Opis:
The paper presents methods of automatic target recognition from images with complex internal structure. Recognition methods proposed are based on the Fourier transform properties. These methods make it possible to bring the problem to Fourier transform, feature extraction and input image classification. Image data synthesis within diffraction plane significantly increases the probability of target detection.

Traditional approaches to managing costs are based on the costs that are the result of existing capabilities and resources in the company. Adding to these costs a specified margin or profit, leads to the sales price. If the market is not ready to accept such a selling price, managers need to find opportunities for rationalization and cost reduction. Target cost management begins the process of managing the sales price and the planned profit that the market can accept, and only then is it possible to determine the cost of the product. In the planning phase of the product and the manufacturing process the approach is to finding a method to lower costs and to reduce them as much as possible. The aim this of study is to investigate the application of target (strategy) cost accounting methods in the Hospitality Industry.

In the paper the problem of target tracking in passive radar is addressed. Passive radar measures bistatic parameters of a target: bistatic range and bistatic velocity. The aim of the tracking algorithm is to convert the bistatic measurements into Cartesian coordinates. In the paper a two-stage tracking algorithm is presented, using bistatic and Cartesian tracking. In addition, a target localization algorithm is applied to initialize Cartesian tracks from bistatic measurements. The tracking algorithm is tested using simulated and real data. The real data were obtained from an FM-based passive radar called PaRaDe, developed at Warsaw University of Technology.

Opis:
This paper examines target price accuracy conditional on whether the analyst’s report contains a precise valuation model with underlying assumptions, as well as investigates whether target price accuracy is related to the forecast accuracy of the variables used as inputs in the valuation models. The study is conducted based on the analysts’ stock recommendations issued in 2012 for companies listed on the Warsaw Stock Exchange. We find that approximately 67% of analysts’ price targets are achieved within a 12-month period following the release of a report. Only in the case of positive recommendations we can observe that analysts who provide precise valuation model within their reports issue significantly more accurate target prices. We also find that target price forecast error is, on average, lower for reports with more accurate forecasts of such variables used as inputs in the valuation models as revenue, EBIT and net profit but the results are not always statistically significant.

The small far infrared target of ship in surge interference is easy to have visual deviation causing the low accuracy of target positioning and the bad target identification performance. In order to improve the accuracy of far small infrared targets recognition of ship under surge interference, this paper proposed far small infrared target recognition algorithm of ship based on distributed target position estimation and DOA location in computer vision model for constructing coherent distributed source array model of far small infrared target distribution of ship. This algorithm used MUSIC algorithm for the beamforming processing of far small infrared target echo model of ship. Combined with the adaptive filtering algorithm we carried out the surge interference suppression and the estimation of central direction of arrival and angle spread of far small infrared target of ship through multidimensional spectrum peak searching algorithm, realizing the joint estimation of distance of ship target, DOA and frequency parameters, so as to realize the accurate positioning and recognition of targets. Simulation results show that using this method for the far small infrared target recognition of ship under surge interference, the spectral peak sharpness of spectral peak search of target position is high, side-lobe suppression performance is good, which shows the high accuracy of target position estimation and location, the accuracy and anti-interference performance of far small infrared target recognition of ship is good, and has superior performance.

W artykule przedstawiono zagadnienia związane z działaniem systemu rozliczeń międzybankowych Target2 w strefie euro. Zaprezentowano źródła i konsekwencje wysokich sald oraz sformułowano wnioski w sprawie możliwości dokonania zmian w tym zakresie. Zaproponowano wykorzystanie doświadczeń amerykańskich. W artykule przedstawiono istotę i podstawowe właściwości systemu Target2, zwrócono uwagę na znaczny wzrost tych sald i znaczącą kumulację zobowiązań, omówiono powody szybkiego wzrostu sald w ostatnich latach i konsekwencje powyższego. Część opracowania poświęcono prezentacji sposobu prowadzenia rozliczeń między bankami federalnymi. Wskazano na brak możliwości korzystania z doświadczeń amerykańskich przez Eurosystem w obecnym kształcie. Autor artykułu doszedł do wniosku, że jedyną rozsądną strategią będzie czekanie na rozwój sytuacji, co znajduje odzwierciedlenie w biernym stanowisku EBC w zakresie omawianego problemu.
In his article, the author presented the issues related to operation of the system of interbank settlements Target2 in the Eurozone. He presented the sources and effects of high balances as well as formulated conclusion on the matter of possibilities to carry out changes in this respect. The author proposed use of American experience. There are presented in the article the essence and basic properties of the system called Target2, paid attention to a considerable growth of those balances and a significant cumulation of liabilities, there are discussed the reasons for a quick growth of balances in the recent years and the consequences thereof. Part of the work is devoted to the presentation of the way of carrying out settlements between federal banks. The author indicated the lack of opportunities to use of the American experience by the Eurosystem in its present shape. The author of the article concluded that the only reasonable strategy will be waiting for situation development what is reflected in a passive stance of the ECB as regards the problem in question.

This paper presents the possibility of using CALL FOR FIRE procedures during the execution of fire missions in artillery subunits according to national procedures. The conducted analyzes concerned the possibility of using data obtained from an observer in accordance with the CFF procedure at the point of fire control during the execution of fire tasks. It has been described in detail how to determine target coordinates, taking into account all the differences between the CFF procedure and the national procedures for determining settings in artillery subunits.
