Oral history in Belarus: Present state and development trendsThe oral history in Belarus has become an important line of enquiry in the humanities and a significant field of interdisciplinary dialogue. It also functions as an important research practice. Nevertheless, under the conditions of the current Belarusian historical policy, imbued with Soviet ideological dogmas, there is no prospect of transforming it into an academic discipline. At present, prospects for the development of oral history in Belarus are connected with the activity of scholarly and community NGOs. The most important of them is an online project called The Belarusian Archives of Oral History, active since 2011. Historia mówiona na Białorusi: aktualny stan i tendencje rozwojoweObecnie historia mówiona na Białorusi stała się ważnym kierunkiem badań naukowych w dziedzinie nauk humanistycznych oraz obszarem dialogu interdyscyplinarnego. Funkcjonuje też jako ważna praktyka humanistyczna. Jednak w sytuacji obecnej polityki historycznej, wciąż przepełnionej dogmatami ideologii sowieckiej, nie ma szans na jej przekształcenie w dyscyplinę akademicką. Perspektywy rozwojowe historii mówionej na Białorusi związane są z działalnością naukowych i społecznych organizacji pozarządowych, wśród których najważniejszy jest projekt online „Białoruskie Archiwum Historii Mówionej”, realizowany od 2011 roku.

Since the dissolution of the USSR, students from Ukraine, Belarus and Moldova have been able to study at Polish universities on the basis of bilateral agreements between the Polish government and the governments of the respective countries. The purpose of this article is to analyse the legal basis enabling the citizens of these three countries to obtain education in Poland, analyse the numbers of such students and the principles and procedures they followed to begin studies at Polish universities in 1993–2014. The research hypothesis is as follows: the range of scholarships offered has contributed to an increase in the number of students from Belarus, Ukraine and Moldova at Polish universities. The following research methods were used in this study: analysis of source materials, comparative analysis and statistical data analysis. Analysis of data for the relevant period demonstrated a systematic year-to-year increase in the number of citizens of these three countries arriving to study in Poland. The largest group of students arrived from Ukraine and the smallest – from Moldova. In 1997, the largest share of students of Polish descent was among the students from Belarus, and in 2013 – among the students from Ukraine. The number of government scholarships for Belarusian, Ukrainian and Moldavian students increased, particularly after the launch of the Eastern Partnership. Initially, the greatest number of scholarships were awarded to students from Ukraine, and as of the academic year 2006/2007 – to students from Belarus. Moldavian students received the fewest scholarships. Initially, students from Belarus, Ukraine and Moldova did not undertake paid-for studies. This situation changed after Poland’s inclusion in the EU structures. Starting from the academic year 2006/2007, the number of students undertaking paid-for studies increased systematically, particularly in the case of Ukrainian students. In the case of Belarus and Moldova, the number of scholarship holders and those studying free of charge was higher than the number of students paying for their education. However, the situation was different in the case of Ukrainian students. In 2000/2001, relatively few students undertook paid-for education. In the academic year 2013/2014, the situation reversed. Scholarship holders from Ukraine accounted for a small percentage of students, as did those studying free of charge. Students paying their tuition fees were a predominant group – 76.35% of the total number of university students from Ukraine. Availability of scholarships had a significant impact on the arrivals of Belarusian and Moldovian citizens, but did not contribute to an increase in the number of Ukrainian students.

The paper contains a deep analysis of exports of Belarus and defines the proposals for its development. Economic comparisons and systematisation, which is based on the official statistical data for 2012–2018, are used in the study. It is concluded that Belarus exports have a poor diversification; export development is largely determined by Eurasian Economic Union (EAEU) integrating processes; export support of innovative goods and evolution of a single service market through the enhanced cooperation are possible. A generalised model for the export development of innovative goods and services of the EAEU member states on a cooperative basis is proposed.

The paper is based on data in the Belarusian economy in 2012-2018. The raw data is extracted and processed by authors from the database of the National Statistical Committee of the Republic of Belarus.

Catholics in Belarus: the Deconstruction of Polish Identity?The article discusses the transformations in the national identification of members of the younger generation of Catholics in Belarus through the context of the language changes resulting from the use of Belarussian in the Catholic Church and the increasing prestige attached to this language. The political transformations at the turn of the 1980s and 1990s, which led to modifications in the situation of the Church in Belarus, have influenced these processes. Simultaneously, the model of religiosity has undergone reconstruction so that it has gradually ceased to be linked with issues of national identification. Religious practices are becoming a more personal matter and are less dependent on social pressure. Similarly, the choice of one’s nationality in a diverse society have become an individual matter. Katolicy na Białorusi. Czy dekonstrukcja polskiej tożsamości?Tematem artykułu są przemiany identyfikacji narodowej młodego pokolenia katolików na Białorusi w kontekście zmian językowych związanych z używaniem w Kościele katolickim języka białoruskiego oraz wzrostem prestiżu tego języka. Do tych procesów przyczyniły się przeobrażenia polityczne przełomu lat osiemdziesiątych i początku dziewięćdziesiątych XX wieku, które przyniosły zmianę w sytuacji Kościoła na Białorusi. Równolegle miała miejsce przebudowa modelu religijności, który powoli odchodzi od zagadnień identyfikacji narodowej. Praktyki religijne i stają się sprawą osobistą, i mniej zależą od presji społecznej. Również wybory narodowościowe w zróżnicowanym społeczeństwie są sprawą indywidualną.

Under President Lukashenko, three Belarusian national security strategies have been announced: the first in 1995, the second in 2001 and the third in 2011. The first proposal, formulated after Lukashenko’ victory in the presidential elections in 1994, outlined Belarus as a neutral state, unbound to any military block in the absence of external enemies. The direction of the foreign policy pursued by the president of Belarus was reflected in the second strategy, where security against NATO and EU member states was sought in a federal state with the Russian Federation. Under the third national security scheme Belarus was to remain in Russia’s military security system. Nevertheless, an important security factor was considered to be the modernisation of the economy with foreign capital participation and the need to diversify the supplies of fuels, thus reducing the country’s dependence on its earlier partner. The subsequently issued documents: the military doctrine of the State, whose assumptions were published on 20 July 2016, and the Concept of security of the Belarusian state borders for the period 2018–2022, prioritised further development of relations with the Russian Federation and the member states of the Collective Security Treaty Organisation. A new element of the 2019 defence plan is the prevention of external aggression and internal disturbance that contribute to the destabilisation of the state.

The paper deals with the formation of a new national identity in Belarus under conditions of post-Soviet transformation. Under the term of "national identity" the author means the identity of the population of the Republic of Belarus that will be adequate to its status of a newly independent state acquired after 1991. Special attention is paid to the existing major research approaches to the problem of constructing this national identity. According to the author's view, both major approaches are inadequate; the author puts forward a new (third) approach that goes beyond discussions on language and national culture, and corresponds to the concept of plurality of identities. The author describes some paradoxes of national identity based on the opposition of "nation" and "people". These correspond to the Western model of the "creation of modern nations", which is not fully applicable to post-Soviet Belarus. All attempts to apply this model to contemporary Belarus lead scholars to several "cultural paradoxes" that can, however, be explained within a new approach.

In this article we search relationship between economic (also political) system and development opportunities of Belarus. We use interdisciplinary approach and analytical tools form economics, law and politics. The economy of Belarus, despite not finished transition, has been developing and strengthening relationships with abroad. However, at least a part of this success is connected with special economic and political ties with Russia.
W tym artykule szukamy związku między systemem polityczno‑gospodarczym a możliwościami rozwojowymi Białorusi. Stosujemy podejście wielo‑ i interdyscyplinarne. Wykorzystujemy metody nauk ekonomicznych, prawnych i politycznych. Gospodarka Białorusi, mimo niedokończonej transformacji, rozwija się i coraz intensywniej wspołpracuje z zagranicą. Jednakże przynajmniej część tego sukcesu gospodarczego związana jest ze specjalnymi powiązaniami gospodarczo‑politycznymi z Rosją.

The article is devoted to the social and demographic factors of family values transformation in Belarus. It aims to find out to what extent age, educational level, and place of residence influence the dynamics of changing family values. Based on the data of the European Value Survey in Belarus in 2000, 2008 and 2017, the tendencies of the transformation of attitudes towards family, marriage, children, and women combining family and profession roles, are analysed. It is concluded that changes in family values in the Eastern European region and Belarus are multidirectional. On the one hand, the significance of the family and marriage is growing. On the other – the necessity to combine the professional and family roles of women is getting more common. The paper evaluates how these general trends are manifested in different social groups; broken down by age, education level and place of inhabitance. The analysis allows one to conclude that there are universal trends like the importance of family as it is. However, some trends like pronatalist attitudes have specificity for different groups. The reasons for family values transformation include the position on the labour market, the perspective of professional self-realisation, and income growth. A lack of such a perspective among women with secondary education causes them to be more focused on family and children. Both urbanisation and the growth of a young generation with a high educational level can contribute to the decrease of pronatalist attitudes and an increase in the idea of women combining family and professional roles in the future.

According to recent statistical research the index of literacy in the population of Belarus is very high in comparison with other European countries. Higher education is a key element in the development of the economy and sustainability of the cultural and intel- lectual potential of the nation. Belarus is a young independent country that is passing through years of integration and international cooperation. This paper describes the development of higher education in Belarus starting from the collapse of the Soviet Union. Using a comparative approach the author focuses on legislation regulating the higher educational system and its development. A few aspects of international coop- eration are explored along with the reasons behind exclusion of the country from the Bologna process and its consequences on society.

Based on the analysis of 30 biographical narrative interviews with male and female residents of post-Soviet Belarus, the following four schematic narrative templates of Belarusian collective identity have been identified: the pro-Russian narrative, victimized negative identity, Belarusian nationalist scheme and pro-democratic narrative template. The focus of the article is on the interpretive frame of ‘collectivization of innocence’ as a foundation for the victimized negative ethnic identity and the pro-democratic narrative template underpinning a civil polity project. Excerpts of the interviews exhibiting the conflicting templates have been analyzed as illustrative examples.

This paper aims to present a case study analysis of the condition of the electoral system in the Republic of Belarus after more than a quarter of a century of independence. The main purpose of the paper is to explain the discrepancies between legislation and practice. The author intended to note a real situation that dominates the country’s political scene in comparison to theoretical establishments. A Constitution of the Republic (created in 1994, with minor changes in 1996 and 2004) is the legal ground of the electoral system, however, procedural details were drawn up in the Electoral Code. The principles of Belarusian electoral code consist of some statements known from democratic models, such as universal suffrage, direct suffrage, secret ballot and equality. There are different types of elections in Belarus but the most important ones are presidential and parliamentary elections. Despite the detailed legal rules for conducting these elections, in fact, the principles of democracy, as well as the internal rules in Belarus, are not respected. Both presidential and parliamentary elections have shown this in recent years. Independent observers for a long time have been alarming about worrying electoral practices in Belarus. It is also worth emphasizing that since 1994, one man has been in power uninterruptedly, and Parliament has in fact a symbolic function. In the source materials, the author used Belarusian legal acts, analyses and reports, press notes as well as scientific papers.

There is a stereotype that the Republic of Belarus is a country where pluralism does not exist in all spheres of life. However, this statement is not precisely correct, as contemporary Belarus demonstrates political neutrality and pluralism in the foreign policy and multiculturalism inside the country. Multiculturalism is viewed in the paper as mutual tolerance among the population and respect to the Otherness in cultural life. Two major spheres of pluralistic phenomenon are discussed: ethnic composition of Belarus and its religious confessions. Although a major part of the believers belongs to two Christian confessions, Orthodox and Catholic, many other confessions and new religious movements also exist. Religious pluralism is a practical reality in Belarus which has the reputation of the most religiously tolerant post-Soviet country. Contemporary laws provide the legal basis for tolerant relations in the country, and there is a historical tradition of religious tolerance in Belarus.

Taking the Republic of Belarus and its capital city, Minsk, as a case study of multiculturalism in the eastern EU borderland, the article presents the historical roots of the multicultural quality of Belarusian society (the complexity of ethnic composition of the population, its religious plurality, and bilingualism). The Soviet period (the Marxist ideology of proletarian internationalism) supported Belarusian multiculturalism on the normative level. In the post-Soviet times the Republic of Belarus has kept this historical heritage (within the limits imposed by the political regime). Currently, neighboring the EU on the East, Belarus can (under certain conditions) further develop its multicultural features and become a peaceful multicultural 'bridge' between the East and the West.

Opis:
Detailed geological and palaeobotanical study of about 400 boreholes through Quaternary deposits in eastern Belarus has enabled the recognition of a number of Middle and Late Pleistocene interglacial sites and demonstrated the stratigraphical position of Alexandrian (Holsteinian) and Muravian (Eemian) Interglacial sediments. These stratigraphic markers are separated by a single glacial sequence, corresponding to the Dnieper (Saalian) Glaciation. This contradicts previous views suggesting the occurrence of two glaciations during the Late Middle Pleistocene in eastern Belarus (Dnieper and Sozh). The glacial sediments represent the recession phases of a glacial stage that may be correlated with the Drenthe Substage of the Saalian Glaciation.

In 2019 a snap election was held to the bicameral National Assembly of the Republic of Belarus. The election was fully controlled by the authorities. Numerous cases of election law violations were recorded by independent observers. The intensity of the election campaign was low and the candidates were not guaranteed equal access to the media. As in the previous parliamentary election, mainly “nonpartisan” candidates loyal to the regime and several representatives of pro-regime parties were elected. No candidate from the political opposition gained a seat in the new parliament. According to ODIHR/OSCE’s assessment, the 2019 Belarusian parliamentary election did not meet international standards.

The point of this article is to show Belarus selections between the eastern neighbor (Russia) and the West. This refers aspects functioning of the country such as economy, politics, military (security) or national identity. Being under the influence of Western civilization and largely Russian-Orthodox civilization, Belarus has difficulty to make clear choices. According to the „multi-sector” policy, for Belarus Russia is an important strategic partner but also individual western countries are too (Belarus depends mainly on cooperation in the economic sphere). The analysis of Belarusian politics shows that it turns to the Eastern direction, that is Russia: the most refers to the military (security), political-economic and cultural spheres. It can be observed large Russian influences (Belarusians still prefer the Russian language). Cooperation with the West is seen most often in the economic sphere, financial help, awarding grants whether project realization. On the other hand, cultural and political influences are perceived as interference in the internal affairs of the country and negatively evaluated by the current authorities. It is unlikely that the direction of cooperation will change during the current president’s government.

The article is dedicated mainly to the reception of Czesław Miłosz’s works in Belarus. Analyzed here is the history of Belarussian translations and some strategies of translation determining the selection of certain poems and essays. The article also aims to elucidate the specificity of readers response to Czesław Miłosz’s poetry and prose as well as to describe Belarussian literary research on the works of the Polish writer.

The article presents the results of a research on Polish national identity among people applying for the Polish National Card in Minsk, Belarus. The research project covered 125 persons who between March and the end of July 2013 had completed a course preparing them for an interview with the Consul of the Republic of Poland in order to obtain the Polish National Card. The research was to evaluate the traditional, ethnic criteria of the national bond, which largely overlap with the criteria required to be met by applicants for the Pole’s Card according to the Act on Pole’s Card of 7 September 2007. The results of the research suggest poor internalisation of the criteria of traditional national identity among the respondents.

This paper presents basic methods and measures used to conduct social influence operations, indicating their metamorphosis associated with conditions characteristic for shaping public opinion by the Russian Federation and Belarus. Furthermore, the analysis covered mechanisms of informational influence used when creating accusations directed at the Polish Central PSYOPS Group, concerning conducting subversive activities in Belarus. The emphasis is put on their comprehensive nature, enabling effective influence both on international entities, and on individual targets. A significant part of this article concerns an analysis focusing on distribution of information, as well as applied techniques, tools and communication channels, used in social influence operations. The influence and the role of mass media in shaping of awareness was presented, revealing mechanisms for creating the cognitive space.

The article describes the experience of Belarus in the field of international academic mobility. The purpose of the article is to reveal the theoretical and methodological aspects of the internationalization of higher education and academic mobility and describe the current situation on the integration of Belarus into the international context, from a sociological and statistical perspective. In view of the significant number of Belarusian students in Polish and Eastern European universities, the topic is relevant in the context of the study of academic mobility in Eastern Europe. As part of the first task, the theoretical aspects of studying the internationalization of higher education in the country are described – with justification for the development of both the external and internal internationalization, as well as a description of various types of students’ adaptation when studying abroad (academic, linguistic, socio-cultural). As part of the second task, the results of the author’s sociological study are presented, which includes two main components. Firstly, the results of a survey devoted to the study of the views of Belarusian students regarding academic mobility (including cognitive, affective and behavioural aspects) are presented. Secondly, the results of a series of in-depth interviews among participants in the processes of academic mobility aimed at studying the practices of Belarusian students staying abroad for educational purposes are considered. The studies showed the need to increase the awareness of Belarusian students about the possibilities of academic mobility (the vast majority of students have incomplete or fragmented ideas about the possibilities of academic mobility), as well as the problem of the incomplete involvement of the Belarusian higher education system in the international context (the activity of students participating in exchange programs is not counted at Belarusian universities). In accordance with the results, recommendations are given for the further integration of the Belarusian higher education system into the international context.

What are the primary drivers of the relationship between Xi’s China and Lukashenko’s Belarus? The present research paper uses the historical process-tracing method to provide an answer to this question. Furthermore, it uses quantitative data analysis regarding the economic intercourse between Belarus and China. It examines whether China’s opposition regarding the unipolar American-led world order and Belarus’s security concerns are the primary drivers of the relationship between Minsk and Beijing. The present article concludes that the congruence of beliefs and Minsk’s desire to ensure survival are drawing the two countries closer together. China’s new strategy encompasses Beijing’s increasing participation in world affairs. China opposes the world order led by a single hegemon, the United States of America. In the interim, Belarus, a relatively weak state insignificant in the global balance of power, shares Beijing’s beliefs about the desired nature of the contemporary world order. However, the Belarusian economy’s condition, which relies heavily on external funding, does not allow the economic cooperation between Minsk and Beijing to thrive. China gradually increases its engagement with Belarus, yet it obscures its ambitions, for Minsk lies in Moscow’s sphere of influence.
