    Стаття присвячена аналізу передумов та наслідків вступу Швеції і Фінляндії до НАТО. Зазначається, що відмова цих скандинавських держав від нейтрального зовнішньополітичного курсу пов’язана як із кризою європейської регіональної, так і глобальної систем безпеки. Безпосереднім приводом для цього стала активна фаза війни РФ проти України. Методологічне забезпечення висновків статті ґрунтується на теорії політичного реалізму та проблемно-хронологічному аналізі новітньої історії міжнародних відносин. Наукова новизна статті полягає у з’ясуванні комплексу геополітичних, військово-стратегічних, історичних передумов і наслідків вступу Швеції і Фінляндії до НАТО.
    The article analyzes the prerequisites and consequences of the accession of Sweden and Finland to NATO. Neutrality is avoiding participation in wars and non-participation in military-political blocs in peacetime, as well as not providing national territory for foreign military bases, and refusing to sell weapons to opposing parties. The Russian ultimatum of November 2021 with the demands that NATO renounce the expansion of the alliance testified to the fact of a deep crisis of the European security system. The trend towards the formation of a multipolar system of international relations has changed the logic of the policy of neutrality. Defeat in the Northern War of 1700-1721 prompted Sweden to switch to a policy of active neutrality. In 1935, Finland declared its intention to pursue a neutral policy with priority given to the Scandinavian direction. After Finland's defeat in the Second World War, the so-called “Finlandization” became a feature of Finnish neutrality. “Finlandization” is considered as subordination of the political course of a weaker country to the interests of a more powerful neighboring country with formal preservation of sovereignty. The process of gradual formation of a multipolar world provoked a change in the geopolitical orientations of the states of Northern Europe. There is constant tension in the Arctic. The USA declared a course for a new Atlanticism aimed at continuing the process of expansion and structural and functional strengthening of NATO. The active phase of the Russian war against Ukraine, which began on February 24, 2022, was the decisive reason for the decision to join Sweden and Finland in NATO. The methodological support for the conclusions of the article is based on the theory of political realism and problematic and chronological analysis of the modern history of international relations. The scientific novelty of the article lies in determining the complex of geopolitical, military-strategic, historical preconditions and consequences of Sweden and Finland's accession to NATO.

    The article analyses the conceptual apparatus of semiotics of modern European history. The social sciences, unlike the natural sciences, which deal with realities that do not call themselves, deal with the phenomena of human life. Names change in time and space without any connection to the immanent changes of things themselves, which indicates a persistent search for an adequate name for many things and signs. Historical meanings become the main subject of semiotic analysis. History becomes a way of scientific reconstruction of the past. In historical science, facts, signs and symbols come through individual and collective memory. Various narratives are a treasure trove of semiotic meanings. Texts in different contexts give different semantics. Everyone is a participant in this exciting process, the end result of which, in principle, is not. Under these circumstances, the analysis of instability becomes more important than finding a "fulcrum". This thesis is especially important for the mosaic history of the peoples of Europe. Communism and fascism are united not only by totalitarian practices but also by political "syntax", while liberalism in general is a different political language. Every event starts at the information level. Postmodernism leads to anti-intellectual pre-modern thinking. Semantic boundaries between categories are blurred; they are flexible, open to change and constant socio-economic transformation. The self-consciousness of the modern era was based on the achievements of economics and classical sociology, which promoted the values of a single universal progress for all mankind. Postmodern self-consciousness is based on the principles of cultural anthropology and ethnology, of sciences that emphasize the heterogeneity of the socio-cultural field of mankind. Historical semiotics works with stereotypes of perception of signs and symbols, decodes them and adapts them for scientific use

    У статті висвітлюються теоретичні й методологічні проблеми семіотики історії як трансформації системи знаків у часово-просторовому континуумі. Цією системою користуються люди з метою передання знань та інформації. Сучасне управління є семіотичним. Окремий факт може перетворитись на знак-символ. Знак живе своїм життям у віртуальному просторі, залишивши інформаційний простір. Інформаційна цивілізація керується системою знаків різного походження. Семантика змінює епістемологічний режим. Код забезпечує систему комунікації. Будь-який код потребує декодування. Коди культурного простору є багатозначними. Семіотика історії активно взаємодіє з історією ідеологій. Питання істинності доктрини націоналізму не може бути вирішене наукою, позаяк належить ідеології. У психіатрії є поняття семантичної деменції, коли хвора людина не розуміє значення слів. Інформація розповсюджується серед людей, а відтак і набуває свого суспільного значення лише тоді, коли вона сприймається людьми, тільки за цієї умови вона стає знанням. Знання допомагають діяти. Передумовою для цього є достовірна інформація. У форматі семіотики історії можна виділити концепції та засади «інформаційного суспільства». Образи сильніше впливають на людей, аніж тексти. Негативна інформація поширюється швидше за позитивну. Віртуальність створює образ бажаного світу. Образи майбутнього не нейтральні. Певний образ майбутнього задає сучасне. Семантика історії розвивається в загальному руслі лінгвістичного повороту в історичній науці. У цьому сенсі методологічні й теоретичні проблеми семіотики історії пов’язані з лінгвістичними глухими кутами свідомості, обумовленими недосконалістю будь-якої мови та способів її публічного використання.
    The article deals with the theoretical and methodological problems of the semiotics of history. Semiotics is the science that studies the sign system. This system is used by people to transfer knowledge and information. Modern governance is semiotic. A separate fact can turn into a sign-symbol. The sign lives its own life in the virtual space, leaving the information space. The modern world is governed by language. The revolution starts with the language. Semiotics changes the epistemological regime. The code provides a communication system. Any code requires decoding. Cultural space codes are ambiguous. The semiotics of history actively interacts with the history of ideologies. The question of the truth of the nationalism doctrine cannot be solved by science, because it belongs to ideology. The name is the essence. In psychiatry, there is the concept of semiotic dementia, when the patient does not understand the meaning of words. Information is distributed among people, therefore it acquires its social significance when it is perceived by people, only under this condition it becomes knowledge. Knowledge helps to act. A prerequisite for this is correct information. Concepts of the information society can be distinguished in the format of semiotics of history. Images have a stronger effect on people than texts. Negative information spreads faster than texts. Virtuality creates the image of the desired world. The images of the future are not neutral. A certain image of the future is set by the present. No one can escape the human prejudice. The semantics of history develops in the general line of the linguistic turn in historical science. In this sense, the methodological and theoretical problems of the semiotics of history are associated with the linguistic problems of consciousness, caused by the imperfection of any language and the ways of its public use.
