The aim of this chapter is to examine the way in which the EU has differentiated its relations with its Eastern and Southern neighbours, as well as the basis for such differentiation. The analysis shows that differentiation lies at the heart of the EU relations with these countries, and also describes factors that have led to ‘differentiation’ in the context of the ENP. The deepening of the cooperation with the ENP countries is not always and only due to political conditionality; it is linked to ex post rather than ex ante conditionality. The high level of variable geometry in the ENP does not, however, concern EU restrictive measures. The EU has adopted a fairly uniform policy in this area and has imposed restrictive measures vis-à-vis neighbour countries, regardless of their different geopolitical position and specifi c relations with the EU. In the near future, the level of variable geometry in the ENP is likely to grow: new contractual arrangements will be offered to Armenia and Azerbaijan; and differentiation and fl exibility are the hallmarks the 2015 review of the ENP. The question arises: Can the ENP remain a single policy framework, considering the high degree of differentiation? It is submitted herein that the ENP should remain the overall framework for the EU-ENP relations, since this counters the risk of a re-nationalization of this policy. A different issue is whether the EU’s choice of engaging with countries which have rejected EU values, in whole or in part, can be reconciled with a value-based foreign policy.

After 10 years in action, the European Neighbourhood Policy is in shambles. The region of ENP, seen in 2004 as a future place of democratic transformation, appears to be in 2015/16 a hotbed of wars, ethnic – religious violence, terror and massive migration. Not a single factor contributed to ENP’s success – bad luck from the start! However, there were also internal clashes within the EU which madeENP less effective: – appeal to common values as a base of cooperation, was politically correct but hardly workable; – “conditionality” method revealed weaknesses while applied without a promise of membership; – process of ENP’s strategy planning was disturbed by transatlantic tensions over Iraq war, what had a negative impact on the quality of ENP’s strategic dimension. Russia counteracted openly, secretly and actively and continues to keep the political/military control over the region. ENP remains an essentialpillar of EU’s security but – definitely – time has come to reset the policy.

The aim of the European Neighbourhood Policy is to search for a new quality of cooperation between the EU and the states whose membership in the European Union is not presently considered. After preparation in 2004 of basic assumptions of the policy, activity of the ENP states in the framework programmes became a matter of interest of this policy. The paper presents the place of the framework programs in the European Neighbourhood Policy and the changes in participation in subsequent framework programmes, starting from 2002. It focuses on the analysis of instruments available in the seventh framework programme presentation of main assumptions on cooperation between ENP partner states in the Horizon 2020 programme.

The national security strategy adopted in 2007 provided a detailed definition of security and identified its threats. The key threat to the Armenian state was considered to be the Nagorno-Karabakh conflict. The document indicated the Collective Security Treaty Organisation main guarantor of security, with Russia being Armenia’s main partner in bilateral relations. The second position in the strategy was assigned to cooperation with the NATO and the OSCE. One of the priorities identified was to intensify the economic and trade connections with the European Union and participation in the European Neighbourhood Policy as a step towards integration with European structures. As to bilateral relations, the most significant were Armenia’s contacts with Georgia and Iran. If we compare the assumptions of the strategy with the policy pursued by Armenia after 2007, it is clear that the measures taken are in line with the provisions of the document. By the end of 2016, the most serious threat to Armenia – the Nagorno-Karabakh issue – remained unresolved. Russia reinforced its position as Armenia’s strategic ally. The talks conducted between Armenia and the NATO are of little significance in view of the obligations assumed by Armenia. The same goes for the talks with the European Union after Armenia’s withdrawal from signing the association agreement, accession to the Eurasian Economic Union on 01 January 2015 and signing bilateral agreements with the Russian Federation.

Opis:
The global financial crisis 2008+ and the euro area crisis highlighted how fragile the institutional set-up of today’s world is. Moreover, these crises reminded us that questions of international collaboration and multilateralism as well as questions of security, in all its dimensions, remain as valid as ever. Taking these observations as a point of departure, this paper asks the question of how these twin-crises and their implications influenced the ENP and its effi cacy. To this end, an integrated two-pronged approach to the study of the ENP is employed to gain a more comprehensive insight into the ENP, its evolution and the impact it can actually exert on the EU’s neighbourhood.

The European Neighborhood Policy (ENP) was launched in 2004 with the aim of building new political and economic relations between the EU and its Southern and Eastern neighboring states through support for introduction of reforms and systemic changes in the partner states. In the South, the initiative covered ten countries: Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Palestine, Syria and Tunisia. It was associated with better political and economic relations with the EU, which should result in a wider access to the European market for Mediterranean goods and a larger foreign direct investment in$ow to the partner countries' markets. The aim of the paper is to analyze the effects of ENP on the Southern Mediterranean neighbors in the context of economic liberalization and pro-democratic changes. The paper analyses two problems: economic development and trade liberalization offered by ENP through deeper integration with the EU and marketoriented regulations. The second problem analyzed in the paper concerns the process of democratic changes that the EU committed to promote. Due to the highly controversial nature of democratization for the Mediterranean states, it was replaced by the idea of good governance. For this purpose, general trends within the Mediterranean societies in their approach to that notion of governance are presented.

The good neighbourliness principle is one of the most important principles in interna-tional law which designates a model of peaceful cooperation and mutual tolerance among neighbouring states. Its violation in the past, however, very often led to military conflicts and many international disputes and may lead to serious disputes among neighbouring states in the future. Thus, the good neighbourliness principle has a clear legal value54. This article analyses the good neighbourliness principle as a key principle that obligates neighbouring states to develop and to maintain peaceful interstate relations. The focus is twofold: firstly, on the scope, content and nature of the good neighbourliness principle in international law and secondly, on the impact of the good neighbourliness princi-ple on the relations between the European Union and its Eastern Neighbours within the framework of the neighbourhood policy and the enlargement policy.

The European neighbourhood policy (ENP) was developed in 2004 to avoid the emergence of a new division between the enlarged European Union and its neighbours. The aim of the European Union’s activities in the framework of the European neighbourhood policy is to ensure the prosperity, stability and security. The European neighbourhood policy is primarily conducting bilateral activities between the European Union and its partner countries. Within the framework of the European neighbourhood policy work initiative for regional cooperation is the Eastern partnership and the Union for the Mediterranean. The European Neighbourhood Policy of the European Union refers to the ten countries neighbouring the European Union on the eastern and southern shores of the Mediterranean: Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Palestine, Syria and Tunisia1. The policy consists of bilateral strategies implemented by the EU and individual partner countries. The most important bilateral EU instruments in this region are the Association Agreements, signed with Morocco in 2000, and action plans. They define the reform programmes taking into account the political and economic short- and medium-term priorities for a period of three to five years. During the meeting of the Association of the European Union - Morocco on 13 October 2008, the European Union and the Kingdom of Morocco adopted a joint EU-Morocco document on strengthening bilateral relations / granting a special status. Morocco is one of the most stable EU neighbours to the south. This is the result of many years of pursued policies built on a multi-polar strategy and close relationships with the European Union. With this strategy, Morocco could become a key political and eco-nomic partner of the EU in North Africa. Morocco is seen as a more stable and democratic country than other North African countries.

Officially, the European Neighbourhood Policy was born in 2004. After the eastern enlargement of the European Union, it became necessary to come up with a coherent strategy with regard to the neighbouring states of the EU. However, although the problem seems to have been caused by the fall of the Iron Curtain, the underlying issue is in fact much older. Already during the 19th century European economists wondered how Europe’s position could be ensured in a world where players like the Russian Empire and the USA made their appearance. Establishing a safe environment and international market European countries have access to has preoccupied economists for more than 160 years. Evidently, Europe has been – and still is – an international player active in security and peace – just not a successful one.

Poland’s Eastern policy is the result of the lack of a coherent concept, a return to the tradition of martyrdom and heroism, an ideologization in the form of missionarism and Prometheanism, and a confrontational attitudes towards Russia. The lack of a critical reflection over the chances for the normalization of relations with the largest country in the East is largely a result of ignoring our own national interest. The Polish political elites uncritically acquiesce to U.S. visions related to the encirclement and fragmentation of Russia. In this way, Poland becomes, at its own request, a hostage to foreign geostrategic concepts. Obstacles on the way to the normalization of Polish-Russian relations are subjective and objective. They find expression in each other’s attitudes, emotions and psychology, as well as the asymmetry of power and interests advanced by each party. Opportunities for the normalization of Polish-Russian relations should be sought in taking advantage of the mechanisms and experiences of Europeanization, i.e. Poland’s participation in the team play within the European Union. The condition for success is cooperative thinking, based on an accommodative strategy, and not a confrontational one, allowing for a re-evaluation of the negative ideological past to reach positive and pragmatic cooperation.

Polityka zagraniczna stanowi podstawowy instrument realizacji zarówno interesów państw, jak i organizacji międzynarodowych. Unia Europejska, jako twór składający się z dwudziestu siedmiu państw leżących na być może najważniejszym kontynencie świata, musi odgrywać coraz większą rolę w obliczu dominacji potęgi Stanów Zjednoczonych i rodzącej się potęgi państw Dalekiego Wschodu — Chin i Indii. Stworzenie monolitu z odrębnych polityk zagranicznych państw członkowskich wydaje się być nie lada wyzwaniem w sytuacji wciąż trwającej transformacji organizacyjnej Unii Europejskiej. Polityka zagraniczna wobec najbliższych sąsiadów wydaje się być rzeczą kluczową dla funkcjonowania bytu, jakim jest Unia Europejska. Fakt okresowego poszerzania UE oraz olbrzymi jej obszar powoduje, że polityka wobec sąsiadów musi być niezwykle elastyczna, dostosowana indywidualnie do określonej grupy partnerów, z jednoczesnym uwzględnieniem interesów Unii.
The European Neighborhood Policy (ENP) was developed in 2004, with the objective of avoiding the emergence of new dividing lines between the enlarged EU and our neighbors and strengthening the prosperity, stability and security of all. In order to realize the vision of building an increasingly closer relationship with our neighbors, and a zone of stability, security and prosperity for all, the EU and each ENP partner reach agreement on reform objectives across a wide range of fields within certain ‘common’ areas such as cooperation on political and security issues, to economic and trade matters, mobility, environment, integration of transport and energy networks or scientific and cultural cooperation. The EU provides financial and technical assistance to support the implementation of these objectives, in support of partners’ own efforts. During the Barcelona Conference in November 1995, the foreign ministers of the 15 member states and the 12 TCMs, from then on ‘partners’ (Maghreb and Mashrek countries including the Palestinian Authority as well as Israel, Turkey, Malta and Cyprus) officially approved the principle of the creation of a Euro-Mediterranean free-trade economic zone. This article shows how this cooperation is connected with The European Neighborhood Policy.

The objective of the present paper is an attempt at viewing the European Neighbourhood Policy, and especially the Eastern Partnership, from the EU’s standpoint and from the international perspective as well. The situation in the EU’s eastern neighbourhood (Russia-Ukraine war) drives EU decision-makers to focus merely on stabilisation and de facto stagnation. The decision-makers are not willing to undertake decisive actions towards a change in relations with the countries of Eastern Europe and the South Caucasus. The paper will also consider the following research questions: Will the lack of clear EU membership perspective (even a remote one) for countries such as Ukraine, Moldova, lead to the opportunity for a change of their situation to be forfeit? Will Russia-Ukraine conflict (and Russia-the West conflict in a broad sense) result in the EU being pushed out of the region and enable Russia to reintegrate the post-Soviet space? Was the recent 2015 Eastern Partnership Summit in Riga the beginning of the end of the policy? The paper does not attempt a comprehensive discussion of the issue, but constitutes an outline of particular problems which the EU and Eastern Partnership are faced with.

The European Neighbourhood Policy as a constituent part of the European Common Foreign and Security Policy is the arena of continuous, inherent as it were, tensions among the ambitions of Member States wanting to play the largest role in the shaping of the European Union’s relationships with the surrounding world. A characteristic and obvious quality of this phenomenon is the fact that particular Member States’ interests in a given region in the neighbourhood of the European Union increases in proportion to its geographical proximity. This creates naturally the phenomenon of a group of Member States interested or specialized in the region of the Mediterranean Sea, the Black Sea or the Eastern policy. Simultaneously there exists a considerable group of Member States which, because of a considerable distance from a particular region, shows little interest and consequently a frequent lack of understanding of issues related to it. The objective of this article is to capture this phenomenon and to try to systemize it through the notion and methodology of the National Specialization Index.

This article critically analyses the reconfiguration of imaginaries of Europe’s borders, which is presupposed and practiced within the European Neighbourhood Policy (ENP) and Eastern Partnership (EaP). Referring to borders studies and constructivism in European studies, this article addresses to what degree the political imaginaries of ENP and EaP’s political practices are based on a specific concept of Europe and its boundaries, where Europe’s border is being constructed by reproducing the deeply-seated opposition between Europe vs. non-Europe and Europe vs. Eastern Europe. It argues that it blurs the clear-cut divisions of the inside-outside, where the former is designated as being part of Europe by geography or “friend of Europe”, but still in the process of becoming fully “European”. The article studies how the policy instruments and ENP and EaP’s concepts of “neighbourhood” and “partnership” reframe the understanding of Europe’s borders and identity. Autor bada w niniejszym artykule wyobrażenia granic Europy zawarte w praktykach Europejskiej Polityki Sąsiedztwa i Partnerstwa Wschodniego. W nawiązaniu do badań nad granicami oraz zastosowaniem konstruktywizmu w studiach europejskich, autor przekonuje, że owe wyobrażenia i praktyki ujawniają niejednoznaczne rozumienie wyobrażonej przestrzeni Europy i jej granicy między Europą a „nie-Europą” oraz Europą a Europą Wschodnią, bez określenia całkowitego wnętrza i zewnętrza. Nie-Europa oraz Europa Wschodnia są wyobrażane w praktykach i poszczególnych instrumentach polityki sąsiedztwa, jako geograficzna część kontynentu europejskiego lub jako „sąsiad Europy”, ale będącymi zarazem w procesie stawania się bardziej „europejskimi”. Artykuł pokazuje jak instrumenty polityki sąsiedztwa zmieniają rozumienie granic i tożsamości Europy.

The European Union is currently in the process of defi ning its position in the international arena. European integration, especially in the context of foreign affairs, has proved to be a challenging experience, as revealed in more than one crisis. In the empirical scope, this refers mostly to the lack of unity and cohesion between the Member States in reacting to and/or resolving international issues, which results from the diversity of interests presented by the Member States. In the theoretical scope, the main issue lies in establishing the characteristic traits of the European Union in international relations. The popular concept of the European Union acting as a ‘normative power’ in international crises fails to satisfy a number of important aspects. In such a context there is a need to develop more precise and politically neutral instruments to analyse the European Union’s activities in the international sphere.

Having declared independence in 1991, after the dissolution of the Soviet Union, Ukraine gained strategic importance in terms of its geographical location. It is regarded a “buffer zone” for both the European Union (EU) and Russia. There is a division within the country into the pro-Western and pro-Russian options. Ukraine’s aspiration for the UE membership has faced Russia’s objection since time immemorial. In the past, Ukraine preferred to pursue a balance policy between Russia and the EU. Ukraine’s attempt to approach the West with the Orange Revolution, its inclusion in the European Neighbourhood Policy, its participation in the Eastern Partnership program were perceived as a threat by Russia. The Ukrainian crisis, in particular, brought these two countries face to face. This crisis also deeply affected both the EU’s energy policy and its relations with Russia. After all the developments that followed, the issue of Ukraine’s membership in the EU remains uncertain.

After over 12 years of implementation of the European Neighbourhood Policy and the two political upheavals – Ukrainian crisis and the Arab Spring, it is time for its comprehensive assessment and review of certain assumptions. In 2015 began consultations on a new shape of the ENP, so that the policy on the one hand might continue to fulfill its essential function of supporting and promoting human rights and democracy in neighboring countries, but on the other hand, the EU can effectively influence their external security. After more than six months of consultations, which was attended by the EU institutions, Member States and non-governmental organizations in November 2015, the European Commission presented the principles of the reformof the ENP, which can be described as the new European Neighbourhood Policy. The paper presents the current model of the ENP, including evidence to establish policy in 2004., then isshown the evolution of the policy and in the next part of the article is discussed the establishment of a new ENP based on analysis of documents of the EU institutions. 
Po przeszło 12 latach realizacji EPS i dwóch wstrząsach politycznych – kryzysie ukraińskim i arabskiej wiośnie, nadszedł czas kompleksowej oceny i rewizji niektórych założeń.W 2015 r. rozpoczęły się konsultacje dotyczące nowego kształtu EPS, tak by polityka ta z jednej strony nadal wypełniała swoją zasadniczą funkcję wspierania i promocji praw człowiekai demokracji w państwach sąsiedzkich, ale z drugiej strony by UE mogła efektywniej wpływać na swoje bezpieczeństwo zewnętrzne. Po ponad półrocznym okresie konsultacji, w których udział wzięły zarówno instytucje UE, państwa członkowskie, a także organizacje pozarządowe, w listopadzie 2015 roku Komisja Europejska przedstawiła założenia reformy EPS, które można określić jako nową Europejską Politykę Sąsiedztwa. W artykule przedstawiony zosta dotychczasowy model EPS, w tym także przesłanki ustanowienia polityki w 2004 r., następnie ukazana została ewolucja EPS, a w kolejnej części artykułu omówione zostały założenia nowej EPS na podstawie analizy dokumentów instytucji UE.

This paper aims to analyze the role of EU-Turkey relations in Turkish public debate since 2002, when the Justice and Development Party took power. The Republic of Turkey filed an application to accede to the European Economic Community (the predecessor of the European Union) in 1987; however, the accession negotiations proceeded extremely slowly until the entire process came to an impasse in 2018. Although currently Turkey and the European Union share many common problems (e.g. migration crisis, threat of terrorism, energy security), their cooperation is very limited and thus often ineffective. The author argues that recent developments in Turkey have been shaped by President Erdoğan’s anti-Western rhetoric and are dominated by domestic factors (i.e. inward oriented). In order to present Turkey’s attitudes towards the EU, the source analysis focused on identifying basic assumptions and objectives of Turkish foreign policy  The analysis revealed that here are three possible scenarios for future partnership between Turkey and the EU: optimistic, pessimistic, and realistic.

W artykule przeanalizowano komponent graniczny kluczowych dokumentów EPS i odpowiednie komunikaty dotyczące okresu od 2003 do 2017 r. Teksty dotyczące EPS uznają granice zewnętrzne za strefę kontaktu i dynamicznej współpracy. Dokumenty ujawniają imperialistyczne tendencje UE i uznają zarządzanie granicami zewnętrznymi za kwestię wspólnej odpowiedzialności ponoszonej przez Unię i jej partnerów.
The paper considers the European Neighbourhood Policy (ENP) as a byproduct of the EU’s external governance. It identifies the vital role of external borders in the integration processes of the European Union (EU). The paper analyzes the border component of the ENP’s key documents and respective communications covering the period from 2003 to 2017. The ENP texts recognize external borders as zones of contact and dynamic collaboration. The documents reveal the imperialistic incentives of the EU and identify the management of external borders as a matter of joint responsibilities among the Union and partners.

Na podstawie art. 8 TUE Unia Europejska ma budować przestrzeń dobrobytu i dobrego sąsiedztwa. Instrumentem realizacji tego zamierzania jest umowa stowarzyszeniowa. Umowa tego rodzaju obowiązuje tymczasowo również w relacjach UE-Ukraina. Jej istotnym elementem jest budowa przestrzeni wolności, bezpieczeństwa i sprawiedliwości (Tytuł III umowy stowarzyszeniowej). Przestrzeń ta skonstruowana została, analogicznie do unijnej polityki PWBS (art. 67 TFUE), wokół swobody przepływu osób, uwarunkowanej współpracą Ukrainy w zakresie zarządzania granicami, migracji, azylu, a także zwalczania i zapobiegania przestępczości. Współpraca ta w grudniu 2015 r. została pozytywnie oceniona przez Komisję Europejską, a efektem tej pozytywnej oceny jest przedłożona w kwietniu 2016 r. inicjatywa prawodawcza Komisji w sprawie zniesienia wiz dla obywateli Ukrainy. Jeśli inicjatywa ta zostanie uchwalona przez Parlament Europejski, a na to wskazują pozytywne raporty komisji parlamentarnych, oraz przyjęta przez Radę, wówczas zniesiony zostanie obowiązek posiadania wiz, jeśli chodzi o pobyty krótkie, tj. do 90 dni. Należy jednak pamiętać, iż zmiana ta nie została powiązania w żaden sposób z prawem do podejmowania pracy przez obywateli Ukrainy w państwach członkowskich UE. Zgodnie z art. 18 umowy stowarzyszeniowej zagadnienie podejmowania pracy jest przedmiotem umów dwustronnych między państwem członkowskim a Ukrainą i prawa krajowego państw członkowskich. Zniesienie wiz dla obywateli Ukrainy stanowi jednocześnie, w świetle statystyk Komisji Europejskiej, największe wyzwanie organizacyjne dla polskich organów władzy państwowej odpowiedzialnych za kontrolę granic oraz imigrację – granica polsko-ukraińska jest najczęściej przekraczanym odcinkiem lądowej granicy wschodniej UE. Tylko w pierwszej połowie 2015 r. została przekroczona 4,7 mln razy.
In accordance with Article 8 of the Treaty on the European Union the EU shall establish an area of prosperity and good neighbourhood. An association agreement is one of instruments used to achieve this goal. Such an agreement is applied provisionally in relation between the EU and Ukraine. The area of freedom, security and justice (Title II of the Association Agreement) is an important part of this agreement. The area is constructed in the same way like the European Union policy based on the Article 67 of the Treaty on functioning of the European Union, to establish the free movement of persons but in conjunction with the cooperation between the EU and Ukraine with respect to external border controls, asylum, immigration and the prevention and combating of crime. The European Commission gave a positive assessment of the cooperation in December 2015, confi rming that Ukraine successfully met all benchmarks under the Visa Liberalisation Action Plan from 2010. In April 2016 the European Commission proposed to the Council of the European Union and the European Parliament to lift visa requirements for the citizens of Ukraine. The above mentioned amendment does not mean that the citizens of Ukraine will have the right to work in the EU. In accordance with Article 18 of the Association Agreement the mobility of workers is a subject to the legislation in the Member. The Visa Liberalisation will also mean a great challenge for the Polish border and migration administration. The Polish-Ukrainian border section remained by far the busiest section of the EU eastern land border, with an increase of 15.5% during January–June 2015 compared with the first half of 2014.

The article seeks to assess the degree to which Poland exercises power and influence in the Eastern policy of the European Union (EU) from the early 21st century until now, focusing on the attributes of Poland’s latest contribution to the EU policies – the Eastern Partnership (EaP). The article examines also challenges and discussions on Polish strategy towards Eastern Europe. The authors prove that the main points of Poland’s Eastern policy are that the improper attention to it will result in loss of status positions in the international arena; Poland should not be limited by the role of the architect artist in Franco-German project in Europe; European perspective is the only incentive that can encourage the reforms in Eastern Europe; the failure to provide such a perspective would lead to social and economic instability in the region and the drift towards the participation in reintegration projects in post-Soviet space with Moscow; the Eastern Partnership should be considered as a step towards the joining the EU; Europe will take Poland into consideration only as a regional leader; Russian neo-imperialism is a challenge for Poland’s security and needs a strict reaction.
Artykuł stara się oszacować, w jakim stopniu Polska sprawuje władzę i wykorzystuje wpływy w ramach polityki wschodniej Unii Europejskiej (UE) od początku XXI wieku do chwili obecnej, skupiając się na właściwościach ostatniego wkładu Polski w politykę Unii, mianowicie programu Partnerstwa Wschodniego (EaP). W artykule poddano również badaniu wyzwania i dyskusje dotyczące polskiej strategii wobec Europy Wschodniej. Autorzy dowodzą, że główne punkty polskiej polityki wschodniej koncentrują się wokół następujących zagadnień: 1) Niewłaściwa uwaga przywiązywana do tej polityki będzie skutkować utratą statusu na arenie międzynarodowej; 2) Polska nie powinna być ograniczana rolą statysty we francusko-niemieckim projekcie dla Europy; 3) Perspektywa europejska jest jedynym bodźcem zdolnym pobudzić proces reform w Europie Wschodniej; 4) Porażka w promowaniu takiej perspektywy może prowadzić do społecznego i ekonomicznego zachwiania w regionie, a tym samym do pchnięcia go w kierunku udziału w projektach reintegracyjnych odbywających się w przestrzeni postsowieckiej pod dyktando Moskwy; 5) Partnerstwo Wschodnie powinno być postrzegane jako krok w kierunku integracji z Unią Europejską; 6) Europa będzie liczyć się z Polską tylko jako liderem regionu; 7) Rosyjski neoimperializm stanowi wyzwanie dla bezpieczeństwa Polski i wymaga zdecydowanej reakcji.
