Opis:
Effective project management requires consideration of aspects such as quality, costs, time, material resources, staff and communication, and risk. In the case of projects co-financed from European Union funds, the main threat is recognition of part or all of the costs as ineligible, which will result in a need to cover them from university's own funds. Therefore, not only successful completion of the project but also financial condition of the university depends on safety level of EU project management system. Main purpose of the study was to indicate actions aimed at increasing safety of EU project management system in public universities. First part of article is theoretical and was prepared based on a critical analysis of the literature in a field of project management. Second part of the text was based on primary data collected during the survey among EU project managers at public technical universities. Literature studies and results of own research have enabled preparation of recommendations to increase the level of safety of project management system co-financed from EU funds at public universities.

The paper describes an EU project MODBRAKE concerning standardization actions about high-speed passenger train brakes, also showing the participation of the Institut of Rail Vehicle TABOR in Poznań in the project. A short history of train brakes is presented, discussing briefly the development phases and the benefits of using modules. EU actions concerning standardization actions about railway vehicles, particularly of train brakes under the MODBRAKE program, are presented. The short description of the new brake system with accordance to international TSI standardization is presented.

The paper deals with the part project activities for popularisation of science and technology focused on popularisation and technology education. The accent put on information technology and internet sources blocked the impact of printed media. There is described the strategy of medial effects and transferring of knowledge through educational posters focused on the project Windows of Science Wide Open. CZ 1.07/2.3.00/45.0004. Educational posters present scientific subjects in integrating knowledge of various subjects of science and technologies. This form of medial impact had positive reactions among pupils and teachers of primary and secondary schools and we recommend their other use within projects.

The study is an original scientific article devoted to the issues of proposed changes in the EU regulations on counteracting money laundering (the so-called ‘AML package’). A significant part of the amended provisions of EU legal acts will be governed by EU Regulations and, as such, they will be directly applicable. This situation justifies the need for an in-depth analysis. On the other hand, those provisions which remain in the form of directives raise certain reservations. Therefore, the aim of this article is to analyse the nature and scope of the comprehensive amendment to the AML regulations using a formal-dogmatic method. Based on this analysis, conclusions were drawn regarding the assessment of the legitimacy and possible effectiveness of the proposed regulations in combating money laundering. The conclusion also highlights the inaccuracies and deficiencies they are burdened with, allowing for de lege ferenda postulates concerning the desired correction of the regulations.

Artykuł obejmuje prezentację wybranych aspektów zarządzania zasobami projektu unijnego realizowanego przez uczelnię publiczną. Szczególna uwaga poświęcona została etapowi planowania zasobów projektu. Planowanie zasobów w projektach współfinansowanych ze środków Unii Europejskiej odgrywa kluczową rolę w związku z dokonywaną przez ekspertów oceną składanych wniosków o dofinansowanie, w których określane są zasoby niezbędne do realizacji danego przedsięwzięcia. Celem artykułu jest wskazanie relacji występujących pomiędzy zarządzaniem zasobami uczelni i zarządzaniem zasobami projektu unijnego.
The article includes a presentation of selected aspects of the management of the EU project carried out by a public university. Particular attention has been devoted to resource planning stage of the project. Resource planning in projects co-financed by the European Union plays a key role in connection with the evaluation of applications for funding, which is carried out by the experts, and which sets forth the resources needed to implement the project. This article aims to identify the relationships that exist between the university resource management and managing the resources of the EU project.

The article is dedicated to an analysis of the control system of one of the instruments used by the state during the implementation of the programmes co-financed from the EU financial instruments. Their basic advantage is that they generate a lower risk of swindling as beneficiaries have to return the funds they have received. Beneficiaries have to provide repayment security for such instruments, e.g. bills of exchange or collaterals, and in the case of non-repayment beneficiaries can be subject to standard debt recovery proceedings. At the same time, these instruments are less advantageous to the beneficiaries than, e.g. non-returnable subsidies, since they need to return the funds invested. However, overregulation related to this kind of support and the need to return them may make beneficiaries reluctant to use them. That is why the specifics of financial instruments should be take into account when the frequency and scope of beneficiaries’ audits are set.

Introduction/background: Obtaining funding for the implementation of a project entails the need to adapt the project to the requirements set by the European Union, as well as adequate competence on the part of the project team. This was particularly difficult during the Covid-19 pandemic, as even the most experienced and specialised teams could not fully anticipate the pandemic situation, which forced a number of changes in relation to the running of projects. These changes ranged from projects started before the outbreak of the pandemic to those that had already started during the pandemic. Given the authors' personal experience of working on EU projects during this period, there was very little information on how to implement changes in accordance with the health restrictions imposed by the Ministry of Health. At the time of the epidemic, even what appeared to be basic information had to be changed or clarified, however, to comply with the guidelines for implementing European projects. Despite the challenges posed by the COVID-19 pandemic, many organisations and actors implemented projects successfully. The question then is what factors influenced the successful implementation of these projects? Aim of the paper: The aim of the paper is to identify and define the conditions affecting the successful implementation of EU co-financed projects during the COVID-19 pandemic. Materials and methods: The study used a diagnostic survey method and desk research analysis, and the research tool used was an original interview questionnaire. Results and conclusions: The following were identified as the most important factors influencing the success of EU projects during the COVID-19 pandemic: the high level of knowledge of team members and their personality traits, the ability to transfer knowledge effectively, communication skills on the part of the project manager and team members, and the provision of appropriate tools and technology to carry out the work remotely.

The EU Pellucid project is developing an experience management system for public organizations with staff mobility. The paper presents an activity whitin the project focused on searching for information in repositories of documents. The project's background and the process of information searching are described. Ontological methods such as semantic annotation and similarity searching, as well as ontology- and full-text-based searching are presented. Monitoring of organizational repositories is discussed.
