Mediation is one of the most commonly used methods for solving armed conflicts due to its flexibility allowing parties to freely decide about their participation in the mediation, the choice of a mediator, and accepting or rejecting the conditions of conflict resolution established during the mediation process. The article looks at various approaches to mediation, leading to an indication of the nature and attributes of this method of solving armed conflicts. It also analyses the motives of the main actors of mediation - the parties’ of the conflict and the mediator, which are taken into consideration when they decide to start mediation. The research allows a better understanding of the complexity of mediation in an armed conflict. It enables the motives of the conflicting parties and mediator which have an impact on the mediation process and result to be identified.

How do we understand the armed conflict in Eastern Ukraine and what are its implications for Ukraine’s domestic politics as well as for stability in the region? The media, policymakers, and political analysts have used several competing narratives to explain the armed conflict in Eastern Ukraine. This paper examines three competing narratives of the armed conflict. The first narrative focuses on domestic causes of the conflict; the second narrative examines the role of Russia in the insurgency; and the third narrative describes the conflict as a result of Western policies and interference.

The paper is presenting the examination of the cyberwarfare phenomenon in its legal context. The cyberattacks are increasingly effective measures of modern combat and would probably become the most crucial dimension of forthcoming armed conflict. The role of the international humanitarian law is to determine whenever the cyberattack is reaching the threshold of an armed conflict. The aim of the article is to present the existing framework of ius in bello in terms of its temporal scope of applicability, especially in the light of the Tallinn Manual on the International Law Applicable to Cyber Warfare. It supported conclusion that the international law requires an revision of the armed conflict definition to sufficiently addressed the challenges arising from growing cyber activity.

Opis:
Civil defence, whose main objective is the protection of the civilian population, is a component of the concept of society’s resilience, but in the provisions of international humanitarian law (regulating the conduct of parties fighting in an armed conflict), it is limited to the protection of civil defence organisations (such as a fire brigade) performing strictly defined humanitarian tasks, requiring thorough preparation and securing of appropriate resources. The state-parties to the conflict shall respect and protect civil defence organisations and personnel and military units designated to serve as civil defence on a permanent basis. Also, in the case of belligerent occupation, the occupying state is obliged to enable the implementation of these tasks by civil defence organisations of the occupied territory; in addition, the cases where it is permissible to seize buildings and equipment belonging to these organisations have been seriously limited. Thus, well-organised, efficient, and effective civil defence formations are an important element of the state’s defence system, which serves the population in danger, and its efficient and effective functioning can contribute significantly to building and strengthening the resilience of society in the conditions of armed conflict and belligerent occupation.

The Article reflects on the influence and distortion of mass media in modern days. Its original role of a bearer of truth, accurate information and its role, nowadays, used mainly to manipulate the audience to achieve a specific reaction. The overwhelming forces of media are illustrated on the examples of the American conflict with Iraq from 003 to 2010 starting with the World Trade Centre Attack and ending with the opinion of the polish audience concerning the American-Iraqi conflict. The article is divided in two parts, analyzing mass media and the foreign policy of George W. Bush over Iraq after September 11, 2001 and the role of US and Polish media in the process of citizens’ preparation for the conflict in Iraq. The first part approaches the importance of mass media for U.S. foreign policy against Iraq, created by President George W. Bush, especially after the September 11, 2001. It shows also how far society is involved in the maintaining of this policy. The article focuses on the influence of media during conflicts and how the public opinion and military actions influence one another. The second part focused on the supposed role of media to inform and prepare the people for conflicts. Instead, the society is overwhelmed with information so the risk shows, that the necessary news get partially lost. To prove this distortion a survey was made showing an accordance to the given information with different newspapers, radio and TV stations. Regarding the increasing of fear and misleading public opinion the Polish media did not react differently than the American. This process resulted in the opinion of polish society that their military forces should join the conflict in order to protect their freedom and safety.

Trwająca od ponad półtora roku pełnoskalowa wojna w Ukrainie sprawiła, że zainteresowanie domeną międzynarodowego prawa humanitarnego wzrosło. Stosowanie tego szczególnego reżimu wobec kombatantów oraz ludności cywilnej nie wyłącza jednak ochrony gwarantowanej przez międzynarodowe prawo ochrony praw człowieka. Celem artykułu jest ukazanie wpływu zasady humanitaryzmu na historyczny rozwój międzynarodowego prawa humanitarnego i przedstawienie wyzwań związanych z ochroną praw człowieka w trakcie konfliktu zbrojnego. Analizowana jest ponadto wzajemna relacja międzynarodowego prawa humanitarnego i międzynarodowego prawa ochrony praw człowieka – odpowiedź na pytanie o wzajemny stosunek obu tych dziedzin ma bowiem przełożenie na możliwości zapewnienia skuteczniejszej ochrony osobom dotkniętym przez skutki działań zbrojnych.
The ongoing full-scale war in Ukraine has led to an increasing interest in international humanitarian law. Nevertheless the protection offered by international human rights law does not cease in times of war. The article shows the influence of the principle of humanity on the historical development of international humanitarian law and indicates the challenges posed by the need to assure protection of human rights during hostilities. The Author analyses the relationship between international humanitarian law and human rights law. Better understanding of the interrelation of these two branches of international law is important, as it influences their ability to provide effective protection to people affected by armed conflicts.

Objectives: This article explains the concepts of cyber conflict attributes in relation to the classical attributes of armed conflicts. Problems related to the study of the causes of armed conflicts and wars, forms of their conduct, ending and ways of their resolution. This paper outlines selected definitions of conflict and war that have formed the basis of analysis for the attributes of cyber conflict - in particular the attributes of: nature, forms, sources, complexity, and the difficulty of uniquely identifying the "aggressor" if the attack is not "overt". Methods: Statistical analysis, document analysis. Results: The characteristics of a cyber conflict are, in particular: no certain identification of the aggressor, no possibility of an official declaration of war or official defense and retaliation. Conclusions: The key determinant of defense - should be digital and electromagnetic offensive measures. Security threats and more frequent attacks in broadly defined cyberspace have unquestionably become the challenge of today’s world - consisting of alliances, which the sum of security being the security levels of individual members and their defense capabilities. However only the level of commitment and cooperation can contribute to the achievement of a common goal, defined by the Alliance - including, above all, the elaboration of common, acceptable by all members - „modern” solutions. However, the common defense and deterrence potential equipped with real, though digital, both offensive and defensive resources would allow practical implementation of the challenge for art.

Objectives: The purpose of the article was to present Russia's activities in terms of the production of biological and chemical weapons, and her research into the effects of its use. In the light of the goal defined in this way, the research problem was formulated, which is presented in the form of a question: is it likely that Russia will use biological or chemical weapons in its war with Ukraine? Methods: Test methods used in the research process mainly included an in-depth analysis of source materials - legal acts, compacts and scientific articles concerning the operation of plants producing weapons of mass destruction in Russia. Results: Findings confirmed the adopted hypothesis, that Russia has both biological and chemical weapons, and the capabilities to use them. From the day of the armed attack on Ukraine, Russia has been committing various provocations, aimed at justifying the possible use of this deadly weapon. To verify the hypothesis put forward earlier, an in-depth analysis of Russia's previous activities focused on the production and research of weapons of mass destruction and the observation of the course of the ongoing war was required. Conclusions: The conclusions of the conducted research indicate on the likelihood of Russia using biological or chemical weapons in the ongoing military conflict with Ukraine, resulting from the dynamics of the war, the deteriorating economic situation in Russia and the imposition of increasingly stringent sanctions against it.
