Conflicts in the current world are a global security threat. Conflict resolution is not easy, unless the reason are the political tensions and disputes in the state or between states and the pursuit of resolving these disputes by peaceful or diplomatic forms are unsuccessful. Radicalized non-state actors, who are the other actors of the conflict, do not see the possibility of applying democratic means of solving the problem, and therefore resort to irregular activities with the aim to discredit the government, destabilize the state authority, activate riots, open acts of violence and so on1 . Necessarily this creates conditions for the use of armed force as an instrument of power of the state or peacekeeping force of the international crisis management organizations which are present in conflict resolution

The study of changes that human resource management is facing today is a difficult task. One way of dealing with this problem is to use non-standard methodological approaches, which include, for example, the analysis of metaphors present in the statements of an organization's staff. The aim of this article is to recall opinions of the management personnel in the Armed Forces of the Republic of Poland relating to the assessment of the human resource policy in the military. This article assumes that a metaphor influences both the way people think as well as actions they undertake, and moreover it is an important carrier of meanings. In order to illustrate this thesis, the article cites some of the images of organizations described by G. Morgan and the concept of metaphor by G. Lakoff and M. Johnson as the theoretical reference to considerations conducted in the article. The analysis is to determine whether the management personnel perceives the human resource policy in the Armed Forces as the structured and coherent process run according to certain rules, i.e. the efficient process, or vice versa - as chaotic and incoherent, and therefore - ineffective.

The military forces usually conjure up the image of soldiers who serve in a given country, or those who carry out their duties in peacekeeping missions. They are frequently in the spotlight during their stay in the area of their operations and the performance of their duties. The memories of them and of any of the possible problems that they may encounter usually fade away once they have gone back to their country, or once they have returned to their parent unit. Interestingly, this rule also applies to other members of the military personnel. Service in the army, which frequently implies exposure to atrocities and ongoing hostilities, undoubtedly leaves its mark on people’s physical and mental health, and it can also have a major impact on the lives of professional soldiers and their families. Paradoxically, the level of stress experienced increases as the sense of a real threat goes down. Being a soldier is one of those professions in which exposure to stress is high, and there is a major risk of post-traumatic stress disorder (PTSD), especially in those members of the armed forces who have taken part in foreign missions. This paper looks at the historical background of the phenomenon, its symptoms, its methods of diagnosis, as well as the entire system of monitoring, supporting and treating post-traumatic stress in the Polish Armed Forces. Such a study has been possible thanks to a thorough analysis of the applicable pieces of legislation, backed by an insight into a series guidelines, orders and dispositions given at all levels of command and supervision in the army.

W artykule autor omawia siły zbrojne w procesie doskonalenia jako organizacji poprzez wykorzystywanie dostępnych narzędzi procesowych w celu usprawniania ich funkcjono-wania. Ma to znaczenie dla efektywnego projektowania procesów, zapewnienia właściwej interakcji między nimi oraz wykorzystania narzędzi pozwalających na usprawnienia w zarządzaniu tymi procesami, także narzędziami informatycznymi. Podejmowane w tym zakresie działania – poprzez zidentyfikowanie, zsynchronizowanie i zoptymalizowanie procesów – powinny zapewnić oczekiwaną dostępność sił, efektywność wykorzystania zasobów (osobowych i rzeczowych) oraz usprawnić proces kierowania rozległą strukturą, jaką tworzą siły zbrojne. Prawidłowa organizacja procesów w siłach zbrojnych, podobnie jak w innych instytucjach, zapewnia osiąganie zakładanych rezultatów oraz sprzyja skutecznemu i efektywnemu ich rozwojowi.
The author of the article discusses the armed forces in the process of improvement as an organization by using the available process tools in order to improve their functioning. This is important for the effective design of processes, ensuring proper interaction between them and the use of tools allowing for improvement in the management of these processes, including IT tools.Actions taken in this area – by identifying, synchronizing and optimizing processes – should ensure the expected availability of forces, effective use of resources (personnel and material) and improve the process of managing the vast structure formed by the armed forces. Proper organization of processes in the armed forces, as in other institutions, ensures achievement of the assumed results and promotes their effective and efficient development.

The readiness level of the military is the major criterion for assessing the preparation of the armed forces to fulfill the objectives set for a state. Therefore, rational control and coordination of the servicemen’ training process is a very important factor in preparing contemporary Lithuanian Armed Forces. The Lithuanian Military Doctrine (2010) defines training principles of the Lithuanian Armed Forces and is a key document for preparing the military training strategy.

The implementation of 155 mm self-propelled howitzers ‘Krab’ into the Missile and Artillery Forces significantly improve their capabilities. Apart the howitzer, the battalion fire module ‘Regina’ consists of specialized command, reconnaissance, support and ammunition vehicles. The caliber of the howitzer adjusted to NATO standards allows for the application of the common ammunition, including precision-guided, with the range up to 40 km, which will enable striking the important targets in the enemy’s rear combat zone. An artillery battalion (battery) equipped with the self-propelled howitzer ‘Krab’ owing to usage of the precision-guided munitions during the engagement will gain unprecedented capabilities with regards to impacting a target. Moreover, the battalion will be able to successfully fulfill tasks, which until recently could be executed by a general-military commander with the support of anti-tank reserves, tank subunits, special forces or tactical surface-to-surface missiles. The paper proposes organizational structures of the ‘Krab’ artillery battalion, variants of order of battle and methods of fire tasks execution.

The publication is a continuation of a series of articles titled "Social competence of the commanding staff of officers of the Polish Armed Forces in the military security system of Poland" and "The role of the professional environment in shaping social competences". Leadership in today's human resources management in strategic terms is the basic determinant of creating specific behaviours of employees in every organisation. The analysis in the conducted research process refers to many components of social competence of officers who perform command functions. However, for the purposes of this article, leadership has been characterised and described as one of the many components of social competence of officers commanders.

Maintaining the aircrafts (AC) of the Polish Armed Forces in operating condition is determined by adequate resources to secure maintenance and repairs possessed by the companies implementing these tasks on them. The article characterises and then describes formally the Aircrafts Maintenance System in the Polish Armed Forces. The assumptions of the aircraft maintenance system model, proposed model structure, and mapping of aircraft maintenance performance were described. The most important elements (such as data, decision variables, boundary conditions and assessment criterion function) of an optimisation task aimed at minimising the executed aircraft maintenances’ costs were formulated. For this purpose, the record of evaluation criterion functions of the companies performing aircraft maintenance was shown. The article was completed with a conclusion, which underlined the importance of the proposed optimisation model. The optimisation model proposed in the article allows evaluating the aircraft maintenances’ organisation and their parameters. The formal record concerns both in the case of one-dimensional maintenance (one aircraft type) and multi-dimensional one (various aircraft types).

This study proposes an alternative (i.e., air-assisted) system for launching payloads (micro-satellites) into space using rockets fired from Su-22 or MiG-29 combat aircraft . This paper verifies and evaluates such an air-assisted rocket system used for launching payloads to low Earth orbit (LEO) in many aspects. Mission profile and rocket drop maneuver concepts have been developed. From the adopted model of calculations and simulation results, it follows that in the considered configuration, the aforementioned aircraft will be capable of accomplishing a mission in which a payload of at least 10 kg is launched into low Earth orbit. The analyses were complemented by simulations and wind tunnel tests verifying the impact that space rockets may exert on the aerodynamic and mechanical properties of the carrier aircraft . Results of numerical simulations and wind tunnel tests to which models of the air-assisted rocket launching system were subjected indicate the rocket’s impact on the aerodynamic characteristics of the aircraft and its in-flight properties is negligible. Similarly, load and strength tests to which the airframe’s load-bearing structures have been subjected also failed to show any significant changes or deformations caused by the space rockets attached. The kits proposed may be deemed as the so-called Responsive Space Assets for the Polish Armed Forces. Implementation of such a system not only offers independence from countries or commercial companies providing space services but also allows us to master new capabilities in the context of deploying satellite systems for safety and defense purposes.

Purpose: The aim of the study is to show that war games and simulations used in the Armed Forces to improve military personnel bear the hallmarks of edutainment. Design/methodology/approach: The study is of a theoretical and empirical nature. The theoretical methods used, such as: analysis, synthesis, inference, analogy and abstraction based on literature and other available media specialist sources on the discussed topic. The use of empirical methods was in the form of observations and methods of collecting judgments and opinions with the informal interview technique with representatives from the Centre for Simulation and Computer War Games (CSiKGW). Findings: This researches were aimed at explaining the essence of the concept of edutainment, the concepts related to it, explanation of determinants determining the development of new forms of improvement off human resources in organisations and in the Armed Forces of the Republic of Poland. It was shown that edutainment is new, interesting form of educatin in so specific hierarchical organisations, such as Armed Forces. Originality/value: Author has obtained expert's opinions on the perception of war games and simulations as an effective form of improvement combining learning with elements of entertainment, i.e. as edutainment. Additional, in the theoretical research showed that edutainment is a successful form of learning and creating knowledge in innovative way.

Artykuł zawiera analizę procesu budowy europejskich zdolności militarnych w wymiarze polityczno-instytucjonalnym oraz analizę potencjału wojskowego państw członkowskich Unii Europejskiej. Celem pozostaje nakreślenie genezy procesu politycznego, zakładającego budowę sił zbrojnych UE (armii europejskiej) z uwzględnieniem priorytetów nowej Strategii Bezpieczeństwa UE z 2016r. oraz implikacji w realizacji przyjętych założeń. Zasadnicza część artykułu odnosi się do analizy danych statystycznych w zakresie wielkość i wyposażenia armii poszczególnych państw UE oraz ich rozmieszczenia w regionie. Na tej podstawie możliwym było także określenie potęgi ogólnej i wojskowej państw UE.
The article focuses on the analysis of the process of building European military capabilities in the political and institutional dimension, as well as the analysis of the EU Member States military capabilities. The aim is to sketch the genesis of the political process, which assumes the construction of the EU's armed forces (the European army), taking into account the priorities of the new EU Security Strategy 2016 as well as the implications in the implementation of the adopted assumptions. The main part of the article refers to the analysis of statistical data regarding the size and equipment of the army of individual EU states and their distribution in the region. On this basis, it was also possible to define the general and military power of the EU states.

The system of creating of advances for the Armed Forces of the Slovak republic from the citizens of the Slovak Republic has not been supplemented for more than 10 years. With regard to changes in the security environment as well as potential threats of a nonmilitary nature, the issue of deplorability of armed forces advances becomes a question of the most up-to-date. The fact that, for a long time, there was no exchange and, in particular, the training of advances, the back-ups of the armed forces became unusable for practical deployment. For these reasons, the political leadership of the state has also begun to re-educate and refill the process. The process of renewing training is linked to the adoption of the necessary legislative changes. As shown by the results of the first pilot training project on voluntary training and the forthcoming second year, in addition to an adequate incentive contribution, the issue of national pride and patriotism will also need to be addressed in the future.

The subject matter of the paper is motivation for second language learning under specific conditions of military service in the Czech Armed Forces. Motivation is the fundamental source of any human action, influencing goals and objectives, attitudes and efforts but also results achieved by each individual. As such, motivation belongs to the most important factors of learners´ success. The paper is based on an explanatory research perspective, aiming at identifying the relative importance of different factors of motivation in second language learning. The presented paper methodology consists of a questionnaire survey, followed by an analysis and interpretation of gathered data. The research material, covered by the survey, is the motivation of the Czech Armed Forces personnel attending foreign language courses to learn second foreign language at the University of Defence Language Centre in 2022. This survey has been designed to enable language educators to identify and further analyse relative significance of individual motivational factors and their perception by second language learners as either internal, or external. As the survey outcomes show, the Czech military personnel motivation to learn second foreign language is not primarily generated by their current job needs and requirements. At the same time, the Czech military personnel attending foreign language courses perceive their learning motivation as predominantly internal.

The article describes the problems of Polish military forces in the context of a relatively new type of threat, commonly described as “hybrid warfare”. The first step of the analysis is a description of such threat, based on data gathered by Polish and foreign analytical centers. The next step is a presentation of the current state of Polish military forces – in terms of doctrine, organization, training and materiel (e.g. equipment). This kind of data analysis offers relevant information about defense capabilities that the Polish Armed Forces have and those which they lack. These capabilities are then compared to the challenges posed by hybrid warfare, thus providing insights on potential new capabilities which should be acquired as well as those which are unnecessary in the context of hybrid war.

Objectives Standard devices used by military personnel that may pose electromagnetic hazard include: radars, missile systems, radio navigation systems and radio transceivers. The aim of this study has been to evaluate the exposure of military personnel to electromagnetic fields. Material and Methods Occupational exposure to electromagnetic fields was analyzed in the work environment of personnel of 204 devices divided into 5 groups (surface-to-air missile system radars, aircraft and helicopters, communication devices, surveillance and height finder radars, airport radars and radio navigation systems). Measurements were carried out at indicators, device terminals, radio panels, above vehicle seats, in vehicle hatches, by cabinets containing high power vacuum tubes and other transmitter components, by transmission lines, connectors, etc. Results Portable radios emit the electric field strength between 20–80 V/m close to a human head. The manpack radio operator’s exposure is 60–120 V/m. Inside vehicles with high frequency/very high frequency (HF/VHF) band radios, the electric field strength is between 7–30 V/m and inside the radar cabin it ranges between 9–20 V/m. Most of the personnel on ships are not exposed to the electromagnetic field from their own radar systems but rather by accidental exposure from the radar systems of other ships. Operators of surface-to-air missile systems are exposed to the electric field strength between 7–15 V/m and the personnel of non-directional radio beacons – 100–150 V/m. Conclusions In 57% of military devices Polish soldiers work in the occupational protection zones. In 35% of cases, soldiers work in intermediate and hazardous zones and in 22% – only in the intermediate zone. In 43% of devices, military personnel are not exposed to electromagnetic field. Opis:
The present text addresses the relationship between democratically and legally elected state authorities and the armed forces, which are one of instruments of governance at the state level. Through the analysis of the concepts of “apoliticism”, “subjectivity” and “objectivity” of the military in relation to state institutions, the author concludes the institutional dimension of the civilian democratic control over the armed forces, then enriching it with a non-institutional context. This allows to finally capture the essence and functional characteristics of the multidimensional phenomena, namely the civilian, democratic control over the armed forces in today's state.

This article describes the newest doctrine of the U.S. Armed Forces, i.e. the Multi- Domain Battle (MDB) concept. It constitutes a description of several operational principles related to a potential conflict with the People’s Republic of China or the Russian Federation, such as the time and space for conducting military operations, the operating environment, the forces (base of operations), the target, the concentration of forces and the operational leeway. The article looks at the origins of the doctrine, the circumstances under which it was formed and people who contributed to its development. The authors also refer to historical U.S. doctrines, such as the AirLand Battle or AirSea Battle concepts. Along with the authors’ enthusiastic approach to MDB, the article also features some critical opinions which imply that the U.S. Army is not ready for MDB operations. The research methods that were used by the authors included analysis, synthesis, comparison and generalisation. Much space is devoted to analysing the U.S. Army’s official documents, including Multi-Domain Battle: Evolution of Combined Arms for the 21st Century 2025-2040, FM 3-0 Operations and TRADOC Multi-Domain Battle: Combined Arms for the 21st Century. The authors believe that Multi-Domain Battle is about to become the official military doctrine of the U.S. Armed Forces. In spite of the criticism, transformations of individual combat teams in the MDB spirit should be expected in the upcoming years. This doctrine also provides a military response to the geo-political changes occurring in the world, manifested as the United State’s limited role in certain regions, China’s growing power and Russia’s aggressive foreign policy. The conclusions formulated in the article may serve as the starting point for further studies dealing, inter alia, with the Polish Army’s readiness for conducting military operations, based on the MDB doctrine, jointly with the U.S. Army, the Polish Anti-Access/Area Denial (A2AD) capabilities and the role of military technologies in the MDB doctrine. The article makes use of the exact translation of the term, i.e. “Multi-Domain Battle.” However, the reader should bear in mind that it describes capabilities not only at the tactical level but also in operational terms, enabling the accomplishment of the strategic objective.

W ciągu ostatnich 40 lat systemy informacji geograficznej znalazły wiele zastosowań w najróżniejszych dziedzinach życia. Odgrywają one ważną rolę także w siłach zbrojnych. Przyczyniły się do znacznego zwiększenia dokładności, aktualności i dostępności opracowań kartograficznych wykorzystywanych w siłach zbrojnych. Są używane w systemach wsparcia dowodzenia jednostek taktycznych i operacyjnych, w systemach nawigacyjnych samolotów, w sztabach wojskowych, na uczelniach wojskowych, w obronie powietrznej i wielu innych. GIS przydatny jest przy rozpoznaniu, namierzaniu celów, planowaniu działań, przeprowadzaniu operacji wojskowych, analiz teoretycznych i symulacji. W artykule omówiono przykłady zastosowania GIS głównie w Wojsku Polskim, odnosząc się także do innych armii NATO. Przedstawiono organizację służby topograficznej WP, wytwarzane przez nią mapy i numeryczne modele terenu, jak też użytkowane oprogramowanie. Omówione zostały systemy dowodzenia i symulatory wspomagające szkolenie.
The military used to seek for technologies that could potentially give superiority over hostile forces. Military research projects created several GIS-related technologies; some GIS softwarewas also developed by the armed forces. It is primarily used in military cartography to produce more accurate and up-to-date maps. NATO obliges its members to produce maps according to the common standards, in example vector layers known as Vector Smart Map (VMap) or numerical terrain models such as DTED. Currently, 28 states are working jointly on a massive project, dubbed Multinational Geospatial Co-production Program (MGCP) which should result in acquiring detailed and valid vector maps by using satellite scenes instead of old topographic maps. Numerical terrain models are used for several GIS analysis: checking visibility, choosing paths, troop deployment and movement planning, flooding simulations or training. NMT can be utilized as a guidance system for cruise missiles by using a radar to scan the land surface and comparing it – automatically – with the model loaded into the missile before launching (another, alternative system includes satellite images). The Polish Armed Forces currently deploy several specialized software packages and command support systems. Most common GIS software is the Operational Graphics Package (PGO) developed by the Ministry of Defence and is available in all military bases. Command support systems like Jaśmin or Szafran, fielded in 2007, increase commander’s capabilities and tactical awareness by providing real-time information about the situation on the battlefield. They usually include Blue Force Tracking, which displays position of the troops using GPS tracking devices. Finally, GIS is employed within the battlefield simulation systems, which support training of officers as well as enlisted personnel, providing a virtual warzone. In the Polish military, Złocień system offers simulations covering the entire territory of Poland and neighboring states, training commanders to control large group of forces during the entire campaigns.

Throughout history, changes in the character of war have always been difficult for contemporaries to identify and assess. The context of future conflicts and wars can help the nations to make sound decisions on designing the tasks and missions of future forces. This paper offers a view on the character of future conflicts, seeks to describe what Armed Forces are likely to experience in future conflicts in light of dynamic changes in current security environment, and provides recommendations on the areas with the shortfalls, which could be essential to their success. It assesses how we think about future war, drawing attention to its associated caveats, obstacles, and intellectual problems. The author focuses attention on the issues related the activities referred to as “hybrid”, and the possibility of using the Armed Forces’ potential in terms of identification and elimination of threats. The conclusion of the paper presents a clear picture of future generations of the soldiers based on the requirements predicted throughout the article.

One of the features determining the strength of troops is command and control. The quality of command and control is determined by the quality of the command and control systems (C2S). The Czech Armed Forces are developing tactical command and control systems (TC2S) for the Ground and Air Forces. The TC2S were a little bit separately developed. Now, we want to use the benefit of shared situation awareness. The concept of Network Centric Warfare is a solution of this problem. The integration of both TC2S's is its main objective. To apply this concept, separate C2S's of different units are integrated into one logical system, into one joint C2S. Thus it is possible to create the common operation picture for all units of the task force.

Powstanie nowego rodzaju Sił Zbrojnych Rzeczypospolitej Polskiej wymaga innego spojrzenia na realizację zadań przez poszczególne pododdziały, oddziały i związki taktyczne. Okazuje się bowiem, że to Wojska Obrony Terytorialnej mogą przyjmować na siebie główny ciężar walki, przynajmniej w początkowej fazie wojny czy też konfliktu zbrojnego. Wychodząc z takiego założenia, należy podjąć szereg działań, w tym w obszarze logistyki, które pozwolą zaspokoić potrzeby logistyczne pododdziałów i oddziałów walczących na pierwszej linii. Wydaje się również uzasadnione, aby tworząc nową jakość w Siłach Zbrojnych RP, jaką są Wojska Obrony Terytorialnej, zapewnić im nowoczesny i przyszłościowy potencjał logistyczny. Powinien on być adekwatny do wyposażenia bojowego, to jest cechujący się porównywalną nowoczesnością z wyposażeniem bojowym, a jednocześnie zdolny do realizacji zadań zabezpieczenia logistycznego.
The emergence of a new kind of Polish armed forces enforces a different look for tasks by the subunits, branches and associations. It turns out that the territorial defence forces can take on yourself the main burden of the fight, at least in the initial phase of the war or armed conflict. Assuming that we should take a series of measures including in the area of logistics, which will meet the needs of the logistics detachments and units during on the first line. It also seems reasonable to create a new quality in the armed forces of POLAND which are Territorial defence forces, provide them with a modern and future-proof potential logistics. It should, in principle, must be adequate to the combat equipment is characterized by a comparable modern combat equipment, and simultaneously capable of achieving the objectives of the security.

Purpose: The military, like other public and business sector organisations, is subject to continuous personnel improvement, especially in the areas of technology and engineering. The aim of the article is to present the specifics of the technical training process in the army and the possibilities of its improvement based on the analysis of soldiers' needs. Design/methodology/approach: The article presents the link between the process of technical training in the army and the implementation of strategic, operational and tactical objectives and then identifies areas for improvement from the perspective of the direct recipient, which is the user of military equipment. Findings: Based on the barriers to the acquisition of technical knowledge identified in the study, an assessment of the methods and tools supporting technical training, and the expected methodology for conducting them, it was determined that the standard of technical training in the army should be enriched with a training closure stage that takes into account changes in the military unit caused by the purchase of new equipment. Originality/value: The utilitarianism of the study stems from the possibility of its use by the military to determine the way in which military equipment suppliers train their personnel (users, service personnel). As a whole, the material can be an important contribution to the development of a standard of technical training requirements for suppliers of security and defence equipment.

The aim of this paper is to attempt to identify the main challenges faced by the Polish Armed Forces in the area of Joint Fire Support. The publication will present Joint Terminal Attack Controller’s point of view on the problems of Joint Fire Support in the Polish Armed Forces. Due to the complexity of the problem, the authors decided to limit the scope of presentation to the most visible difficulties in specific services. The views presented here result from empirical research based on participatory observations that were conducted during numerous national and international training operations organised in Poland and abroad and non-ategorised interviews with the JTACs from the Tactical Air Control Party Central Group and the Tactical Air Control Party Training Center in Military University of Aviation in Dęblin. The publication will present Joint Terminal Attack Controller’s point of view on the problems of Joint Fire Support in the Polish Armed Forces. For linguistic purposes, the terms controller and navigator were used in this text as synonyms of the JTAC acronym. Due to the complexity of the problem, the authors decided to limit the scope of presentation to the most visible difficulties in specific services. Geography can restrain states, or create possibilities to the political activity that states carry out. Following Carl von Clausewitz, one can point to the relation between politics and war. The famous Prussian general claimed that war is an extension of politics made by means of the armed forces. Questions should therefore be posed how geography restrains or stregthens the activity of the armed forces, and how geopolitics determines the functioning of the military. The following article shows the abovementioned imperative in the historical as well as contemporary context. The aim of the study is to place the armed forces in the geopolitical framework and to show the cause-and-effect relationship between the operations of the armed forces and geopolitics. The research is carried out on the time axis: the time analysis is divided into the period of the Second World War, the Cold War and the post-Cold War period.
