    This book is a shortened version of the doctoral thesis completed in Historical Institute of the Łódź University, in 1977. In original version, there was a large chapter concerning Anglo-Soviet relations, omitted here because of the prior publication аs an article in ZNUŁ 1978, no 27. The thesis is based on British government archival materials, chiefly political correspondence, being kept in Public Record Office at London. These are Foreign Office - and Colonial Office paреrs. Another set of documents is from Labour Party's Central Archive at London (so called Transport House). These are mainly memoranda’s of the International Advisory Committee, 1918-1924.

    La presse polonaise des années vingt percevait le problème du désarmement dans le contexte de la sécurité de l'Êtat. On considérait que la Pologne située entre la Russie et l'Allemagne est constamment menacée. On craignait aussi la collaboration de ces deux États. Les premiers principes de la politique polonaise étaient alors: le maintien de l'équilibre des forces dans la région et le manque de liason avec aucun de grands voisins dans la crainte do la „satellisation" (dite la politique de la distance égale entre Moscou et Berlin), la défense du status quo du Traité de Versailles et de la paix en Europe, l'importance particulière des traités multilatéraux face aux traités bilatéraux et le principe du régionalisme issu du doute au sujet de l'efficacité de l'activité de la Société des Nations. La politique polonaise devait avoir comme base une force armée et l'alliance avec la France fondée sur l'authentique communauté d'intérêt ce qui provoquait le rapport sceptique des journalistes polonais envers la question du désarmement. Il a été justifié en plus par les expériences des premières années de l'indépendance, les travaux presque guère avancés sur le désarmement — dans la Ligue des Nations et ailleurs, l'état de l'armement do l'Allemagne et de l'Union Soviétique ainsi que leur collaboration militaire permettant à l'Allemagne de supprimer les clauses de désarmement du Traité de Versailles. Le désarmement restait au centre d’intérêt des militaires qui, dans le contexte du problème rie la sécurité nationale, représentait pour eux une sorte de rêvasserie des utopistes. A l'époque de la Comission Préparatoire pour la Conférence du Désarmement on soulignait que la course aux armemens n'est pas profitable pour la Pologne qui ne peut pas la gagner. Le désarmement devait dépendre du désarmement total de la Pologne sous contrôle avec la participation de la Pologne, de la signature d'une convention de désarme ment de l’Union Soviétique et des garanties de la sécurité. On soulignait qu'il ne s'agit pas la du problème de la nature technique et organisatrice mais surtout rie la nature politique. On comparait aussi les capacités économiques de la Pologne et de l'Allemagne. Le nombre des voix sceptiques envers le désarmement en général augmentait, non seulement à propos de son aspect polonais. Ce scepticisme caractérisait aussi bien les journalistes polonais que les milieux officiels.

    After 10 years in action, the European Neighbourhood Policy is in shambles. The region of ENP, seen in 2004 as a future place of democratic transformation, appears to be in 2015/16 a hotbed of wars, ethnic – religious violence, terror and massive migration. Not a single factor contributed to ENP’s success – bad luck from the start! However, there were also internal clashes within the EU which madeENP less effective: – appeal to common values as a base of cooperation, was politically correct but hardly workable; – “conditionality” method revealed weaknesses while applied without a promise of membership; – process of ENP’s strategy planning was disturbed by transatlantic tensions over Iraq war, what had a negative impact on the quality of ENP’s strategic dimension. Russia counteracted openly, secretly and actively and continues to keep the political/military control over the region. ENP remains an essentialpillar of EU’s security but – definitely – time has come to reset the policy.

Książka ta jest przeznaczona dla studentów kierunków: gospodarka przestrzenna, inżynieria środowiska, ochrona środowiska, budownictwo, a także dla pracowników jednostek samorządu terytorialnego, planistów i urbanistów oraz pracowników instytucji ochrony środowiska.
    The issues addressed in the paper concerned with the use of renewable energy sources in housing real estate management, in accordance with the principles of sustainable development and environmental protection policy, with the use of European Union aid funds. The law basics of sustainable development regarding economic policy, social policy, development policy and environmental protection were presented. The assumptions concerning the Green Deal as a strategy for the economic development of the European Union were also shown. The presentation of the energy situation of Poland against the background of the European Community countries is the starting point for determining the assumptions of long-term energy policy in the light of the applicable legal regulations with regard to the gradual increase in the share of energy from renewable sources in the total energy consumption of households. The economic and ecological aspects of space and real estate management were discussed, with particular emphasis on the implementation of renewable energy sources in modern housing, indicating ecological solutions in the process of thermomodernization of existing buildings and a gradual transition to energy-saving and passive construction. Costs are undoubtedly the most important element in the transition to renewable energy. Therefore, the possibilities of financing implemented projects with the use of EU funds were analyzed most extensively.
