This paper in the first place briefly introduces the emerging issue of cross-border regions throughout Western and Eastern Europe and discusses the definition of cross-border cooperation. Secondly, it analyzes the development of joint institutional mechanisms for the design and monitoring of cross-border regional policies in all relevant fields including the cooperation in the field of statistics. Thirdly, the paper will describe in more detail the institutional and practical organization of the Statistical Observatory of the Geneva cross-border region. The Observatory was formally established in 2001 by the France-Geneva Regional Committee, the governance committee of the Geneva cross-border region, and produces more than 50 socio-economic and environmental indicators for a cross-border urban area of more than 800,000 inhabitants over two countries: 1/3 in France and 2/3 in Switzerland with close to 75,000 cross-border workers. The paper presents some important indicators produced by the observatory and concludes with major achievements and remaining challenges.

The Czech Statistical Office has participated in the cross-border statistics since 1990, with first experience in the Euro-region among the Czech Republic, Poland and Germany (Saxony). The CZSO has later participated in several bilateral or multilateral projects focused on cross-border statistics together with Germany, Poland, Austria and Slovakia. The cross-border statistics is not any one-way road. It gives possibility to exchange experience and knowledge among all participants. It should be an equal partnership of all participating countries and statistical institutions. The cross-border statistics is a specific part of the official statistics. It is inhibited by identical limits as well and it shares the same statistical tools and methods and it has the same goals and challenges like the statistics in general. The current statistics must respect two main restrictions: increasing budget and request to decline administrative burden. The consequential demand is to use more administrative data and data from usual statistical surveys. The new requests on statistics in general have to be applied to cross-border statistics as well. The cross-border statistics should reflect new economic development. The movement of finance, manpower, goods and services has been rapidly changing nowadays. The permanent demand has been described by environmental conditions and factors, but it also should reflect new trends concerning well-being. The future development of the cross-border statistics demands higher level of collaboration not only between neighbouring countries. It is very important to exchange and to concentrate experience and knowledge from many countries. This is a way to accelerate and to increase efficiency of the cross-border statistics in all countries.

EU integration has set challenges for the regions in the Eastern Poland, especially in the field of economic development to minimalize internal differences on the one site, but also it needed to improve the new methods of cooperation between the public entities located in the border area on the field of public tasks . Podkarpackie Voivodship in Poland is the one of the regions in which you recorded the lowest indexes of development. The tool to improve the situation is appropriate development planning taking into account the potential of location and cross-border cooperation .The article presents the legal basis and real course of the cross-border coopera-tion in Podkarpackie Voivodship . Formal possibilities are the associations and others contractual forms permitted under national law. Regional authorities use all available instruments including the financial support from EU programs . Effectiveness of this activity is changed and is subject of various restriction. One of the most important changes, positive, is the assumption of the territorial allocation of founds dedicated to support areas located on the eastern border of EU in the perspective 2014-2020 and inclusion of cooperation in a number of development priorities set out in strategic documents.

Electronic commerce has been developing along with the advancement of the Internet and technology. There have been numerous successes and failures among e-businesses, and one of the main reasons for either scenario is shown to be consumer satisfaction. Data shows that one of the major factors influencing customer experience is related to logistics. Along with the globalization of trade, cross-border e-commerce has brought new challenges that need to be overcome in order to meet the higher requirements of “digital consumers.” In spite of challenges, global e-commerce nowadays plays an essential role in promoting the development of both economy and industries, including logistics. Recently, global electronic commerce was included in the China-led Belt and Road Initiative, in particular with the Digital Silk Road, which emerged as a result of the initiative merging with the digital economy. This paper aims to explain what the Digital Silk Road refers to and what its relation is with international e-trade. Moreover, it presents an analysis of how the Digital Silk Road supports global e-trade and how cross-border e-commerce influences the Road. This paper forms part of a more thorough study of the role of international electronic commerce in facilitating trade along the Digital Silk Road.

The article discusses the issues of cross-border organized crime. It also lists offences committed by organized crime groups throughout Europe. Furthermore, the article provides statisticaldata concerning cross-border crimes. The author of the article pays special attention to the threats this phenomenon poses for the countries in the European Union. Moreover, the article shows what efforts should be made to effectively combat this phenomenon.

The article presents reflections on the best practices in real estate cross border transactions.Transactions on real estate markets have several aspects that make them highly complex, mostly due to their individual nature – each property is unique in terms of its location, structure and history. Cross-border transactions on the real estate market are becoming increasingly popular as the world becomes more globalized. The growing volume of this type of transaction presents a challenge for the modern real estate lawyer. It is impossible to create an exhaustive guide setting out all the hazards occurring in such transactions. This article addresses this difficult challenge by indicating the most important of them.It is essential and extremely helpful to enter into cooperation with a local counsel who will help us to explain the local specificity and who will take the legal differences into account. In addition, other helpful tools, such as a legal due diligence report or a title insurance Policy, should be carefully considered. One cannot forget about the importance of the local culture and customs, which may prove decisive at the crucial moment of the transaction. Finally, to be effective in working with cross-border clients, lawyers must have a good understanding of how people think and make decisions, and must possess good people skills. Respect for local customs and traditions, as well as understanding the local legal system while securing clients’ interests, is the key to a successful transaction.

Opis:
Improving road safety is a prime objective of the European Union’s transport policy. An important element of that policy is the consistent enforcement of sanctions for road traffic offences committed in the Union which considerably jeopardise road safety. In order to improve road safety throughout the Union and to ensure equal treatment of drivers, namely resident and non-resident offenders, enforcement should be facilitated irrespective of the Member State of registration of the vehicle. To this end, a system of cross-border exchange of information should be used for certain identified road-safety-related traffic offences, regardless of their administrative or criminal nature under the law of the Member State concerned, granting the Member State of the offence access to vehicle registration data (VRD) of the Member State of registration. A more efficient cross-border exchange of VRD, which should facilitate the identification of persons suspected of committing a road-safety-related traffic offence, might increase the deterrent effect and induce more cautious behaviour by the driver of a vehicle that is registered in a Member State other than the Member State of the offence, thereby preventing casualties due to road traffic accidents.

Opis:
The main aim of EU´s Vision Zero is “no fatalities or serious injures through road accidents should be met by 2030”. With this long-term road safety strategy, the EU wants to purposefully and gradually overcome the failures of previous measures that have failed to result in reducing the number of road accidents victims. The last three years of EU policy on road safety have improved this area only minimally. This paper provides an analysis of the EU road safety strategies and deals mainly with the directive on the cross-border exchange of information. This directive seems to have become an effective tool for the prevention of cross-border traffic offences from a long-term perspective. The main aim of this directive is to take preventive action against road traffic offenders in order to correct their road behavior through sanctions to discourage them from committing more serious offences, including fatal accidents. This article also outlines current crucial findings resulting from the application of this directive, which should be resolved by its planned revision.
