In the paper the issue of maritime safety is presented. Most of the modern world trade is carried by sea, where maritime safety plays a key role. The article also presents the analysis of marine casualties at the beginning of the 21st century, covering the years 2002–2015. Apparent systematic steady decline in accidents and total losses of vessels is the result of improved maritime safety.
W artykule została przedstawiona problematyka bezpieczeństwa morskiego. Współczesna światowa wymiana handlowa odbywa się w znaczącym procencie drogą morską, gdzie bezpieczeństwo morskie ma kluczowe znaczenie. W pracy dokonana została analiza wypadków morskich początku XXI wieku obejmująca lata 2002–2015. Przyjmuje się, że widoczny systematyczny spadek liczby wypadków morskich oraz całkowitych strat jednostek pływających to wpływ poprawy warunków bezpieczeństwa morskiego.

The information about accidents was logged on to Centre of Documentation, Research and Experimentation on Accidental Water Pollution (CEDRE) and International Maritime Organization websites. Types of ships involved in accidents, location of casualties, types of initial events, consequences and seasons of sea accident were analysed.

Additionally, the author of this work has made an initial assessment of the human factor. Transport and handling of hazardous chemicals and chemical products around the world’s waters and ports have considerably increased over the last 20 years. Thus, the risk of major pollution accidents has also increased. Past incidents/accidents are, when reported in detail, first hand sources of information on what may happen again. This paper provides an overview of the past tanker accidents in the Baltic Sea and chemical related accidents in seas worldwide. The aim is to find out what can be learned from past accidents, especially from the environmental point of view. The study is carried out as a literature review and as a statistical review. The study revealed that the risk of a chemical accident is highest in seas where the highest tonnes of chemicals are transported, the density of maritime traffic is highest and, of course, in the ship-shore interface where unloading/loading takes place. Incidents involving chemical spills are statistically much less likely to occur than oil spills. However, chemical cargoes can be more dangerous to humans and property because chemicals can be more combustible, poisonous, irritating and reactive. The most important difference between a chemical and an oil spill may be related to response actions. In case of a chemical accident, the air quality or the risk of explosion should be more carefully evaluated before any response actions are taken. In case of chemical spills, the response is more limited in comparison to oil. Actually, very little is known about the actual marine pollution effect of most of highly transported substances. From the environmental point of view, the previous studies have highlighted accidents in which pesticides were released to water, but also substances considered as non-pollutants (vegetable oils) seem to have a negative effect on biota in the water environment.

This article analyzes some maritime accidents involving passenger ships that occurred in the Baltic Sea. Existing forms of passenger transport by sea have been identified, and passenger-ship accident statistics in the years 2003 to 2013 are presented. We discuss threats that may exist in passenger transport such as, technical, operational and navigational risks, as well as threats caused by human error and bad weather. In the last part of the paper, we analyze the cause and effect of selected incidents of passenger ships in the Baltic Sea, which include the grounding of the ship MS Amorella, the Stena Spirit ferry collision with infrastructure, and the collision of two ships, the MS Gotland with HSC Gotlandia II. The impact of the human factor on the safety of passenger ships is also analyzed.

The high rates of casualties in bulk carrier shipping have attracted a worldwide concern for safety and regulatory control from numerous governmental and private agencies. Between 2011 and 2020, a total number of 34 bulk carriers’ ships has been identify as total loos, resulting to the death of 128 seafarers. In this study, the statistically analysis of bulk carrier accident occurring from 2011 to 2020, in terms of their frequency, types of accident, locations of incidents and the factors that influence their occurrence has been reviewed. This study will contribute to decision-making and guidance on rational safety resource allocation that will help reduce the high casualty rates in bulk carrier.

Marine accidents are caused by complex and diverse causes. Therefore, it is necessary to analyse accidents from the perspective of the whole system rather than the existing analysis models that focus on cause-effect. The STAMP analysis is a constraint-based model that focuses on improper management or enforcement of safety-related constraints in system operation. Thus, as a case study of the application of the STAMP technique in marine accident analysis, the Milano Bridge pier contact accident that occurred on April 6, 2020 in Busan New Port of South Korea was analysed by the STAMP technique in this study. Through this study, it was proposed to break away from the domestic accident investigation, which focused only on the punishment of the ship operator, and to suggest improvements that enable organizations related to the marine accidents to take initiative to take efforts for safety.

Jednym z głównych zadań systemu e-nawigacji ma być zwiększenie bezpieczeństwa statku podczas żeglugi z punktu A do B. Doświadczenia z lat poprzednich, a w szczególności spektakularne wypadki morskie XX wieku wskazują, że w gałęzi przemysłu jaką jest transport morski, bardzo często najpierw musi dojść do tragedii, aby odpowiednie zmiany w przepisach, procedurach jak i wyposażeniu zostały wprowadzone. Twórcy systemu e-nawigacji na podstawie doświadczeń, statystyk i raportów z wypadków z lat ubiegłych starają się zaprojektować system, który będzie rzeczywiście zapobiegał wypadkom. W niniejszym artykule podano przykłady kilku raportów dotyczących kolizji i wejść na mielizny przez statki handlowe. Opisano też jak wprowadzenie e-nawigacji i rozszerzonej rzeczywistości wpłynie na bezpieczeństwo statku oraz jak dodatkowe dane, które otrzyma oficer wachtowy wpłyną na podejmowane przez niego decyzje.
One of the main tasks of e-navigation system is to increase the safety of the ship while sailing from point A to point B. Experience from previous years, in particular the spectacular sea accidents of the twentieth century indicate that in the shipping industry, very often it must first come to the tragedy before appropriate changes in regulations, procedures and the equipment were introduced. Creators of e-navigation system, based on experience, statistics and reports on accidents that have already taken place, they are trying to design a system that will actually prevent accidents. In this paper there are examples of few reports on the collisions and groundings caused by merchant vessels. Author describes how implementation of e-navigation and use of augmented reality solutions can increase safety of a vessel and how additional information that Officer of the Watch receives would affect his decisions.

The purpose and scope of this paper is to present the demand of Polish waters for the boat MoB MEDS the Mobile Base of the Marine Emergency Diving Service, which would enable necessary underwater works (repairs and inspections) for ships requiring immediate assistance. The MoB MEDS boat could also protect sensitive sea areas against potential oil and / or chemical spills from the ship, which could seriously threaten the safety of human life, the safety of navigation and the protection of the natural environment with its unique ecological values. Mentioned demand is supported by the analysis of selected statistical data on maritime accidents in Polish waters and planned maritime investments.

Opis:
Perintis ships are sea transportation highly relied upon by the people in remote, frontier, underdeveloped, and border islands, considering the absence of other types of vehicle operating in the area. Perintis Ships can carry up to 500 people and connect islands categorized as 3TP with larger ports. This ship will be analyzed in longitudinal strength with variations in pillar positions. The analysis results will be compared, and whether the research results allowed the BKI regulatory standards. The maximum stress value produced by the variation without pillars is 21.76 N/m2 in calm water conditions, 41.19 MPa in sagging conditions, and 10.67 MPa in hogging conditions. The variation of the pillars on the side is 21.95 MPa in calm water, 41.54 MPa in sagging conditions, and 10.76 MPa in hogging Conditions. The variation of the pillar in the middle obtained maximum stress 21.96 MPa in calm water conditions, 41.55 MPa in sagging conditions, and 10.77 MPa in hogging conditions. Of all the variations, it has met the criteria of the BKI regulations, where the allowable stress is not to exceed 140.14 MPa. From the analysis that has been done, it can be concluded that the position of the pillar laying does not significantly affect the longitudinal strength of the ship.
