Regional contracts developed in Poland as a consequence of the process of the state decentralisation and the building of local governments in the 1990s. By learning from other countries’ experiences (especially the French regional policy), an instrument was devised in order to support the decentralisation of the state development intervention and to foster the regions’ empowerment to programme and administer the regional policy. Unfortunately, since the very first edition, regional contracts in Poland have become a hostage to impromptu political acts determining changes to the economic policy, the limited state budget and very frequent legal amendments. The goal of this article is to conduct a synthetic analysis of the origins, changes and challenges related to the use of regional contracts in the Polish development policy. The author’s subjective, critical opinions were confronted with the opinions of the representatives of regional authorities in selected voivodeships. To this end, interviews were conducted with directors of departments in selected marshal offices. The resulting evaluation, conclusions and recommendations allowed the verification of the author’s subjective views.

The paper assumes that metropolitan areas should be organised as entities entitled to their own, internal policy-making. The metropolitan areas policy should also be run by regional and national authorities. The legal and political issues must be decided on, in order to make established metropolitan area the subject of development policy. Those issues determine: • allowed/preferred organisational forms of metropolitan areas, • rules for metropolitan areas development planning and spatial planning, • financial framework for metropolitan areas, being the separate entities of public finance. The model solutions concerning metropolitan authorities’ entitlements and rules for coordination of different bodies’ activities in the metropolitan area can be discussed with regard to the above mentioned issues. Development challenges that are characteristic for metropolitan areas are the rationale behind running the policy by metropolitan decision-makers as well as behind the existence of metropolitan areas policies. The related issues of high strategic importance, that can be easily listed, will in the future determine development possibilities of Polish metropolitan areas as well as their position in European perspective.

The European Union commences another budget period (2007-2013). This means significant changes for agriculture and rural areas with respect to the manner and the scope of financing of this sector, which were started in 2003 by the Luxembourg reform. The objective of the article is to analyse the introduced changes and evaluate their results and potential impact on the Polish agriculture and rural areas. Changes in the organisation of the so-called agricultural funds, their scope and the manner of management necessitate harmonisation of Polish agricultural legislation with that of the EU as well as adjustments in the institutional system, established in the first half of the current decade. The author analyses the effects of these changes on Polish agriculture and legal and organisational system, as well as the expected impact of the available financial funds on transformations of the Polish agricultural sector and rural areas in the coming years.

Complex interdependence has emerged as multiple channels that establish relations and agendas between states that involve public, private and NGO stakeholders to resolve issues and take a state towards a development path. This article argues how development policy establishes complex interdependence and also increases bilateral relationships. The development theory and economic interdependence evaluate the economic and social conditioning of developing countries in the shadow of complex interdependence; the role of international development assistance needs to understand the interest of developed countries in international relations. The theoretical analysis also compiles the term well-being including human development, health, quality of life, political freedom, social rights, and wealth. These terms are the centre point of well-being, which consists of happiness and health as subjective matters. As the importance of development is stressed by Holtz and Sen, both emphasise the well-being of the population, which must need to address the component of development for the eradication of poverty.

Polityka rozwoju regionalnego Unii Europejskiej dąży do zmniejszania zróżnicowań ekonomicznych i społecznych pomiędzy najlepiej rozwiniętymi regionami Wspólnoty a regionami peryferyjnymi. Procesy polaryzacji przestrzeni europejskiej są niekorzystne, dlatego też wspiera się w różnych okresach programowania rozwój regionów peryferyjnych, postrzeganych w wymiarze ekonomicznym i geograficznym. Zmieniające się uwarunkowania społeczno-demograficzne i ekonomiczne rozwoju regionów czy zachodzące procesy integracyjne i globalizacyjne wskazują na konieczność poszukiwania nowego paradygmatu polityki rozwoju, w tym podejścia do rozwoju regionów peryferyjnych.
The EU regional development policy aims to reduce the economic and social disparities between the most developed regions of the Community and its peripheral regions. Spatial polarisation processes are highly disadvantageous and therefore the development of the regions described as peripheral (both in economic and geographic terms) is supported in different programming periods. The changing factors of socio-demographic and economic development of the regions, as well as ongoing integration and globalisation, indicate the need to search for a new paradigm of development policy, including a fresh approach to the development of peripheral regions.

The paper describes how, within the European single market, the economies of small nation states and regions of larger states have more in common than is often recognized. The author suggests that, as a role model in the design of a special development program for the eastern Polish regions, the example of Ireland is relevant to Polish regional administrations as they attempt to achieve the best return from capturing gains from European Union and national policies as well as building on their own, rather limited, locally devolved powers. The analysis demonstrates that during the 18-year period of three EU-assisted investment programs, the Irish economic policymaking environment shifted from one appropriate to a state on the periphery of Europe to that of a region more fully integrated into an encompassing European economy. The author concludes that the challenge facing regional policymakers is to understand how national policies can have both positive and negative regionally asymmetric impacts, while acknowledging the extremely constrained scope for designing offsetting region-specific policies within the context of the nation state. It is politically difficult to design regional policies that introduce fundamental differences between regions of a nation state other than in terms of the level of income redistribution. But if the Polish regional economies are to be renewed, big innovations are precisely what are needed.

The current law, which regulates the functioning of local government designate their powers and tasks that aim to achieve the objectives. Such activities tend to be heavily supported institution of management control. In addition, the modern tool for the management of the local government in the effective management of all processes in the body - is the internal audit unit. Definition, based on article 272 (act on public finance) internal audit is an independent and objective activity, the aim of which is to support the Minister in charge of the department or manager in the implementation of goals and objectives through a systematic evaluation of management control and advisory activities. The article brought closer the possibility of creating the regional government's development policy, which is and can be to support the internal audit activity.

The subject of the article is regional policy in Poland conducted according to the principles governing the European Union cohesion policy. The author addresses especially the key issues of regional policy, defines its objectives and instruments as well as the main models. The discussion provides the background for the subsequent analysis of the current and future shape of regional policy implemented in Poland. The aim of the article is cognitive and pointing to the changes of directions and character of activities aiming at working out the proper development strategy for Poland, in compliance with the European Union directives but also meeting the needs of regions on different levels. Regional policy currently pursued in Poland and based on the idea of the European Union cohesion policy aims at creating the system of planning and management of spatial management integrated with the main tendency of socioeconomic planning. The condition enabling conscious space development is possessing and using appropriate legislative, administrative, organizational, promotional, information and other instruments. Polands regional policy conducted within the frame of common cohesion policy and targeting common objectives is financially supported by the EU funds and financial means from the Cohesion Fund. The shape of regional policy in Poland is determined by the striving to identify strong regions which would be able to push the economic development of the country strengthening at the same time less innovative regions. Polish regional policy included in the EU development programmes is using the instruments adjusted to the individual properties of regions, where the leading player is a region characterized by a considerable autonomy in this respect affecting the way in which the existing pro-development possibilities are used. Such solution of the planning and implementation of development policy draws Poland closer to contemporary concepts of regional development theory, showing the region as an autonomous, socio-economic system, creating a vision of development and evaluated for its effectiveness. The future shape of Polish regional policy will depend on such concepts which emphasize the role of regions, ascribing them a growing importance in the national development policy.

The aim of the article is to present and assess the role of the market and market mechanisms in devising a sustainable development policy. The idea of sustainable development was a reaction to market errors. International documents and declarations do not indicate the role of the market in sustainable development. The market is the environment of all activities shaping development. An appropriately shaped market and market mechanisms and instruments can foster the implementation of sustainable development. The general policy of sustainable development created by the state does not use market and its mechanisms. The appropriate place for them are three horizontal policies: economic, social and environmental. The article indicates actions for and limitations to their market orientation towards sustainable development. The application scope of market-based instruments under the policy is also a determinant of policy marketisation.
Celem artykułu jest przedstawienie i ocena miejsca rynku i mechanizmów rynkowych w tworzeniu polityki zrównoważonego rozwoju. Idea zrównoważonego rozwoju była reakcją na błędy rynku. Dokumenty i deklaracje międzynarodowe nie wskazują na rolę rynku w zrównoważonym rozwoju. Rynek jest środowiskiem wszystkich działań kształtujących rozwój. Odpowiednio ukształtowany rynek oraz mechanizmy i instrumenty rynkowe mogą sprzyjać wdrażaniu zrównoważonego rozwoju. Tworzona przez państwo ogólna polityka zrównoważonego rozwoju nie wykorzystuje rynku i mechanizmów rynkowych. Właściwym dla nich miejscem są trzy polityki o charakterze horyzontalnym: gospodarcza, społeczna i ekologiczna. W artykule wskazano działania i ograniczenia dla ich rynkowej orientacji na rozwój zrównoważony. Wyznacznikiem urynkowienia polityki jest też zakres zastosowania w niej instrumentów rynkowych.

This article presents the premises, current status and the prospects of using functional urban areas as the focus of Poland's development policy. For the past 10 years, cities, especially large ones, have been increasingly impacting on their surrounding areas defined as functional urban areas. The size of those areas is determined by the process of suburbanisation. The article emphasises the issue of uncoordinated development of functional urban areas surrounding core cities and on grassroot and top-down attempts to integrate their development.
