In the paper, mathematical models for dynamic analysis of a BOP crane under sea weaving conditions are presented. The BOP crane is a kind of gantry crane. It is installed on drilling platforms and used for transportation of the Blowout Preventor (BOP). The most important features characterising its dynamics are: motion of the crane base caused by sea weaving, clearance in the supporting system (between the support and rails), impacts of the load into guides and a significant weight of the load. In order to investigate dynamics of the system, its mathematical model taking into consideration all these features has been formulated. Equations of motions have been derived using homogenous transformations. In order to improve numerical effectiveness of the model, the equations have been transformed to an explicit form. The input in the drive of the travel system has been modelled in two ways: the kinematic input via a spring-damping element and the force input. Exemplary results of numerical calculations are presented.
W pracy przedstawiono model matematyczny umożliwiający analizę dynamiczną żurawia BOP w warunkach falowania morskiego. Żuraw BOP stanowi rodzaj suwnicy bramowej. Instalowany jest na platformach wydobywczych i przeznaczony do transportu zespołu zaworów BOP (Blowout Preventor). Do najważniejszych czynników wpływających na jego dynamikę należą: ruch podstawy wywołany falowaniem morza, luzy występujące w połączeniu torowiska z suwnicą, uderzenia ładunku o prowadnice oraz znaczna masa ładunku. W celu przeprowadzenia analiz dynamicznych opracowano model obliczeniowy urządzenia uwzględniający powyższe czynniki. Równania ruchu układu sformułowano przy zastosowaniu metody transformacji jednorodnych. W celu poprawy efektywności numerycznej modelu, wykonano przekształcenia umożliwiające przedstawienie równań w sposób jawny. Wymuszenie w układzie napędu jazdy modelowano dwoma sposobami: jako wymuszenie kinematyczne poprzez element sprężysto-tłumiący oraz jako wymuszenie siłowe. Zaprezentowano przykładowe wyniki obliczeń numerycznych.

The basic objective of the self-government of a region is to create economic development that leads to the region’s civilizational development. The basic tasks of this self-government, set out in Article 11 of the Act on Regional Self-Government (Polish: usw) are considered its own tasks and are considered public utility in nature. The self-government of a region is then allowed to use various legal instruments to realise these tasks, including commercial law capital companies, especially limited liability companies and public companies which can take the form of regional development agencies, regional guarantee funds and regional loan funds.

Opis:
Proper characteristics of the traffic flow is a particularly important issue in the process of optimizing the efficiency of transport networks as well as in the traffic control systems. One of the elementary parameters of traffic flows is the structure of vehicles, which evaluation, in case of the automatic systems, requires the implementation of proper algorithms and methods for vehicle classification. In the paper is presented a method of vehicles classification using the discriminant analysis. Furthermore authors developed a classifier, which aggregate data according to classification 8+1 in accordance with the TLS specifications and according with the classification presented in the specification COST 323. As input dataset to the classification method were used vehicle parameters recorded by the weight in motion systems.

A prototype of the “Mobile System for Recording Road Weather Conditions” has been made in the context of research and development work done on behalf of APM PRO Sp. z o.o. The system is used to record data collected from MARWIS - mobile sensor of surface condition produced by Lufft Company, a GPS receiver, accelerometer, and the instantaneous vehicle velocity from CAN bus. Its task is also processing the obtained information to standardized form and transfer it to an external database.

Niedawno opublikowany został artykuł Barbary Przybyszewskiej-Jarmińskiej, „Informacje ze źródeł augustiańskich o życiu muzycznym w warszawskim kościele św. Marcina w XVII wieku oraz działających w tym czasie muzykach królewskich” (Muzyka 65 (2020) nr 2, s. 25–61), będący niezwykle sumienną i owocną próbą wypełnienia białej plamy, jaką cały czas pozostawała sfera muzycznych dokonań stołecznego konwentu Ordo Eremitarum Sancti Augustini. Jednym z bohaterów tych rozważań stał się należący doń ojciec Adeodato Barochius, przybyły do Rzeczypospolitej z Italii. Niniejszy artykuł zwraca uwagę na pominięte źródło, jakim są słane z Warszawy listy pijara Giacinta Orsellego do pozostającego w Rzymie założyciela zakonu Scholarum Piarum – św. Józefa Kalasancjusza. Korespondencja ze schyłku 1642 r. przynosi informacje o „augustianinie pochodzącym z Perugii”, który jest jednocześnie „muzykiem Jego Królewskiej Mości”. Miejsce urodzenia i wykonywana przez zakonnika profesja pozwalają – mimo niewymienionego nazwiska – zidentyfikować go jako owego Barochiusa. Dwukrotnie też jest mowa o tym, że namalował on dla pijarów obraz przedstawiający śś. Pryma i Felicjana. Zakon Scholarum Piarum został wówczas świeżo sprowadzony do Warszawy staraniem króla Władysława IV, który postanowił ufundować dlań siedzibę w stolicy Rzeczypospolitej. Chcąc podnieść prestiż tworzonego konwentu, ofiarował mu nader prestiżowy dar: pozyskane niegdyś od papieża Urbana VIII relikwie wczesnochrześcijańskich męczenników – śś. Pryma i Felicjana, dobyte na jego prośbę z podziemi rzymskiego kościoła Santo Stefano Rotondo. Byli oni osobistymi patronami monarchy, gdyż ten przyszedł na świat w dniu ich święta – 9 czerwca. Malowidło wykonane przez augustianina miało ozdobić ołtarz w pijarskim oratorium. Barochius, pochodzący z Perugii zakonnik augustiański, to zarazem kapelan królewski, członek monarszej kapeli, śpiewak – bas, kompozytor, dbały o bractwo św. Cecylii w warszawskim kościele św. Marcina, fundator tamże ołtarza św. Anioła Stróża, a wreszcie – rzecz dotąd szerzej nieznana – praktykujący twórca przedstawień sakralnych, bo obraz dla stołecznych pijarów z pewnością nie mógł być jedynym. Jakiej miary kunsztem dysponował nie da się już dziś ocenić, gdyż malowidło to nie dochowało się, a inne – o ile ocalały – nie zostały rozpoznane. Niewątpliwie jednak był człowiekiem wszechstronnie utalentowanym.
The recently published paper by Barbara Przybyszewska-Jarmińska, Informacje ze źródeł augustiańskich o życiu muzycznym w warszawskim kościele św. Marcina w XVII wieku oraz działających w tym czasie muzykach królewskich [Information from Augustinian Sources Concerning 17th-Century Music Life in Warsaw’s Church of St Martin as well as Royal Musicians from that Period] (Muzyka 66 (2020) no. 2, pp. 25–61) is an extremely conscientious and fruitful attempt to map out the previously unexplored history of musical achievements at the Warsaw house of Ordo Eremitarum Sancti Augustini. One of the persons mentioned in that paper is Father Adeodato Barochius, who came to the Polish-Lithuanian Commonwealth from Italy. The present note refers to an omitted source, namely, letters sent from Warsaw by Piarist father Giacinto Orselli to the founder of Scholarum Piarum, the would-be saint Joseph Calasanz in Rome. Their correspondence from late 1642 mentions an ‘Austin friar from Perugia’ who was at the same time ‘a musician of His Majesty the King’. The profession and place of birth make it possible to identify this person, though not mentioned by name, as the said Barochius. There are also two mentions of the fact that he created a painting of Saints Primus and Felician for the Piarists. The Piarist order had freshly been brought to Warsaw by the efforts of King Władysław IV Vasa, who provided funding for a Piarist house in the capital of the Commonwealth, and, in order to raise the prestige of the newly established monastery, made it a gift of relics once received from Pope Urban VIII – bones of saints Primus and Felician, disinterred at his request at the vaults of the Roman church of Santo Stefano Rotondo. These two saints were the king’s personal patrons since he had been born on their feast day, 9th June. The Augustinian friar’s painting was to be placed in the altar of the Piarist oratory. Barochius, a Perugia-born Austin friar, was also the king’s chaplain and a member of the royal ensemble, a bass singer and composer, guardian of the Fraternity of St Cecilia at Warsaw’s St Martin’s Church, the donator of that church’s altar of the Guardian Angel, and (a previously unknown fact) – the author of religious paintings (his work for the Piarists could hardly have been his only attempt in this field). His abilities are hard to assess today since the painting is now lost and others, if they survive, have not been attributed to him. He was nevertheless clearly a man of many talents.

Artykuł prezentuje odnaleziony w zabiorach Archiwum Narodowego w Krakowie list Zygmunta Vogla (1764-1826), przyszłego akwarelisty, do króla Stanisława Augusta. Pismo, pochodzące z roku 1786, jest wielce interesujące, gdyż przynosi garść nieznanych, a nawet zaskakujących informacji do biografii tego ważnego artysty, wskazuje też – jak się zdaje – kluczowy moment w jego życiu. Okazuje się, że już wtedy miał on kłopoty ze wzrokiem i prosił króla o wyrażenie zgody na opuszczenie Malarni zamkowej, gdzie się kształcił, i wcielenie do korpusu inżynierów wojsk koronnych. Zainteresowanie Vogla zagadnieniami inżynieryjnymi wynikło z jego wcześniejszych kontaktów z Christianem Gottfriedem Deyblem von Hammerau, oficerem w korpusie pontonierów, oraz Janem Ferdynandem Naxem, budowniczym królewskim, zajmującym się spławnością polskich rzek, którzy wystąpili w roli nauczycieli architektury cywilnej i wojskowej. Suplika nie została spełniona, gdyż monarcha, doceniając wrodzony talent i zdobyte umiejętności malarskie, odwiódł go od tego zamiaru, wsparł wypłacaną co miesiąc pensją, a wkrótce – po swoim powrocie z podróży do Kaniowa w roku 1787 – zatrudnił do utrwalania w akwarelowych widokach architektonicznych pomników narodowej przeszłości, z czego Vogel wywiązał się znakomicie i został mianowany królewskim „rysownikiem gabinetowym”. W spisanej przez malarza po latach autobiografii pojawił się obraz „najważniejszej chwili” w jego życiu – przypadkowej rozmowy ze Stanisławem Augustem, który wziąwszy młodzieńca pod swoją opiekę, pokierował dalszymi jego losami. Publikowany list do króla dowodzi jednak pewnej mistyfikacji popełnionej przez Vogla, monarsze zainteresowanie nie było bowiem zupełnie przypadkowe, lecz zostało sprowokowane wystosowaną do tronu petycją.
The article presents a letter from Zygmunt Vogel (1764-1826), a future watercolorist, to King Stanisław August, found in the collection of the National Archives in Cracow. The letter, written in 1786, is very interesting, because it provides a handful of new and unexpected facts to the biography of this important artist, it also indicates – as it seems – the key moment in his life. It turns out that at that time he suffered vision problems and asked the king for permission to leave the Castle Art Workshop, where he was educated, and incorporate him into the corps of the Crown Army engineers. Vogel’s interest in engineering issues stemmed from his previous contacts with Christian Gottfried Deybel von Hammerau, an officer in the pontooner corps, and Jan Ferdynand Nax, a royal builder, dealing with the navigability of Polish rivers, who appeared as teachers of civil and military architecture. The supplication was not acquiesced, because the monarch, appreciating his inherent talent and acquired painting skills, dissuaded him from doing so, supported him with a monthly salary, and soon – after his return from a trip to Kaniów in 1787 – hired him to preserve the architectural monuments of the national past in watercolor vedutas. Vogel did it perfectly and was appointed the royal “cabinet draftsman.” In the autobiography, written by the painter, an image of “the most important moment” in his life appeared – an accidental conversation with Stanisław August who, giving his patronage to the young man, guided him. However, the published letter to the king proves a certain hoax perpetrated by Vogel. The monarch’s interest was not completely accidental, but was provoked by a petition addressed to him.

Artykuł został poświęcony akwafortom zebranym w albumie Vues de Pologne, dedykowanym Annie (Anetce) Tyszkiewiczównie (1779-1867). Przez całe życie zajmowała się ona amatorsko twórczością artystyczną: rysowaniem, malowaniem, a przede wszystkim projektowaniem, co wycisnęło piętno na założeniach pałacowo-ogrodowych w: Wilanowie, Natolinie, Mokotowie, Jabłonnie i Zatorze. Album powstał jako rezultat – i pamiątka – pobytu w Wiedniu w 1795 r. oraz pobierania wtedy lekcji rysunku i akwaforty u francuskiego malarza Ignacego Duviviera (1758-1832), artysty przyjętego później na członka tamtejszej akademii. W podstawowej wersji zawiera – poza stroną tytułową – dziewięć widoków głównie z Warszawy i jej okolic. Tyszkiewiczówna była autorką wszystkich rysunkowych wzorów, jak też przeniesienia ich na płyty, z których powstały odbitki. W pracach tych wyraźnie przedkładała motywy pejzażowe nad wedutowe. Starała się oddawać nastrój chwili, poprzez żywą, energiczną kreskę oraz silne kontrasty walorowe. Komponowała widoki sentymentalne, subiektywne w sposobie ujęcia, bez dbałości o dokładność i realizm w odwzorowaniu rzeczywistości. Możliwe zresztą, że tę ostatnią cechę spotęgowało tworzenie wzorów z pamięci, w Wiedniu, w znacznym oddaleniu od wyobrażanych miejsc. Oceniając wartość artystyczną prac Tyszkiewiczówny – a pod względem techniki wykonania nie różnią się one wcale od dzieł nauczyciela – należy pamiętać, że są juweniliami, gdyż autorka miała zaledwie szesnaście lat. Sporządzone przez nią płyty zostały powtórnie wykorzystane na początku XIX wieku w celach komercyjnych: sześć spośród dziewięciu akwafort ozdobiło wydanie „Kalendarzyka Politycznego, Chronologicznego i Historycznego” na rok 1811, drukowanego nakładem Jana Ludwika Kocha. Na podstawie znacznej liczby odbitek – tych z 1795, jak też tych z 1811 r. – pozostających w kolekcjonerskim obiegu można wnosić o wyjątkowej jak na amatorkę popularności tej części jej dorobku. Ale po tym młodzieńczym doświadczeniu nigdy już później Anna z Tyszkiewiczów – primo voto Potocka, secundo voto Dunin-Wąsowiczowa – do techniki akwaforty nie powróciła.
The article is devoted to the etchings collected in the album Vues de Pologne, dedicated to Anna (Anetka) Tyszkiewiczówna (1779-1867). Throughout her life, she was involved in amateur artistic work: drawing, painting and, above all, design, which left its mark on the palace and garden layouts in Wilanów, Natolin, Mokotów, Jabłonna and Zator. The album was created as a result and as a memoir of her stay in Vienna in 1795. At that time she took drawing and etching lessons from the French painter Ignace Duvivier (1758-1832) – an artist that was later accepted as a member of the local academy. Apart from the title page, in its basic version the album contains nine views mainly of Warsaw and its surroundings. Tyszkiewiczówna was the author of all the drawing patterns, she also transferred them onto the printing plates. In these works she clearly preferred landscape motifs over vedutas. She tried to reflect the mood of the moment through a lively, energetic line and strong value contrasts. She composed sentimental, subjective landscapes with little care for accuracy or realism in the representation of reality. It is also possible that the latter feature was intensified by the recreation of patterns from her memory, in Vienna, far away from the portrayed places. Evaluating the artistic value of her works—in terms of the technique used they do not differ at all from the works of her teacher—one should remember that they are juvenile works since the author was only sixteen at that time. Her plates were reused at the beginning of the 19th century for commercial purposes – six out of nine etchings adorned the 1811 edition of “The Political, Chronological and Historical Calendar”, printed by Jan Ludwik Koch. On the basis of the considerable number of prints in collectors’ circulation—those from 1795 as well as those from 1811—it is possible to conclude that this part of her work is exceptionally popular for an amateur. But after this youthful experience, Anna née Tyszkiewicz, primo voto Potocka, secundo voto Dunin-Wąsowiczowa, never returned to the etching technique.

The cited judgment of the Supreme Administrative Court focuses on the meaning of the expression “access from the same public road”. The judgment of the Court of Second Instance deserves to be approved because the recitals of this judgment take into account the right to develop the plot to which the investor holds the legal title, the broad understanding of ‘neighborhood’, as well as the values that constitute the ratio legis of the Act on spatial planning and development.The rationale of the Supreme Administrative Court’s decision results primarily from the fact that a narrow understanding of neighbourhood which is prompted by the linguistic interpretation was not deemed sufficient. Referring to the jurisprudence, and above all the legislative activity of the Supreme Administrative Court and the doctrine of administrative law, it should have been concluded that the effects of the linguistic interpretation were legitimately checked from the point of view of the legislator’s goal when enacting the Act on Spatial Planning and Development. Therefore, it was necessary to make a purposive interpretation that justifies the need to take into account the right to develop a building plot, take into consideration values such as spatial order, sustainable development, ownership and public interest, as well as the interest of third parties.The position of the judgment under review is not uniform in the jurisprudence. However, it does take into account the need to weigh up the disputed interests. Although the right of ownership is significantly limited in the planning and legal regulations, it is unacceptable to deprive it of its use only due to the assumption that neighbourhood should be understood as the contact of two plots or their access to the same public road.

Opis:
Dialectal suffixes -acz [-oc], -ak [-ok], -ula and -ka in zagórzański dialect usually form pejorative names of people. Among female names, a special example is the suffix -ula, which is either non-existent in other dialects, or has a different function (forms names of wives or cows). By means of the words built with the use of these suffixes, language users make assessments and express critical attitude towards others.

Opis:
Niniejszy artykuł porusza problem poznania prawa administracyjnego w świetle rozważań Franciszka Lonchampsa. Ten teoretyk prawa administracyjnego porzucił pozytywistyczne postrzeganie prawa odseparowanego od wartości i moralności, uznając jednocześnie, że wartości stanowiły aksjomat prawa obok sfery rzeczywistej oraz sfery pomyślanej. Potwierdzeniem zasadności poglądów F. Longchampsa były twierdzenia H. Harta, który zakładał konieczność oddziaływania moralności w sferze struktury normatywnej prawa. Myśl F. Longchampsa można odnieść do problematyki pozytywizacji części ogólnej prawa administracyjnego jako aktu normatywnego obejmującego zagadnienia wspólne dla prawa ustrojowego, materialnego oraz procesowego. Uznając, że część ogólna prawa administracyjnego stanowiła „półcień znaczeniowy” w myśl hartowskiej koncepcji otwartej tekstowości, a więc „twarde jądro” – niezmienioną część, której kształt jest niezależny od zmian legislacyjnych, szczególnie w zakresie prawa materialnego, należało rozważyć, czy propozycja sformułowania ustawy dotycząca części ogólnej prawa administracyjnego stanowi próbę poznania prawa. Celem artykułu opartego na teoretycznych i filozoficznych założeniach wyznaczających tożsamość prawa administracyjnego była próba odpowiedzi na pytanie, czy postrzeganie prawa jako sfery pomyślanej i rzeczywistej wzbogaconej o wartości uniwersalne pozwala na sformułowanie przepisów będących zagadnieniami wspólnymi dla administracyjnego prawa ustrojowego, materialnego i procesowego. Pomimo ograniczeń wynikających z ram artykułu wyeksponowano możliwość sformułowania przepisów ogólnych prawa administracyjnego popartych wartościami, z których jednymi z najważniejszych są dobro wspólne i służebna rola administracji publicznej.
This article, which was a reflection of the conference speech, raised a problem of understanding administrative law in the light of F. Lonchamps’ considerations. The appointed theoretician of administrative law abandoned the positivist perception of law separated from values and morality, at the same time recognized that values constituted an axiom of law alongside the real sphere and the thought sphere. The confirmation of the legitimacy of F. Longchamps’ views were the statements of H. Hart, who assumed the necessity to influence morality in the sphere of the normative structure of law. F. Longchamps’ theory showed the ability to relate it to the positivization of the general part of administrative law as a normative act covering issues common to constitutional, substantive and procedural law. Recognizing that the general part of administrative law constitutes a “semantic penumbra” in accordance with Hart’s concept of open textualism, and thus “a hard core” - an unchanged part, the shape of which is independent of legislative changes, especially in the field of substantive law. It was necessary to consider whether the proposed formulation of the act was concerning the general part of administrative law, it is an attempt to recognize the law. The aim of the article, based on theoretical and philosophical assumptions defining the identity of administrative law, was an attempt to decide whether the perception of law as a conceived and real sphere enriched by universal values, allows for the formulation of provisions that constitute issues common to systemic, substantive and procedural administrative law. Despite the limitations resulting from the framework of the article, the possibility of creation a general part of administrative law supported by values, one of the most important of which is the common good and the servant role of public administration, has been articulated.

The overall purpose of this paper was to compare a representative sample of Polish middle managers with a representative sample of chief executive officers (CEOs) from six chosen countries, in regard to selected leadership traits and behaviors. We present a small portion of data collected under the GLOBE project, Phase 3, and longitudinal research findings concerning subordinates’ assessments of Polish middle managers in relation to their attributes from 2008 to 2012. The GLOBE, Phase 3 research is the first study to investigate several thousands of CEOs and senior management teams in 24 countries, to empirically and directly assess the relationship between culture and leadership traits and behaviors. We provide research evidence that the investigated CEOs from the United States, Austria, Germany, China, and Taiwan (with the exception of Russian CEOs and Polish middle managers) were generally positively evaluated by their direct staff in regard to: inspirational, visionary, integrity, and performance-oriented leadership behaviors (constituents of charismatic leadership), team-oriented behavior, and participative leadership style. Empirical findings under the GLOBE project, Phase 3 revealed that the charismatic leadership behavior of CEOs has a huge influence on top management teams’ (TMTs) dedication to organizational goals, and is the most predictive of all leadership behaviors for TMT commitment to organizations. The analyzed research findings indicate that CEOs in Russia and Polish middle managers display strong similarities. They tend to behave in less charismatic, team-oriented, and participative ways than CEOs in the remaining countries.
