Cyberattacks have become a serious global concern, effecting enormous losses to different sectors. In the shipping business, major companies report violations to their operations’ integrity and security, and losing great amounts of money. While the International Maritime Organization (IMO), through the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) 1978, as amended, is yet to release a standard for the cybersecurity education and training of seafarers, some maritime education and training institutions (METIs) have acted proactively and included cybersecurity knowledge and skills in their curricular offerings. This study looked into the cybersecurity course offerings of four METIs that served as the case studies of the researchers. In particular, the following objectives were addressed: the cybersecurity knowledge and skills included in their curriculum; the importance of the cybersecurity knowledge and skills to seafarers; and the educational approaches of the METIs in delivering their topics on cybersecurity. The first and third objectives were answered using different sources of qualitative data, including document analysis, interview and direct observation. The quantitative approach, in the form of a survey questionnaire, was used to address the second objective. The METIs, though not the same in content, were found to have included cybersecurity knowledge and skills in their curriculum. These knowledge and skills were perceived to be very important by seafarers. Similar to the content of their courses, the METIs delivered their cybersecurity courses by employing varied educational approaches. To address the gap on the lack of cybersecurity course design and delivery minimum standards, a framework in the shape of a lantern is developed and proposed to guide maritime courses designers, in particular, and other course designers, in general.

This paper aims to examine numerous sustaining factors in the restabilisation of Afghanistan, from legal, logistical and technical perspectives. The significance of logistics and infrastructure for state reconstruction and stability has been recognised by military and engineering practices. However, previous research on Afghanistan has focused on specific areas such as geopolitics, regional studies, bilateral cooperation and international aid. In contrast, this paper examines specialised issues within logistics and infrastructure, i.e., transit rights, access to ports, investors’ codes of conduct and the modus operandi of military and engineering engaged in the construction, operation and protection of infrastructure, which have not yet been fully discussed in the previous research. Furthermore, the importance of logistics of multiple shipping routes will be examined through comparative analysis. Considering a prolonged restabilisation process in land-locked Afghanistan, rights of transit and port access are imperative to achieve safe logistics in energy, water, food and medical supplies. In conclusion, an integrated, comprehensive model agreement for multilateral cooperation would enable international aid to be funnelled via a single scheme. Thus, this paper concludes that the long-term stability and development of Afghanistan will be guaranteed through a comprehensive framework agreement for logistics, which materialises rights of transit and port access.

Opis:
One can note that the issue of children rights has always been topical and while there is still plenty of complex topics to be studied, the author yet invites to return to the basics of the child’s rights, and in particularly, to the need to protect the child’s identity as a legal value. The purpose of the article, therefore, is to clarify the meaning of the child’s right to identity enshrined in the international, and in particularly, the 1989 Convention on the Rights of the Child, and according Latvian legislation. With the assistance of a descriptive method in conjunction with a historical method the article marks the historical events of the last quarter of the 20th century leading to formation and contemporary understanding of the right to identity. Historical remarks are followed with a smooth transition into the analysis of the international and Latvian legal framework. The used sources among others include a number of international, European and Latvian legal acts, as well as accessible interpretative manuals, monographs, comments, transcripts and other sources for a better understanding of the contents of the legislation. The named analysis has been performed with the use of legal comparative, systemic and analytical research methods.

Opis:
Attempts of the European Union for accession to the European Convention for the Protection of Human Rights and Fundamental Freedoms have been made for years, which proves the task is very difficult in the context of the institutional and legal issues. In view of the complexity of the issue and limitations as to the scope of this paper the focus is on selected legal acts sui generis, as passed by the EU institutions and by the Council of Europe. The analysis covered the stance of the Court of Justice of the European Union and it was based on the legal opinions formulated on the basis of the primary law. The question whether the said accession is still possible remains unanswered.
Już od lat jesteśmy świadkami podejmowania prób przystąpienia Unii Europejskiej do Europejskiej Konwekcji Praw Człowieka i Podstawowych Wolności jak się okazuje jest to zadanie szczególnie skomplikowane ze względu na problemy instytucjonalno-prawne. Z uwagi na złożoność zagadnienia i na ograniczenia objętościowe niniejszej publikacji skupiono się na analizie wybranych aktów sui generis wydanych przez instytucje UE jak i organy Rady Europy. Przeanalizowano stanowisko Trybunału Sprawiedliwości Unii Europejskiej opierając się na wydanych przez niego opiniach prawnych, podpartych aktami prawa pierwotnego. Pozostawiając otwarte pytanie Czy przystąpienie do konwencji jest nadal możliwe?

The article is part of studies concerning the Polish ethnic policy. Its main aim is an attempt to evaluate mentioned policy in the light of the international law standards. A tool for that is analysis of the documents regarding implementation by Poland of the provisions of the European Charter for Regional or Minority Languages (ECRML) and the Framework Convention for the Protection of National Minorities (FCNM).

Gender equality is a cornerstone in the process of Albania’s integration into the European Union. Although gender equality terminology was once considered impossible, progressive steps have now been taken to increase female involvement at the top of public office, decision-making, and local government. The continuous political changes of our country have created a huge legal gap over the role of women in society. Political and economic reforms after the 1990s aimed to create an equitable system of benefits between women and men, concerning their freedoms and personal rights. It is very important to emphasize that gender equality policies have an impact on improving the welfare of society by creating a parity that aims to flourish in a modern state. Reforming the legal framework on gender equality policies in Albania is a challenge, but its implementation is a considerable legal treasure trove for human rights. The same treatment of both genders will lead to the national restructuring of the monetary and human resources which will be governed by the treaties ratified by our state in creating a very good legal guide to the implementation of European standards.

The bill can be qualified to the category of the so-called special acts that are passed due to the need for an extraordinary regulation regarding a given situation or event. It was found that although the legitimacy of accepting the submitted bill cannot be questioned, and regulations of this type have already been introduced into the Polish legal system, it is postulated that in the future reaching for the instrument in the form of a separate act for the organization of one event should be an exception, and it should not become a standard practice. It was assessed that Article 22 of the bill may be considered incompatible with Article 57 of the Constitution of the Republic of Poland due to the restriction that violates the essence of the right to participate in the assemblies.

Opis:
The idea of identity and national consciousness are sociological and political concepts that are connected with normative acts, in particular with the Constitution. These concepts involve the problem of national and ethnic minorities. The sense of national identity is associated with a sense of belonging to the nation and it applies to individuals, has the character of a personal right, and is associated with identification with the national community. The material scope of national identity is difficult to determine; however, it contains access to widely understood cultural goods. The article 35 of the Constitution of the Republic of Poland draws attention to the components of national identity. This article lists freedom to preserve and develop one’s own language, to maintain customs and traditions, to develop one’s own culture, as well as the possibility of creating educational and cultural institutions for protection of religious identity. In the light of the analyzed views of doctrine, jurisprudence and international standards, it seems that there is no doubt that the concept of a nation in the Polish Constitution is not ethnic. Such an ethnic meaning may have the notion of a national minority.

The aim of the paper is to present a methodological aspect of research on convention bureaux’ roles in the meetings industry. The online survey was conducted among almost 300 cities listed in the ICCA’s ranking. Convention bureau managers were asked about the tasks of every convention bureau and the performance of their own institution. Every task was incorporated into one of the main five roles of convention bureau: an agent, a coordinator, a leader, a representative, and a marketer. The research method was based on the IPA (Importance-Performance Analysis).
Celem pracy jest prezentacja metodologicznego aspektu badań dotyczących roli biur kongresowych w przemyśle spotkań. Przeprowadzony w sieci sondaż objął prawie 300 miast z rankingu ICCA. Menadżerów biur kongresowych zapytano o zadania każdego biura i działalność ich instytucji. Każde zadanie przypisano jednej z pięciu głównych ról biura kongresowego: agenta, koordynatora, przewodniczącego, przedstawiciela i sprzedawcy. Metodę badawczą oparto na analizie istotności-osiągnięć (IPA).

Ze względu na nasilanie się konkurencji pomiędzy regionami turystycznymi, w tym między miastami, konieczne jest poszukiwanie zasobów i rozwiązań, które przyczynią się do wzmacniania potencjału konkurencyjnego poszczególnych jednostek przestrzennych. Jednym z owych sposobów może być przyciąganie wydarzeń oraz rozwijanie szeroko pojętego przemysłu spotkań, określanego też jako turystyka biznesowa. Zarządzaniem tym segmentem turystyki zajmują się Convention Bureaux, a więc w omawianym zakresie to efektywność prowadzonych przez nie działań powinna wpływać na potencjał konkurencyjny określonego miasta. W związku z powyższym w artykule zawarto najważniejsze założenia projektu badawczego mającego na celu określenie roli Convention Bureau w kształtowaniu tego potencjału. Omówiono przede wszystkim uzasadnienie podjęcia tematu, a także przedstawiono problem badawczy, cel, hipotezę oraz zarys metodyczny. Artykuł stanowi koncepcję rozprawy doktorskiej.
Increasing competition between tourism destinations, including cities, enforces a need of searching for resources and solutions, which will amplify theirs competitiveness potential. One of ways could be attracting events and developing a business tourism or in other words – an events industry. Convention Bureaux are responsible for managing this industry and for that reason their activity could influence on the cities’ competitiveness potential. Therefore, this paper presents the framework of research project. Its aim is to define the significance of convention bureaux in forming the cities’ competitiveness potential. The paper focuses on importance of this topic and presents the research problem, purpose, hypothesis and methods. The paper lays a concept of PhD thesis out.

Celem tego artykułu jest porównanie polityk państw Europy Środkowej wobec mniejszości narodowych i etnicznych na przestrzeni piętnastu lat (1989–2004). Ponadto Polska, Czechosłowacja (od 1993 r. Czechy i Słowacja) i Węgry są krajami o zróżnicowanej strukturze narodowej i etnicznej. Polska jest wyjątkowym krajem z racji swej niemalże homogenicznej struktury etnicznej ludności w porównaniu do Czech, Słowacji oraz Węgier, krajów z liczną mniejszością romską, a przypadku Słowacji również z mniejszością węgierską. Okres komunizmu w latach 1945–1989 stał pod znakiem dyktatu Związku Radzieckiego we wszystkich dziedzinach życia politycznego, społecznego i gospodarczego. Dotyczyło to również spraw mniejszości. Przemiany, które nastąpiły w roku 1989, były wolnym wyborem elit politycznych oraz społeczeństw Czech, Polski, Słowacji oraz Węgier. Jednakże kryteria członkowskie UE (tzw. kryteria kopenhaskie) zawierały m.in. wymóg przestrzegania praw mniejszości narodowych, etnicznych i językowych. Były to swego rodzaju „podwójne standardy” ze strony UE. Poddano analizie wpływ UE oraz innych aktorów międzynarodowych na politykę Bratysławy, Budapesztu, Pragi i Warszawy w dziedzinie praw mniejszości narodowych w okresie przygotowań do członkostwa. Uległ on znacznemu zmniejszeniu wraz z pełnym członkostwem Czech, Polski, Słowacji oraz Węgier dnia 1 maja 2004 r.
The aim of this text was to compare policy of Central European towards national and ethnic minorities over the period of fifteen years (1989–2004). Besides Poland, Czechoslovakia (since 1993 Czech Republic and Slovakia) and Hungary are countries of quite different ethnic and national structure. Poland is a unique country due to its’ almost mono-ethnic population when comparing to Czech, Slovakia and Hungary, countries with a large Romani and in case of Slovakia also Hungarian minority. The period of communism 1945–1989 in all fields of political, social and economic life was under the dictate of Soviet Union. This applied to minorities issues as well. The changes which started in 1989 was a freely chosen way of political elites and societies of Czech, Hungary, Poland and Slovakia. Although the membership criteria of the EU (so-called Copenhagen Criteria) consisted inter alia of a criterion in favour of respecting the rights of national, ethnic and language minorities. It was a kind of “double standards” by the EU. The text analyses the impact of EU and other international actors on policies of Prague, Bratislava, Budapest and Warsaw in the field of national minorities rights during the accession preparations. It was significantly reduced after the full membership of Czech, Hungary, Poland and Slovakia after the 1st of May 2004.

Opis:
In the paper, divided into two parts, a problem of advancements in maritime education and research facing the 21st century challenges, based on the case study of the Gdynia Maritime University (GMU) experience is discussed. Part I is devoted to the advances in the maritime education and research towards the challenges in a global meaning. The maritime education challenges are focused on contribution of the University’s representatives in full implementation of the STCW 1978 as amended in 2010 convention, and on the flexible adoption of the academic specializations and programmes to the European and National Qualifications Frameworks, as well as to the needs of a global and local labour market. The research advancements in the maritime universities are basically oriented to marine transport problems, and their main focus is concentrated on the implementation of new technologies, effective and reliable technical and organizational solutions, friendly for users and environment. Part II is dedicated to the Gdynia Maritime University experiencing the 21st century challenges. In this part, firstly the education and research potential of the Gdynia Maritime University, as the one of the world-leading maritime universities, is shortly presented. And next, the GMU’s contribution and good practices concerning the participation in modification of the processes of the IMO STCW 78/2010 convention, adoption of programmes into the international and national qualification frameworks’ standards and procedures, as well as the development of research addressed to a new technological and organizational solution are described and analyzed.

The article presents legislation on sex offenders in the USA, United Kingdom and France. The author discusses the nature of the registers and the role played by them in the strategy applied in selected countries to deal with sex offenders. He also provides an analysis of legal basis for establishing a register of sex offenders in Poland and offers proposals for legal solutions with a view to the future law.
