Opis:
W 2017 r. przyjęto nowy Europejski Plan Wdrażania ERTMS, który zastąpił dokument z 2009 r. W artykule przeanalizowano przepisy i uregulowania odnoszące się do wdrażania ERTMS na terenie UE, w szczególności w zakresie Europejskich Planów Wdrożenia ERTMS oraz krajowych planów wdrożenia systemu. Przeanalizowano także postępy we wdrażaniu systemu ERTMS zarówno pod kątem polityk na poziomie UE, jak i planów krajowych.
In 2017 new ERTMS European Deployment Plan has been introduced and repealed plan adopted in 2009. The paper presents regulations and rules regarding ERTMS implementation within EU – in respect to European Deployment Plans and national deployment plans. Presentation of regulations is accompanied by implementation progress analysis both regarding EU policies and national plans. Verification of ERTMS implementation progress in comparison to national and European deployment plans shows that in most analysed cases adopted goals has not been achieved.

Zaobserwowano, że prognozy eksperckie analityków wykazują tendencję do błędu w tym samym kierunku („przestrzelenie” w górę albo w dół w stosunku do realizacji) jednocześnie w przypadku większości kursów walutowych rynków wschodzących. W dobie rosnącej internacjonalizacji coraz większą rolę w kształtowaniu kursów walutowych odgrywają mechanizmy związane z globalnymi przepływami kapitału. W artykule wykazano, że zmiany globalnej awersji do ryzyka są czynnikiem powodującym zakłócenia prognoz analityków, a mianowicie występowania jednokierunkowego błędu tych prognoz. Wyniki te dotyczą powiązań nastrojów rynkowych w różnych krajach wskutek globalizacji oraz ich wpływu na zaburzenia oczekiwań rynkowych co do przyszłej wartości kursów walutowych. Mają one znaczenie w analizie własności prognoz kursowych przygotowywanych przez ekspertów – w szczególności w zakresie równania oczekiwań do średniej (mean reversion) oraz obciążenia prognoz (bias).
It was observed that professionals’ exchange rate forecasts show a tendency to miss the target in the same fashion (overshooting or undershooting vs. the ex post observation) simultaneously in the case of the majority of emerging markets’ exchange rates. Considering growing internationalization, global capital flows play a crucial role in foreign exchange rates fluctuations. This paper shows that changing risk aversion negatively impacts experts’ forecasting accuracy, namely causes the aforementioned one-sided errors. Such finding is noteworthy in the context of interrelationship of market sentiments in different countries due to globalization and its impact on distortions in exchange rate expectations. Our results are also vital regarding the properties of professionals’ exchange rate forecasts – particularly regarding mean reversion and forecast bias.

RNA extraction involves several main stages, regardless of the method of extraction: homogenization, effective denaturation of proteins from RNA, inactivation of ribonuclease and removal of any DNA, protein, and some residual contamination. Isolation of undamaged intact RNA is challenging when the related tissue contains high levels of polysaccharides and phenols. Several efforts have been made towards the comparison and optimization of extraction and purification methods for RNA from plant tissues. This is dictated by the necessity of obtaining RNA of a good quality and in a sufficient quantity for further molecular analyzes. Plant storage organs (such as bulbs or seeds) rich in polysaccharide and polyphenolic compounds present distinct challenges for total RNA isolation. Such components, considered in this case as contamination, may bind and co-precipitate with nucleic acids and negatively affect later assays. Since standard routine protocols yield unacceptable results in bulbs, we have designed a new method for RNA extraction. We used two modified procedures (based on CTAB and sarkosyl reagents) of RNA extraction from so called “difficult plant material” and compared them to a popular RNA isolation base on the column isolation kit and TriPure reagent. Our modified protocols dealt with problems of both RNA degradation and low yield caused by co-purification with polysaccharides present in plant bulbs. In this study we have shown that improvement of the CTAB and sarkosyl method with a lyophilization step of plant tissues leads to isolation of high quality RNA from difficult material like storage organs of bulbous plants. The main changes in the procedure compared to the previously described methods concerned the different order of lithium chloride and sodium acetate addition, lithium chloride concentration increase and modification of centrifugation conditions. Gel electrophoresis and spectrophotometer analysis confirmed the high quality and integrity of the obtained RNA. The modified procedures allowed for obtaining a satisfying amount of RNA concentration in the range from 280 to 950 ng/μl depending on the plant species. Thus, the demonstrated RNA isolation methods are efficient and can be used for plant material rich in polysaccharides, such as bulbs.

Opis:
It is well known that versal deformations of nonsimple singularities depend on moduli. However they can be topologically trivial along some or all of them. The first step in the investigation of this phenomenon is to determine the versal discriminant (unstable locus), which roughly speaking is the obstacle to analytic triviality. The next one is to construct continuous liftable vector fields smooth far from the versal discriminant and to integrate them. In this paper we extend the results of J. Damon and A. Galligo, concerning the case of the Pham singularity ($J_{3,0}$ in Arnold's classification) (see [2, 3, 4]), and deal with deformations of general $J_{k,0}$ singularities.

The aim of this study was to investigate the levels of circulating immune complexes (CICs) and concentration of haptoglobin, fibrinogen and C-reactive protein in the serum of horses with recurrent airway obstruction and healthy controls. The study was conducted on a group of 14 adult Polish Konik horses, kept in uniform environmental and living conditions. Horses were divided into two groups: 7 horses were not affected by any respiratory problem (control group) and 7 horses had a history of recurrent airway obstruction (RAO) (study group). A clinical and laboratory evaluation, endoscopic examination and bronchoalveolar lavage (BAL) were performed in all horses. Levels of circulating immune complexes were significantly (p=0.0057) increased in heaves-affected horses compared to healthy controls (median [25th - 75th percentiles]) (3.96 [3.96 - 4.43] vs. 7.46 [5.13 - 11.9]). No significant difference was observed in the levels of the examined acute phase proteins between the groups. Moreover, all results were within the reference range established for horses. The results of this study indicate that heaves in horses is associated with the formation and high level of CICs. Haptoglobin, fibrinogen and C-reactive protein failed as markers of early stage systemic inflammation in the course of RAO.

Opis:
Applications of singularity theory give rise to many questions concerning deformations of singularities. Unfortunately, satisfactory answers are known only for simple singularities and partially for unimodal ones. The aim of this paper is to give some insight into decompositions of multi-modal singularities with unimodal leading part. We investigate the $J_{k,0}$ singularities which have modality k - 1 but the quasihomogeneous part of their normal form only depends on one modulus.

Celem artykułu było przedstawienie wyników badań empirycznych dotyczących oceny znaczenia podstawowych klas informacji strategicznych w podejmowaniu decyzji przez menedżerów polskich gospodarstw rolniczych. Badaniem ankietowym objęto 338 gospodarstw z terenu całego kraju. Analiza miar tendencji centralnych uzyskanych odpowiedzi dowiodła, że informacje określone w badaniu w sposób istotny kształtują decyzje strategiczne rolników. Informacjami o największym znaczeniu były te dotyczące sytuacji finansowej gospodarstwa oraz strony popytowej jego działalności. Za najmniej ważne menedżerowie uznali informacje o działaniach konkurencji oraz o sytuacji na rynku pracy.
The objetive of this paper is to present the results of empirical research on the assessment of the significance of strategic information for decision-making in Polish farms. The survey covered 338 managers of farms from all over the country. Analysis of central tendency measures proved that the information referred in the research, significantly shape the strategic decisions of farmers. The most important information is on the financial situation of the farm and on the demand side of its business. Managers assess information on competitors’ activity and on the situation on the labor market as the least important.
