In this paper a statistical analysis of wind conditions occurring in the Odra estuary has been presented. The measurements of wind directions and velocities from years 1970-1995 for four meteorological stations of IMGW: Świnoujście, Dziwnów, Trzebież and Szczecin-Dąbie have been analysed.

Opis:
Kostrzyn upon Odra, a rapidly developing town o f nearly 18,000 inhabitants, is situated on the Polish-German border. Its economic success is mainly based on its good geo-political position in the center of a large complex of enterprises operating in the Kostrzyn-Slubice Special Economic Zone. Local government plays an important role in supporting entrepreneurship in the town and has received many prestigious awards for its activities. Kostrzyn is a town involved in a local project named the „Pro Europa Viadrina” Euroregion. Kostrzyn upon Odra’s cooperation with foreign partners dates back to the 1980s. Subsequent cooperation has mainly been based on partnership towns and transformed into cooperation in the field of science, culture, sport and tourism. It made excellent use o f EU funds allocated for Poland in the pre-accession period, in particular within the framework of joint EU projects implemented with partners from Germany, Sweden and Portugal. The main objective of Kostrzyn, which could act as a model town for other small towns along the Polish frontier, is to eliminate barriers to cross-border cooperation. The residents and authorities o f Kostrzyn are highly open to contacts with their Western neighbors. Projects such as the organization of joint cultural events, international cooperation of uniformed services, construction of a railway line between twin towns in Poland and Germany, and alignment of local laws are clear examples o f how these once hostile countries (Poland and Germany), that were completelyruined during the war, today, thanks to cooperation within the structures of the European Union, are living in friendship and co-operating with each other to the satisfaction of each party.
Kostrzyn nad Odrą z 18 tysiącami mieszkańców, usytuowany na granicy polsko-niemieckiej należy do szybko rozwijających się ośrodków miejskich. Jego dogodna lokalizacja powoduje, że znajduje się w centrum kostrzyńsko-słubickiej specjalnej strefy ekonomicznej. Władze samorządowe za wspieranie przedsiębiorczości otrzymały wiele nagród. Kostrzyn jest włączony do współpracy w ramach euroregionu Pro-Europa Viadrina. Szeroko rozwija on współpracę z partnerami z Unii Europejskiej, realizując zwłaszcza w ramach programu partnerstwa miast wiele projektów z dziedziny nauki, kultury, sportu i turystyki. Znakomicie wykorzystał środki przedakcesyjne przeznaczone dla Polski, a zwłaszcza w ramach projektów mieszanych realizowanych wspólnie z partnerami z Niemiec, Szwecji i Portugalii. Celem lokalnych władz jest wyeliminowanie wszystkich przeszkód we współpracy transgranicznej, tym bardziej, że mieszkańcy Kostrzyna są otwarci na kooperację z zachodnim sąsiadem. Wspólnie organizuje się różne przedsięwzięcia, z których satysfakcję wynoszą obie strony.

Opis:
Szczecin and its surroundings is outstanding for its varied physiography and is divided into smaller lands. In the lowestpartofthe region, situated 0,5 meters above sea level, called Międzyodrze, the Landscape Park of Dolna Odra Valley was instituted. The slope above the Odra River reaches the valley with sharply shaped highly laid land. The central part has been the basis for the city and its fortifications formation and it is now a kind of visiting-card of Szczecin - the complex of Wały Chrobrego. The northern and southern partsofthe slope, which crossthe city borders, are seen in the river-city relation only occasionally. It is the northern part of the slope between two motorway bridges: Poznańska Motorway and the A6 motorway which was examined. The examination included physiographical conditions of the area, its history and history of villages. Many historical and natural objects of great worth, both commemorative and landscape value,were distinguished. The suggestions of creating a bicycle-path, a foot path and a river route were madę. On height a scenie point was created, which is possible to access by the newly created bicycle-path and easy to get from place to moor by the river route. The point, with wide variety of funetions, enables great visibility to the examined area.

W artkule przedstawiono koncepcję zaopatrzenia w paliwo drogą wodną elektrowni Dolna Odra. Zbudowana w latach 70 elektrownia zaopatrywana jest w węgiel kamienny z polskich kopalń przy wykorzystaniu transportu kolejowego. Wobec korzystnego położenia w pobliżu Odry Wschodniej rozpatrywano możliwość zaopatrywania zakładu drogą wodną. Wymagałoby to budowy portu wodnego. Przeprowadzone wcześniej badania w pełni potwierdziły taką możliwość. Dodatkowym argumentem za budową portu są plany rozwojowe w oparciu o budowę bloków energetycznych zasilanych gazem. Wobec wejścia do eksploatacji Terminala Gazowego LNG w Świnoujściu jest możliwość zaopatrywania elektrowni tym gazem poprzez transport wodny gazu skroplonego. Byłaby to alternatywa do budowy gazociągu lądowego w związku z planowanymi dostawami gazu z Morza Północnego za pomocą gazociągu Baltic-Pipe, którego uruchomienie planowane jest na 2022 rok.
The paper presents the concept of supply for the Dolna Odra power plant by waterways transport. It was built in the 1970s, The power plant based on hard coal from Polish mines using rail transport. In view of the favorable location near the Eastern Odra, the possibility of supplying the plant by waterways was considered. This would require the construction of a water port. The tests carried out previously fully confirmed this possibility. An additional argument for the construction of the port are development plans based on the con-struction of power units powered by gas. In view of the entry into operation of the LNG Gas Terminal in Świnoujście, it is possible to supply the power plant with this gas by means of water transport of liquefied gas. It would be an alternative to constructing a land gas pipeline in connection with planned gas deliveries from the North Sea with the use of the Baltic-Pipe gas pipeline, scheduled for operation in 2022.

Opis:
The Odra is the second largest river in Poland. The same applies to its basin. It is also one of major European rivers. For over 50 years related research programmes have focused on the economic aspects and pollution. Only recently new perspectives have been developed, emphasising the river's recreational potential and environmental protection. The new approach, integrating flood control with pollution control and environmental protection, has been empasised to foster sustainable growth in the river valley. At present, the principal objectives are: - Flood control. Its importance has been generally acknowledged. In this context, the benefits of the open landscape of the Odra valley cannot be overestimated: it is possible to create large retention areas and retain foold water within the valley to protect densely populated areas. - Pollution control and water retention for consumption and industrial purposes. This is the second most important goal, requiring large investemnts (municipal, industrial and household sewage treatment plants) and a creative planning vision. - Development and promotion of the recreational and tourist potential of the Odra valley. This direction is considered very attractive by local authorities and residents but requires considerable investement to became reality. - Environmental protection. Within the Odra valley, also outside Poland, there are 56 regions (occupying 2000 hectares) of very high natural value. Together with other areas, they form the North-South ecological corridor, second only to that of the Vistula river. - Navigation and power industry. There has been a general agreement about the continued use of the Odra for navigation, roviding that the development of water transport respects the river's hydrogeological conditions. The need to promote the "white fleet", as less harmful to the environment, has been emphasised. Thus, the priorities are clear and generally accepted but so far there is no comprehensive vision of the development of the Oder and its valley. Who will present it?
