The article departs from the discussion of the sources of the scholar interest in civil society and proceeds to the functional expectations about it. It claims that the concept of civil society, as it is frequently used in scientific and political debates, has specific cultural roots, which makes a trans-cultural analysis difficult or perhaps even impossible. Furthermore, the article addresses three conceptual problems of civil society, namely the issue of what constitutes civil society, its autonomy and impact as well as the challenge of civil society to the state. The central argument of the article is that in order to examine the impact of civil society on governance and democracy, it is recommendable to include three levels of analysis, namely the structure and functions of civil society (including also the possibly negative impact of civil society), the type of state co-existing with civil society as well as the character of the relationship between state and civil society.

This article is situated in the humanistic sociology and social anthropology approach. In this approach, civil society is viewed as a society’s style of culture with respect to individual participation in group life based on common moral order. Its objective is to try to determine the extent to which western conceptions of civil society can be transferred to Chinese culture. It also strives to reconstruct civil behaviour patterns in China from a historical perspective. The basic tenet of this article is that, in the course of its evolution, Chinese culture developed various motivation and action patterns which may be the beginnings of a civil engagement. It is possible to formulate such a tenet on the assumption that civil society in contemporary China is largely based on tradition. It is tradition which defines the forms of non-institutional, self-organizing “second society.” One of the consequences of the adoption of this tenet is this article’s focus on analysis of the barriers against, and opportunities for, further development of civil society in contemporary China.

This paper presents a cross-cultural overview of the features of the dynamics of the perception of the concepts of “society”, “politics”, and “state”. The work raises the issue of complex and multifaceted individual consciousness of understanding policy. Authors formulate this aspect from the perspective of historical dynamics and propose to explore the process of transformation of the ancient city-state and flowing therefrom political relations in the modern state with its complex political system. It was stressed that the problem of understanding the nature and role of social policy is complicated by language as well as etymological and conceptual differences.

“Diffused religion” is to be understood in at least a double sense. First of all, it is diffused in that it comprises vast sections of the population and goes beyond the simple limits of church religion. Besides, it has become widespread, since it has been shown to be a historical and cultural result of the almost bi-millennial presence of the Catholic institution in Italy and of its socializing and legitimizing action. However values diffused in the Italian civil society can be considered as a form of conflict with the established institution of Catholic Church. Civil society shows a peculiar trend towards civic freedoms and ethical pluralism. Although the Catholic perspective is dominant, the civil society prefers a different system of values, even though not so much different from ecclesiastical social doctrine. This way there is a public space where religion is not the reference point and other perspectives take place.

A characteristic feature of a modern state is dichotomy of its development. On one hand, it is striving a!er unification and universality of social, political and economic solutions aiming to integrate the world, but on the other, there is a growth of tendencies disintegrating a country, development of localness, aspiring to give local communities high level of independence and self-deciding powers, that is: the reverse of massive society. The phenomena connected with unification and aspirations for preserving local identity are complementary and complement one another. The globalization of world-wide system does not mean its inner homogeneity. The world is perceived as an internally diverse reality.

This article synthetically presents the origins and development of civil society in post-1989 Poland. Having reviewed many years of research, the author proposes nine general theses which characterize these processes. 1) Civil society developed in seven basic socio-institutional areas including local communities, informal movements and initiatives, individual civic activity, some parishes and religious groups and the NGO sector. 2) Civil society in Poland is relatively small-scale and concentrated in enclaves. 3) Two major factors contributed to its development: bottom-up (grassroots) citizen activity and foreign support. 4) The Polish elite were a “grand absentee” in this process. 5) In addition to “betrayal by the elite,” other significant barriers to the development of civil society in Poland can also be identified. 6) The civil sector in Poland continues to be a wasted opportunity and potential. 7)After 2000 a specific, pro-developmental institutional change has been observed in the civil society area but has not yet produced positive effects. 8) Following the EU accession in 2004, partial “Europeanization” of civil society took place in Poland but its impact on the civil sector has been equivocal, at least so far. 9) Development of civil structures is essential for the normal functioning of democracy (at least in Polish conditions): civil society, based on the unique capacity to develop secondary groups, cannot be substituted in this role by quasi-civic, primary attachments and structures.

One of the elementary conditions of democratic society includes, among others, an active and powerful civil society which acts as an intermediary between the state and citizens. Moreover, the functioning and effective civil society represents the way to influence the public governance. The aim of the article is to research the scope of the relationship between civil society and public governance in the particular post-communist country – the Slovak Republic, where preconditions for establishing a civil society were completely different than in Western democracies. Moreover, the article examines, with the help of analysis and synthesis methods, the contribution that an efficient civil society can make to the democratization process and good governance.

Civil society was defined in various ways. Among others, J. Locke, G.W.F. Hegel and A. de Tockeville presented the most relevant characteristic of what civil society is or could be. For the purpose of the paper we distinct civil society and the state. To the first one we assign spontaneity and diversity, the second we treat as procedural and homogeneous. In the paper we will stand for the thesis: civil society is the nest of virtues and as such characterized plays one of the most prominent parts in contemporary social and political reality. The problem is not that presently civil society does not exist. The problem is that once it was established within the state, it has been developed in such a way that it became a hybrid combined from the state and what could be called apolitical human activity. The core of the problem is that the hybrid is more political than apolitical. To the essence of civil society belong: existence of free associations of any kind, economy free from political coerce as much as it could be and public sphere of opinion, all organized in such a political way that the political power is limited by division of it to three independent institutions: a legislature, an executive and a judiciary and also by the law. A ground for apolitical human social activities was prepared by J. Locke in his political theory. The state is one of possible emanations of apolitical society in the state of nature. Montesquieu expanded such a vision of society that it exists within the state but the state itself is limited by division of political power and civil rights which allow the members of the society to protect their freedom and dignity. Moral civil society we are developing protect the citizens from overwhelming influence of the state and particular egoisms of individuals. As such it promotes moral activity, it brings trust to the public sphere and it protects human dignity.

Artykuł omawia problemy związane ze społeczeństwem obywatelskim. We wprowadzeniu dokonano krótkiego przeglądu rozumienia pojęcia "społeczeństwo obywatelskie" na przestrzeni wieków ze szczególnym uwzględnieniem idei współczesnych. Następnie autorka prezentuje autorską koncepcję społeczeństwa obywatelskiego, zbudowaną na przykładzie miasta Łodzi. Teoretyczne podwaliny koncepcji autorka znajduje w koncepcji Jana Pawła II i Vaclava Havla, do których się odwołuje. Analizy z badań przeprowadzonych przez autorkę w latach 2013-2014 wśród przedstawicieli łódzkich fundacji i stowarzyszeń, posłużyły jej do opracowania modelu społeczeństwa obywatelskiego, który nazywa podmiotowym.
The article discusses issues related to civil society. The introduction provides a brief overview of the understanding of the term "civil society" throughout the ages, with a particular focus on contemporary ideas. The author then presents her own concept of civil society, exemplified by the city of Łódź. The theoretical foundations of the concept are found in the ideas of John Paul II and Václav Havel, to which the author refers. Analyses from research conducted by the author in 2013-2014 among representatives of foundations and associations in Łódź were used to develop a model of civil society, which she calls the subjective model.

In the context of democratic discourse, civil society is given a decisive role in the formation of power and influence on power. However, between the authorities (state and self-governing) and public organizations, as representatives of the interests of civil society, mostly subject-object relations are established, where the subject is the government. The article is devoted to finding an answer to the question: can the model of subject-subject relations between the government and civil society, where both social institutions are equal participants in the political process, have practical application? Analysis of social changes in Western Europe and Ukraine gives grounds to support the point of view of those scholars who consider civil society the basis of the state, a factor that gives a specific character to each state formation, regardless of the generality of democratic processes. At the same time, attention is drawn to the heterogeneity of civil society, which is a barrier to its consolidation and strengthening of subjectivity. There is a noticeable increase in competition between the state and civil society in terms of influencing society, as well as the manipulation of public movements by public authorities to achieve political goals. However, a fairly high level of public confidence in public organizations and the potential for their advocacy allow the use of public influence to activate the population and strengthen the position of civil society in relations with the authorities.

The paper is focused on the introduction and operation of a novel model of EU-induced structure of governance networks-composed of public administration, business and civil society actors. It takes up a case of institutional structures to manage EU structural funds in Poland. In particular, the role of social partners, i.e. representatives of non-governmental organizations in the European Regional Development Fund-related region-level and nation-level steering and monitoring committees is analyzed. Following a brief exposition of regionalization principles, arrangement for regional development policy in Poland and changes induced by the country’s accession to the EU, legal and institutional frameworks for the inclusion of social partners in the committees responsible for the programming, management and evaluation of the EuropeanRegional Development Fund are scrutinized. Empirical evidence of social partners’ participation in the proceedings of such selected committees is introduced and analyzed. Opportunities, challenges and dilemmas of civil society actors faced with new modes of governance are discussed.

This article presents the impact of the Ukrainian crisis on the Polish civil society. At the beginning, the author describes the history and the present of the Polish-Ukrainian relations. Then the author analyses social perception of the crisis, which induces both interest and fear. According to the pools, we support Ukrainian integrity or prefer to stay neutral; there is lack of support for Russia or the separatists. Our feeling of insecurity is much higher than in other countries of Central and Eastern Europe. In the article, social activity is listed, such as demonstrations of solidarity or humanitarian aid. The author also evaluates, to what extent is the Polish civil society a functional background for the Polish government decision-making process.
