The article points out the role and importance of standardization in the EU economic policy and development strategy and discusses European standardization activities in the field of transport and its basic institutional structure and organization of the work of the technical bodies of the European Standards Organizations (ESOs). The relation between the standardization and legislation and selected European standardization initiatives concerning transport are shown. The article also deals with the principles of cooperation of the EU Member States and ESO technical bodies as well as the main problems of the system of national standardization.

Komunikat Komisji Europejskiej w sprawie planu działań dotyczącego gospodarki leśnej EU to pięcioletni plan działań, obejmujący zestaw działań, które KE proponuje realizować wspólnie z państwami członkowskimi. KE proponuje m.in. wspieranie działań edukacyjnych i informacyjnych w zakresie ochrony środowiska oraz udoskonalenie wymiany informacji i komunikacji. Forest Communicators Network zostało utworzone i działa w ramach Komitetu Drzewnego UNECE oraz Europejskiej Komisji Leśnej FAO. Jest to zespół specjalistów zajmujących się komunikacją społeczną w leśnictwie i sektorze leśnym.Wramach FCN wydzielono podgrupę (Forest Pedagogics) zajmującą się edukacja przyrodniczo-leśną, której celem jest utworzenie na poziomie europejskim podstaw dla edukacji przyrodniczoleśnej opartej na przykładach najlepszych praktyk, wspólnych zasadach oraz jakościowych standardach. W czerwcu 2008 r. odbył się trzeci Europejski Kongres Edukacji Leśnej (European Forest Pedagogics Convention), na którym dyskutowano m.in. na temat ustalania przyszłych celów grupy Forest Pedagogics, edukacji przyrodniczo-leśnej widzianej z perspektywy właściciela lasu, wzajemnych relacji między edukacją leśną a edukacją dla zrównoważonego rozwoju.
Communication from the Commission to the Council and the European Parliament on an EU Forest Action Plan is a five-year action plan consisting of a set of key actions which the Commission proposes to implement jointly with the Member States. EC propose among others encouraging environmental education and information and improving information exchange and communication. Forest Communicators Network was established by the UNECE Timber Committee and the FAO European Forestry Commission. It is a team of specialists of communication in forestry and forest sector. A Sub Group on Forest Pedagogics was established with the task to develop European Forest Pedagogics Concept based on best practice examples, common principles and quality standards for forest related environmental education. The third European Forest Pedagogics Convention took place in June 2008. Future aims of the sub group as well as forest related environmental education from forest owner perspective, mutual relation between forest education and education for sustainable development were discussed.

Wypadki drogowe stanowią jeden z najważniejszych problemów polityki zdrowotnej i społecznej współczesnego świata Obecnie na świecie śmiertelny wypadek drogowy zdarza się średnio co 50 sekund, a co dwie sekundy powoduje on obrażenia u ludzi. Według WHO każdego roku na drogach świata ginie prawie 1,3 mln osób, a od 20 do 50 mln osób doznaje ciężkich obrażeń ciała i wymaga długotrwałego, kosztownego leczenia. Wielu następstwom wypadków drogowych można skutecznie zapobiegać, co wymaga jednak ciągłej pracy nad nowymi metodami i technika m i efektywnej profilaktyki. W ostatnich latach, z powodu ciągłego wzrostu liczby ofiar śmiertelnych i rannych w wypadkach w ruchu drogowym, podjęto szereg inicjatyw dotyczących poprawy bezpieczeństwa ruchu drogowego w skali kontynentalnej i globalnej. W artykule przedstawiono najważniejsze światowe i europejskie programy dotyczące profilaktyki wypadków drogowych.
Road accidents are one of the most important problems of health and social policy of the modern world. The problem of road accidents appeared early in the development of the automotive industry and, together with its development took epidemic proportions. Currently, in the world, a fatal traffic accident occurs on average every 50 seconds, and every 2 seconds it causes injures to humans. According to WHO data, over 13 million people die each year on roads, and between 20 and 50 million suffer serious injuries and mostly require lengthy and costly treatment. Many consequences of road accidents can be effectively prevented. This requires continuous work on new methods and techniques for effective and sustainable prevention. In recent years, due to the continuous in increase in the number of deaths and injuries on the road, the heave been many initiatives to improve road safety in the continental and global scale. This paper presents the most important global and European programmes for preventing road accidents.

Aim: The aim of this article is to discuss the global and European concepts of sustainable development and how they can enhance European integration. Design / Research methods: The analysis of statistical data will show positive and negative trends in Europe. In addition, barriers to the implementation of the sustainable development strategy will be indicated, as well as areas in which the EU should put more effort into achieving its ambitious goals. Conclusions / findings: European Union countries stand out in the international arena for their high standard of living, made possible by a high level of economic development and extensive social welfare systems. However, at the turn of the 20th and 21st centuries it became clear that maintaining these high standards in the face of fundamental changes – both externally and internally – would require a significant reorientation of the current development policy. Euroscepticism, European integration, globalization and the increasing competitiveness of the rapidly growing Indian and Chinese economies, the IT revolution, the rise of the importance of knowledge and innovation, the prospect of depleting non-renewable natural resources crucial for modern development (combined with the associated risk in prices) are all becoming increasingly prominent in the list of challenges which Europe faces. Originality / value of the article: The article discusses the current statistical data of the whole concept of sustainable development rooted in the Europe 2020 program in contrast to other, studies, which in the majority focus on one issue of European programs. Implications of the research: This analysis complements the discourse regarding the Europe 2020 strategy. JEL: Q01, F15

Effective land registers ensuring the accessibility of land information are of cru- cial importance for the development of cross-border conveyancing which falls within the scope of free movement of capital in the European Union. Specific to the European countries’ land registration systems is that they diverge consider- ably, the result being that they have not been directly subject to harmonisation so far. Nevertheless, efforts are undertaken to increase cooperation among national land registration authorities and what particularly contributes to achieve this objective is a common tendency towards informatisation. The article presents of assumptions and outcomes of selected information and communication technol- ogies-based projects implemented at the European level in order to streamline cross-border conveyancing by way of interconnecting land registers. On this basis, an attempt has been made to assess the effectiveness of hitherto cooperation initiatives and the prospects for enhancing the integration of real estate markets.

Celem artykułu jest przedstawienie nowych inicjatyw Unii Europejskiej w dziedzinie polityki klimatyczno-energetycznej, na tle procesu tworzenia międzynarodowych porozumień dotyczących ochrony klimatu oraz próba oceny tych inicjatyw, także z punktu widzenia interesów Polski. Niemożność osiągnięcia nowego porozumienia klimatycznego zastępującego protokół z Kioto przed terminem jego wygaśnięcia spowodowała decyzję o przedłużeniu obowiązywania tego protokołu do 2020 r. Kraje rozwijające się nadal nie są więc zobowiązane do ograniczania emisji gazów cieplarnianych. Tymczasem udział tych krajów w światowej emisji gazu cieplarnianego wynosi już 3/5 i szybko rośnie. Dotychczas uzgodniono jedynie plan działań zmierzających do osiągnięcia w 2015 r. powszechnie obowiązującego porozumienia dla okresu po 2020 r. Mimo trudności z zawarciem nowego globalnego porozumienia klimatycznego, Unia Europejska podejmuje nowe inicjatywy wyznaczające dalsze ambitne cele dla swej polityki klimatycznej, słusznie uważając, że stanowią one nie tylko trudne wyzwanie, ale i szansę dla jej gospodarki. Podczas szczytu UE w październiku 2014 r. udało się przyjąć cele klimatyczne do 2030 r. Twarda postawa Polski pozwoliła m.in. uzyskać zachowanie bezpłatnych uprawnień do emisji dla mniej zamożnych członków UE także w latach 2020-2030. Istnieje jednak obawa, że dodatkowy czas na działania dostosowawcze w polskiej gospodace, w tym w energetyce, nie zostanie przez polskie władze i przedsiębiorstwa właściwie wykorzystany.
The aim of the article is to present new initiatives of the European Union in the field of climate and energy policy, against the background of creation of international agreements on climate protection tasks and attempt to evaluate these initiatives, also from the point of view of Polish interests. Due to inability to reach a new climate agreement to replace the Kyoto Protocol before its expire date, it was decided to extend the Kyoto Protocol by 2020. Thus, developing countries are still not so committed to reducing greenhouse gas emissions. Meanwhile, the share of these countries in the global greenhouse gas emissions is already 3/5 and is growing rapidly. So far there is only agreed an action plan to achieve in 2015 the universally binding agreement for the period after 2020. Despite the difficulties with the conclusion of new global climate agreement, the EU is taking new initiatives to further defining its ambitious goals for the climate policy, rightly believing that they are not only difficult challenge, but also a chance for economy. The climate targets for 2030 were adopted at the EU summit in October 2014. A tough stance of Poland allowed getting inter alia the free allowances for the less wealthy EU members also in 2020-2030. There is a fear that the additional time for adaptation in the Polish economy, including the energy sector, will not be properly used by the Polish authorities and companies.

In the era of globalisation a command of foreign languages is regarded as a priority. For this reason, the Council of Europe and the European Commission promote language learning and linguistic diversity. A focal point in their language policy is reflection, which is recognized as a key feature of an employee’s professionalism. Therefore, the importance of reflection is stressed throughout all the years of language education. The objective of this paper is to give information about the documents, tools and actions which support a reflective approach to language learning and teaching in Europe.

In recent years, EU autonomous trade policy has not changed. In terms of the European Union’s treaty trade policy there is a tendency to create new networks of trade and economic relations not only with European countries, but also from other regions of the world, such as Asia, Latin America. The EU has still new association agreements, including the agreement on creation of free trade zones. More of them deep and comprehensive free trade areas, providing not only the abolition of customs duties and quantitative restrictions on trade between themselves, but also the introduction of other freedoms of the common market, particularly services and capital. Initiatives and activities during the Polish Presidency were seen mainly in the field of treaty trade policy. In terms of the South Council adopted a mandate for the European Commission to negotiate agreements DCFTA (Deep and Comprehensive Free Trade Agreement) with North African countries, namely Egypt, Jordan, Morocco and Tunisia. In the area of the southern European countries should also be noted to lead to the adoption of autonomous trade preferences for the Western Balkans. During the Polish presidency has been closed the last stage of the accession process of Croatia. There has also been significant progress in the accession negotiations with Iceland. Steps were also taken in the field of trade negotiations on association agreements with other third countries, among others with Mercosur, with Central American countries, the agreement on free trade zone with India and Singapore.

Budownictwo, będące gałęzią przemysłu odpowiedzialną za znaczący udział zużycia surowców naturalnych, energii i emisji szkodliwych substancji do atmosfery, stanowi jeden z najważniejszych obszarów działań Unii Europejskiej w zakresie poprawy stanu środowiska naturalnego. Podejmowane w UE inicjatywy dotyczą bezpośrednio ograniczenia negatywnego oddziaływania ekologicznego procesu produkcyjnego, oceny właściwości środowiskowych samych wyrobów oraz stymulowania zapotrzebowania w odniesieniu do proekologicznych procesów, wyrobów, obiektów i usług. W artykule przedstawiono wyniki analizy najważniejszych europejskich aktów prawnych z ekologii wpływających na zakres obowiązków producentów wyrobów budowlanych (z uwzględnieniem problematyki wyrobów ceramicznych, szkła i wyrobów ogniochronnych) oraz tych, które pozwalają na identyfikację i promocję wyrobów o obniżonym negatywnym oddziaływaniu na środowisko naturalne.
The paper presents the outcome of the analysis of the most important ecology – related European legislation that determines the responsibilities of the manufacturers of construction products (including problems concerning ceramic, glass and fire protective products) or that identifies or promotes the products with limited negative environmental impacts.

The European Union (EU) is continuously working towards further promoting and facilitating registration and development of OMPs. The goal of this article is to present a broad overview of existing legislation, programmes and incentives in the EU that allow for accelerated access of orphan drugs and high medical need products, as well as give some historical context and how these programs are interconnected. The authors conducted an explorative review of publicly available sources of regulatory intelligence policy and information on orphan drug and rare disease policies as well as information on accelerated assessment programs in the EU. The authors identified and looked into the following programs and initiatives: orphan drug legislation, accelerated assessment, conditional approval, Priority Medicine (PRIME), compassionate use programs, off-label use and RTU, Medicines Adaptive Pathways to Patients (MAPPs), ADAPT-SMART, HTA initiatives (EUnetHTA, Parallel Consultation), STAMP, IMI and IMI2 and the European Framework Programmes (incl. FP7 IDEAL, Asterix and Inspire). It can be concluded that promoting innovation and early access to medicines has been firmly put on the agenda in the EU, with various programs and initiatives, either national or EU-wide. Hurdles in regulatory science remain present, especially for rare diseases, but fundamental research as done in FP7 could lead to more efficient orphan drug development. Barriers in the field of HTA, pricing and reimbursement still need to be addressed to enhance patient access. The true effectiveness of all these programs will only become clear over time.

One of the key problems and challenges for the European Union’s security are international migration movements. They pose a threat against economic, social and ecological security. In the literature of the subject matter there are numerous publications relating to the widely understood problem of migration and its influence on the European Union’s security. However, there is no comprehensive analysis or assessment of these initiatives which include establishing new bodies and institutions dealing with the problem of migration in the EU as well as seeking new undertaking aiming at limiting migration and its consequences. Migration movements play a significant role in the European Union’s functioning and bring about both positive and negative effects. The EU faces a serious challenge which is to develop legal and organizational solutions which will improve the management of migration flow, which in turn will translate into higher security level of this organization.

Opis:
Clusters as a form of organization are the subject of extensive research whose results are presented in the rich literature on the subject. A logistics cluster is one of functional forms of clusters. European practice shows the existence of logistics clusters, which are still very common. This article aims to compare the European cluster initiatives and analyze them by identifying the conditions leading to the emergence of a logistics cluster. The conclusions of the analysis are significantly practical and they can be used in the Polish business practice.

Praga i jej wybitni myśliciele (naukowcy, odkrywcy i wynalazcy) wniosła swój niepozorny, lecz godny uwagi wkład nie tylko do czeskiej, ale i do światowej nauki, dziedzictwa cywilizacyjnego i kulturowego, które wywarły swój wpływ na stan XX-wiecznej nauki i współczesnej wiedzy w Europie. To nie tylko badacze i naukowcy, ale także zasłużone uczelnie i instytucje życia naukowego oraz cenne czeskie, europejskie i światowe inicjatywy intelektualne (kongresy, konferencje, szkoły teoretyczne) i wydawnicze (encyklopedie, leksykony). Niniejszy artykuł przybliży je w uporządkowany sposób (chronologicznie), obejmując swą cezurą czasową głównie wiek XIX i pierwszą połowę wieku XX, gdyż te czeskie i czechosłowackie osiągnięcia stały się przyczynkiem do współczesnych sukcesów oraz stanu czeskiej nauki i myśli wynalazczej.
Prague and its ‘prominent sages’ made an in conspicuous yet in valuable contribution to the Czech and global science, cultural and civilizational heritage, which exerted a considerable impact on the state of the 20th century science and contemporary knowledge in Europe. It is not only the merit of its researchers and scientists, but also of its distinguished universities, institutions of scientific life, and valuable Czech, European and worldwide intellectual initiatives (congresses, conferences, theoretical schools) or publishing projects (encyclopaedias, lexicons). This paper presents them in an orderly manner (chronologically), encompassing mainly the 19th century and the first half of the 20th century, as these Czech and Czechoslovakian achievements gaverise to the modern success and affected the condition of the Czech science and inventive thought.
