The purpose of this article is to demonstrate and illustrate the results of spending meas‑ ures in Poland of European Social Fund (ESF), which supports human resource develop‑ ment and, in particular, the systematic improvement of employee qualification. A start‑ ing point is the presentation of the European Social Fund in Poland. Then the Human Resource Development (HRD) is defined and analyzed from a few theoretical perspectives. In the following part of the article an analysis of progress is made in implementation of the strategic objectives of the Human Capital Operational Program (HCOP) and then the results of the implementation of the European Social Fund in Poland are presented. The final section shows conclusions and future research directions.

Opis:
The purpose of the paper was to examine the effectiveness of the appeal procedure for co-financing of environmental projects within the framework of the Regional Operational Programme for Podlaskie Voivodeship 2007-2013. The analysis was based on the secondary data of the Podlaskie Voivodeship Marshal’s Office and the literature covering the research area. The results of research indicated that the appeal procedure concerning the process of application for the co-financing of projects under Priority Axis V. Development of infrastructure for environmental protection of the programme proved to be a low effective mechanism of verification of the correctness of projects’ assessment.The paper comprises the first detailed analysis in the existing body of literature of the effectiveness of the appeal procedure concerning environmental projects, which may constitute a valuable diagnostic tool in defining the scope of the evaluation of other EU-funded regional programmes in future financial perspectives.

The paper is an attempt at evaluating the degree of accuracy of realization of the project: distance learning centres in rural areas financed from the European Social Fund in the frame of the priority II: Development of knowledge-based society, action 2.1.: Broadening the access to education – promotion of lifelong learning; scheme a: decreasing educational inequalities between urban and rural areas. The aims of the project in question include: 1. Creation and equipment with computers and internet connection, of at least 250 distance learning centres in rural areas (in order to enable the final beneficiaries to use the available distance learning programs) 2. Employment in the centres of qualified staff whose task would be to help using the centre’s resources. 3. Creation by the draughtsman, of a countrywide network of distance learning centres using the existing IT infrastructure with units running distance learning. 4. Enabling the final beneficiaries to complement or increase the level of education in the form of distance learning especially at the post-gymnasium level.

The purpose of the paper is to explore the intervention of the European Social Fund in Poland in organizations that benefited from the funding in the 2007-2013 programming period. The study was conducted from the perspective of the final beneficiary. The study was carried out in 2017, based on the CATI method, in the group of two hundred employees of both private and public institutions that received financial support from the ESF to implement training and development activities. The results of the study describe both the expectations of the employees regarding development at the workplace, the possibilities offered by employers, and the types and forms of training financed by ESF in which they participated. Drawing on D. Kirkpatrick’s model the paper refers to the effectiveness of the training. It also highlights the benefits from participation in the EU project from the employee perspective and ways to make use of the acquired qualifications by employers.

The paper aims to examine the Human Resource Development (HRD) in small and medium enterprises (SMEs) funded by the European Social Fund (ESF) in Poland between 2007 and 2013. The research is based on theories that support HRD investment specifically in SMEs, and uses the Human Capital Theory (HCT) with some extensions. The paper addresses the question of public support in HRD and international support for development purposes. Finally it stresses that the support may have national and international implications. The research methodology involved a series of computer assisted telephone interviews (CATI) in a sample of 44 SMEs that received EU funding for HRD. It also included computer assisted personal interviews (CAPI) with experts in the ESF, participant observation and analysis of the project documentation. The findings indicate that the ESF effort of international scope had a positive impact in Polish SMEs.

With the act of 7 Match 2007 on support for rural areas with the participation of means from the European Agricultural Fund for Rural Development there was introduced a new type of contracts constructed in order to acquire payments. The aim of this paper is an attempt to determine the legal nature of the agreement of aid granting by this found. In this paper there were presented construction fundamentals of a contract when one of the party to the contract is Managing Authority (support is given after the administrative proceedings in particular case but the agreement is the source of obligations, there are restrictions of freedom of contracting, and the civil courts are competent to settle disputes). These features point to the civil – legal nature of the agreement. The agreement used in Polish agricultural transactions are of an extremely varied character. This agreement is similar to a contract of donation and to a contract of aid granting by the structural funds. Therefore, it is helpful, to compare it to these agreement. The analysis of provisions of the Polish act allows to draw conclusions on a very complicated legal character of the agreement of aid granting by the European Agricultural Found for Rural Development. This agreement is different from the donation and from the agreement of aid granting by the structural funds. The unification of the procedure of support, not excluding the contract should be postulated.

In this paper we highlight and discuss a Swedish equality paradox in two different spheres: entrepreneurship and politics. We focus on the EU Structural Funds and women entrepreneurs' access to resources through the European Regional Development Fund (ERDF). Combining human geography and political science, we draw upon network and partnership theory posing questions concerning the room for manoeuvre for women entrepreneurs to gain access to relevant networks, to create new networks in order to establish relations with EU related partnerships, and to gain access to the process of allocating EU structural fund financial resources.

Realised since 2004, the projects apply to an extremely diverse area of support for every fi eld of human activity and, taking into consideration the financing source, the majority of them are currently cofinanced by EU funds as part of, among other things, the regional development policy. The process of project planning and realisation is directly related to project management which is periodical i.e. it is a closed entirety consisting of repetitive phases and stages. In relation to the above there is a possibility to formulate principles, ways of planning and realising a project. What are the characteristics of supranational cooperation projects? The most important factor is that, apart from a project benefi ciary, there is a partner without whom we would be unable to realise activities that require partnership. Another characteristic is the so-called added value, understood as the objectives of a project and concrete products and results possible to be achieved only through supranational cooperation which would otherwise be unable to be realised by implementing projects with a national range only. For the purpose of this article the author, as an example of such a project, selected a project realised as part of PO KL entitled “A Change in the Way of Thinking as a Key to Social Integration”.

Subject and purpose of work: The aim of the article is to assess the phenomena of sigma convergence of labour productivity in agriculture and other sectors of rural economy in Polish regions during 2003 – 2014 in the context of the amount of European funds designated for agriculture and rural areas. European supprt was compared to the Gross Added Value of agriculture, forestry, hunting and fishery. Materials and methods: The subject literature and statistical data received from the Agricultural Modernization Agency and the Local Data Bank of the Central Statistical Office were used. The empirical data regarding the level of agriculture in regions as well as the data on the resources utilised from the European Union were examined in order to assess the correlation between them and the phenomenon of regional sigma-convergence. Results: The study confirms the sigma convergence of the Gross Value Added per units of funding obtained from the European Union Budget and different level of sigma convergence of GVA / PE in regions. Conclusions: Sigma convergence assessment of the Gross Value Added per person employed in regions shows that in the analyzed period three phases could be distinguished: convergence (2003 – 2008), divergence (2008 – 2010) and stagnation (2010 – 2014).
Przedmiot i cel pracy: Celem pracy jest ocena zjawiska konwergencji sigma produktywności pracy rolnictwa i innych sektorów gospodarki wiejskiej w regionach wojewódzkich w Polsce w latach 2003-2014 w powiązaniu z wykorzystaniem funduszy europejskich przeznaczonych na rozwój rolnictwa i obszarów wiejskich. Rozmiary wsparcia z funduszy europejskich porównano z rozmiarem wartości dodanej brutto rolnictwa, leśnictwa, łowiectwa i rybactwa. Materiał i metody: W analizie wykorzystano literaturę problemu oraz dane Agencji Restrukturyzacji i Modernizacji Rolnictwa oraz Banku Danych Lokalnych GUS. Dane empiryczne o poziomie rozwoju rolnictwa w regionach i dane o wykorzystanych środkach z funduszy europejskich użyto do oceny korelacji między nimi oraz zjawiska konwergencji sigma w układzie regionalnym. Wyniki: Przeprowadzona analiza potwierdziła wystąpienie zjawiska korelacji między wartością dodaną brutto na osobę zatrudnioną a wielkością funduszy otrzymanych w regionach z budżetu Unii Europejskiej i zróżnicowany poziom konwergencji sigma w regionie. Wnioski: Analiza konwergencji sigma regionów w latach 2003 – 2014 między badanymi wielkościami wykazała trzy fazy: konwergencję (2003 – 2008), dywergencję (2008 – 2010) i stagnację (2010 – 2014).

Przedstawiono jak na gruncie nauk społecznych i prawnych definiuje się pojęcie dobrego rządzenia oraz jak przekłada się je na interwencje publiczne podejmowane w ramach Programu Operacyjnego kapitał Ludzki. Odniesiono się również do zagadnienia poprawy jakości tych interwencji we współpracy z ośrodkami badawczymi.
This study was completed in the Chancellery of the Prime Minister. It presents how the notion of good governing is defined in the scope of public and legal studies and how to apply them to the public interventions during actions taken in frames of the Human Capital Programme. It also mentions the problem of the improvement in the quality of those interventions in the cooperation with research centres.

The objective of this study is to identify differences between the afforestation subsidies from European Union (EU) obtained by beneficiaries from Podlaskie and Wielkopolskie Voivodships (918 and 618 beneficiaries respectively) as part of RDP 2007-2013. The survey results showed faster increase of forest rate growth in Podlaskie Voivodship, which is classified as a less economically developed region. When compared to Wielkopolskie Voivodship, Podlaskie Voivodship received higher subsidies; nevertheless, the average sum obtained (in thousand EURO) per beneficiary was lower in Podlaskie than in Wielkopolskie.

In this article problems were introduced on functioning of agricultural production groups which are established to improve the processing and marketing of farm goods. After fulfilling certain conditions, each group may apply for the financial support from the EU and domestic funds. They might be spent on administration or management. Since the new regulation was implemented the number of groups has been growing.
Alternatywą prowadzenia indywidualnej produkcji rolnej jest łączenie się kilku rolników w tzw. grupy producentów rolnych, które działają w ramach różnych form prawnych. Podstawy prawne zakładania i ich funkcjonowania zostały określone przez ustawodawcę już osiem lat temu. Każda grupa może ubiegać się o wsparcie finansowe na prowadzenie swej działalności. Zakres tej pomocy na przestrzeni lat ulegał zmianom. Celem niniejszego opracowania jest zarówno ocena sytuacji prawnej i możliwości powstawania grup producentów rolnych, jak i wskazanie rodzajów pomocy finansowej przeznaczonej na ich zakładanie i prowadzenie. Rozważania obejmują także próbę estymacji wpływu pomocy na powstawanie i rozwój grup procentów rolnych.
