    This paper aims at assessing the potential effect of central bank independence on inflation in the Sub -Saharan countries. It suggests an extended empirical approach that distinguishes various measures of de jure and de facto independence. Results based on a panel data model of inflation clearly indicate that greater independence does indeed translate into decreased inflation. More specifically, de jure independence tends to matter more than de facto independence, and all of the political, legal and economic aspects of independence seem to be equally important. These results could further convince political authorities in the sub-continent about the necessity of less interference with the monetary authorities for the benefit of more stable dynamics of their economy.

    What appears to be a macroeconomic performance as far as inflation is concerned in Sub-Saharan economies in the last decades has coincided with an increased autonomy of monetary authorities when it comes to the conduct of monetary policy. This paper aims at assessing the potential effect of central bank independence on the effectiveness of monetary policy in term of inflation control. Starting with the theoretical foundations that put forth the notions of creditability, reputation, and electoral constraints, the paper suggests an extended empirical approach that distinguishes among various measures of de jure and de facto independence on one hand, and the mechanisms through which the effect might occur on the other. Results based on a panel data model of inflation clearly indicate that greater independence does indeed translate into increased effectiveness of the monetary policy. More specifically, de jure independence tends to matter more than de facto independence. The results also indicate that the manipulation of the amount of liquidity in circulation and fiscal deficit is an important channel through the relationship between independence and inflation plays out. These results could further convince political authorities in the sub-continent about the necessity of less interference with the monetary authorities for the benefit of more stable dynamics of their economy.

    he objective of the article is an analysis of influence of a degree of central bank independence on a rate of inflation. Inflation theories of dynamic inconsistency were developed e.g. by Kydland and Prescott [1977], Barro and Gordon [1983] and Rogoff [1985]. On the basis of mentioned theories higher degree of central bank independence may result in lower rate of inflation. The first part of the article presents theorical basis of analysed relationship and is based on articles by Rogoff [1985], Alesina and Summers [1993], Posen [1993] and Eijjfinger and de Hann [1996]. However, the theory does not conclusively indicate the direction of this influence. Hence, the aroused purpose was to verify whether an institutional forms of monetary policy influences the rate of inflation. The next part includes empirical research. The degree of central bank independence was described by qualitative measures, which as well as transformed rate of inflation were derived from articles by Grilli, Masciandaro, Tabellini [1991] and Cukierman, Webb, Neyapti [1992]. The relation was estimated with the use of a linear regression. Results suggest that the influence of the degree of central bank independence on the rate of inflation is negative. Research done by other authors confirm the hypothesis pointed out in the article, however further analyses are recommended. Remove selected

    The aim of the article is to show the issue connected with adjustments of the Polish, Hungarian and Czech economies to the euro area in the context of the nominal Maastricht convergence criteria (in the years 2004–2013 and, in some cases, also in the fi rst months of 2014). Takinginto account those criteria and legislation, the analysis shows that, among the above-mentioned countries, it is the Czech Republic that is closest to the euro zone, followed by Poland and Hungary. It is concluded, however, that none of those countries will probably be interested in replacing the national currency with the euro anytime soon.

    The course of economic processes of economy is regulated by its products and production factors in which supply and demand are equalized. The most important role is given to money as a measurement of value (ensuring valuation), means of payment (allowing the settling the payments) as well as a means of hoarding (allowing savings). Primarily the market economy is a monetary economy. Money is used for buying and selling, for granting loans, accumulating savings. Every functional entity of the market such as enterprises, households are taking part in these processes. An important role of these processes is taken by the purchasing power of money, which has an eff ect on those participating in economy and social life. If the value of the money is constant it brings safety in life not only from the economic but also the social point of view. We can not agree more than to say that stable currency is of great social value. The central bank takes a major role to a guard keeping the currency at a stable level. Proper functioning of the central bank is strictly connected with its independence. It allows the monetary policy to be conducted properly in a country.

    The need for independence of a central bank results from the fiduciary nature of modern money. Independence of the central bank is generally understood as depriving the executives of the influence on the bank's decisions, while depriving the legislative authority of the right to interfere in the pursued monetary policy. The most important areas of freedom are financial, functional and institutional independence. The results of independence studies of the National Bank of Poland (the NBP) quoted in the article show that the level of the NBP independence is high, often close to or equal to the maximum values for given measures. However, it should be noted that these studies relate to the formal (legal) independence of the NBP, and not the real one, because independence guaranteed by legal provisions does not necessarily correspond to the actual independence of the central bank. The legal regulations shape the conditions of actions of monetary authorities, while the final result of these actions depends on the individuals who perform them.

    The article is intended to outline the development of central banking in terms of its independence, with particular emphasis on the implementation of the idea of an independent central bank in Poland, also comparison with some other countries. The idea of central-bank independence was presented from personnel, financial and functional perspectives. In the initial phase of their development, central banks were mainly established in the form of capital-based companies. Their position and importance was determined by special privileges. The Maastricht Treaty was a normative act that had a major influence on the shape of the currently dominant concept of an independent central bank, which pursues a free monetary policy at its own discretion. The Constitution of 1997 and the Act 29 August 1997 on the National Bank of Poland of  were crucial in guaranteeing the strong position and independence of NBP from state authorities.

    Cel – Celem artykułu jest porównanie banków centralnych funkcjonujących w Polsce po 1924 r.w zakresie ich kompetencji i poziomu niezależności. Opis – Przeprowadzone porównanie dotyczy funkcjonowania banków centralnych, zarówno w kontekście organizacyjnym, jak i ich niezależności w wymiarze funkcjonalnym, instytucjonalnopersonalnym i finansowym. Uwzględniono głównie działalność Banku Polskiego SA oraz Narodowego Banku Polskiego (NBP). Pomimo przerwy w niezależności banku centralnego w Polsce w latach 1945-1989, po 1989 r. udało się ją odbudować. W przeciwieństwie do Banku Polskiego SA, który działał jako prywatna spółka akcyjna, NBP działa jako instytucja państwowa. Od 1989 r. NBP przejął pełną odpowiedzialnośćza politykę pieniężną wraz z zakazem finansowania deficytu budżetowego, co zapewniło mu niezależność funkcjonalną i finansową. Obecnie NBP jest najbardziej niezależnym polskim bankiem centralnym od momentu odzyskania niepodległości w 1918 r. Podstawowe metody badawcze wykorzystane w artykule to studia literatury krajowej oraz aktów prawnych regulujących działalność bankowości centralnej w Polsce.
    Purpose – The main aim of the article is to compare central banks functioning in Poland after 1924 (Bank Polski SA and NBP) in therms of their competence and level of independence. Description – The conducted comparison concerns the functioning of central banks, both in the organizational context as well as their independence in the functional, institutional and personal as well as financial dimension, with particular emphasis on Bank Polski SA and the National Bank of Poland (NBP). Despite the break in the independence of the central bank in Poland in 1945-1989, after 1989 this independence was rebuilt. In contrast to Bank Polski SA, which acted as a private joint-stock company, the NBP operates as a state institution, but since 1989 it has taken full responsibility for monetary policy together with a ban on financing the budget deficit, which ensured functional and financial independence. Currently, the NBP is the most independent Polish central bank after regaining independence in 1918. The paper is based on the national literature and legal acts regulating the activity of central banking in Poland.

    Independence of the Polish National Bank may be defined in personal, functional, institutional and financial aspects. The way of appointing the bank authorities and the possibility of dismissing them, the way of performing the bank's tasks and functions, and disposal of its financial means are adjusted to the requirements of the European Union. However, the moment Poland joins the Community it will be necessary to secure efficient functioning of the Polish central bank within the Union by introducing adequate changes in the bank that will become part of the European System of Central Banks. Independence of the central bank may be measured with the use of mathematical methods. The study suggested by Cukierman, Webb and Neypati is concerned with the connection between independence of the central bank and the rate of macroeconomic index changes. The Polish National Bank has a lot of independence. It is warranted by the Constitution of the Polish Republic of 2 April 1997 and the Polish National Bank Act of 29 August 1997.

    Niezależność banku centralnego jest pojęciem złożonym i wielostronnym, a jego podstawową przesłanką jest dbałość o wartość współczesnego pieniądza i założenie, że autonomiczny bank jest bardziej odporny na oddziaływanie pozostałych uczestników życia polityczno-gospodarczego. Przyjęte w Polsce rozwiązania ustrój owo-prawne gwarantująNarodowemu Bankowi Polskiemu wysoką pozycję w strukturze organów państwa oraz duży stopnień niezależności w trzech podstawowych aspektach:personalnej, finansowej i funkcjonalnej. Świadczy o tym zarówno sposób powoływania organów banku centralnego i ich kadencyjność, kompetencja wyłącznego prawa do ustalania i realizowania polityki pieniężnej, zakaz bezpośredniego finansowania przez bank centralny deficytu budżetowego oraz w znacznym stopniu ograniczony nadzór Sejmu i rządu nad działalnością NBP. W obliczu prób pozbawienia choćby części autonomii NBP warto podkreślić, że polityka monetarna dla swej skuteczności wymaga realizowania celów długofalowych, co stoi w sprzeczności z krótkoterminową polityką rządu zdeterminowaną programem politycznym i kalendarium wyborów. Potwierdził to wyrok Trybunału Konstytucyjnego w sprawie bankowej komisji śledczej wskazując na niezależność Narodowego Banku Polskiego oraz jego uprawnienie do realizacji autonomicznej polityki pieniężnej wolnej od wpływów politycznych, co stanowi gwarancję wartości polskiego złotego.
    Central bank – the fourth estate – is the decisive entity for the issue of money and the obligation to protect its value, provided, however, that at the same time it retains independence in three main areas: personal, financial and functional. The political system and legal solutions adopted in Poland provide the National Bank of Poland with a high position in the structure of state bodies and a large degree of independence. Unsuccessful attempts to deprive the autonomy of National Bank of Poland showed that Poland is a country of law and confirmed the independence of the Polish National Bank, and its right to carry out an autonomous monetary policy free from political influence, which is a guarantee of the value of the Polish zloty.

    Artykuł ma na celu przybliżenie rozwoju bankowości centralnej w zakresie niezależności, ze szczególnym uwzględnieniem implementacji idei niezależnego banku centralnego w Polsce oraz na tle innych wybranych krajów. Sposób charakteryzowania niezależności banku centralnego został przeprowadzony pod wymiarem personalnym, finansowym oraz funkcjonalnym. W początkowej fazie rozwoju banki centralne były przeważnie powoływane w formie spółek kapitałowych. O ich pozycji i znaczeniu decydowały specjalne przywileje. Aktem normatywnym, który miał kluczowy wpływ na kształt współcześnie dominującej koncepcji niezależnego banku centralnego, prowadzącego swobodną politykę pieniężną wedle własnego uznania, był Traktat z Maastricht. W Polsce kluczowa stała się Konstytucja z 1997 r. oraz ustawa o NBP z 29 sierpnia 1997 r., które zagwarantowały silną pozycję i niezależność NBP względem organów państwa.
    The article aims at compliance with the principles of central banking in terms of independence, with particular reference to the implementation of the independent central bank in Poland and against other selected countries. How to monitor characteristics, central mode of operation and functionality. In the early stages of development, central banks were generally considered in the form of value systems. Their privileges and positions were determined. The Maastricht Treaty was a legal act that had a key influence in shaping today’s dominant concept of an independent central bank, which pursued free monetary policy at its sole discretion. In Poland key legal acts became the 1997 Constitution and the NBP Act of 29 August 1997, which guaranteed the NBP’s strong position and independence.

    The paper stresses the need to reform the European Central Bank with the aim to strengthen the democratic legitimation of this institution within the particular EU governance system. Indeed, the study argues for more accountability of the ECB before the citizens without giving up independence. The analysis (also conducted from a comparative-law point of view) shows that the objective can be assured fostering a stronger involvement of the Parliament firstly in the procedure for the appointment of the Members of the ECB’s Executive Committee, within a wider reform of the whole EU institutional setup and of the Eurozone’s organization in particular.
    W artykule podkreśla się potrzebę zreformowania Europejskiego Banku Centralnego w celu wzmocnienia jego demokratycznej legitymizacji w ramach konkretnego systemu zarządzania UE. Badania dowodzą, że EBC powinien wykazać się większą odpowiedzialnością przed obywatelami, nie rezygnując przy tym z niezależności. Analiza (również prowadzona z punktu prawnoporównawczego widzenia) pokazuje, że cel ten można osiągnąć przez większe zaangażowanie Parlamentu przede wszystkim w procedurę mianowania członków Komitetu Wykonawczego EBC – w ramach szerszej reformy całego układu instytucjonalnego UE, a organizacji strefy euro w szczególności.

    Poland joined the European Union as part of the largest EU enlargement so far, which took place in 2004. Poland did not take advantage of the passing 19 years of EU membership and did not join the monetary union. The analysis of Poland’s accession to the monetary union should begin with considerations regarding the adjustment and amendment of the Constitution of the Republic of Poland in this respect. In particular, it is necessary to analyze the statutory definition of NBP independence. The literature broadly covers the subject of convergence conditions and the possibility of Poland meeting them. However, the fact is overlooked that Poland, despite the passage of 19 years from the accession to the EU, remains in a significant systemic maladjustment to the provisions of the monetary union. A particular scope of the mismatch concerns the current legal position of the NBP. The lengthening period of Poland’s accession to the monetary union determines the fact that Poland remains in the second development speed in the EU with a clear tendency to increase the distance to the countries forming the euro area.
    Polska weszła w skład Unii Europejskiej w ramach największego dotychczasowego rozszerzenie UE jakie miało miejsce w 2004 r. Polska nie skorzystała z mijających 19 lat członkostwa w UE i nie przystąpiła do unii walutowej. Analizę przystąpienia Polski do unii walutowej należy rozpocząć od rozważań dotyczących dostosowania i zmiany Konstytucji RP w tym zakresie. W szczególności konieczna jest analiza ustawowego definiowania niezależności NBP. Piśmiennictwo szeroko podejmuje tematykę warunków konwergencji i możliwość jej wypełnienia przez Polskę. Jednakże pomijany jest fakt, iż Polska pomimo upływu 19 lat od przystąpienie do UE, pozostaje w istotnym niedostosowaniu ustrojowym do przepisów unii walutowej. Szczególny zakresy niedostosowanie dotyczy aktualnej pozycji prawnej NBP. Wydłużając się okres przystąpienia Polski do unii walutowej, determinuje fakt pozostawania Polski w drugiej prędkości rozwoju w UE z wyraźną tendencją zwiększania się dystansu do państw tworzących strefę euro.

    Opis:
    Polityka monetarna oraz niedostatek kapitału ludzkiego stanowiły główne elementy mechanizmu blokady innowacyjnego rozwoju gospodarki Polski w latach 1990–2015. Strategiczne skutki tego mechanizmu dają się przestawić syntetycznie jako: – de-scientyzacja i degradacja Polski do pozycji stale opóźnionego naśladowcy technologicznego, – deprecjacja zasobów kapitału ludzkiego oraz infrastruktury rzeczowej i ludzkiej sektora „produkcji kapitału ludzkiego” (szkolnictwo wszystkich szczebli, badania naukowe, ochrona zdrowia) i były one następstwem racjonalnych wyborów co do: „ile, jak i gdzie inwestować”, jako rezultatu rachunku ekonomicznego w warunkach polityki wysokich stóp procentowych34. Głównym celem artykułu jest wykazanie, że immanentna spójność polityki monetarnej ze strategią rozwoju wymaga odejścia od agresywnie restrykcyjnej (absolutnie albo chociaż relatywnie) polityki pieniężnej, aby mógł być realizowany „Plan/Strategia odpowiedzialnego rozwoju” M. Morawieckiego odwołujący się do reindustrializacji, równomierności rozwoju regionów, a w szczególności do pobudzenia innowacyjności gospodarki. Metoda dowodzenia oparta jest na dedukcyjnym wyprowadzeniu zdarzeń i procesów realnych z ogólnoteoretycznych zależności między poziomem stóp procentowych a wyborami ekonomicznymi podmiotów opartymi na rachunku ekonomicznym, empirycznie egzemplifikowanymi patologiami rozwoju gospodarczego Polski w latach 1990–2015 wskazanymi w „Planie Morawieckiego”. Konsekwentnie do tak zarysowanych: celu, tezy i metody skonstruowany jest artykuł w pierwszej części komentujący niedostatek dyskusji nad strategią gospodarczą w Polsce, w drugiej, zasadniczej, przedstawiający związek stóp procentowych z wyborami podmiotów składającymi się na faktycznie realizowaną strategię gospodarczą i w trzeciej, uplasowanej w kontekście sporów o politykę pieniężną w Polsce prowadzonych przez uznane postacie i jako takie znane najszerszej opinii publicznej, przedstawiający postulaty pod adresem polityki pieniężnej.
    Monetary policy and a lack of human capital constituted main elements of a mechanism of limiting innovative development of the Polish economy in 1990–2015 years. Strategical results of the mechanisms can be synthetized as: – De-scientisation and degradation of Poland to a late technological imitator, – Depreciation of human capital resources and material and human infrastructure of the sector „producing human capital” (education at all levels, scientific research, health), and they resulted from rational choices about „how much, how and where invest” as a result of economic calculation in the condition of high interest rates. A main aim of the study is to prove that inherent cohesion of a monetary policy with a strategy of development requires leaving aggressively restrictive (absolutely, or, at least, relatively) monetary policy to enable realization of „strategy of responsible development” by M. Morawiecki that refers to reindustrialization, sustainable development of regions, and especially to enhancing innovativeness of the economy. A method of the discussion is based on a deduction about events and real processes supported by theoretical dependencies between a level of interest rates and economic choices based on economic calculations and is empirically exemplified by some pathologies of economic development of Poland in 1990–2015 years, indicated in „Plan of Morawiecki”. Considering the aim, the thesis and the method, the paper is organized as follows: the first section makes comments about a lack of discussion about economic strategy in Poland; the second and a main section presents relation between interest rates and choices that constitutes actually realizes economic strategy and the third section, in the context of disputes about monetary policy in Poland between acknowledge persons, presents postulates about the monetary policy.
