    Przedmiot opracowania mieści się w ogólnej teorii reform administracji publicznej i omówiony jest w dwóch płaszczyznach: opisu dotychczasowego przebiegu i próby ewaluacji skutków przeprowadzonych reform administracji publicznej w latach 1990-2009 oraz wskazania wybranych kierunków potencjalnych zmian w latach następnych. Autor przyjmuje jako hipotezę wyjściową konieczność reformowania administracji publicznej, odwołując się do poglądów doktryny, zwłaszcza nauki administracji, dowodząc następnie, iż powołanie w 1990 r. samorządu terytorialnego na poziomie gminy, a następnie próby jego rozbudowy z lat 1990-1998, zakończone sukcesem reform z 1998 r. i przywróceniem powiatu oraz powołaniem samorządu województwa, są jej potwierdzeniem, a zarazem doskonałą ilustracją dla koncepcji typologii reform. Przeprowadzona ewaluacja skutków reformy z 1998 r. na tle jej założeń stanowi punkt wyjścia dla wskazania głównych kierunków proponowanych zmian w prawie, mających na celu dalszy rozwój samorządu powiatowego. Pierwszy, dotyczy charakteru ustrojowo-prawnego powiatu jako jednostki podziału terytorialnego kraju i tym samym jednostki samorządu terytorialnego, a zwłaszcza problemu zespolenia administracji powiatowej pod zwierzchnictwem starosty. Drugi, dotyczy konstrukcji organu wykonawczego i postulowanego rozważenia większej stabilizacji pełnienia funkcji starosty w okresie kadencji rady powiatu. Trzeci odnosi się do konieczności uregulowania klauzul kompetencyjnych organów powiatu, które na tle domniemania kompetencyjnego na rzecz rady w gminie i na rzecz zarządu w województwie są niedookreślone. Czwarta kwestia poruszona w artykule podnosi zasadność dalszego upośledzenia powiatu w zakresie form organizacyjnoprawnych prowadzenia gospodarki komunalnej i działalności gospodarczej wykraczającej poza jej granice w stosunku do gminy i województwa samorządowego. Wreszcie piąty obszar, w którym może następować dalszy rozwój samorządu powiatowego obejmuje określenie zadań jednostek samorządu terytorialnego i po dokonaniu stosownych korekt postuluje się ustalenie takiej mapy zadaniowej, która nie będzie rodzić zbędnych dyskusji o zasadność powierzenia danego zadania określonej jednostce, co w efekcie wyeliminowałoby powracające co jakiś czas dyskusje o zasadności istnienia powiatu.
    The subject developed is located in the general theory of public administration reforms and is discussed on two levels: the description of the past experience and an attempt to evaluate the effects of public administration reforms carried out in the years 1990-2009 as well as encompasses the indication of the selected lines of potential changes in the subsequent years. The author takes as a starting point the necessity of reforms in the public administration by referring to the views of doctrine, especially the science of administration, arguing further that establishing in 1990 the local government at the commune level and then making an attempt to expand it in the years between 1990-1998 ended up as successful due to the reforms from the year 1998 and the restoration and establishment of the regional government. These are the confirmation as well as a perfect illustration of the concept of a typology of reforms. Evaluation of the effects of the reform carried out in 1998 as regards to the reform’s earlier assumptions constitutes the starting point for the indication of the main directions of the proposed changes in law aimed at further development of the district self-government. The first direction concerns the nature of the legal district as the unit of the country’s territorial division and, at the same time, the unit of territorial selfgovernment, especially the issue of connecting the complex administration under the chairman of the district board sovereignty. The second refers to the construction of the implementing authorities and the proposed consideration of a more stable governor to hold office during the term of the district council. The third relates to the necessity of regulation of the terms of clauses in which authorities, against the background of alleged responsibility on behalf of the Council in the municipality and on behalf of the Board of Directors in the province, are unspecified. The fourth issue raised in the article argues the merits of further impairment of the county in forms of communal economy and economic activity beyond its boundaries in relation to the municipality and the province of local government. Finally, the fifth area, in which the self-government may develop further, includes specifying the tasks of the units of self-government and after the relevant adjustments, advocates the creation of the tasks map, which will not be raising unnecessary debates on the legitimacy of entrusting the task to the specified unit, thereby eliminating discussions on the necessity of the existence of the district, which break out from time to time.

    The article deals with the problem of the boundaries of the administrative authority of the municipality. It will set out the various causes and factors that make municipalities take action to solve local problems, but to confront the rules of generally applicable laws that exclude the excessively local nature of the solutions used in the municipality. Consequently, the administrative authority gains, on the one hand, the consolidation of its judicial and doctrinal interpretation, and, on the other hand, the assertions of conceptual autonomy and independence, which are well established in the doctrine, are confirmed.

    W artykule przedstawiono możliwości i korzyści wprowadzenia do programów e-learningowych modeli interaktywnych w zarządzaniu i organizacji łańcucha dostaw. Przedstawione modele interaktywne powstały w projekcie e-learningowego programu Master of International Logistics w Międzynarodowej Wyższej Szkole Logistyki i Transportu we Wrocławiu. Uzupełniają one podstawowe wykłady i ćwiczenia programu e-learningowego, przy czym mogą być też wykorzystane w nauczaniu tradycyjnym. Rozważania nad procesem projektowania modeli poparto dwoma przykładami. Pierwszy dotyczy optymalizacji transportu z wykorzystaniem MS Excel. W drugim przykładzie poszerzono znacznie zbiór ograniczeń i zakres danych. Wymagało to wykorzystania komercyjnej platformy Log-hub, która stworzyła okazję do zilustrowania interaktywności i umożliwiła optymalizację złożonego problemu logistycznego. W podsumowaniu zebrano doświadczenia i efekty powstałych w trakcie realizacji projektu modeli interaktywnych w logistyce.

    W artykule została przedstawiona koncepcja wewnętrznego zróżnicowania terytorium jednostki samorządu terytorialnego w zakresie wykonywanych przez nią zadań (głównie własnych), które – korzystając z terminologii swoistej dla nauk ekonomicznych i nauk o zarządzaniu – określone jest mianem dywersyfikacji terytorialnej w działalności jednostki. Teza wyjściowa o dopuszczalności dywersyfikacji uwzględnia konstytucyjną zasadę jednolitości terytorialnej państwa, jak również zasadę równości wobec prawa, w tym sensie, że jest możliwe, a zarazem zgodne z prawem, wewnętrzne różnicowanie terytorialne, polegające m.in. na wydzielaniu pewnych obszarów, na których jednostka samorządu terytorialnego prowadzi gospodarkę komunalną w odmienny sposób niż na pozostałych lub innych obszarach. Dywersyfikacja terytorialna w działalności jednostek samorządu terytorialnego może być rozpatrywana jako narzędzie zarządzania strategicznego, służące ich rozwojowi, szczególnie w warunkach ograniczonych zasobów, a także stagnacji gospodarczej. Takie podejście znajduje swoje oparcie w założeniach Agendy Terytorialnej Unii Europejskiej 2020, jak też w opinii Europejskiego Komitetu Ekonomiczno-Społecznego, dotyczącej polityki zrównoważonego rozwoju terytorialnego Unii. W artykule przeprowadzono analizę stanu regulacji prawa pozytywnego i doktryny w zakresie zróżnicowania terytorialnego w funkcjonowaniu jednostek samorządu terytorialnego na poziomie województw, powiatów i gmin. Analiza został odniesiona do wybranych sfer działalności tych jednostek, takich jak planowanie i zagospodarowanie przestrzenne, gospodarka odpadami, ustanawianie niektórych danin publicznych o charakterze lokalnym.
    The article presents the concept of internal differentiation of a territory of an entity of territorial self-government within the scope of its tasks (mainly own tasks), which – according to the terminology specific for economic and management studies – is defined as territorial diversification in the entity’s activity. The initial thesis on acceptability of diversification includes the Constitutional principle of territorial uniformity of the state as well as the principle of equal justice under law in the sense that the internal territorial differentiation that consists in; among others, isolating certain areas within which an entity of territorial self-government pursues the municipal economy in an different way than within other or different areas, is possible and lawful. Territorial diversification in the activity of entities of territorial self-government can be considered as a strategic management tool supporting development; especially, in the conditions of limited resources and economic stagnation. This approach is additionally supported by the assumptions of the Territorial Agenda of the European Union 2020, and the opinions of the European Economic and Social Committee on the sustainable territorial development policy of the European Union. The article analyses the regulatory status of the positive law and doctrine within the frameworks of territorial diversification in the functioning of the entities of territorial self-government at the level of voivodeships, districts and communes. The analysis was referred to the selected spheres of these entities’ activity, as spatial planning and development, waste management and establishing certain local public imposts.

    The article is devoted to the essence of the municipality, which is a community formed from the inhabitants of a territorial division unit, which should manifest itself in the exercise of power in that territory. The article focuses on one of the key manifestations of municipal government as the foundation of its independence. The analysis of the laws, together with their judicial and doctrinal interpretation, will answer the question of whether the idea of territorial authority has any basis in truth, or whether it is merely mythical idea.

    Modern public administration is primarily an administration that provides services to citizens. The key role is played by local government units, to which the Constitution of the Republic of Poland has assigned important public tasks in the sphere of satisfying the collective needs of their residents. The article will analyse constitutional provisions in terms of identifying those systemic principles that serve the implementation of this function of the administration.
    Współczesna administracja publiczna to przede wszystkim administracja świadcząca na rzecz obywateli. Kluczową rolę odgrywają jednostki samorządu terytorialnego, którym Konstytucja RP przyznała istotne zadania publiczne w sferze zaspokajania zbiorowych potrzeb ich mieszkańców. W artykule zostanie przeprowadzona analiza przepisów konstytucyjnych pod kątem identyfikacji tych zasad ustrojowych, które służą realizacji tej funkcji administracji.

    This paper tackles staff problems of contemporary public administration. It starts with an analysis of the dependence between the efficiency of administration and the effi ciency of public servants in administration, whose efficiency depends on the level and quality of their qualifications. The analysis was carried out in three perspectives (i) with regard to the whole public administration of the State, (ii) with regard to the State and government central administration and (iii) with regard to regional public administration, on the example of the Lower Silesia region. It was assumed that the quality of the staff in administration is related to and depends on the legislation regulating the recruitment for public administration offices. The relevant provisions determine the choices made in the recruitment process and the subsequent creation of career paths. However, unstable and poor legal provisions have a negative impact on the quality of public administration personnel, which is manifested in poor performance, high employment fl uctuations and a diminishing interest among the younger generation in a career in public administration. This, in turn, may distort the natural generation exchange of administration staff in the future. As can be seen from the statistical analysis conducted in respect of the numbers of public administration employees and the fluctuation among them, as well as the demographic structure examined with regard the gender, age and length of employment, the initially assumed hypothesis of the negative consequences of the inconsistent legislative policy governing the regulations of the public administration staff. The sociological picture illustrating the attitudes among the members of the society to public administration confirms the hypothesis of the poor condition of public administration and a loss in confi dence in its activities or actions. The main reason for the current situation is that the constitutional principle of the neutrality of civil servants is realised only by orders that prohibit combining civil service with political activity, but do not limit or reduce the strong and direct influence exercised by political parties on the legal regulations within public civil service or the policies of appointing candidates to key administrative positions in (not only government) offices.

    Ensuring safety and continuity of production is the major task of telecommunication systems in deep mining. These systems, despite their use of modern and innovative infrastructure of monitoring solutions, are not free from imperfections. One of the practical problems are false alarms signaling the occurrences of damaged infrastructures. In the paper, the data sources of the telecommunication system are identified and described, as well as the methods of their preprocessing. To build a classifier, a method of attribute selection is proposed to detect false alarms generated by the telecommunication system of the mine. Experiments were carried out on real data extracted from the telecommunication system operating in the copper mine of the KGHM Polska Miedź SA.

    W artykule zaproponowano metodykę realizacji projektu systemu wspomagania decyzji marketingowych z wykorzystaniem metod eksploracji danych i technologii Big Data. Inspiracją podejścia była metodyka eksploracji danych CRISP-DM, która oryginalnie nie była zorientowana na projekty Big Data. Z tego powodu metodykę tę zmodyfikowano pod kątem celu i wymagań funkcjonalnych oraz technologicznych projektowanego przez nas systemu. Główne prace badawcze w projekcie koncentrowały się na analizie i eksploracji dużych, heterogenicznych zbiorów danych o dużej zmienności. W artykule szczegółowo opisano etapy procesu realizacji projektu według rozszerzonej metodyki CRISP-DM, z uwzględnieniem specyfiki procesów analizy i eksploracji dużych baz danych marketingowych przetwarzanych w czasie rzeczywistym. W celu ilustracji podejścia podano też przykłady zadań w trakcie realizacji etapów projektu na konkretnych danych o klientach, transakcjach i produktach sklepu internetowego.
    The article proposes a methodology for development of a marketing Decision Support System using data mining methods and Big Data technologies. The main research findings focus on the analysis and exploration of very large, heterogeneous sets of highly volatile marketing data. The approach is inspired by the CRISP-DM methodology which is not oriented towards Big Data applications. The article describes in detail the stages of the project development according to the extended CRISP-DM methodology, taking into account the specificity of the analysis and exploration processes of large marketing databases processed in real time. In order to illustrate the approach, the examples based on real data about customers, transactions and products of the Internet store were discussed.

    This paper presents the approach to a description of the knowledge of data mining as a module ontology DM in the Intelligent Dashboard for Managers on the example of the implemented system called InKoM. The ground knowledge is focused on selected concepts and associated data mining algorithms . As a result, the system provides the necessary functionalities for managers of small and medium-sized enterprises. The ontology of data mining provides, o especially for inexperienced managers, substantial support in decision making processes and simultaneously improves the quality and effectiveness of knowledge discovery. In this paper, the motivation for the project, the concepts, the process of creating ontology, and particularly the stage of the conceptualization phase are described. The application of the considered InKoM system with implemented ontology of data mining is discussed to demonstrate its permanent usefulness for managers.
    W artykule przedstawiono niekonwencjonalne podejście odwzorowania wiedzy z zakresu eksploracji danych (Data Mining) jako modułu ontologii DM w Inteligentnym Kokpicie dla Menedżerów, dalej zwanego system InKoM. Jest to kompleksowe rozwiązanie technologii systemów klasy BI zarówno dla średnich, jak i mikroprzedsiębiorstw. Optymalna selekcja pojęć i algorytmów eksploracji danych w zaimplementowanej ontologii systemu pozwala na poprawną identyfikację wniosków oraz zwiększa możliwości percepcyjne menedżera, zwłaszcza niedoświadczonego. InKoM jest odpowiedzią na zapotrzebowanie kadry kierowniczej na program ekspercki, który umożliwia niezależność i swobodę działania w zakresie zaawansowanych analiz, wspierając jednocześnie procesy decyzyjne oraz poprawiając jakość i skuteczność odkrywania wiedzy. W niniejszej pracy zaprezentowano motywację projektu, koncepcje oraz proces tworzenia ontologii, ze szczególnym uwzględnieniem fazy konceptualizacji. Zastosowanie systemu InKoM dla studium przypadku ma na celu wykazanie efektywności i przydatności modelu decyzyjnego dla menedżera.

    The authors of this paper present an approach to trading strategy design for an A-Trader multi-agent system which supports investment decisions on the stock market. The functionalities of the system, and the main component, the Supervisor Agent, used as a strategy a consensus method to reduce the level of investment risk, are described. The consensus method allows the coordination of the work of agents, and on the basis of the decisions provided by the agents presents trading advice to the investor. The strategy has been tested on FOREX quotes, namely on the pair USD/PLN. The results of the research are described and the directions of the further development of the platform are provided in the conclusion.

    The article presents the approach to the definition the financial knowledge used for an Intelligent Dashboard for Managers. The content of the knowledge is focused on essential concepts related to the management of micro, small and medium enterprises. Knowledgebased functions, not previously available in commercial systems, increase the quality, effectiveness, and efficiency of the decision-making process. The Intelligent Dashboard for Managers contains six ontologies describing areas of Cash Flow at Risk, Comprehensive Risk Measurement, Early Warning Models, Credit Scoring, Financial Market, and General Financial Knowledge. In the article we presented the process, used in the InKoM project, of creating ontology, particularly the stage of encoding ontology in a formal way in Ontopia. This description was illustrated with the example of creating ontology of Credit Scoring.

    The article presents an approach to evaluate the BI systems applied in the InKoM project. The evaluation method is based on a scorecard framework, oriented towards Decision Support Systems and projects dedicated to the management supporting of small and medium enterprises (SME). To design the method, known existing BI maturity models, usability standards, and scorecard frameworks have been analyzed and adapted to SMEs area. Notably, the scorecard framework was extended to the new evaluation criteria associated with innovative functions created in the InKoM project, especially such as ontologies of economic and financial knowledge, and visual navigation and exploratory interface based on topic maps. The selected elements of the scorecard framework and usage in InKoM of multi-criteria evaluation are illustrated and discussed in this paper.

    The article presents the key elements of the Intelligent Management Dashboard InKoM. The InKoM system was designed, built and implemented in the TETA BI environment as the fundamental product of a project which research and commercialization phases were conducted in 2012-2014. The innovative Intelligent Dashboard for SMEs Managers developed by the consortium is both a supplement to and an extention of the TETA BI system, which is a set of business intelligence solutions marketed by UNIT4 TETA BI Center. The major innovation of the InKoM system lies in a very wide application of methods, techniques and tools for visual data exploration in the field of economic and financial knowledge. The creators of the system believe that the approach they adopted and the solutions they developed provide managers of SMEs with some advanced analytical and information tools which had not been available for them earlier and which improve the quality, effectiveness and efficiency of decision-making processes. It should be added that the project InKoM and the system created under it are the examples of collaboration and knowledge transfer between a scientific research institution, a commercial manufacturer of business software and business practitioners, cooperation without which it is impossible to develop innovative solutions to support management.

    W artykule1 przedstawiono podejście do ewaluacji systemów Business Intelligence (BI) zastosowane w projekcie InKoM. Metoda ewaluacji opiera się na ramowej karcie wyników, przeznaczonej dla systemów i projektów dedykowanych menedżerom małych i średnich przedsiębiorstw (MŚP). Opracowując metodę ewaluacji, przeanalizowano i dostosowano do obszaru MŚP znane, dostępne na rynku komercyjne i niekomercyjne modele dojrzałości BI, standardy użyteczności i ramowe karty wyników. Warto zauważyć, że ramowe karty wyników zostały rozszerzone o nowe kryteria oceny, związane z innowacyjnymi, opartymi na wiedzy funkcjonalnościami stworzonymi w projekcie InKoM, zwłaszcza takimi jak ontologie wiedzy ekonomicznej i finansowej oraz interaktywny, wizualny interfejs nawigacji i eksploracji oparty na mapie pojęć. Wybrane elementy rozszerzonej ramowej karty wyników oraz procedura jej zastosowania w wielokryterialnej ewaluacji projektu InKoM są przedstawione i omówione w prezentowanym artykule.

    The authors of this paper present the architecture of a multi-agent system which supports investment decisions on the stock market. The individual components of the system, the manner of communication between them, the mechanism of assessing the individual agents are discussed. New methods of pre-processing financial series, the concept of never-ending learning, the behavioural model of stock exchange traders and the manners of translating the modelled patterns into the open and close position signals are described.     W artykule przedstawiono podejście ukierunkowane na zintegrowanie wiedzy o procesach gospodarczych w systemach wspomagania decyzji (Decision Suport Systems). Dotyczy to dwóch głównych aspektów systemu, tj. sformalizowania procesów predefiniowanych w modelowaniu procesów (Business Process Modeling Notation) oraz wykorzystania ontologii dziedzinowej w analizie informacji finansowych. Niniejszy projekt wpisuje się w program prac badawczych nad stworzeniem podstaw teoretycznych inteligentnych systemów wspomagania decyzji opartych na wiedzy statycznej (strukturalnej) i proceduralnej. Celem opracowania jest zaproponowanie możliwości zastosowania procesowej ontologii do reprezentacji wiedzy w modelach wspomagania decyzji ukierunkowanych na analizę zadłużenia przedsiębiorstwa. Wiedza systemu opisana w ontologii zawiera podstawowe pojęcia finansowe i relacje związane z procesami podejmowania decyzji finansowych. Metodyka przyjęta w artykule oparta jest na eksperymencie przeprowadzonym na podstawie rzeczywistych danych finansowych pochodzących ze sprawozdań finansowych przedsiębiorstwa budowlanego. Wyniki badań potwierdzają użyteczność ontologii procesowej we wspieraniu procesów podejmowania decyzji ukierunkowanych na wzmocnienie stabilności finansowej przedsiębiorstw.
    The article presents an approach oriented to integration of knowledge of business processes in Decision Support Systems. It concerns two major aspects of the system, i.e. the formalization of processes predefined in Business Process Modelling Notation, and the use of a domain ontology in analysis of financial information. The research project is related to the design of smart decision support systems based on static (structural) and procedural knowledge. The purpose of this paper is to propose a process-based ontological approach to knowledge representation in analytical models focused on debt analysis. The content of the knowledge is focused on essential financial concepts and relationships related to decision-making processes. Methodology adopted in the paper is based on the experiment that was carried out on real financial data extracted from the financial information system in a construction company. Research findings are included in the statement that process ontology may support decision making processes oriented towards enhancing financial stability of the companies.

    The article presents the issues related to the implementation of the rules of the National Framework of Qualification Standards for Higher Education and proposes their practical solutions by means of dedicated ICT applications, called PSSOR. The PSSOR system has been developed at Wrocław University of Economics (WUE). The application allows to make a smooth reconstruction of the formal requirements and descriptions of all programs of the studies conducted at four faculties of the WUE; and is currently used to manage the educational programs. In the paper the few main functionalities of PSSOR are presented and illustrated. The practical usefulness of the system is systematically verified by the staff and students of the WUE, while pointing further issues related to the organization of modern educational processes.

    This work has been initiated bu the NTIE (National Association of Business Informatics) that is heading to make considerabe effort to engage the broader busines informatics community in a dialog to promote Business Informatics as a scientific discipline and to improve educational programs. This article is an attempt to sketch the curricula guidelines for undergraduate study in Business Informatics. In the article the current curricula in Business Informatics at the leading Polish universities of economics have been described and analyzed. To provide concrete guidance on curricular structure and future developments the proposition of undergraduate study has been presented with a few exemples of actual core courses.

    W artykule przedstawiono propozycję rozszerzenia funkcjonalności w systemie klasy Business Intelligence na potrzeby menedżerów małych i średnich przedsiębiorstw (MŚP). Dotyczy ona dwóch istotnych aspektów systemu, tj. interfejsu, uwzględniającego poziom wiedzy menedżera, oraz wspomagania interpretacji danych ekonomiczno-finansowych z wykorzystaniem wbudowanej w systemie ontologii dla wybranych obszarów analizy finansowej. Prowadzone badania związane są z budową inteligentnego interfejsu dla systemów wspomagających podejmowanie decyzji przez menedżera, którego istotnym elementem jest tworzony model jego wiedzy przy wykorzystaniu oprogramowania do eye trackingu. Przeprowadzono eksperyment na rzeczywistych danych finansowych z wykorzystaniem systemu BINOCLE firmy Bilander oraz oprogramowania do eye trackingu Tobii StudioTM firmy Tobii, w którym uczestniczyli analitycy finansowi, specjaliści controllingu i menedżerowie.
    This paper presents a proposal to extend the functionality of the Business Intelligence system for Small and Medium-sized Enterprises (SMEs). It concerns two major issues of the system, ie. the interface that takes into account the level of manager knowledge, and the support in the interpretation of economic and financial data using the built-in ontology system covering selected areas of financial analysis. The studies are related to the discovery of manager knowledge from report observations patterns, captured by eye-tracking software and data mining techniques. An experiment, in which attended by managers of SMEs, financial analysts and students of Economics, was conducted on real financial reports available in BINOCLE information system.

    „To co złe, przepowiadam bezbłędnie”. Wywiad z Dmitrijem Bykowem (Kraków, październik 2019) Rozmowa z bardzo znanym pisarzem rosyjskim średniego pokolenia Dmitrijem Bykowem (ur. w 1967), obecnie na emigracji w USA, przeprowadzona w Krakowie w październiku 2019 roku. Dotyczy wielojęzyczności pisarzy różnych narodowości na emigracji, niereformowalności Rosji putinowskiej oraz zakresu wpływu kultury polskiej na twórczość samego Bykowa. Ważny fragment wywiadu dotyczy rosyjskich pisarzy, będących w niewoli niemieckiej podczas II wojny (Witalij Siomin, Konstanin Worobiow) oraz wstrząsającej dokumentalnej opowieści Elżunia autorstwa Iriny Irosznikowej – o polskiej dziewczynce zamordowanej przez żołnierza niemieckiego, z takim wstrząsającym mottem: „„Była sobie raz Elżunia, umierała sama / Bo jej ojciec w Oświęcimiu / Na Majdanku mama”.
    “What is bad, I predict without error”. Interview with Dmitry Bykov (Cracow, October 2019) An interview with a very well-known Russian writer of the middle generation, Dmitry Bykov (born in 1967), currently in exile in the USA, recorded in Krakow in October 2019. It concerns the multilingualism of writers of various nationalities in exile, the unreformability of Putin’s Russia and the extent of the influence of Polish culture on the work of Bykov himself. An important fragment of the interview concerns Russian writers who were in German captivity during the Second World War (Vitaly Siomin, Konstanin Vorobev) and the shocking documentary story Elzhunia by Irina Iroshnikowa about a Polish girl murdered by a German soldier, with such a shocking motto: “Once upon a time there was Elżunia, she was dying herself / Because her father in Auschwitz / Mom at Majdanek”.
