From the very outset, the Second Polish Republic’s tax policy was fraught with many problems, the elimination of which gave rise to a great number of difficulties, while the resultant tasks went far beyond the traditional understanding of the term. The need to unify the previously existing tax systems in pre-war Polish lands, the need to obtain adequate revenues for the State budget, and endeavouring to create a tax system that would provide sufficient funds allowing Polish society and the economy to fulfil its potential, were only some of the most important challenges facing the authors of the Polish fiscal policy. From the point of view of its goals and activities, this policy can be divided into two main periods. The first, which lasted until the mid-1920s, included the unification of the existing fiscal solutions and the construction of a framework for the tax system. In the second period, despite the reform that had already been announced at the very outset, the tax policy was focused primarily on achieving short-term objectives, and openly neglected any systemic changes. It was only in the last three years, just before the outbreak of World War II, that the so-called small tax reform was brought in, which was to become the first step towards major changes in the system. In this way, after twenty years of independence, the Second Polish Republic was still facing new challenges whose eventual realisation was interrupted by German aggression. The assessment of the actions carried out under this policy has to be ambivalent, because apart from any real success, the policy in question also had evident failures and by the end of the 1930s, the tax system which the Poles had worked so hard to build was still incomplete.

Goal – the aim of the paper is to present the fundamental institutional changes which took place in the Polish social policy between 1918 and 1956, i.e. from regaining independence to the end of the Stalinist period in Poland. Therefore, the paper will present both the processes that constitute the construction of the social policy system, embedded in the European tradition and capitalist economy, and the process of dismantling of that system carried out by the communists at the end of the 1940s and at the beginning of the next decade, which imitated the Stalinist model of social activity of the state. Research methodology – the paper has been prepared with the use of a number of research methods in the field of humanities and social studies, necessary for the proper reconstruction of institutional changes which took place in the Polish social policy in the discussed period. The research has been based on the query of the archival sources, printed and legal, as well as specialist press and research papers. Score – the construction of the social policy system, which began in 1918, was not completed in the interwar period, but strong institutional foundations for such a system were created. After the World War II its reconstruction was, understandably, based on the pre-war rules. Political and systemic changes, which took place in Poland after communists gained full power, meant even greater nonuniformity between the institutional solutions, which stemmed from capitalism, and the model of socialism built in the late 1940s. Along with this process, social policy also underwent salinization and, as the result of institutional changes at the beginning of the 1950s, it had completely different functions than in the capitalist economy. It was objectified and it became an instrument of economic policy aimed at socialist industrialization and collectivization of villages. Its main task was no longer to solve social issues but to meet social needs. This new role, resulting from the Stalinist system, meant significant impoverishment of social policy and limiting the effectiveness of the state activity on social life.

The aim of this article is the presentation of the scope of responsibility of employers towards workers’ families in Poland in the interwar period. The article also shows how those duties were fulfilled. This issue appeared in Europe with the development of social insurance programmes and labour laws. The Second Republic of Poland built its own legal system for employees’ families. It included health insurance and benefits, families’ pensions and funeral allowances. Certain obligations were also imposed on employers in the context of labour law. The most important was the obligation to open nursery schools for the children of women who worked in factories.

In the period of the Second Polish Republic, social policy became an important field of activity for public authorities. It was distinguished by a high level of awareness of the prevalent social problems, progressive legislation, and advanced management. The only missing element was sufficient financing. In the budgetary policy of the Second Polish Republic, social expenses were of minor importance. For the most part of the period, they amounted to approximately 3% of all expenses. The Ministry of Social Care was underfunded, which was evident in nearly every aspect of its activity. Hence, if one wonders if the origins of the Polish welfare state can be traced back to the Second Polish Republic, the answer must be “no”. Although extra funds (spent on tackling unemployment, pensions, or disability benefits) were found outside of the ministerial budget, the arguments presented in this article only confirm the hypothesis presented above.
