The article is devoted to the legal situation of people in a crisis of homelessness from the perspective of the implementation of human and citizen rights. To this end, the law was reviewed in the scope of satisfying housing needs, the possibility of obtaining an ID card, employment, active voting rights and health care. These are, of course, only selected areas in which the particular situation of homeless people is reflected. Attempts have been made to indicate that the legislator, as a rule, takes into account the specific conditions of existence of homeless people by introducing regulations that allow them to use the full catalogue of human rights and freedoms while respecting the principle of non-discrimination due to the lack of housing or residence. Despite this, there are still areas where the welfare of homeless people is not properly protected. The reason for this situation are difficulties in the practical implementation of solutions contained in normative acts, imprecise legal provisions, as well as the very diverse situation of people experiencing homelessness.

ObjectivesFor homeless people, emergency departments (ED) are the place of medical care and satisfying physiological, safety and social needs. The treatment of the homeless in EDs is a common issue in many countries. The aim of study was to analyze selected parameters of health care to homeless people in EDs. The authors examined the frequency and the seasonality of admissions, their causes, stay duration, insurance status, and the type of radiological diagnostics performed.Material and MethodsA retrospective analysis of stays of homeless patients in 3 EDs in one of the largest cities in Poland in 2013–2015 was carried out. Patients were qualified to the population of homeless people based of their registering in ED. Data was obtained on the total number of homeless patients’ stays in all 3 EDs, which amounted to 3133.ResultsDuring the 3 years of analysis: 1042 homeless individuals were identified staying 3133 times in EDs; 46.3% of the stays concerned uninsured homeless people; 31% were under influence of alcohol. On average, men used ED services 3 times, while women only twice. No significant seasonality of admissions was observed. Homeless people were admitted mainly for mental disorders and head injuries. Radiological tests were performed 1577 times, including 83% being CT scans. On average, women and those >30 stayed in EDs for the shortest time. The hospital wards admitted 9.3% of the patients.ConclusionsAlmost half of homeless patients repeatedly use ED services, regardless of the season. A patient’s stay typically lasts 6 h. Half of them were uninsured. The main reasons for admission include mental and behavioral disorders, mostly due to alcohol use and head injuries. The primary radiological diagnostics used were CT scans.

W przypadku osób bezdomnych należy je ujmować w kategoriach dotyczących deprywacji potrzeb mieszkaniowych, w kategoriach życia społecznego i społeczności, ale także w kategoriach wykluczenia ekonomicznego i politycznego.
The exclusion may take on different forms, on which decide a variety of factors, by which individuals or whole groups of a society are deprived of chances and possibilities, which are accessible to the majority of said society. In the case of homeless persons we will find it within the domain of the deprivation of housing facilities, within the domain of social life and society, but as well in the categories of economic and political exclusion.

Introduction: People who are homeless are most often unable to acquire and maintain regular, safe, secure, and adequate housing, or they lack a “fixed, regular, and adequate night-time residence”. Purpose: To assess the attitude of secondaryschool students, high-school students, university students, and working adults towards homeless people. Materials and methods: A survey of 420 randomly selected middle school students (n=120), high school students (n=100), university students (n=100), and working adults (n=100) was conducted. Nearly half of the participants reported a fear of homeless people. Results: According to the majority of respondents, a homeless person collects scrap metal and waste paper, and also begs. The first words that come to mind when a majority of people think of the homeless were: poor, unhappy, dirty, lonely, and smelly. The participants reported the main reasons for homelessness to be: joblessness, family problems, alcohol, helplessness, and avoiding work. The majority of respondents argued that social and legal problems are the main reasons that it is difficult for homeless people to extricate themselves from their situation. The groups surveyed had a variety of opinions about homelessness. According to most respondents, a homeless person is a poor, miserable, lonely, childless man with a vocational education who begs, collects scrap metal and waste paper, and is also usually dirty and smelly. Conclusions: In the survey groups, respondents’ opinions about homelessness varied.

The health of homeless people is a serious public health and social problem, which is enhanced by the lack of interest of homeless people to care about their own health. Homeless people are more likely to succumb to various diseases. It is a consequence of their lifestyle, lack of hygiene, diet, drinking too much alcohol, not attending regular medical preventive examinations, mandatory vaccinations, and so on. Homeless people seek medical help late when their illness is unbearable, or when they be- come victims of an accident or a violent crime. The submitted paper in the theoretical and practical part explains the issue of the health status of homeless people. The aim of the paper is to identify the presence of diseases among homeless people and the mutual relationship between their health status and reintegration into the mainstream society. The research part of the paper presents the results of a survey conducted within the Streetwork project in Trnava through qualitative research. The research file consists of 10 homeless people aged 22 to 52 living in the city of Trnava. The group of participants includes 6 women and 4 men. The results of the survey showed the unfavorable health status of ho- meless people. The conclusion of the paper classifies the recommendations for practice directed to streamline health care of homeless people.

The article presents the definitions and functions of supervision significant in the area of social work as well as its individual and institutional benefits. It also presents the results of a pilot study concerning the importance of the instrument of supervision in professional development of social workers. The study showed that the respondents most often participated in sessions providing emotional support, and less often in the sessions offering specialist knowledge. The way of carrying out the supervision was convergent with the current needs of the respondents; however, participating in supervision did not have much influence on making professional decisions or their quality.

Home as a space with its own material and non-material markers is defined, among other things, by social and culturally recognised standards for using and arranging space, which are usually reproduced, mediated and redefined in the everyday living practices of the homeless. Thus, although a flat is perceived as a rare good, a privilege, from which the homeless are excluded, by constituting an important element of human life, also in the situation of homelessness it is acquired through spatial location, the arrangement of adapted- originally not residential – space, or ways of practicing neighbourhood. The article discusses factors or circumstances which in the conditions of homelessness constitute “home – room”, “home – space of housing activity”, “home – space for relations and neighbouring”, and which have been determined by reference to the opinions and practices of the homeless.

There is no Strategic Plan for tackling and preventing homelessness in Slovakia, which exacerbates the unsystematic process of social services for homeless people. For this reason, we point out the positives and negatives of the whole system. The research focuses on mapping the current situation of homelessness and describes the aid system under the auspices of the non-profit sector. The participants in the research were social and street workers who provide care and counseling for the homeless on an outpatient basis, on a residential basis or directly in the street where they live.

The objective of this research is to find out the challenges and social issues of the people who don’t have a permanent shelter to live. In accordance with the findings, homeless people are widely having personal troubles and social abandon. The whole community should take part to support the people who have been isolated from the society. Proper progress can be made through government to care the needy community. According to one of the sayings that a single person cannot change someone’s destiny but, a group of people can.

Znaczącą rolę w niesieniu pomocy osobom bezdomnym w Paryżu spełniają stowarzyszenia charytatywne. Zaskakuje ich wielość, wszechstronność oferowanych świadczeń i pewna innowacyjność w działaniu na rzecz osób wykluczonych. Charakterystycznym faktem jest powstanie niektórych stowarzyszeń z inicjatywy osób prywatnych, które charakteryzują się zwiększoną wrażliwością na zjawisko wykluczenia społecznego. Na szczególną uwagę zasługują prace Stowarzyszenia Emaus, Caritas Francja, Stowarzyszenia Okruch Chleba, Stowarzyszenia Restauracje Serca oraz Kolektywu Zmarli na ulicy. Ważną inicjatywą, choć wymagającą ciągłego usprawniania, jest darmowy numer telefonu (115), poprzez który bezdomni mogą szukać pomocy. Numer ten jest obsługiwany wspólnie przez Państwo i stowarzyszenia. Zwrócić należy również uwagę na bardzo duże zaangażowanie wolontariuszy w działania pomocowe. Ich praca przynosi przede wszystkim wymierne efekty humanitarne, ale także i społeczno-ekonomiczne. Taka działalność z całą pewnością godna jest do naśladowania w obecnej rzeczywistości
The very important role at providing help for homeless people in Paris is ful-filled by the charitable associations. What is surprising here is the large number of those organizations, and also versatility of offered benefits and some innovativeness in the work with excluded persons. It is characteristic that some of those associations have been initiated by private people, sensitive to the phenomenon of social exclusion. The activities of Emaus Association, Caritas of France, A Crust of Bread Association, The Restaurants of Heart Association and The Dead on the Street Collective are especially worth noting. A important initiative, which, however, requires constant improvement, is the free helpline (115), where homeless people can find assistance. This helpline is jointly operated by government and associations. The large-scale involvement of volunteers in assistance activities must also be noted. Their work brings, first of all, measurable humanitarian effects, but also socio-economic ones. This activity is definitely worth pursuing in our reality.

Problematyka dotycząca zasad udzielania świadczeń opieki zdrowotnej finansowanych ze środków publicznych jest złożona i wielowątkowa. Celem niniejszego artykułu jest przedstawienie tylko pewnego fragmentu tych zagadnień, a mianowicie podstaw prawnych udzielania świadczeń opieki zdrowotnej finansowanych ze środków publicznych, na rzecz osób bezdomnych. Z przeprowadzonej analizy obowiązujących w tym zakresie rozwiązań prawnych wynika, że obowiązuje tylko jedna podstawa prawna w tym zakresie dedykowana wprost osobom bezdomnym, tj. objęcie ubezpieczeniem zdrowotnym w ramach indywidualnego programu wychodzenia z bezdomności, która w praktyce ze względu na zakres zastosowania odgrywa jednak niewielką rolę. Pozostałe rozwiązania prawne są przewidziane dla szerszej kategorii osób, do której można także zaliczyć właśnie osoby bezdomne. W wyniku przeprowadzonej analizy zostaną zgłoszone postulaty de lege ferenda, w zakresie wywołującym największe trudności stosowania w praktyce przepisów regulujących te zagadnienia.
The problem of providing healthcare services publicly funded is complex. The purpose of the article is the presentation of a certain fragment of these issues, which, in accordance with title, concerns the legal basis of providing healthcare services publicly funded for homeless people. There is only one legal basis in this regard dedicated straight for the homeless people, namely providing health insurance under individual programme of recovering from homelessness, which in view of the extent of the application plays hardly any role. Other legal solutions are provided for a wider range of categories of people for which the homeless people can be classified. As a result of analysis, the demands de lege ferenda shall be made in the area causing the major difficulties of the application in practice of the rules governing these issues.

Homeless people are subjected to disadvantageous representations in the media, also lacking opportunities for self-representation. This article reports on the findings of two preparatory stages of a project that involves homeless people in the publication of their own newspaper. The findings show that homeless people want to represent themselves through self-created news and to address homelessness as a social issue through people’s life stories, which has the potential to challenge mainstream media practices related to portraying homelessness. At the same time, the analysis reveals several issues that need to be considered while implementing such projects. For example, self-empowerment may sometimes come at the price of disempowerment of others. This emphasizes the importance of carefully structuring the facilitating processes to promote homeless people’s genuine media participation, and to support individual and community empowerment.

Homeless people are one of the most endangered groups of social work. They are multiply marginalized, discriminated in living conditions, financial aid, in the labor market and in supportive relationships. They require crisis intervention due to superimposed problems as a result of which they are in danger of health and life (Olah and coll., 2006). From our experience, we would like to state that there is no way to objectively assess why someone became homeless. Speculation that „it is their fault, they can blame themselves“ and so they must help themselves to get off the streets, we consider very unprofessional. None of the people on the street did not plan to live their lives like this. Those, who has chosen this way of life seemingly freely, responded this way to the uncontrolled living situations such as: divorce, illness (to which belong also addiction), unfavorable social situation and the material need etc. The causes are fairly well described and well known to the general public. Much less are described obstacles to their return to the intact society.

The multidimensional dynamic of changes in the contemporary social reality constantly triggers new attempts to describe and systematise the knowledge of these changes as well as of their accompanying phenomena and their various effects. Social care services and the challenges for their organisation fall within this broad area. This article inscribes itself in these studies. It analyses the understandings of the role which specialist counselling plays in the support system for the homeless people and cites examples of specific solutions adopted in Poland, emphasising the urgency to introduce changes in this domain.
Wielowymiarowa dynamika zmian we współczesnej rzeczywistości społecznej skłania do podejmowania coraz to nowszych prób opisu i systematyzacji wiedzy zarówno na ich temat, jak i na temat zjawisk im towarzyszących i ich różnorodnych skutków. Wśród nich także na temat pomocy społecznej i wyzwań, jakie pojawiają się w zakresie jej organizacji. W nurt tych poszukiwań wpisuje się również niniejszy artykuł. Zawarte w nim analizy dotyczą sposobu rozumienia roli poradnictwa specjalistycznego w systemie wsparcia osób bezdomnych, a przytoczone przykłady wskazują na konkretne rozwiązania przyjęte w Polsce oraz zwracają uwagę na potrzebę koniecznych zmian w tym zakresie.
