Opis:: Just before the 2019 European Parliament (EP) elections many authors have indicated their exceptional nature. In this article the author attempts to analyze how these particular characteristics and fi rst decisions taken after the elections by the key EU level actors may shape the EU integration process in the coming years. The article focuses on how the fragmentation of the EP may infl uence the choice of the European integration directions in the near future. One of the first observed effects of this fragmentation was the failure of leading candidates system during the appointment process of the Commission President. Another one is Ursula von der Leyen’s political programme for the European Commission, built on the strong awareness of the need to create a governing coalition between the EP and the European Commission. Acknowledgment of the challenge of the EP diversity by the New Commission President may have a positive effect on the EU-level democracy, however with a decrease in the efficiency of the EP legislative process.

Opis:: This paper begins with Isaiah Berlin’s two concepts of liberty – negative and positive – and uses them as a lens to bring two different notions of sovereignty into clearer focus. Moreover it aims at explaining how these differing notions of sovereignty provoke divergent and often counterintuitive responses to the question of EU integration. In particular it considers the attitudes of Poland and the United Kingdom as examples of the difference views between one new accession state and one founding member. Streszczenie: Artykuł rozpoczyna od dwóch pojęć o wolności Isaiah’a Berlin’a – mianowicie wolności pozytywnej i negatywnej, używając je jako sposób głębszej analizy pojęcia suwerenności. Artykuł podejmuję próbę wyjaśnienia dlaczego te różne pojęcia suwerenności prowokują różne i czasem niespodziewane reakcje na temat integracji unijnej. W sposób szczególny analiza skupia się nad różnicą między poglądami wobec integracji znajdujące się w Polsce – nowe państwo unijne – oraz Wielkiej Brytanii – państwo dawnej unii.

Opis:: This paper provides a theoretical explanation of what causes historical issues to impact bilateral relations between two states. The case which was chosen for analysis – popularly known as the Katyń issue – involves changes in Polish foreign policy towards the Russian Federation due to the remembrance of the Katyń Massacre. The main assumptions are based on the concept of securitization and its analytical framework, particularly the societal portion, which is proposed by the Copenhagen School of security study. The process of European integration can be seen as the main causal factor leading to a complex of vertical and horizontal competition between Poland, the EU, and Russia over the construction of their historical identities with a referent object of securitization in Poland. The main conclusion of this paper suggests that significant differences in the understanding of various nations’ roles in WW2 between the EU and Russia have led to the securitization of the Polish historical image of WW2. The Polish audience considered it important to accept the historical truth. The Katyń issue in Polish–Russian relations has become a case that reflects the process which leads to securitization of disputes between historical victims and victimizers on a state–to–state level.

Opis:: Religious freedom has been always considered as a strong indicator democracy and institutional set up in a country. Ex- communist countries in their efforts to set up a state of law and foster democracy, particularly, are more sensible toward indicators such as religious freedom, tolerance and diversity considering them strong components of their social tissue necessary to set up a functional democracy. Their past legacy and history, are strong factors influencing their present and future. Analyzing the past, present and future of a country’s religiosity, religious freedom and tolerance, represent a valid contribution not only in terms of social assessment. They also compound a first layer for policies and strategies to create open societies and reinforce the institutional set up and rule of law. Albania, among these countries, represents a very unique case of variation in attitudes and relation toward religion along history. But a strong tolerant component characterizes the overall perception and behavior toward religious diversity. A historic, politic and social analysis of the Albanian case of religious tolerance and co-existence, necessary to understand the real western inspiration of the country and its democracy’s future, is the biggest contribution of this paper.

Opis:: This paper examines how the Eurozone financial crisis of 2011 impacted the possibility of the future of European integration. It examines the reactions of Europe’s political elites to the crisis through the lens of Jürgen Habermas’s philosophical work on the subject of transnational democratic sovereignty. More often that not decisions made in Brussels have been made on the basis of the national interest of member states and conducted in a highly undemocratic fashion. This has provoked a backlash in many member states by people unhappy with the constant lack of consultation on crucial matters, leading to fears that the world’s first transnational democracy may in fact be giving way to the first ‘post-democratic’ form of political union.

Opis:: Cooperatives in the world has played an important role in socio-economic development of each country. Also in Poland, the cooperatice movement has its own tradition and history. The main feature of the current activities of the cooperative is to focus primarily on local issues. Opis:: The article presents an analysis of energy barriers to integration between the Republic of Moldova and the European Union. Moldova is one of the most important objectives of external activity of the European Union in Eastern Europe. Nowadays, the energy market problems have a strong influence on the process of political and economic integration between Moldova and the EU. The biggest challenge for Moldova in the energy sector is to break the reliance on the supply of Russian fossil fuels, and to implement EU energy legislation, especially the rules of the third energy package. The article also emphasizes the impact of the conflict in Transnistria on EU-Moldova energy relations.

The author intents to publish several articles aimed at a complex presentation of impact of the EU integration including the EU law adoption on the Polish national law, and then, of professional and academic issues in land-surveying and cartography resulting from the EU law. The hereby presented publication is the first one belonging to the planned series. It brings a historical outline of EU integration, present EU institutions, Polish road to the accession and main international activities of the Chief Geodesy and Cartography Office. The following tables have been prepared: - the one containing base knowledge in area of pillar co-operation structure of member countries within a frame of binding treaties; - the one presenting main and supporting EU institutions, their composition, tasks and functions; - the one explaining the misleading naming of EU councils.

Opis:: Migrations have accompanied mankind for hundreds of years. Wandering for livelihood has been and is inscribed in historical and social processes taking place on a regional and global scale. Decisions on change of residence usually are on economic grounds, but they can also be political, religious, social or related to the climate. They are taken by adults, but their range and effects also affect children. This happens when they take them with them, for the sake of wanting to improve their life situation, or when they leave them in the country of origin, for the same reasons.The challenge for these children is related to the problems of being able to adapt to the new situation, including education and their values,when they leave with their relatives, while when they stay they may experience loneliness, the lack of family warmth and a reduced sense of security. The following text is devoted to the situation of children of immigrants.

Opis:: EU has presented five scenarios from which only one can be used as a guideline for the future path of European integration. None of the five scenarios has been selected as the one that will be followed in the future since the time they were shown to the public in March 2017. EU documents indicate that preferences are clear and “Europe plans to do more and together with all”. A similar situation is indicated by the context of closer cooperation between NATO and the EU. Nevertheless such a choice does not seem to get the uphold as far as the political situation in most of the EU states shows. The aim of this article is to present the conditions that will be used as a starting point for the formulation of three possible scenarios: most probable, pessimistic and optimistic.
