The year 2003 marked the eleventh European Heritage Days held in Poland under the honorary patronage of Waldemar Dąbrowski, Minister of Culture of the Republic in Poland. The event was attended by eleven voivodeships. The prime intention of the numerous meetings which took place on 18-21 September was to shape cultural identity by means of free-of-charge access to museum exhibitions and interiors of historical buildings, a presentation of particular regions and the protection of cultural property. The European Heritage Days included education workshops, conferences, artistic shows, exhibitions, festivities, folklore performances, etc.

In 2007 Poland held the fifteenth edition of the Heritage Days, established by the Council of Europe in 1991. The prime objective of the event is to promote regional cultural heritage and to recall the common roots of European culture. The fact that the Days are addressed to an extremely large and differentiated group of recipients endows them with a truly universal character. This year’s edition of the European Heritage Days was organised in all voivodeships under the slogan “People of the Road. Travellers, Pilgrims, Wanderers”. In 240 localities across Poland the organisers and coordinators proposed more than 1 300 events, including presentations, stagings, fairs, festivities, exhibitions, meetings with artists, etc, held in the course of several September days. Several hudred thousand Poles enjoyed an opportunity to take part in the largest cultural event in Europe. The Days offered a unique chance for free-of-charge guided tours of usually inaccessible sites, for discovering the history of one’s region, and for learning about the lives of our ancestors in the distant past. The honorary patron of the European National Days in Poland is the Minister of Culture and National Heritage, whose partners include Polish State Rail Joint Stock Company and the Civic Education Centre; national media patronage was entrusted to the daily ”Rzeczpospolita”, TVP2, the Wirtualna Polska portal and the bimonthly ”Zabytki Heritage”. The coordinator was The National Heritage Board of Poland.

The fourth annual European Heritage Heads Forum, held on 27-29 May 2009 in Vienna and Bratislava, was attended by several score participants – representatives of 37 European countries. The choice of two such closely located European capitals intended to demonstrate the significant impact exerted on the history of their joint cultural landscape by the post-World War II division of this region into two separate political zones. This fact affected the fate of numerous historical monuments, mentioned in the presentations and discussions. The leitmotif of the Forum was the dynamic changes transpiring within the cultural space of Europe and the impact of the global economic crisis upon the state of the preservation of the cultural heritage and its future. Numerous papers focused on the administration of the cultural heritage and the financing of conservation. A presentation of assorted systems of monument protection in selected countries comprised an important part of the conference. The next meeting will take place in 2010 in France.

European Heritage Days have been organised for many years on one of the weekends of September on the initiative of the Council of Europe under the patronage of the European Union, which was inspired by Historical Monument Open Door Days launched in France in 1984. Their aim is to raise the society’s awareness of the existence of monuments and the need to protect them. The celebrations of the Days in Europe on behalf of the Council of Europe were co-ordinated successively by: the Dutch foundation, the King Baudouin Foundation in Brussels (6 years), Centro National de Cultura in Lisbon and Europa Nostra. Currently this function is being fulfilled to a limited extent by the secretariat of the Directorate for Cultural Heritage and Landscape of the Council of Europe. Poland organised EHD for the first time on 25-26 September 1993. Events were held under the theme “Heritage of Poland – Heritage of Europe” in five regions of Poland: Pomerania, Lublin Region, Wielkopolska, Krakow and Warsaw. Their organisation was handled by the then Regional Centres for Studies and Protection of Cultural Environment. The characteristic feature of editions of EHD held in the late 1990s and at the beginning of 2000 was the fact that they were carried out as a part of the campaign of the Council of Europe – “Europe, a common heritage”. The European dimension of Days was emphasised by the common logo that all organisers were obliged to put on printed materials and flags hoisted during the celebration. In Poland, European Heritage Days were usually organised on the third weekend of September in co-operation with social co-organisation that collaborated with Regional Centres for Studies and Protection of Cultural Heritage, provincial conservators of monuments, city and self-government authorities. The General Conservator of Monuments co-financed the implementation of the best programmes selected in a competition, and Małgorzata Fokt-Willmann from the Monument Protection Department acted as national co-ordinator. Poland has always taken an active part in various international initiatives undertaken as a part of EHD. Special importance was attached to educational projects addressed to young people. Out of 37 projects that won awards in years 1994-2000, 5 were submitted by Polish organisers. Another international initiative that Poland joined as one of the first countries was a photographic competition for young people organised by Catalonia as a part of EHD.

Asuccessive working meeting of a group involved in the HEREIN – The European Heritage Network – project took place on 24-27 September 2008 at the Chaumont residence in France. The prime topic of the meeting was the heretofore activity of HEREIN.54 The participants discussed the place and defensive strategies for the protection of cultural heritage within the policies pursued in Europe and those of particular member states of the European Union. Moreover, they presented new projects realised and planned as part of HEREIN and a scheme for the further evelopment of a HEREIN data base. Particular attention was paid to the role played by HEREIN as an instrument for monitoring and supporting conventions concerning cultural heritage, proclaimed by the Council of Europe. The meeting also involved a discussion on the historical parks, gardens and cultural landscape of Europe. The Polish delegation presented its country’s conservation policy relating to the protection of historical parks and gardens as well as tasks and projects concerning assorted monuments in Lithuania and Ukraine. The conference participants toured castles in Chaumont and Blois as well as the recently designed gardens in Chaumont, created as part of the “Des jardins en partage” Festival International des Jardins 2008.

In the days of the financial crisis, the European Commission fully recognises the importance of cultural heritage for European economy. The Commission introduced a EU 2020 strategy aimed at helping Europe to find innovative solutions for social and economic problems. Cultural heritage and culture contribute to the reaching of objectives set by the EU 2020 strategy: smart, sustainable and inclusive growth. Smart growth: the cultural industry is one of the most dynamic sectors of economy. For example, the title of the European Capital of Culture is a sort of springboard for investments and may generate jobs and general growth. Sustainable growth: culture stimulates our awareness and care of the world around us and our place in it. It contributes to new methods of organisation of society. Global growth: culture and cultural heritage may play an important role in the reduction of isolation and exclusion connected with poverty. As a result of participating in culture, an individual becomes a part of the community, which supports social integration. Today the entire cultural sector has to deal with budget limitations. In this regard, the activities of the European Union (the Culture programme) must be appreciated. Various other EU programmes provide substantial assistance for objectives connected with cultural heritage (European Regional Development Fund, Framework Programmes for Research and Technological Development). The EU prize for cultural heritage (Europa Nostra award) or European Heritage Days also contribute to the promotion of cultural heritage values. The European Commission is engaged in activities aimed at ensuring more extensive opportunities for funding (such as the future Creative Europe Programme) in the years 2014-2020. The European Heritage Label – an initiative of the Commission – is aimed at giving particular attention to historic places symbolising the European integration process. To sum up, the presented initiatives can be regarded as a strong proof of the fact that culture and cultural heritage can be a carrier of social and economic growth and of great importance attached to them by the European Commission.

The cultural European Union project described in the article shows ambitious efforts of that institution in counscious creation of the own heritage. One of the aims of yielding The European Heritage Label is enforcement of effiliation with European Union among European citizens especially young people. In this context the important issue is the question of effectiveness of this enterprise.

European Heritage Days are mainly local initiatives that give inhabitants an opportunity to learn about the history of their nations and regions inhabited by them and arouse their sensitivity to treasures of nature and culture. In 2011 the thematic scope of programmes offered in almost 50 countries played a significant role in the improvement of the level of awareness among citizens. The year 2011 was marked by the introduction of the Framework Convention of the Council of Europe on the value of cultural heritage for society, called alternatively the Faro Convention, on 1 July 2011; it is the first treaty containing a detailed definition of the conception of “common European heritage”. The subject of the Wrocław forum in 2011 is: “Value the Heritage. European Heritage and Economic Development”. In modern society, guaranteeing the future of the heritage requires not only work on the part of professions and specialised administration, but also collective projects and joint responsibility that would engage the public sector, legal entities, voluntary workers and the entire civil society. The economic nature of the Wrocław forum should not be surprising if we take into account the current crisis that causes anxiety in many countries. The discussion regarding the subject of the 4th European Heritage Forum will be continued in works of the Steering Committee for Culture, Heritage and Landscape (CDCPP) of the Council of Europe. EHDs reveal the importance of joint activities of the Council of Europe and the European Union for the purpose of experiencing the common European heritage in a more direct way and making life better for all of us.

I n Poland European Heritage Day 2008 celebrations took place on 13-14 and 20-21 September. The event was organised under the slogan “The roots of tradition. From the family home to the fatherland”, which referred to the multi-cultural nature of Polish society and inclined towards further reflection on the connections between the place of residence and the feeling of national identity. The opening ceremony was held on 13 September in Byczyna, a mediaeval small town located at the crossing of historical trade routes and the meeting point of the contemporary frontiers of five voivodeships: Lower Silesia, Greater Poland, Lódz, Silesia and Opole. The honorary guest at the inauguration was Tomasz Merta, the General Conservator of Historical Monuments. 2 000 events were part of the Days celebrations, with about 400 000 persons attending. As in other countries, in Poland too the process of stirring an awareness of regional and national identity and, at the same time, recalling the joint roots and traditions of European culture is enjoying the increasing interest and support of local communities, self-government authorities, cultural institutions and private persons. The coordinator of this year’s Days was the National Heritage Board of Poland, whose partners included the Civic Education Centre and PKP Intercity. The honorary patron was the Minister of Culture and National Heritage. National mass media patronage was entrusted to the daily “Rzeczpospolita”, the monthly “Spotkania z Zabytkami” and two Internet portals – “Wirtualna Polska” and “Podróże”.

Celem artykułu jest przedstawienie rzadkich i cennych dokumentów zgromadzonych w Bibliotece Politechniki Krakowskiej i zdigitalizowanych w ramach projektu "Europejskie Dziedzictwo Techniczne". Kolekcja, składająca się z książek i czasopism pochodzących z XVIII-XX wieku, bogata jest w proweniencje (ekslibrisy, znaczki, podpisy odręczne, notatki lub dedykacje autora). Materiały te stanowią ciekawy zasób badawczy dla naukowców, studentów i entuzjastów europejskiej historii i dziedzictwa. Z jednej strony kolekcja odzwierciedla historię uniwersytetów i osób z nimi związanych, a z drugiej strony dostarcza wiedzy na temat dziedzictwa historycznego, kulturowego i naukowego Polski i Europy. Przy współpracy z pracownikami Akademii Górniczo-Hutniczej (AGH) stworzono platformę internetową, na której umieszczono zbiory nigdy wcześniej nie opublikowane w wersji cyfrowej.
The aim of the article is to present rare and precious documents gathered in the Library of the Cracow University of Technology. The collection consists of books and journals dated back to the 18th-20th centuries. Having a lot of provenances marks (bookplates, stamps, handwritten signatures, notes or author's dedications), these materials are of a great importance to researchers, students and enthusiasts of the European history and heritage. On the one hand, the collection reflects the history of the universities and people associated with them. On the other hand, it provides knowledge about the historical, cultural and scientific heritage of Poland and Europe. The documents have never been exhibited before. To make these materials accessible to society, the CUT librarians have undertaken the cooperation with scientists from the AGH University of Science and Technology (AGH). The aim of this cooperation is to launch an online platform, where digitalized materials can be set. All these tasks are carried out as a part of the project „ European Technical Heritage”.

Aim. This article aims to evaluate the target course created and the development of adult learners’ 21st century skills during the course implementation in six EU countries. Concept. European Cultural Heritage and Skills Development Course is a culture-based blended-learning course created within the framework of the Erasmus+ project “Cultural Knowledge and Language Competences as a Means to Develop 21stCentury Skills” conducted in six EU countries: Croatia, Latvia, Slovenia, Romania, Poland and Czech Republic (Project No.2018-1-HR-01-KA204-047430; 2018-2021). The course content is presented in a form of a story, applying innovative methodologies and tools increasing adult learners’ cultural knowledge and ensuring the skills development. This article focusses on blended-learning in particular, and the course evaluation given by learners and teachers after the course implementation in the six partner countries as well as the development of adult learners’ 21st century skills. Results and conclusion.The results indicate a positive evaluation of the learning platform, the learning methodologies and tasks as well as a positive trend considering the development of learners’ 21st century skills, including the English language competences. Although the results varied from country to country, no extremely significant differences between the evaluation done by learners and the teachers were found, thus the course may be applicable to adult teaching/learning. Practical application.The created blended-learning course may be a viable option for developing adult learners’ 21st century skills and increasing their cultural awareness of the less known EU intangible cultural heritage.   Originality.The contribution describes the difference between flipped, hybrid and blended-learning and introduces a novel approach of creating a blended-learning course for adult learners.

This paper presents the attempts carried out at the start of the twentieth century by Austro-Hungarian Army specialists in camouflage painting. Consideration to the landscape features of the surroundings helped the army to protect the fortifications from enemy observation. Against the background of global and European trends, where the development of camouflage came only after the outbreak of the First World War, these experiments were innovative and pioneering. This topic is important because of the international and European context of the research and introducing practical issues for a proper approach to reconstructing and conserving historic fortifications. The research was conducted in Austria, Poland, Italy, Croatia, Montenegro, and Bosnia and Herzegovina. Previous studies of camouflage with paint in Austro-Hungarian fortifications are incidental and contributory, hence the need for a cross-sectional approach and practical recommendations. Inquiries, literature studies, analysis of available archival sources and the limited iconographic material, and field research were conducted. The results indicate that there was no general camouflage painting scheme in Austria-Hungary and each site was treated individually within its unique context. The study aims to conclude how to properly read the relics of camouflage painting and preserve and protect this specific engineering heritage. It is also possible to formulate guidelines on the basis of the results. The restoration of such paintings for educational purposes might be a part of conservation work programs, and the more extensive revaluation of architecturae militaris monuments that has recently been taking place both in Poland and abroad.
Artykuł dotyczy prób prowadzonych na przełomie XIX i XX wieku przez specjalistów armii austro-węgierskiej w zakresie malowania maskującego, które miało chronić fortyfikacje przed obserwacją nieprzyjaciela przez uwzględnienie cech krajobrazowych otoczenia. Na tle tendencji światowych i europejskich, gdzie rozwój kamuflażu nastąpił dopiero po wybuchu I wojny światowej, eksperymenty te były nowatorskie i oryginalne. Temat jest istotny ze względu na międzynarodowy, europejski kontekst badań oraz konserwatorskie zagadnienia praktyczne, służące właściwemu podejściu do rekonstrukcji i konserwacji zabytkowych fortyfikacji. Badania prowadzono w Austrii, Polsce, Włoszech, Chorwacji, Czarnogórze, Bośni i Hercegowinie. Dotychczasowe opracowania dotyczące maskowania z wykorzystaniem farb w fortyfikacjach austro-węgierskich mają charakter incydentalny i przyczynkarski, stąd potrzeba przekrojowego ujęcia i zaleceń praktycznych. Przeprowadzono kwerendy, studia literatury, analizę dostępnych źródeł archiwalnych i nielicznego materiału ikonograficznego, oraz badania w terenie. Wyniki wskazują, że w Austro-Węgrzech nie istniał ogólny schemat malowania maskującego, a każdy obiekt był traktowany indywidualnie i uwzględnieniem swojego niepowtarzalnego kontekstu. Celem pracy jest sformułowanie wniosków dotyczących właściwego odczytywania reliktów malowania maskującego oraz zabezpieczenie i ochrona tego specyficznego dziedzictwa inżynieryjnego. Możliwa jest również aplikacja wyników przez wytyczne do ewentualnego odtworzenia takiego malowania w celach edukacyjnych, w ramach programów prac konserwatorskich i szerzej zakrojonej w ostatnim czasie - w Polsce i poza jej granicami - rewaloryzacji zabytków architecturae militaris.
