The essence of staffing of local governments is clarified in the work. It is substantiated that this is a system of principles, forms and methods of forming the necessary qualitative and quantitative composition of local governments, aimed at improving human resources and their effective use. The mechanism of staffing of local authorities effective functioning is offered, the feature of which is the inclusion of the processes of formation and realization. As a target orientation of the mechanism of staffing of local governments, their effective functioning is defined by achieving a certain goal to increase the level of life of the territorial community. The use of the qualimetric approach for construction of the optimum scenario of staffing of effective functioning of local governments is substantiated. The scheme of construction of qualimetric model of an estimation of quality of staffi ng of eff ective functioning of local governments is developed. It is determined that the quality of staffi ng of local governments is determined by analyzing the factors that have the greatest impact on of local governments staffi ng. As part of the study of the Merefa city united territorial community (Kharkiv region) the proposed qualimetric model was tested. Visualization of the level of quality of staffing of Merefa UTC in terms of functional processes allowed to determine that such functional processes as staff motivation and incentives, as well as staff development, professional development are the most important areas for improving the staffing process. The results of the sociological survey confirmed the important role of the level of competence of employees of executive bodies and the level of remuneration in the context of improving the efficiency of UTC. The proposed qualimetric model for assessing the quality of staffing allows not only to determine the effectiveness of local governments staffing, but also to identify those functional processes that require the most attention in terms of improving the functioning efficiency.

. Educational activities are the foundation of sustainable development. Educating the public in the field of ecological behaviour makes it possible to change the behaviour perceived as negative by other members of society and then slowly replace it with one that is acceptable and well regarded. Developing the correct attitudes in a society means that such attitudes will be obvious and natural for the next generations. This would lead to changes in the behaviour of residents and, thereby, help reduce their negative impact on the environment. A special role is played by local government units in this process, including primarily, the municipality. In carrying out their own tasks they fulfil the demands of education for sustainable development directly and indirectly. A direct impact manifests itself in educational activities, promotions, and other activities affecting the environmental awareness of residents. Indirect activities arise from the fact that local government units fulfil their own tasks in the field of environmental protection, urban planning, or investments. Using these channels, the authorities at the municipal level can influence residents and other stakeholders through encouraging them to present desired behaviours through moulding appropriate attitudes and promoting specific patterns. The main purpose of this article is to point out the role of local authorities in education for sustainable development (ESD) and give a few examples of individual activities. At the same time, an attempt is made to distinguish the main areas of activities in ESD at the local level.

Artykuł przedstawia przyczyny wygaszania mandatu radnego oraz formy w jakich do tego dochodzi. Zazwyczaj mandat radnego wygasa wraz z upływem kadencji. Może to jednak nastąpić przed jej upływem, z przyczyn leżących po stronie samego radego, samorządowego organu uchwałodawczego, albo też z przyczyn obiektywnych. Organami wygaszającymi mandat radnego są samorządowe organy uchwałodawcze, komisarz wyborczy oraz Sejm. Mogą się do tego również przyczynić mieszkańcy jednostki samorządowej, głosując w referendum lokalnym za odwołaniem samorządowego organu uchwałodawczego. Odbywa się to na podstawie przepisów Kodeksu wyborczego, ustrojowych ustaw samorządowych oraz ustawy o referendum lokalnym.
This article presents reasons of expiry of local authorities seat and forms wherein it happen. Local authorities seat usually expire by ending the cadency. Although it may happen before the end of cadency, because of reasons behind local authorities, legislative body of local government or objective reasons. Organs which expire local authorities seat are legislative body of local government, election commissioner and the Seym. Local residents may also contribute to recall executive body of local government, voting in local referendum. It base on the rules of Electoral code, systemic local government acts and local referendum act.

Most of humankind live in cities. They therefore play a central role in development processes. Local authorities, through their efforts to attract external investors, try to actively strengthen these processes. Nowadays, it is important for development to be sustainable, both in terms of the environment and citizenship. This article presents the delocalisation processes from three perspectives: the company, the place where the processes are located (i.e. country, region or municipality) and the inhabitant (social capital). The processes are subject to investor acceptance. This win-win strategy, which benefits all three parties, will become the common feature of all delocalisation investment projects which involve the use of available human resources at the place of investment. At present, more invaluable than the low labour cost is the quality of human/social capital, both in context of adaptation to the needs of a specific entrepreneur and one expressed by social and civic awareness. The author defines the theory of stakeholders as the key determinant that should guide municipalities in attracting investors and implementing a sustainable development strategy. Additionally, the paper uses the method of analysis of the literature on the subject, legal documents and available reports.

Opis:
The phenomenon of opposition is the easiest to notice and most frequently analysed at the national, parliamentary-government level. However, it is also to be met at lower levels of power, for example in local, regional authorities. Among those we can distin-guish communes, not least because of the monocratic executive body, elected in a direct way. The article analyzes the current institutional and legal solutions as well as the actual ones, which have a significant impact on the development and institutionalization of the opposition at the lowest level of regional authorities. The analysis confirmed the accepted thesis, according to which the existing constitutional arrangements for the municipalities in Poland are not conducive to the formation of the opposition in local authorities and their adverse impact is reinforced by the specific conditions of local governments.

Celem pracy było zdefiniowanie potencjalnej roli władz samorządowych gmin przyrodniczo cennych w procesie collective learning oraz zdiagnozowanie aktywności w tym obszarze władz samorządowych reprezentujących gminy przyrodniczo cenne województwa lubelskiego. Zdefiniowano obszary aktywności władz lokalnych w procesie collective learning, takie jak: tworzenie wiedzy indywidualnej w urzędzie gminy, synergia wiedzy indywidualnej w urzędzie gminy, tworzenie warunków do wymiany wiedzy między urzędem a podmiotami otoczenia. Wykazano, że władze samorządowe gmin przyrodniczo cennych województwa lubelskiego w niedostatecznym stopniu wykorzystują możliwości kreowania procesu collective learning we wspieraniu zrównoważonego rozwoju lokalnego.
The aim of the study was to: define the potential role of local municipal authorities in the process of collective learning within natural valuable areas and to diagnose the activity of local authorities representing the municipalities within the natural valuable areas of the Lublin Voivodeship in this respect. The following areas of the activity of local authorities in the process of collective learning have been defined: development of individual knowledge in municipality offices, synergy of individual knowledge in municipal offices, creating conditions for the process of knowledge exchange between the offices and the environment entities. It has been shown that local authorities of the municipalities within natural valuable areas of the Lublin Voivodeshipdo not sufficiently exploit the potential for creating the process of collective learning in fostering local sustainable development.

The article presents issues related to the SSL technology involving certificates. The appropriate internet application has been proposed, which significantly simplifies the deployment of SSL technology. The application has all the necessary functionality to manage keys and certificates, in conjunction with database-technologies.

Institutions and institutional structures play an important role in the theory and research of processes involved in economic progress. The competitive position of territorial units depends on their effective performance, especially on the efficiency of local governments. Skills, qualifications and functional abilities of local authorities gain importance. In this context, creating and stimulating the economic growth locally is essential, because it equates with building the foundation of development processes in all areas of life. Our purpose was to evaluate the institutional efficiency of local authorities manifested by administrative decisions they take. The data submitted to our analysis consisted of appeals against decisions taken by local governments. The objective was to analyze the appeals filed to local government appeal boards and how they were examined in compliance with the binding law. The time period spanned the years 2007 to 2013. The analysis covered appeals lodged to the Local Government Appeal Board in Olsztyn.

The article deals with problems connected with instruments applied in activity of the local authorities. This problems is especially important in the present and future conditions of economic activity. In accordance with principles of the economic reform and legal regulations, the local authorities have been recognized as an autonomous economic eutity equipped with the right to make independent decisions, especially basing on its own incomcs. The people’s councils and their organs are to operate in the economic sphere following rules resembling principles of the functioning of enterprises. This calls for a radical change in mechanisms and ways o£ activity of the local authorities. The chengé should encompass, first of all, the process of management of the entire development of their territory based on methods of indirect (parametric) influence on institutions, economic units und households. That is a very complex problem since both experience and tested solutions are absent here. The article is an attempt to outline systemic solutions in the sphere of instruments of the policy pursued by the local authorities. More detailed issues should be analyzed more comprehensively in the future.

Wzrost liczby przedsiębiorstw i ich rozwój na obszarach wiejskich zależy w dużym stopniu od otoczenia, w jakim funkcjonują, i oddziałujących na nie czynników. Stąd ważne jest, aby przedsiębiorczość wiejska była wspierana przez samorząd gminny, gdyż od właściwego połączenia polityki samorządów i polityki przedsiębiorstwa zależy nie tylko rozwój małych i średnich przedsiębiorstw, ale również całego regionu. Samorządy gminne mają do dyspozycji wiele instrumentów wspierania przedsiębiorczości. Ich wykorzystanie zapewnia możliwość długookresowego rozwoju, umożliwia zwiększenie konkurencyjności i uzyskiwanie sukcesów rynkowych. Samorządy gminne powinny być świadome, że oprócz bieżących zadań na uwagę zasługuje wspomaganie rozwoju, szczególnie przedsiębiorstw już istniejących, oraz podejmowanie inicjatyw w celu tworzenia nowych firm.
The increase in the number of companies and their development in rural areas depends mainly on the environment in which they operate and the factors influencing it. Hence it is very important that rural entrepreneurship is supported by the local authorities because not only development of SMEs but also development of the entire region depends on the right combination of government policy and company policy. Local authorities have at their disposal a number of instruments to support entrepreneurship. Using them provides possibility of long-term development, allows an increase of competitiveness and obtaining success on the market. Local authorities should therefore be aware that in addition to implementation of the ongoing tasks, special attention should be given to supporting development of the existing companies and taking initiatives to create new ones. Such action of the community in using previously thought strategies and endorsed by a carefully analyzed plan of action is a foundation for long-term economic growth of the region which positive effects have an impact on the entire community.

The currently binding legal regulations in Poland have created a situation in which the debt of local authorities that has been dynamically growing over the recent years is now an instrument which serves the execution of investments which, at least as intended, are to enhance the development of local communities. Upon Poland joining the structures of the European Union, it was the local governments which became the biggest public investor; thus contributing not only to the development of respective regions but also the domestic economy as a whole. Even though the repayable liabilities facilitate an increase in the speed of the development, their negative consequences can make the debt an obstacle to local development. Local development involves the execution of respective undertakings, most frequently investments. It is extremely important tomake the process of creating the local government comprehensive and to make it consider all the aspects of the operation of a given local government. The development of each local government should be sustainable and permanent, thanks to which the needs of today’s generation can be satisfied at no expense to the future generations.
Zadłużenie, a więc najogólniej rzecz biorąc, zobowiązania podlegające zwrotowi, nierzadko w doniesieniach medialnych traktowane jest jako pojęcie o pejoratywnej konotacji i negatywny aspekt funkcjonowania samorządów, zarówno regionalnych, jak i lokalnych, to jednak ze względu na przeznaczenie, przede wszystkim na finansowanie przedsięwzięć inwestycyjnych, w literaturze z zakresu prawa finansowego oraz ekonomii jest przedstawiane w zdecydowanie lepszym świetle. Jego występowanie w gospodarce finansowej jednostek samorządu terytorialnego (JST) nie stanowi przejawu nieprawidłowości występujących w procesie gospodarowania, a jest wręcz wyrazem prorozwojowej polityki władz lokalnych oraz regionalnych. Ograniczone zasoby finansowe samorządu spowodowały, że realizacja inwestycji, będących niezwykle ważnym stymulatorem rozwoju lokalnego, wymaga sięgania po zwrotne źródła finansowania. Obowiązujące regulacje prawne oraz możliwości pozyskiwania środków z funduszy Unii Europejskiej (UE) spowodowały, że dynamicznie rosnący w ostatnich latach dług JST służył przede wszystkim realizacji przedsięwzięć inwestycyjnych, które przynajmniej w zamierzeniach mają służyć rozwojowi wspólnot lokalnych. Włączenie Polski w struktury zjednoczonej Europy spowodowało, że to właśnie samorządy stały się największym inwestorem publicznym, przyczyniając się tym samym do rozwoju nie tylko poszczególnych regionów, ale również całej gospodarki krajowej. Realizacja poszczególnych przedsięwzięć inwestycyjnych budzi czasem zastrzeżenia i obawy, niemniej z samego założenia mają one służyć zarówno rozwojowi danych samorządów, jak również poprawie jakości życia ich mieszkańców. Mając na względzie te argumenty, zawarty w literaturze przedmiotu pozytywny obraz zadłużenia samorządowego jest uzasadniony. Istnieje jednak dość pokaźna luka w zakresie analizy aspektów negatywnych, jakie bez wątpienia występują.

Local authority units constitute significant structures in the creation and execution of regional policy at the regional level, as well as local policy at the district and municipal levels. Political parties play the leading role in selecting candidates for local govemment bodies. Party procedures for composing and approving councilors’ ballot papers, as well as the method of electing single person local authorities are crucial for the quality of regional and local elites of power. The character o f political leadership at regional and local levels is undoubtedly influenced by personal relations between party structures and local authorities, as well as by the type of political culture that dominates in a given community. The subject of the paper is the presentation o f the above determinants, regarding the appointment and functioning of local authorities.
Jednostki samorządu terytorialnego stanowią bardzo ważne struktury w tworzeniu i realizacji polityki regionalnej na szczeblu województwa, jak również polityki lokalnej na szczeblu powiatu i gminy. W selekcji kandydatów do samorządowych organów władzy, pierwszoplanową rolę odgrywają partie polityczne. Partyjne procedury tworzenia i zatwierdzania list wyborczych na radnych, a także sposób wyboru jednoosobowych organów samorządowych mają niebagatelne znaczenie dla jakości regionalnych i lokalnych elit władzy. Na charakter przywództwa politycznego występującego na szczeblu regionalnym lub lokalnym niewątpliwy wpływ wywierają powiązania personalne struktur partyjnych z władzami samorządowymi, jak również typ kultury politycznej dominującej w danej społeczności. Przedmiotem artykułu jest przedstawienie powyższych uwarunkowań związanych z wyłanianiem i funkcjonowaniem władz samorządowych.

This paper examines the current management of municipal solid waste in Kano metropolis and highlights the problems that impede efficient management. Focus group discussion was employed to ascertain people’s perception of the existing municipal solid waste management services, expectations, and the extent to which residents are willing to support and participate in the process. The results of the study indicated many issues combined to impede efficient management such as the negative externalities namely: the service is free; the incoherent association of poor management of municipal solid waste with diseases occurrences; religious and cultural beliefs; a pervasive lack of trust of all government institution and initiatives related to municipal waste management services. The results also revealed that although public awareness and participation has been shown to be critical in the success of municipal solid waste management endeavour all over the world, it is absent in Kano metropolis. The study recommends use of focus group disussion and other similar mechanisms such as town meetings to create awareness as a means to enunciate citizens charter that will enhance public support and participation in municipal solid waste management in Kano metropolis.

Celem artykułu jest poszukiwanie przyczyn sprawności samorządów lokalnych w wykorzystywaniu funduszy pomocowych jako wyniku funkcjonowania w regionach o wyższym poziomie społeczeństwa obywatelskiego, które nadaje specyficzną strukturę działaniom zbiorowym i indywidualnym, podejmowanym dla zaspokojenia potrzeb społeczności lokalnych i realizacji celów zbiorowych. Postawiona teza dotyczy uwarunkowanej kulturowo zdolności do samoorganizacji, społecznego współdziałania, stopnia zaufania do otoczenia, tworzących kapitał społeczny w poszczególnych regionach, jako czynnika warunkującego sprawne działanie instytucji na przykładzie zdolności samorządów gminnych do wykorzystania środków z programu SAPARD. Autorka określa operacyjną definicję sprawności władz samorządowych w pozyskiwaniu środków z funduszy pomocowych oraz bada regionalne zróżnicowanie tej sprawności w Polsce, wykorzystując przy tym 9 wskaźników.
"The article deals with determinants of efficient absorption of European Union's structural funds by local authorities entities. It focuses on factors connected with civil society that distinguish different regions. As it was broadly recognized and explored, the ""basis of civil society is the social capital of a region. Social capital includes networks and relationships between people that transmit their shared attitudes and values and therefore influences on structures of common initiatives undertaken by individuals and different groups in order to fulfill local societies' needs. The author studies to what extent social capital of different regions conditioned by cultural factors influences institutional efficiency of local authorities in Poland in relation to absorption of pre-accession fund SAPARD."

Głównym celem przeprowadzonych badań była próba oceny działań podejmowanych przez władze lokalne zmierzających do pozyskiwania inwestorów zagranicznych. Wykorzystując metodę ankietową przeprowadzono badania wśród przedstawicieli władz lokalnych w 76 gminach województw: wielkopolskiego, pomorskiego i warmińsko-mazurskiego. Wyniki przeprowadzonych badań wykazały, że połowa badanych władz samorządów lokalnych podejmowała zróżnicowane działania mające na celu pozyskanie inwestycji zagranicznych m.in. przez zmianę planu zagospodarowania (24%), czy uzbrojenie terenu (17%). Władze samorządów lokalnych prezentowały w tym celu także swoje oferty inwestycyjne wykorzystując strony internetowe (32%), uczestnicząc z ofertą na imprezach promocyjnych, prezentacjach i targach (27%). Aktywna polityka władz lokalnych w zakresie pozyskiwania inwestorów przyczynia się do lokowania przedsięwzięć gospodarczych na terenie określonych gmin, które są w stanie zapewnić funkcjonującym i potencjalnym przedsiębiorcom konkurencyjne warunki gospodarowania.
The main objective of the study was to evaluate the measures taken by local authorities aiming to attract foreign investors. Using the method of questionnaire survey was conducted among representatives of local authorities in 76 municipalities in provinces of Wielkopolska, Pomerania and Warmia-Mazury. Results of this study showed that half of those surveyed local government has taken various measures to attract foreign investment, among others by changing the plan (24%) and utilities (17%). Local authorities presented for this purpose as their investment offers using the Internet (32%), participating in the offer of promotion events, presentations and exhibitions (27%). Active policy of local authorities in seeking investors contribute to the placement of business ventures in certain communities that are able to provide functioning and potential entrepreneurs competitive economic conditions.

Subject and purpose of work: The purpose of the study was to identify the areas of activity of the local authorities in the context of the implementation of public tasks that could be financed with funds from the issue of the so-called green bonds. Materials and methods: The main research method was critical analysis of documents (using document of a normative nature and of various ranks) and the literature on broadly defined public finance and financial market issues. The individual case method, as well as inductive and deductive reasoning were also supportive in achieving the purpose of the study. Results: The study presents areas related to the provision of public services and identifies those ofthem which represent negative environmental impact. The identified characteristics of public task entities included provide the premise for answering the question: will an instrument such as the ‘green bonds’ constitute a secure source of funding? The study shows the evolution of legislative changes relevant to the implementation of environmentally sustainable projects while presenting the benefits of their implementation. Conclusions: The conclusions indicate the benefits of financing investments with funds from the issue of ‘green bonds’ for the budget of the local authority, the issuer and the bondholders.

Reliable information and two-way communication are crucial for building democracy from the bottom-up. As the Internet access expands and municipal websites proliferate, more attention is given to the scale and scope of actual use of this new medium for communication by local authorities and citizens. In the article it is considered whether the Internet is used firstly, to create more openness in politics, secondly, to involve members of local communities in the political agenda setting as well as discussions on specific local policy issues. The afore-mentioned problems are examined in reference to the results of research conducted in four local communities. The research included analysis of the functionality of municipal websites, in-depth interviews and a survey. There are undisputable advantages of the municipal websites ranging from the availability of first-hand information to convenient methods of informing authorities about issues of concern to the public. However, authorities are rather hesitant to allow free two-way flow of information. Moreover, the opportunity for citizens to be consulted is still underdeveloped irrespective of the interactive tools available. Finally, even the high level of satisfaction with the information received coupled with peoples' trust in government, does not influence their very moderate feeling of political empowerment.
W artykule został podjęty problem zakresu, w jakim oficjalne lokalne strony internetowe przyczyniają się do zwiększenia dostępności informacji, sprzyjają komunikacji między mieszkańcami a przedstawicielami samorządu oraz prowadzą do zwiększenia zaangażowania tych pierwszych w podejmowanie decyzji. Odniesiono go do wyników badania, które objęło analizę funkcjonalności witryn samorządowych, sondaż oraz wywiady pogłębione. Wyniki przeprowadzonej analizy wskazują, że mimo szeregu korzyści płynących z uruchomienia stron internetowych, najmniej oczywistym elementem ich funkcjonowania jest wciąż konsultacja. W jej kontekście do trudności należy zaliczyć: po pierwsze, dostępność informacji, która może być podstawą do formowania opinii na temat polityki samorządu; po drugie, dostępność funkcji pozwalających na zebranie głosów w dyskusji na istotne dla społeczności lokalnej tematy; po trzecie, problem kultury dyskusji, który bez odpowiedzialnych działań ze strony zarządzających stroną prowadzi do blokowania komunikacji, a w skrajnych przypadkach do jej zerwania, poprzez zamknięcie forum. Stopień rozwoju stron internetowych, wyposażenie ich w narzędzia umożliwiające interaktywność, w ograniczonym stopniu różnicuje badane miejscowości pod względem poczucia wpływu mieszkańców na działania samorządu.

Jawność życia publicznego spełnia istotną rolę w działalności jednostek samorządu terytorialnego w Polsce. Stąd też w niniejszym artykule podjęto próbę ukazania zasad dostępu obywateli do informacji publicznej na szczeblu gminy. W wprowadzeniu dokonano przeglądu podstaw prawnych udostępniania informacji publicznej oraz zdefiniowano pojęcia towarzyszące temu zagadnieniu. W kolejnej części artykułu poddano analizie zasady i formy działalności gminy mające na celu realizowanie przysługujących w tym zakresie praw obywatelskich. Wskazano organom gmin także kwestię organizacyjną dotyczącą udostępniania społeczności lokalnej interesujących ją dokumentów. W oparciu o akty prawne i orzecznictwo sądowe zaakcentowano potrzebę umieszczania wszelkich informacji w Biuletynie Informacji Publicznej. Wiele treści znajdujących się w tym artykule omówiono na tle zdarzeń zaistniałych w codziennej działalności samorządu gmin. Ponadto wytypowano i poddano wnikliwej analizie zagrożenia wynikające z bagatelizowania konstytucyjnego obowiązku informowania społeczeństwa o publicznej działalności organów gminy.
Transparency in public life plays an essential role in the activities of local governments in Poland. Therefore, in this article is an attempt to show the principles of citizens’ access to public information at the municipal level. The introduction of a review of the legal basis for access to public information and to define the concept associated with this issue. In the next part of this article analyzed the principles and community activities aimed at implementing granted in this area of civil rights. Municipal authorities also pointed out the issue of organization on the local community to share the interesting documents. Based on the laws and judicial decisions highlights the need for putting all the information in the Public Information Bulletin. Many contents of this article discusses the background of events on the daily activities of local communities. Moreover, were selected and subjected to a thorough analysis of risks of underestimating the constitutional obligation to inform the public about the activities of the public community.

This paper describes the main aspects of methodology of creating and implementation the Development Strategy for the Poznań Agglomeration. Metropolis Poznań 2020. After 25 years of municipal autonomy in strongly urbanised areas, Polish metropolitan areas now face the start of an integration process in the field of metropolitan governance which has become necessary in response to the dynamic suburbanisation processes. City of Poznań, 20 suburban municipalities and district of Poznań signed an Agreement of Cooperation among the Local Governments of the Poznań Agglomeration The members of the Agglomeration Council unanimously supported the founding of the Metropolitan Research Centre and each municipality provided resources for this purpose, proportionally to their respective populations. The most promising are the prospects for cooperation in creating a Development Strategy for the Poznań Metropolitan Area and new association: Poznań Metropolis.
