W pracy przedstawiono propozycje większej skuteczności zarządzania kryzysowego w warunkach klęski żywiołowej, na przykładzie powodzi, poprzez włączenie organizacji pozarządowych oraz grup społeczności lokalnej i osób indywidualnych - wolontariuszy do wojewódzkich, gminnych, miejskich sztabów kryzysowych. W celu przygotowania i koordynacji działań tych organizacji, proponuje się powołanie Wojewódzkiego Sztabu Kryzysowego Organizacji Pozarządowych. Ostatnie powodzie potwierdziły celowość powołania oraz działania takich jednostek organizacyjnych w każdym województwie.
The paper presents proposals of including non-governmental organisations (NGOs) and voivodship etc. anti-flood protection teams. To improve effectiveness of the activities performed by these organizations, it is necessary to create the Voivodship Crisis Centre of Non- Governmental Organisations.

Niniejsze opracowanie dotyczy Funduszu Gospodarki Zasobem Geodezyjnym i Kartograficznym. Wskazana została konstrukcja prawna, jaką charakteryzuje się fundusz oraz jego rola w systemie finansowym państwa. Poddano również analizie wykonywane przez niego zadania, ich ewolucję i zmiany na przestrzeni lat. Opracowanie wskazuje katalog przychodów funduszu, jego kosztów oraz środków przeznaczanych na realizację zadań funduszu w oznaczonych latach na podstawie uchwał budżetowych. Ostateczna konkluzja sprowadza się do podważenia roli funkcjonowania funduszu, jak i możliwości realizowania powierzonych zadań.
The study concerns the State Land Surveying and Cartographic Resource Management Fund and discusses the legal structure of the fund and its role in the financial system of the state. Additionally, its tasks, their evolution and changes over the years are ana¬lysed. The article presents a catalogue of the fund's revenues, expenditures and re-sources allocated for the implementation of the fund's tasks in the specified years under budget resolutions. The final conclusion undermines the role of the fund as well as its ability to carry out the tasks that it was entrusted to perform.

Opis:
The necessity of customer oriented approach, the ability of quick adapting to changing demand and the expectations of reducing project costs have recently resulted in a strong development of cooperation between various organizations implementing joint ventures. Projects-oriented organizations, creating virtual project teams, have become more and more popular. Dissemination of this organizational form has induced the authors to consider the real benefits achieved by enterprises using virtual project teams to implement projects. The purpose of the article was to try to calculate the benefits that companies can obtain when implementing projects, by replacing traditional project teams with virtual project teams (ceteris paribus). The presented research results show the possibility of achieving significant financial benefits due to the use of virtual project teams to carry out the projects implemented in many units with a large geographical dispersion.
Konieczność orientacji na klienta, umiejętność szybkiego dostosowania się do zmieniających się warunków popytowych oraz oczekiwania redukcji kosztów projektów, powodują w ostatnim okresie silny rozwój kooperacji różnych organizacji realizujących wspólne przedsięwzięcia. Coraz popularniejsze stały się organizacje zorientowane projektowo, które tworzą wirtualne zespoły projektowe. Rozpowszechnienie tej formy organizacyjnej skłoniło autorów do rozważań nad realnymi korzyściami osiąganymi przez przedsiębiorstwa wykorzystujące wirtualne zespoły projektowe do realizacji przedsięwzięć. Celem artykułu była próba kalkulacji osiąganych korzyści, jakie przedsiębiorstwa mogą uzyskać przy realizacji projektów, poprzez zastąpienie tradycyjnych zespołów projektowych przez wirtualne zespoły projektowe (ceteris paribus). Zaprezentowane wyniki badań wykazują możliwość osiągnięcia znacznych korzyści finansowych dzięki wykorzystaniu wirtualnych zespołów projektowych do realizacji przedsięwzięć realizowanych w wielu jednostkach o dużym rozproszeniu geograficznym.

Wydobycie węgla w głębinowej kopalni wymaga powiązanych technologicznie procesów i wykonywanych jednocześnie prac w rozległej sieci wyrobisk podziemnych, do których należy dostarczyć niezbędny materiał, części maszyn i urządzeń. Ze względu na trudne warunki górniczo-geologiczne potrzeby transportowe charakteryzują się dużą zmiennością. Sprawny system transportu jest kluczowy dla utrzymania nieprzerwanego procesu produkcji, natomiast właściwe zarządzanie realizacją zadań transportowych jest konieczne dla optymalnego funkcjonowania systemu transportu. W artykule opisano genezę zmienności potrzeb transportowych, w odniesieniu do otocznia naturalnego, jak i techno-logicznego. Na podstawie analizy pracy przykładowego układu transportu usystematyzowano potrzeby transportowe oraz określono jak kształtuje się ich poziom zmienności. Przeanalizowano metody zarządzania, wskazując na zarządzanie strategiczne jako działanie umożliwiające sterowanie procesami transportowymi z szerokiej perspektywy całościowego ujęcia zakładu produkcyjnego, uwzględniając wpływ otocznia. Przeanalizowano możliwość zwiększenia stopnia swobody wykonywania planu transportu na poszczególnych szczeblach decyzyjnych jako możliwość adaptacji do zmienności potrzeb transportowych. Wnioski z powyższych rozwiązań nakreśliły sposób zarządzania realizacją zadań transportowych w zmiennym środowisku kopalni podziemnej zapewniając optymalizację systemu transportu podziemnego.
Coal extraction in hard coal mine require technologically connected processes and simultaneously performed tasks in wide network of underground pits, which include supply of necessary materials, machine parts and devices. Due to difficult mining and geological conditions, transport requirements are extremely variable. Efficient transport system is crucial for continuous production process, however appropriate management of transport tasks realization is necessary for optimal operation of transport system. Article presents origins of transport requirements variability in relation to natural and technological environment. On the basis of work analysis of exemplary transport system, transport requirements were structured and defined how transport system level of variability is formed. Management methods were analysed, pointing to strategic management as operation that allows to control transport processes from a broad perspective of comprehensive recognition of production plant, having regard to environment impact. Possibility of increasing margin of discretion of transport plan implementation at various decision levels as possibility of adaptation to transport requirements variability was examined. Conclusions of mentioned solutions delineated a way of management of transport task implementation in volatile underground mine environment. This ensured underground transport system optimization.

Opis:
The purpose of the article is to present partial results of the nationwide research with regard to selected functional solutions of strategic controlling. They concern the concept and tasks of this controlling. The paper characterises theoretical aspects of the aforementioned issues as the basis for the interpretation of the obtained results. It presents the research methodology. It presents the obtained research results both in the general perspective, as well as with respect to detailed criteria, namely the organisation’s size and the type of environment. On the other hand, with respect to strategic controlling tasks, they were also presented with consideration of controllers and managers in the implementation of these tasks. The obtained research results are primarily practical. They may indicate to the managers in organisations the scope and manner of improvement in the functional solutions of strategic controlling. They may also suggest to the management theoreticians the need for and the directions of improvement of this type of solutions.
Celem artykułu jest zaprezentowanie częściowych wyników badań ogólnopolskich w zakresie wybranych rozwiązań funkcjonalnych controllingu strategicznego. Dotyczą one koncepcji i zadań tego controllingu. Scharakteryzowano teoretyczne aspekty wymienionych zagadnień jako podstawa interpretacji uzyskanych wyników. Przedstawiono metodykę badawczą. Przytoczono uzyskane wyniki badań zarówno w ujęciu ogólnym, jak i ze względu na szczegółowe kryteria, którymi były wielkość organizacji i typ otoczenia. W odniesieniu zaś do zadań controllingu strategicznego przytoczono je również z uwzględnieniem w realizacji tych zadań controllerów i menedżerów. Uzyskane wyniki badań mają przede wszystkim znaczenie praktyczne. Mogą wskazać menedżerom w organizacjach zakres i sposób doskonalenia rozwiązań funkcjonalnych controllingu strategicznego. Mogą sugerować także teoretykom zarządzania potrzebę i kierunki doskonalenia tego typu rozwiązań.

W artykule przedstawiono rolę oraz znaczenie wybranych instrumentów marketingowych w strategii funkcjonowania sieci szpitali publicznych. Biorąc pod uwagę relatywnie wysoką zwrotność oraz to, że struktura zarówno zbiorowości respondentów, jak i ogółu podmiotów publicznych jest zbliżona, można stwierdzić, iż uzyskane wyniki badania ankietowego są reprezentatywne dla całej populacji szpitali publicznych w Polsce, przynajmniej w zakresie ujawnionym w rejestrze REGON. Przydatność przyjętej metodyki badawczej (zasada triangulacji) przybliżyła problem wdrażania wybranych instrumentów marketingowych oraz ich wpływu na redukcję asymetrii informacyjnej i wzrostu satysfakcji, stakeholders w zarządzaniu procesem świadczenia usług w szpitalach publicznych. Została również ujawniona przy konsekwentnym oraz systematycznym powtarzaniu badań w przyjętych cyklach rocznych i jednakowej treści zadawanych pytań. Kolejnym zdiagnozowanym tematem była ocena uwarunkowań prawnych procesu podejmowania decyzji o roli i zadaniach marketingu, który w szpitalach publicznych jest przez otoczenie prawne znacznie ograniczony. Z kolei rola marki, w dobie cyfryzacji życia społeczno-gospodarczego, staje się wielowymiarowa, będąc jednoznacznie utożsamiana ze źródłem prozdrowotnych wartości dla prosumentów. W środowisku medycznym rośnie zainteresowanie instrumentami marketingowymi umożliwiającymi osiąganie powtarzalnej jakości świadczonych usług szpitalnych.
In their article, the authors presented the role and importance of the selected marketing instruments in the strategy of functioning of the network of public hospitals. Taking into account the relatively high rate of return and that the structure of both population of respondents and the whole body of public entities is approximate, one may state that the obtained results of a survey are representative for the whole population of public hospitals in Poland, at least within the scope revealed in the REGON register. The usefulness of the adopted research methodology (the concept of triangulation) approximated the problem of implementation of the selected marketing instruments and their impact on reduction of information asymmetry and growth of satisfaction of stakeholders in management of the process of service provision at public hospitals. It was also revealed by way of a consistent and systematic repetition of surveys in the adopted annual cycles and with the identical content of the questions being asked. The subsequent diagnosed topic was assessment of legal determinants of the process of making decisions on the role and tasks of marketing which is significantly limited by the legal environment at public hospitals. In turn, the role of brand, in the epoch of digitisation of the socio-economic life, becomes multidimensional being, at the same time, identified with the source of pro-health values for prosumers. In the medical environment, there grown the interest in marketing instruments enabling achievement of repetitive quality of the rendered hospital services.
В статье представили роль и значение избранных маркетинговых инструментов в стратегии функционирования сети публичных больниц. Учитывая относительно высокий процент ответивших, а также то, что структура как популяции респондентов, так и публичных субъектов в целом сходна, мож- но констатировать, что полученные результаты опроса представительны для всей популяции публичных больниц в Польше, по крайней мере в объеме, выявленном в реестре REGON. Пригодность принятой исследовательской ме- тодики (принцип триангуляции) приблизила проблему внедрения избранных маркетинговых инструментов, а также их влияния на снижение информационной асимметрии и роста удовлетворения стейкхолдеров в управлении процессом предоставления услуг в публичных больницах. Она была тоже выявлена при последовательном и систематичном повторении обследований в принятых годовых циклах и одинаковом содержании вопросов, которые задавались респондентам. Очередной диагнозированной темой была оценка правовых обусловленностей процесса принятия решений о роли и задачах маркетинга, который в публичных больницах значительно ограничивается юридической средой. В свою очередь роль марки в эпоху оцифровки общественно-эконо- мической жизни становится многомерной, будучи заодно отождествляемой с источником направленных на повышение уровня здоровья ценностей для «просументов». В медицинской среде растет интерес к маркетинговым инструментам, предоставляющим возможность достигать повторяемого качества оказываемых больничных услуг.

The paper presents the history of approaches to forest management derived from the idea of forest sustainability, as well as its inspirational role in the formulation of the concept of sustainable development of forests. The promotion of this concept in forestry is the responsibility of forest management planning through the modification of forest management plans and adaptation of the principles of conducting forest management to changing realities. Changes in planning, both in terms of time and space, are necessary especially because of the reconsideration of the range and significance of forest functions. The development of the ‘normal forest’ model and management unit−level methods of forest planning was a key event in the history of forestry in Europe. The development of knowledge, as well as economic, technological and social changes were conducive to the emergence of new theories on the production intensification and to use the economic criteria for determining the rotation age. This also referred to the need to develop an appropriate forest structure to ensure the sustainable use of forest resources. As regards determination of the harvest level, the development of the stand−level method of forest management published by Judeich in 1871 is worth noting. Recent results of the research on forest habitat and productivity have revealed the problem of forest species composition and the importance of forest tending activities. Another group of research achievements cover the new systems of determining the allowable cut taking into account forest maturity and sustainability criteria. In the multiple−use forest model being implemented in Poland, forest utilization is to be treated as a realization of all forest functions expected by society. Accordingly, two functions of forest use can be distinguished − the temporary function aimed to satisfy the current demand for timber, and the strategic function to secure a relatively steady, long−term timber supply, as well as to improve the condition of forest resources. The idea of the modification of the principles of deter− mining the volume of harvest, meeting the set requirements, is a continuation of the above issues. The changes taking place in the conditions of the planning process in forestry over the last decades have caused its continuous extension in terms of range and interdisciplinary areas. The principles of forest use, renewal, tending and protection create a logical and chronological sequence of events showing the complexity of the problems that appear at the stage of planning and in the forest district practice. The current problem at the stage of forest planning is the effect of climate changes on forest ecosystems and possible measures to counteract them. When creating forest management plans, the adaptation activities related to forest management are gaining importance.

Opis:
One of the main factors connected with the effectiveness of realizing tasks in crisis situations is the psycho-physiological condition of the team members. The specificity of tasks, which are carried out during crisis management, imposes the risk of functioning under pressure. Crisis response teams can counteract or foster the development of a crisis situation if the tasks are delayed or performed incorrectly. The aim of the article is to examine stress coping strategies and the sense of coherence in army, police, and fire brigade adepts. The level of the sense of coherence was assessed using the SOC-29 questionnaire (Antonovsky, 1995), whereas stress coping strategies were measured using the CISS questionnaire (Endler & Parker, 1990). The results revealed no significant differences between the representatives of the three formations in their sense of coherence or stress coping strategies. Statistical differences between the groups were noted for the following subscales: avoidance strategy, engagement in substitutionary tasks, and searching for social contact. There were no significant correlations between the total and subscale scores of the measures.

It presents its object of economic activity and tasks that it undertakes in the municipal waste management system and utilises in the waste collection and transportation system. The elaboration includes the analysis of the municipal waste management system in the city of Czestochowa. It describes waste management plan introduced in the city of Czestochowa.

Vietnam is a country with abundant mineral resources, in recent years, the minerals mining (MM) has affirmed its very important position in contributing to the development of the national products, alleviate Vietnam's economy to a higher level at a rapid pace in recent years. However, the MM in recent years has caused many negative impacts on long-term economic and social development, posing unpredictable consequences on the environment... This leads to the need to strengthen the Government’s management work. In the effort to manage mining extraction, this is considered a complex field that has not been uniformly understood, and there remains several inadequacies and insufficient support in the process of performing management procedure. Therefore, although the Government requires to tighten the management of mineral exploitation, the effectiveness and efficiency are not reached, and many mistakes occur in the process of the procedure. Given the mentioned challenges of the management of control and the audit results of the State Audit on internal audit in recent years, there are a number of important tasks that need to be focused on auditing, including (i) Audit of mining license; (ii) Audit of mined reserves and output; (iii) Audit of environmental safety protection and inspection of mining activities.
