Opis:: The article refers to the issue of transformation of the 1990s in Central and Eastern Europe in the face of the problem of implication of the assumptions of the social market economy. The first part of the article compares the paradigms of Keynesian economics, neoliberal economics and social market economy. This part discusses the main assumptions of these trends, their differences and similarities as well as the consequences they have brought to economic systems. In the next part the authors present the problem of the Washington Consensus and the changes introduced to the Polish economy. The discussed content aims to indicate the difficulty of implementing classic principles of the social market economy in Poland.The aim of the article is to verify the thesis that social enterprises can be an alternative to the systemic market economy. In the article, social enterprises were defined as entities that are locally rooted, and are part of the process of endogenous local development.

Opis:: Basing on official statistical data, the article presents changes in R&D taking place in Poland in 1975-2009. In 1975 the Polish centrally-planned economy held a strong position in Europe, especially if we measure it by the number of scientific and technical staff employed in research and development. After transition to a market economy, the level of employment in R&D continually decreased and in 2009 reached 40% of the level from 1975. At the same time, the European Union experienced growth of employment in R&D; for example in Spain R&D employment grew 17-fold (by 1688%).Poland will need to increase its innovativeness in order to effectively compete in the global economy.

Opis:: After the Euromaidan revolution in Ukraine, many international donor agencies provided financial and technical support for the transition of Ukraine. This paper examines the influence of the European Union (EU) along with international financial institutions such as the World Bank and the International Monetary Fund (IMF) in the economic transformation of Ukraine in the post-Euromaidan period, that is since 2013/14. The study focuses on support in several sectors, namely energy, banking and financial institutions, taxation and agriculture. The support for Ukraine's economic transition is seen as very important, but there are still plenty of shortcomings on the part of the donors and international financial agencies, including the EU, in implementing their plans and recommendations. While plenty of headway has been made in the energy and agriculture sectors, numerous complications and hurdles in the adoption of the plans and policies still persist in other areas, primarily in the banking sector.(original abstract)

Opis:: The collapse of socialism in Poland means that our country returns to positions of peripheral dependence within the world economy system, which is perhaps even worse than at the time the socialist experiment began. In such situation, the main challenge or goal before Poland continues to be the overcoming of civilizational backwarndness. In Poland and in the other countries of Eastern Europe, there can be distinguished the following stages in the socio-economic transformation process. They are: stabilization, recession, and expansion. The first stage (called the Balcerowicz Programme in Poland) aimed at restoring economic equilibrium, curbing inflation and entering the path of market economy. Deflation caused recession, in which practical activity of economic units was and is verified. At the present time, Poland begins to enter the third stage, i.e. the stage of economic growth. The implementation of the transformation process, and particularly its last stage - expansion creates the only guarantee that Poland join the worldwide trend of civilizational development.

The purpose of this study is to assess changes connected with the social and economic development of some particular municipalities with a border crossing within their area. The study is an attempt to indicate differences in the shape of development processes dependent on the type of the border (points of contact of ‘old’ and ‘new’ EU countries, other countries). The distinctness of legal situations on both sides of the border as well as economic differences related to those result in diversity of the dynamics of the development in the municipalities. Depending on their disposition, factors such as differences in the value of the GDP and the price levels can be either stimulants or barriers of the development of such units.

Opis:: Celem tekstu jest opisanie roli ideologii w kształtowaniu transformacji oraz wpływie ideologii na hamowanie procesów przemian. Wagę czynników ideologicznych podkreślano w literaturze szczególnie w pierwszych kilku latach po transformacji. W artykule postarano się pokazać, że za spowalnianiem procesów transformacji kryją się nie tylko materialne i partykularne interesy, ale także przekonania ideologiczne. Wskazano na to, że negatywny światopogląd na gospodarkę rynkową zasadniczo przyczynia się do zatrzymywania lub cofania transformacji. Z jednej strony pozwala on na rozwój procesu politycznego odwracającego przemiany. Z drugiej zaś sprzyja formowaniu się alternatywnych instytucji społecznych, które zastępują funkcjonowanie gospodarki rynkowej. Dlatego trwałe przeprowadzenie przemiany gospodarczej wymaga trwałej przemiany w myśleniu, a także wykształcenia społecznie akceptowalnych instytucji, które ochronią transformację.
The goal of the paper is to describe the role of ideology in shaping transformation and describe the influence of ideology on inhibiting processes of change. The importance of ideological factors was particularly strongly emphasised in the literature during the first years of transformation. The author attempts to demonstrate that what hinders transformation is not only material interests but also doctrinal factors. The paper sets out to prove that a negative attitude to market economy is capable of stopping or reversing transformation. On the one hand, it allows for the development of political processes which can reverse changes. On the other hand, it allows for creating alternative social institutions which serve as a substitute for the market economy. Therefore, permanent economic change requires a profound change in social thinking, as well as socially acceptable institutions which can secure the transformation process.

Opis:: The issue of stability in economy is essential, both in theoretical as well as in practical discussion. It is especially important in an environment of economic transformation. The aim of the article is to assess the economic stability during the transformation of the south-east region of Europe over a period of 19 years (1995-2014), and the mutual relation between the economic stability and the transformation process, including the transformation of banking sectors. The countries selected to the research were Albania, Bosnia and Hercegovina, Bulgaria, Croatia, Romania and Serbia. The study shows the strong correlation between transformation process of economy and banking sectors and not more than moderate relationship between transformation and stability, in some of the studied countries. The methods used include a literature review of the theory on the transformation process with special focus on the Balkan region, as well as a comparative analysis of data, which addresses the progress of the economic and banking sector’s transformation and measures the macroeconomic stability in this region and Pearson correlation for assessing mutual impacts of the variables.

Opis:: Small and medium-sized enterprises (SMEs) in Central and Eastern Europe at the turn of the 1980s and 1990s were characterised by many people exposed to hazardous working conditions. Statistics recorded a considerable increase in the number of occupational diseases. They also showed that it was more dangerous to work for a small company. The transition from planned to market economy has brought about an increase in the number of SMEs in Poland. Data on them are provided. The role of the Central Institute for Labour Protection in studying SMEs is presented. A pilot study of employers and employees is discussed.

Opis:: Celem artykułu jest określenie roli sektora usług w procesie transformacji gospodarczej. Dotyczy to przekształceń w sektorze usług i rosnącego wpływu usług na gospodarkę światową, w związku z procesem przekształceń dokonujących się w innych sektorach. Aby osiągnąć założony cel, dokonano analizy udziału zatrudnienia w usługach w ogólnej liczbie pracowników oraz wkładu tego sektora w tworzenie wartości dodanej. Rozważania przeprowadzono na podstawie publikacji naukowych i dostępnych danych statystycznych, publikowanych przez Eurostat i OECD.
The aim of this paper is to determine the role of the service sector in the process of economic transformation. The author explores the transformations within the service sector and the growing impact of services on the entire world economy, in connection with the process of change in other sectors. To accomplish this objective, the author analyses the share of those employed in services in the total number of workers, and the share of this sector in the creation of added value. The paper is based on scientific publications and available statistical data published by Eurostat and the OECD.

Opis:: This article seeks to show changes in the socio-economic structure of the thirty largest Polish cities, in topological relations, and in the type of socio-economic differences among them. The research was carried out at three analytical levels: of the unitary variables chosen, principal components, and in a synthetic approach (cluster analysis). To assess structural changes, use was made of comparative statics involving an analysis of the 1998 and 2008 situations. The period analysed was one of dynamic changes in the determinants of the socio-economic development of Polish cities, with four reforms of key significance being introduced, not all of them crowned with success, but also a period marking the start of a decline in demographic dynamics and of suburbanisation processes. It is also treated as a time of transition from a quantitative to a qualitative type of urban development, as indicated by improving services in the sphere of municipal infrastructure. Those processes are connected with the restructuring of the economy, in particular with its distinctly post-industrial orientation, which is especially readily visible in the case of the Upper Silesian Industrial District (a mining and heavy-industry region). The research corroborated the highly specific type of development of the towns of this region as well as the unique position of the Polish capital city. It also showed that the changes which determined the tendencies of transformation of the Polish cities were mainly those in demography, housing situation, level of health care, and level of entrepreneurship.
