelated models, have been adopted in the military planning process because a large number of stocks in the military inventory do not have consumption and usage rates per platform (e.g., ship). However, if an impending military operation is (significantly) different from prior campaigns then these prediction models may under or over estimate the demand of critical stocks leading to undesired operational impacts. To address this, we propose an approach to improve the accuracy of demand predictions by combining autocorrelated predictions with cross-correlated demands of items having known per-platform usage rates. We adopt a data mining approach using sequence rule mining to automatically determine crosscorrelated demands by assessing frequently co-occurring usage patterns. Our experiments using a military operational planning system indicate a considerable reduction in the prediction errors across several categories of military supplies.

Żandarmeria Wojskowa jest szeroko zaangażowana w realizację współpracy międzynarodowej, zarówno bilateralnej z państwami partnerskimi, jak i wielostronnej w ramach przedsięwzięć wielonarodowych. Dotychczasowe wysiłki w tym zakresie spowodowały, że Żandarmeria Wojskowa jest wiarygodnym partnerem największych formacji typu policyjnego o charakterze wojskowym na świecie, w tym między innymi Żandarmerii Narodowej Republiki Francuskiej oraz Carabinieri Włoch. Fakt ten bezpośrednio przełożył się na uzyskanie w 2013 r. statusu pełnoprawnego członka Europejskich Sił Żandarmerii. Z podobnych powodów również inicjatywa Polski zlokalizowania na terenie RP Centrum Eksperckiego Policji Wojskowych NATO spotkała się z akceptacją najważniejszych formacji partnerskich Żandarmerii Wojskowej. Przejawia się to między innymi w fakcie pozyskania sześciu państw sponsorujących NATO MP COE. The efforts in this field have made The Polish Military Gendarmerie a credible partner of the biggest and most important police-type formations with a military status, including the French Gendarmerie Nationale and Italian Carabinieri. This fact directly contributed to its obtaining of the full member status of the European Gendarmerie Force in 2013. For similar reasons, the initiative of locating on the territory of Poland NATO Military Police Centre of Excellence has been accepted by the most important partner formations of the Polish Military Gendarmerie. It is among others reflected in the number of sponsoring nations adhering to the NATO MP COE. The author, using his own experience, conversations conducted with the command personnel of the gendarmerie-type formations and the listed bibliography, presents the origins, aims of the creation and rules of the functioning of the European Gendarmerie Force and the NATO Military Police Centre of Excellence. Special attention has been given to Polish national aspects of both initiatives.

Military thought and military issues traditionally played an important role in Russia’s history. Even economic, political, social and educational reforms were mainly triggered by the needs related to military issues – preparation for wars or unsuccessful military campaigns of the Russian Empire (between the 17th and 19th centuries against Poland and Ottoman Turks and in the 20th century by Russia’s defeat in the war against Japan). It should be noted that the reforms during the reigns of Peter the Great and Catherine II and also in the 19th century, were introduced under military and external security challenges. In this regard, after the seizure of power, despite their tremendous critics on Tsarist government militarization policies, Bolsheviks hugely relied on military power too. The military affairs were doctrinalized during the Bolsheviks rule for the first time in Russian history. This paper analyzes the military thought in the Russian Empire in the end of the 19th century and its transformation during the first years of Soviet rule in the early 20th century. It also studies discussions among the Soviet political and military elite on theoretical and practical facets of the military and methods of waging war in 1920s as well as explores the creation of the Russian non-linear warfare theory, the only warfare concept of the Soviet Union which is recognized worldwide. The paper concludes that the thought dating back to those periods is also used in contemporary Russia.

This article presents the research problems addressed in military anthropology. The central research hypothesis is a theoretical-cognitive problem concerning the object of cognition of military anthropology. In this sense, the two main understandings of military anthropology, American and Russian, are shown. Military anthropology develops an interest in culture as an area of struggle, competition, and combat. The article consists of three parts. The first part explains the theoretical issues and the historical development of military anthropology. The second part presents the Russian tradition in the development of that discipline. The third part presents the Polish tradition in which military anthropology is an auxiliary science of security sciences.

The article presents various aspects of temporary protection of military equipment that has been withdrawn from active service. It contains the analysis of the temporary protection methods used by the Polish Armed Forces, and describes their impact on the technical condition of the equipment (vehicles) stored. In addition, explanations of the basic storage-related terms used in the military are provided. The causes of corrosion and its types are considered as well. Due to the fact that temporary protection schemes play a vital role in the operation of military equipment, an attempt has been made to systematize the area. Hence, a proposal determining the structure of the temporary vehicle protection system has been put forward.

Military education, as an integral and inseparable part of building the army as an institution, is changing its identity and tends to be becoming a place of development, changes, scientific research, quality teaching and education. Adoption of the National Curriculum Framework is creating conditions for these changes. Introduction of the military schools curriculum will inevitably lead to the hidden curriculum. In adult education (andragogy), the hidden curriculum appears in a more vigorous and influential form. The ability to function and the high reliability of the military system are based on hierarchy in which the formation of will is carried out from top downwards. The most prominent factors are command, obedience and reporting. In such an environment, we recognise the positive and negative effects of the hidden curriculum in Croatian military schools.

Celem prezentacji jest ocalenie od zapomnienia wiciu zaangażowanych lekarzy wojskowych oraz cywilnych. Omówione zostały takie zagadnienia, jak dotkliwe braki personelu medycznego związane z wielką demobilizacją w latach 20. XX wieku, często zmieniające się modele ochrony medycznej w armii, brak jednolitej doktryny medycznej wojska jasno określającej pozycję lekarzy wojskowych w medycznym krajobrazie stolicy Wielkopolski. Porównanie dwóch modeli wykształcenia podyplomowego, lekarzy cywilnych oraz lekarzy wojskowych, ujawniło istnienie usystematyzowanego i scentralizowanego systemu edukacji skoncentrowanego na kształceniu specjalistów mających działać na potrzeby wojskowej służby zdrowia. Jeśli chodzi o rzeczywistość w Polsce w dwudziestoleciu po odzyskaniu niepodległości i zasady służby medycznej w armii, zaprezentowano działania z dziedziny opieki zdrowotnej, a także ze sfery społecznej i naukowej, jak również postacie wybitnych lekarzy w szeregach armii, spośród których wymienić można dowódcę Wielkopolskiego Szpitala Rejonowego, pułkownika Teofila Kucharskiego oraz dowódcę Rezerw Personelu Medycznego, pułkownika Leona Strehla. Ze względu na objętość publikacji oraz na fakt, że lekarze wojskowi służący w oddziałach liniowych stanowią główny przedmiot zainteresowania innej krytycznej analizy, ta grupa zawodowa nie została omówiona w przedstawianej pracy.
This critical analysis presents the organizational structures of the military health service that had existed since Great Poland Uprising until 1939, starting from spontaneously formed medical units recruited from volunteers in the year 1918 Lhrough — often changed and reformed — medical establishments including sanitary departments, treatment areas, hospitals and other medical units. The purpose of such presentation is to save numerous dedicated army physicians, civilian physicians from being irreversibly forgotten. Such issues have been discussed as the 1920s great demobilization period deficiency in medical personnel, often changing models of the military health service, the lack of a homogeneous army medical doctrine, including the location of army physicians in the medical landscape of the capital of Great Poland. The comparison of the two models of post-graduate education for civilian and army physicians has revealed the existence of a syslemized and centralized education aimed at specialists’ Iraining to fulfill the army health care needs. In terms of Poland’s twenty years of independence reality and the army medical service rules, activities have been presented concerning health treatment and service, the social and scientific sphere as well as the distinguished corps physicians, among whom we can mention the commander of the Great Poland Regional Hospital — Colonel Teofil Kucharski and the commander of the Reserve Medical Personnel — Colonel Leon Strehl. With regard to the volume of the publication and the fact that army physicians serving in line troops are the focus of interest of another critical analysis, this particular professional group has not been mentioned in the analysis discussed.

Russia’s incumbent government is seeking to prepare the country for permanent warfare conditions and aim at making its Armed Forces at constant readiness level against any foes (for instance, NATO, ISIS, etc.). Transformation of Russian military institutions and structures into level of permanent combat readiness level – creation of National Defence Centre, setting up Special Destination Forces, adoption of new Military Doctrine (December 2014), preparation military planning documents for peaceful time, etc. Russia recently created an Operational-Strategic Command HQs as independent Army Group HQs and its usage as independent Army HQ entities in autonomous regime that make possible to use nuclear strike attack even in convenient warfare operations.

Purpose: This study focusses on the coordination required between military and non-military organisations during humanitarian disasters.   Design / Research methods: An in-depth case study was conducted of the disaster relief operation after hurricane Matthew on Haiti in October 2016. We investigated the support of the Dutch military organization and its coordination with the non-military relief organizations. We examined coordination issues at operational, tactical, and strategic levels.   Findings: The study shows that no coordination problems occurred at operational level. At the tactical level, cultural differences between military and non-military organizations resulted in coordination problems and deviant perspectives on urgency. At the strategic level, there was a disagreement between the Dutch Ministry of Foreign Affairs and the Dutch Ministry of Defence regarding the Oslo Guidelines. A minority agreed that the guidelines actually apply to military organizations during disaster relief operations.   Practical implications: The coordination between the military organization and the non-military relief organization during disaster relief operations can be improved by promoting common and mutual respect and defining a clear tasks and role fulfilments. A first step to improve the coordination is to get familiarity and clarity on the Oslo Guidelines. Another step for improvement is for the military organization to accept that it has no leading but an assistance role during disaster relief operations.   Research limitations/implications: A single case study limits the external validity of the results, although useful insights were gained. Future research could address the role of the Oslo Guidelines during disaster relief operations. Are these guidelines still valid, should they be updated, and are the sufficiently known by all relief organizations, including the military?  Originality/value of the article: The world is faced with an increasing occurrence of disasters affecting human lives. More lives could be saved when military and non-military organizations would work together more effectively. This is one of the first studies to explore the terms of engagement at the start of relief operations.

The aim of the article is to study the Ukrainians’ understanding of social collective and individual responsibility in the context of the Russia-Ukraine military conflict. Research methods and materials. Discourse analysis was selected as the most suitable method. The research material was publications and comments posted on Facebook in the period from 24.02.2022 to 15.05.2022 by Ukrainian social media users. Results and discussion. Although in the Ukrainian sector of social networks responsibility for military aggression is undoubtedly seen as collective, it is unequally shared among groups. During sharing of collective responsibility Ukrainians distinct two approaches: 1) all citizens of the aggressor country are equally to blame; 2) citizens of the aggressor country may be related to the crime on different scales, so they have different levels of responsibility. In the view of Ukrainians, the main responsibility should be ascribed to those who can be called a “random collection of individuals.” After the beginning of the Russia-Ukraine military conflict the concept of personal responsibility has been losing its meaning, and the relationship between an individual, social group and society as a whole is prioritized by collective responsibility. Herewith, it is not the culpable event or action that is emphasized, but the “metaphysical guilt” that is imposed on all citizens of the aggressor country on the basis of membership in a “vicious” community.

Współczesne najemnictwo w znaczniej mierze różni się od tego ze starożytności czy późniejszych epok. Zwiększyła się klientela tego typu usług oraz zmieniły się zadania powierzane najemnikom. Niestety często prywatne firmy wojskowe są wykorzystywane do niecnych celów.
Not since today, it is known that war is a business that brings unimaginable profits, which is well recognized by equipment manufacturers and mercenaries. The concept of mercenary is nothing new to the world, you can even be tempted to say that the profession of mercenary can compete with other oldest professions for the title of “world’s oldest profession”. Modern hireling, to a large extent,differs from that in antiquity and later periods. Clientele of this type of services increased and the tasks carried by mercenaries changed. Unfortunately, often Private Military Companies (PMC) are being used for nefarious purposes.

This paper sets out to identify the key elements of Polish social structure that are critical to the manpower of the Polish Armed Forces. Consequently, the stage of relative stabilization comes to its end and threats result from the lack of ability to follow continuous changes.

Przedmiotem niniejszego artykułu są wybrane zagadnienia z zakresu problematyki szkolnictwa wojskowego w obowiązującym porządku prawnym. Autor dokonał przeglądu regulacji zwracając szczególną uwagę na kompetencje Ministra Obrony Narodowej w odniesieniu do uczelni wojskowych, ich charakter, specyfikę organów oraz prawne aspekty przebiegu kandydackiej służby wojskowej. Uwzględniono obowiązujący stan prawny oraz siatkę pojęciową w postaci definicji legalnych. Stosunkowo krótki czas obowiązywania ustawy z dnia 20 lipca 2018 r. Prawo o szkolnictwie wyższym i nauce regulującej obowiązujące zasady funkcjonowania szkolnictwa wyższego oraz prowadzenia działalności naukowej w pełni uzasadniają potrzebę dokonania analizy odpowiednich przepisów. Należy zaznaczyć, że kluczowym postulatem dla ustawodawcy przy wprowadzaniu kolejnych reform wojskowego szkolnictwa powinno być stworzenie jak najlepszych warunków do permanentnego podnoszenia poziomu badań naukowych oraz dydaktyki z uwzględnieniem aktualnych potrzeb Sił Zbrojnych Rzeczpospolitej Polski.
The subject of this article are selected issues in the field of military education in the current legal system. The author reviewed the regulations paying particular attention to the competences of the Minister of National Defense in relation to military universities, their nature, characteristics of their bodies as well as legal aspects of the course of the candidate military service. The current law and the legal definitions were taken into account. The relatively short period of validity of the Act of 20 July 2018 The Law on Higher Education and Science regulating the binding rules of functioning of higher education and conducting scientific activities fully justify the need to analyze the relevant provisions. It should be noted that the key postulate for the legislator when introducing further reforms of military education should be to create the best conditions for permanent raising of the level of scientific research and didactics, taking into account the current needs of the Armed Forces of the Republic of Poland.

The main recipients of the ADLOCVT COH and DECVRSIO sesterces were Roman soldiers. As part of the pay and occasional cash prizes, these coins were offered not only to the Praetorians or the soldiers of cohors Germanorum, but also to the legionnaires, the soldiers of the Auxilia and those who served in the fleet. Money played a vital role in the communication between the emperor and milites Romani. It was through the use of certain types of ideas and slogans that the ruler created his own image, e.g. as a trained horseman and a competent commander (vide DECVRSIO). In turn, by publicizing the fact that the emperor gave special speeches to the soldiers who participated in the military rallies (vide ADLOCVT COH) he could pursue the political goals that the current situation required, such as the restoration of the correct relations between Nero and the Praetorian soldiers after the failure of the Pisonian conspiracy. Emissions of the coins showing this type of encounter in the wider context always meant the “bond” of the emperor with the subordinates, which was certainly welcomed by them. Therefore, the use of the slogan adlocutio became a universal idea in the relations between the soldiers and the emperors of the Roman state.

Since the beginning of the 1990s, for over a decade, Poland experienced an education boom, springing from social ambitions and the population boost. It is history now. At the beginning of the 21st century this trend started to decline. In accordance with the estimates such a state of affairs can continue until 2025. Higher education institutions do not exist in the void, nor do they operate as islands. Therefore, it should be asked how, under these circumstances, a civil-military higher-level institution, such as the Military Academy of Land Forces (MALF), can be competitive on the demanding education market? How will it attract the most talented students? What should be the focus of the Academy?

The paper presents the methodology prepared by the author. During the process of acquiring new vehicles for the armed forces, time is of the essence in practice of conducting a wide range of structure changes in previously implemented undercarriages. It has to be pointed out that with a high individuality and the very nature of the units, difficulties in scope of comprehensive testing with regard to matters of transport safety. What is more, two determinants are essential in the process of acquiring equipment - time and cost. The process does not allow for improvement and perfecting of the structure, and the research in scope of wheel vehicle movement safety may be limited. The procedure of implementation and verification of equipment stresses the structure optimization as early as on the designing and prototype preparation stages. The procedure of acquiring new wheel vehicles for the military is one of the main premises for preparing the methodology with use of simulation research. Conducting research on the basis of the prepared methodology allows for avoiding possible traffic risks. The methodology enables an effective support for the current process of wheel vehicle acquisition for the armed forces. In this work the research procedure consisting of the necessary range of prepared, experimentally verified models, accepted by the methodology, have been verified. In order to do that two simulation models have been built, both of various levels of complexity.

The aim of the paper is to suggest moving away from the dichotomy of ‘Anthropology of’ and ‘Anthropology for’ the military. In order to preserve the scientific character and the original anthropological perspective, the paper analyzes the theoretical impasse in which this sub discipline of Anthropology is pushed in the past decades due to the moralizing stance of research attitudes. In purely a theoretical manner, the paper dissects the main currents of research and ponders how the discipline boiled down on a scholarly debate which turns around ‘for’ v.s ‘of’ while being blissfully unware of illogical trapes it succumbs.

Niniejszy artykuł dotyczy zagadnień związanych z bezpieczeństwem wojskowych pojazdów kołowych. W artykule przeprowadzono analizę literaturową badań prowadzonych z udziałem kołowych pojazdów wojskowych. Podstawą do prowadzonych analiz są zawarte w treściach publikacji wyniki badań eksperymentalnych i symulacyjnych. Poruszane zagadnienia mają ścisły związek z bezpieczeństwem pojazdów, stąd też tytuł artykułu. Rezultaty analizy mogą być przydatne dla sił zbrojnych i przemysłu zbrojeniowego. Efekty wymierne obejmują zwiększenie bezpieczeństwa pojazdu i związane z tym obniżenie ryzyka wypadków drogowych, obniżenie kosztów budowy aplikacji wojskowych pojazdów kołowych, obniżenie kosztów wykonywania ewentualnych zmian w pojazdach seryjnych oraz pozyskanie dla potrzeb wojska polskiego optymalnych konstrukcji pod względem bezpieczeństwa.
This paper refers to the issues related to safety of military wheeled vehicles. The paper contains a reference analysis of research studies conducted with military wheeled vehicles. Experimental and simulation research results, contained in this publication, constitute the basis for the analyses performed. The issues touched upon here are closely related to vehicles safety, which is reflected in the title of the paper. The analysis results may be useful for armed forces and the arms industry. Measurable effects result in increased safety of a vehicle, thus leading to a reduced risk of road accidents, reduced costs of building applications for military wheeled vehicles, lowered costs of making any possible changes in serial vehicles, and an acquisition of optimal structural designs in terms of safety for the Polish Armed Forces.

The article presents the method of analysing the operating process of Star military vehicles in their readiness aspect. The subject of research was the Military Economic Unit, recently created in the Polish Army. Markov processes were applied. A simple 5-state model was built, and the research was made in a discrete, as well as continuous time. The limit probabilities, both for the chain and the time, were estimated. Thanks to Chapman-Kołomogorov-Smoluchowski equations, the long-term projections could be estimated. To ensure of operating processes, correctly object’s permissible transitions from the previous state to the next one were chosen. It was defined based on technical documentation and owned operational knowledge on the considered operating process. The mathematical description of a set of permissible transitions includes a matrix of permissible Si → Sj transitions from the previous state Si (lines) to the next one. The five-state system has possible and forbidden transitions are presented. Graph of permissible transitions for the five-state operation model usage, standby, maintenance, repair, standstill in repair; correlogram for the average duration of the state; evolution of the probability of the Star cars’ staying in the state of usage, standby, maintenance, repair, standstill in repair are presented in the article.

The system of creating of advances for the Armed Forces of the Slovak republic from the citizens of the Slovak Republic has not been supplemented for more than 10 years. With regard to changes in the security environment as well as potential threats of a nonmilitary nature, the issue of deplorability of armed forces advances becomes a question of the most up-to-date. The fact that, for a long time, there was no exchange and, in particular, the training of advances, the back-ups of the armed forces became unusable for practical deployment. For these reasons, the political leadership of the state has also begun to re-educate and refill the process. The process of renewing training is linked to the adoption of the necessary legislative changes. As shown by the results of the first pilot training project on voluntary training and the forthcoming second year, in addition to an adequate incentive contribution, the issue of national pride and patriotism will also need to be addressed in the future.
