Celem artykułu jest analiza potencjalnego związku między cechami społecznymi i demograficznymi charakteryzującymi liderów lokalnych samorządów (wójtów, burmistrzów, prezydentów), a zaangażowaniem j.s.t. w realizację projektów finansowanych lub współfinansowanych ze środków UE. W tekście przedstawiono wyniki badania pilotażowego otrzymane metodą analizy jednoczynnikowej ANOVA. Przeanalizowany został wpływ zmiennych, takich jak płeć włodarza samorządowego, jego wiek, wykształcenie czy wykonywana profesja. Wyniki wskazują na potencjalnie istniejące związki między cechami społeczno-demograficznymi liderów samorządowych, a zaangażowaniem j.s.t. w realizację tzw. projektów unijnych.
The aim of this study is to empirical analysis of the potential relationship between quality of mayors and local governments involvement in EU funding projects. This chapter presents the results of the data analysis using ANOVA method. The empirical result indicate potentially existing relationships between the quality of mayors and the scope of local government involvement in EU fuding projects.

This paper presents an overview of the activities and results of the European Network of German and Contrastive Linguistics (GerCoLiNet), which was part of the European University Alliance 4EU+ (May 2021 – June 2022). With the cooperation of five European universities (Copenhagen, Milan, Paris, Prague, Warsaw) as well as the Institute for German Language (Mannheim) as an external partner, the network put together a training programme for MA and PhD students of German language and literature at the universities involved in the project. Developed within the framework of contrastive linguistics, the programme takes into account empirical approaches to both theoretical and applied aspects with special attention paid to the fields of Corpus Linguistics, Lexicology, Lexicography, and Discourse Analysis. In keeping with the basic ideals of Flagship 2, i.e. Europeanness, data literacy and multilingualism, particular emphasis was placed on networking among students and young academics within the 4EU+ Alliance. In this paper I first discuss the role and the importance of German, the exclusive lingua franca within the project, as an identity-forming element. Then, I explain the four main phases of the project; finally, I outline some innovative teaching strategies which were used to promote and increase interaction between partners as well as between the students involved in the project.

The findings highlight the necessity for robust radiation protection and emergency response measures, underlining the pivotal role of technological advancements in enhancing radiological threat detection and management capabilities. The study underscores the significance of ongoing research and international collaboration in bolstering global resilience against radiological hazards.

Introduction/background: Obtaining funding for the implementation of a project entails the need to adapt the project to the requirements set by the European Union, as well as adequate competence on the part of the project team. This was particularly difficult during the Covid-19 pandemic, as even the most experienced and specialised teams could not fully anticipate the pandemic situation, which forced a number of changes in relation to the running of projects. These changes ranged from projects started before the outbreak of the pandemic to those that had already started during the pandemic. Given the authors' personal experience of working on EU projects during this period, there was very little information on how to implement changes in accordance with the health restrictions imposed by the Ministry of Health. At the time of the epidemic, even what appeared to be basic information had to be changed or clarified, however, to comply with the guidelines for implementing European projects. Despite the challenges posed by the COVID-19 pandemic, many organisations and actors implemented projects successfully. The question then is what factors influenced the successful implementation of these projects? Aim of the paper: The aim of the paper is to identify and define the conditions affecting the successful implementation of EU co-financed projects during the COVID-19 pandemic. Materials and methods: The study used a diagnostic survey method and desk research analysis, and the research tool used was an original interview questionnaire. Results and conclusions: The following were identified as the most important factors influencing the success of EU projects during the COVID-19 pandemic: the high level of knowledge of team members and their personality traits, the ability to transfer knowledge effectively, communication skills on the part of the project manager and team members, and the provision of appropriate tools and technology to carry out the work remotely.

Introduction/background: Raising the standard of living of local communities is one of the objectives of activities undertaken by local government units. The most important and essential in regional development is therefore social development. One of the stimulators of regional growth are European Union funds. The improvement of the social and professional situation of the residents of municipalities in the Silesian Voivodeship has been mainly influenced by EU funds implemented through the Regional Operational Programme of the Silesian Voivodeship 2014-2020 under the European Social Fund (ESF). The municipality of Zbrosławice has implemented several such projects. Aim of the paper: The aim of the paper is to examine and analyse the impact of ESF-funded projects implemented in the municipality of Zbrosławice to strengthen social and professional activity of local communities in the period 2019-2021. The paper is based on research conducted for the master's thesis of Marcel Nalepa, whose scientific supervisor is Dr. Joanna Toczyńska. Materials and methods: In the study, cabinet research was conducted on the basis of data from the Central Statistical Office using the methods of universal statistics on the analysis of the socio-demographic situation of the Municipality of Zbrosławice. The aim of the research was to identify problem areas prior to the start of the social projects implemented in the period 2019-2021. Subsequently, field research was conducted in the Municipality using the method of comparative analysis of project documentation and reporting documentation on two ESF-funded projects in order to determine the degree of achievement of the assumed target indicators in the projects. The research further involved a diagnostic survey of the opinions and perceptions of project participants using a questionnaire method. Results and conclusions: As a result of the research, weaknesses and problem areas in the level of social life of the Municipality's residents were identified and solutions were proposed in the form of the need to implement specific projects. In addition, the research hypothesis assuming that the actions taken by the Municipality of Zbrosławice and the projects implemented in the period 2019-2021 contributed to strengthening the social and professional activity of local communities and strengthening the human potential of the Municipality was confirmed.

Zarządzanie gazowniczym projektem inwestycyjnym jest procesem bardzo skomplikowanym zarówno od strony technicznej, jak i organizacyjnej. Techniczne i technologiczne przygotowanie i realizacja takiego projektu jest domeną inżynierów, którzy za pomocą dostępnych metod, narzędzi, materiałów i technologii są w stanie przygotować i przeprowadzić proces inwestycyjny. Na ten aspekt należy nałożyć całą organizację i zarządzanie procesem, czyli zorganizowanie i takie pokierowanie każdym z wymienionych elementów, aby projekt był realizowany zgodnie z założonym harmonogramem i nie wystąpiły kolizje zadań, „wąskie gardła”, czy zbędne przestoje. Do tego potrzebne jest odpowiednie planowanie, a w jego ramach analiza ryzyka realizacji projektu inwestycyjnego. Artykuł ma na celu wykazanie istotności analizy ex ante (łac. z góry, przed wydarzeniem się czegoś) wszelkich przesłanek wystąpienia ryzyka i samego ryzyka w działal- ności przedsiębiorstwa realizującego projekt przy udziale funduszy europejskich dla powodzenia takiej inwestycji. Istotności o tyle dużej, że to jeszcze przed przystąpieniem do samego procesu inwestycyjnego konieczne jest przewidywanie i ustalanie mechanizmów zapobiegających zaistnieniu, czy niwelujących efekty materializacji ryzyka na każdym etapie procesu: planowania, przeglądu, wdrażania, monitorowania i ewaluacji. Sama świadomość kierownictwa na temat istnienia różnych zagrożeń w czasie pozwala na podejmowanie decyzji o podjęciu, bądź niepodejmowaniu inwestycji nawet przy dostępie do bezzwrotnego dofinansowania z funduszy UE. Analizę przeprowadzono na podstawie projektów inwestycyjnych w sektorze gazowniczym przedstawionych do dofinansowania ze środków Europejskiego Funduszu Rozwoju Regionalnego w ramach programu Infrastruktura i Środowisko 2014–2020.
Managing a gas investment project is a very complicated process, both from the technical and organizational side. The technical and technological preparation and implementation of such a project is the domain of engineers who use the available methods, tools and materials as well as technology and are able to prepare and carry out the investment process. This aspect should be complemented by the entire organization and management of the process, i.e. organizing and directing each of the listed elements so that the project is carried out in accordance with the assumed schedule and there are no collisions of tasks, bottlenecks or unnecessary downtime. To this end, appropriate planning is needed, and within it, a risk analysis of the investment project implementation. The aim of the article is to demonstrate the significance of the ex-ante analysis of all premises for the occurrence of risk and the risk itself in the activities of a company implementing a project with the participation of European Union (EU) funds for the success of such an investment. The significance is so high, that before starting the investment process itself, it is necessary to anticipate and establish mechanisms preventing the occurrence or eliminating the effects of risk fulfillment at every stage of the process: planning, review, implementation monitoring and evaluation. The very awareness of decision-makers of the existence of various threats over time allows them to make decisions whether or not to undertake investments, even with access to non-refundable EU funding. The analysis was carried out on the basis of investment projects in the gas sector submitted for cofinancing from the European Regional Development Fund under the Infrastructure and Environment Programme 2014–2020.

Opis:
Landslides in Polish opencast lignite mines are a serious problem for the efficiency of exploitation. They can also pose a threat to adjacent areas and the environment, and in some cases even jeopardize the continuity of lignite supplies to power plants. Such phenomena are associated with a number of factors, the most important of which are the geological engineering structure, groundwater conditions, unfavourable strength parameters of clayey soils and their usually relatively steep slopes. Counteracting such a phenomena, caused by mining activity, is usually difficult because of large size of landslides and the depth of exploitation reaching in some cases over 300 m. The paper presents the first application of on-line monitoring in a Polish opencast lignite mine. Performed in the Bełchatów Mine, in situ monitoring was complemented by satellite radar interferometry (PSI), LiDAR airborne laser scanning, and terrestrial laser scanning. Research within the RFCS EU SLOPES project “Smarter Lignite Open Pit Engineering Solutions” was performed by an international consortium from six European countries. In Poland, the research was located mainly on the western slope of the Bełchatów Field. In this area, in the Polish open pit lignite mine, on-line inclinometer, and a pore pressure monitoring system were the first located at the levels of+42 : -58 m a.s.l. Geological engineering investigations included 100 m depth core drilling, index laboratory tests, IL oedometer tests, CIU, CID triaxial tests, and numerical modelling. The total amount of in situ displacement, during the period December 2016-July 2019, reached 290 mm. The largest displacements up to 250 mm were recorded: to a depth of 45 m in the direction of slope inclination, and smaller ones up to 50 mm to a depth of 72.5 m. The displacements were accompanied by a decre ase in pore pressure values by more than 200 kPa. In other parts of the mine and adjacent areas, the satellite radar interferometry detected displacements up to 60 mm/year on the outer slopes of the Szczerców dump. It also allowed identification of the landslide hazard in other areas. Data obtained from in-situ monitoring and laboratory tests on the western slope of the Bełchatów Field were included in numerical modelling using the shear strength reduction method and the limit equilibrium method. This should allow helping for better recognition and warning of the existing hazards in the investigated area.

Autorzy artykułu prezentują nowoczesne narzędzia rozpoznawania kwalifikacji w budownictwie, w tym kwalifikacji menedżerskich. Narzędzia te wypracowane zostały w serii projektów współfinansowanych z UE, w tym: projekt ERASMUS+ CLOEMC V – którego pełen tytuł brzmi „Common Learning Outcomes for Europeanmanagers in Construction, part V” oraz ERASMUS+ IPCIC – „Improvement of Professional Competences in Construction”. W projekcie CLOEMC opracowano kolejne podręczniki Biblioteki Menedżera Budownictwa, czyli podstawy nauczania, a tym samym zasady rozpoznawania europejskich kwalifikacji menedżerskich dla potrzeb karty EURBE (European Building Expert), a w projekcie IPCIC nowoczesne materiały multimedialne dla nowej specjalności budowlanej – technik robót wykończeniowych oraz, bardzo ciekawy w dzisiejszych czasach – film podkreślający etos pracy zatrudnionego w budownictwie specjalisty. Artykuł przedstawia rezultaty projektów oraz ich praktyczne wykorzystanie w nowoczesnej dydaktyce na WIL PW oraz zawodowych szkołach technicznych.
The authors of the article present modern tools for recognizing qualifications in construction, including managerial qualifications. These tools have been developed in a series of EU co-financed projects, including: ERASMUS+ CLOEMC V – the full title of which is “Common Learning Outcomes for European Managers in Construction, part V” and ERASMUS+ IPCIC – Improvement of Professional Competences in Construction. The CLOEMC project developed further manuals of the Building Manager Library, covering learning outcomes and thus the principles of recognizing European managerial qualifications for the EURBE card (European Building Expert). In the IPCIC project, modern multimedia materials for a new construction specialization – finishing works technician and, very interesting nowadays – a film highlighting the work ethos of a specialist employed in the construction industry. The article presents the results of the projects and their practical use in modernteaching at WIL PW and vocational technical schools.

Autorzy artykułu prezentują nowoczesne narzędzia rozpoznawania kwalifikacji w budownictwie, w tym kwalifikacji menedżerskich. Narzędzia te wypracowane zostały w serii projektów współfinansowanych z UE, w tym: projekt ERASMUS+ CLOEMC V - którego pełen tytuł brzmi „Common Learning Outcomes for Europeanmanagers in Construction, part V” oraz ERASMUS+ IPCIC - „Improvement of Professional Competences in Construction”. W projekcie CLOEMC opracowano kolejne podręczniki Biblioteki Menedżera Budownictwa, czyli podstawy nauczania, a tym samym zasady rozpoznawania europejskich kwalifikacji menedżerskich dla potrzeb karty EURBE (European Building Expert), a w projekcie IPCIC nowoczesne materiały multimedialne dla nowej specjalności budowlanej - technik robót wykończeniowych oraz, bardzo ciekawy w dzisiejszych czasach - film podkreślający etos pracy zatrudnionego w budownictwie specjalisty. The article presents innovative teaching methods developed as part of three projects implemented in the ERASMUS+ Program, consisting in the use of Augmented Reality technology in the safe conduct of the following construction works: ARSC project (Augmented Reality for Stone Cladding Safe Assembling Operation): safe installation of stone cladding using Augmented Reality technology; ARFAT project (Augmented Reality Formwork Assembly Training): safe scaffolding and formwork construction at height using Augmented Reality technology; setAR project (Earthworks Training with the Use of Augmented Reality): safe earthworks with use of Augmented Reality technology.

Over the last two decades, there has been a significant improvement in the participation of women in education and the labour market in the European Union. Nevertheless, there are still many challenges to improving the situation of women. The excessive burden of household duties is a major barrier to the educational and professional activity of women, especially young women with small children. Apart from the inability to balance work and personal life, other factors limiting women’s professional activity include the mismatch between their education and the challenges of the modern labour market. Although the majority of people with higher education are women, when planning their careers, they tend to choose less attractive courses of study which are not linked to the professions of the future. The text presents the results of an analysis of research on the needs and expectations of young women (mothers) regarding the development of professional competences. The results show in which types of activities raising competences the surveyed women participate; how they evaluate the effectiveness of activities raising their competences in the professional area; what factors influence the decision of women to participate in the selected form of training; what are the attitudes of the external environment of the surveyed women towards their participation in training; what problems the surveyed women encounter in connection with participation in training raising their professional competences. The focus was on similarities and differences in statements of young women (mothers) from Poland, Lithuania, Spain and Cyprus who participating in the international project Mommypreneurs.
W ciągu ostatnich dwóch dekad w Unii Europejskiej nastąpiła znacząca poprawa w zakresie udziału kobiet w edukacji i na rynku pracy. Niemniej jednak nadal istnieje wiele wyzwań związanych z poprawą sytuacji tej kategorii społecznej. Nadmierne obciążenie obowiązkami domowymi stanowi główną barierę dla aktywności edukacyjnej i zawodowej kobiet, zwłaszcza młodych matek. Do czynników ograniczających aktywność zawodową kobiet, oprócz niemożności pogodzenia życia zawodowego i osobistego, należy niedopasowanie wykształcenia do wyzwań współczesnego rynku pracy. Mimo że większość osób z wyższym wykształceniem stanowią kobiety, planując swoją karierę zawodową, wybierają one zwykle mniej atrakcyjne kierunki studiów, które nie są związane z zawodami przyszłości. W tekście przedstawiono wyniki analizy badań dotyczących potrzeb i oczekiwań młodych kobiet (głównie matek) w zakresie rozwoju kompetencji zawodowych. Wyniki pokazują, w jakich rodzajach zajęć podnoszących kompetencje uczestniczą badane kobiety; jak oceniają skuteczność zajęć podnoszących ich kompetencje w obszarze zawodowym; jakie czynniki wpływają na decyzję kobiet o udziale w wybranej formie szkolenia; jakie są postawy otoczenia zewnętrznego badanych kobiet wobec ich udziału w szkoleniach; jakie problemy napotykają badane kobiety w związku z udziałem w szkoleniach podnoszących ich kompetencje zawodowe. Skupiono się na podobieństwach i różnicach w wypowiedziach młodych kobiet/matek z Polski, Litwy, Hiszpanii i Cypru, które uczestniczyły w międzynarodowym projekcie „Mommypreneurs”.

Opis:
Effective project management requires consideration of aspects such as quality, costs, time, material resources, staff and communication, and risk. In the case of projects co-financed from European Union funds, the main threat is recognition of part or all of the costs as ineligible, which will result in a need to cover them from university's own funds. Therefore, not only successful completion of the project but also financial condition of the university depends on safety level of EU project management system. Main purpose of the study was to indicate actions aimed at increasing safety of EU project management system in public universities. First part of article is theoretical and was prepared based on a critical analysis of the literature in a field of project management. Second part of the text was based on primary data collected during the survey among EU project managers at public technical universities. Literature studies and results of own research have enabled preparation of recommendations to increase the level of safety of project management system co-financed from EU funds at public universities.
