The author starts his article with the explanation o f . historical significance of the Charter of Venice which was passed in 1964. He also describes some possibilities of its application in reconstruction of Hungerian monuments. As far as recoinstruction of historical buildings in concerner, Hungerian restorers and architects tend to adjut them to the needs of modern life. Their primary principle is to arrange luxurious apartments, which is the only way to find lodgers who will respect their historical character. The author gives some examples of such adaptation of historical houses in Sopron and Budapest. He also discusses various ways of exploitation of monuments of other kinds (such as churches, castles and palaces) in Hungary. Then he deals with monuments which have suffered partial destruction. In such cases it is very important for conservators to establish to what extent reconstruction can be done. The example which may be quoted here is the bastion of the Diósgyor castle, where for the reconstruction of isome time — worn fragment ferro — concrete has been used to mark the border line of the original walls. Gun hatches have also been made in this material. Now they enable to see the construction’s interior, to define the degree of destruction and to recognize technics and materials used for the reconstruction purpose. In other cases (e.g. in the Romanesque church in Varaszó) bricks and original stone material which came from derudition of the outbuilding have been used for reconstruction. Artificial stone is also employed to supplement missing parts (e.g. in the Simontornya castle). The author presents achievements of Hungerian conservators in the field of restoration of ruins, e.g. Roman amphitheaters or temples and medieval castles and palaces. Iu such cases the anastylosis method in applicable, e.g. in the restoration of the Esztergom castle or the ruins of the Visegrâd palace where time — worn fragments af vaults and w alls have been supplemented with modern material and original stone details have been put in their primary places. Then the author proceeds to discuss the restoration works at the Royal Castle in Buda. They have been performed in two ways: — by means of the anastylosis method in case of buildings occupying an opôn area, — on the basis of hypothetic data and annalogies as far as reconstruction of fortifications in concerned. Hungerian medieval monuments of greatest importance can be examined only by means of the excavatory method. This has resulted in the necessity to work out the way of reconstructing these monuments. Therefore the model of an object is made on the basis of its preserved parts and possibly — some written sources. Then places for some fragments recovered in the course of archeological investigations are found out. Finally, on the grounds of this discovery the object is reconstructed through supplement of missing elements with artificial material. Reconstructions of buildings composed of various elements which can be derived from various ages is the other problem that is being solved by Hungerian conservators. In this case the principle of the eldest relicts’ exposition is accepted (e.g. Gothico-Baroque tenement-houses of Sopron). In frequently happens, however, that a structure was remodeled in the 19th century in the course of present restoration the alternations are taken into account as manifestations of the epoch. At the end of the article the author postulates the necessity to begin international exchange of opinions on the subject of the idea and priciples of monuments’ preservation in various countries.

The „S” block — discussed by the author is situated at the East End of the Old Town in Toruń, dose to the fortified walls which separate the town from the territories of the Old Teutonic Knight’s castle. The Mostowa Street constituted the fare part of parcels, while the Podmuma Street was a household drive way to their subsidiaries. The following groups of structures have been distinquished in the modernization project: a) Monuments expected to be totally preserved together with interior decorations e.g, Fenger’s palace complex with (numerous Baroque elements of interior decorations extended in the first half of the 18th century i(the structure is designed for the Institute of Monument Theory and Conservation at M. Kopernik University in Toruń); the tenement houses in the Mostowa Street No 22, 24, 26, 28, which have the gabarits of storeys and Gothic front and courtyard elevations — almost totally preserved (they are assigned for public utilités); b) Buildings with business apartments on the ground- -floor and flats on the upper storeys. In this case the project stipulates for enlargement of store-rooms on the ground-floor by the total building an sites, whereas social subsidiaries are to be located in premises with extremely narrow rooms en suite added on the first floor. In this the terrace accessible from the first floor flats has been obtained; _ c) Administrative buildings. In this block several institutions have their administrative apartments for which two buildings No 32 and 34 have been whorly designed. They are of office character. d) Dwelling-houses in the oMstowa Street No 16, 18 and 20 have been wholy assigned for flats. Their windows an the ground floor are situated high. They warrant isolation from the street and good insolation. e) Subsidiary buildings to which belong: the boiler house, the transform station and laystalls. In future the whole Old ToWn will be heated by warmth-piping. At present we plan two boiler houses for the „S” block. It has also been suggested to build laystalls in the frontage of the Podmuma StreeL Underground passages lead there from the building in the Mostowa Street. Playgrounds are situated in the castle moats nearby. Last of all it is proper to emphasize the fact that the principal — the Toruń Gity Caunsil — has proposed to extend the project in such a way to show adaptation possibilities of particular buildings. It should also present usable living spaces for which appropriate tenants would be sought for

A difficult situation in house building in Poland, a great insufficiency of flats when compared to the needs, is, i.a., a result of the fact that due to many-years’ negligence the existing resources get decapitalized and demolished on a large scale, which brings about a further and ever growing increase in the demand for new housing; the demand that cannot be met by present work potentials, material possibilities and financial means. For a long time it has been getting more and more evident that it is necessary to halt a great loss of rooms in the so-called old housing resources ; with this in mind various concepts of saving these resources and their best adaptation to modern needs are being prepared. Generally, this trend is referred to as „modernization of buildings from before 1950” . This term applies to structures and complexes which are not included in the register of monuments. Still, it is closely associated with technical treatment and modernization processes in buiding complexes, already recognized as historic and covering an ever bigger number of buildings and complexes from the turn of the 19th and 20th centuries and even from the later period. Comprehensive work on the complexes that arc of interest to conservators is often called „the renewal of historic towns and complexes” . The programme of these works covers the following three major trends : 1. modernization of utility functions of complexes and individual buildings, 2. stabilization of technical structures and development of infrastructure such as waterworks, gas, electric, heating, power, telecommunication systems and others, 3. aesthetic arrangement of land structures and artistic elements. A proper use of cultural values in these complicated organizational, technical, social and financial processes calls for a detailed study of all elements going to make the cultural values of towns and complexes, often preceded by thorough specialistic examinations. The scope of these studies should cover such fields as general history, art history (including architecture and town-planning), archaeology, history of technics, etc. It should also envisage a revival of regional elements, not always found in official monuments present functions registers and often even contemporray elements. Such a study should be prepared before all necessary town-planning and architecture designs are drawn. The present article contains a general discussion on scope of studies and planning as well as on existing regulations and adopted organizational principles of renewal processes in Poland. Attention has also been drawn to „non-conservation” factors conditioning a proper course of the renewal and including different present functions of historic towns in various regions of Poland. Finally, the author puts forward twelve postulates aimed at improving the processes of programming, planning and executing the modernization and renewal works in Polish towns.

Although problems of the renewal enjoy an ever bigger appreciation of the society, in most cases they are, as a rule, limited to historic old-town centres and mainly cover structures of high historic merit. The same holds true of the problem of conservation, modernization and adaptation of housing resources from the 19th century. The problems are dealt with by various research centres in, i.a., Warsaw, Cracow, Gdańsk, Łódź and Wroclaw. The most interesting and worth restoring part of Wroclaw is the complex at Piastowska Street. Its most valuable part with high architectural values comprises 21 houses in eastern and western frontages as well as a small rectangular square jutting out onto the western elevation. Despite formal differences in the façades of individual buildings, on the whole they represent a stylistically uniform entity. War destruction as well as post-war repair works have only slightly affected a technical condition and functional arrangement of the buildings, while the standard of apartments that are found there does not satisfy to-day’s requirements. A similar situation prevails in the entire region of Grunwaldzki Square in Wroclaw. All lived-in apartments have to be renewed and their renewal must be based on thorough studies comprising all aspects of the whole complex phenomenon. Decisions on reconstruction should be related to a strategy of rebuilding which must determine spatial transformation in the entire town; of course, historic and cultural values of individual structures must be taken into consideration. When analyzing in such a way Piastowska street and the 19th century buildings in Wroclaw the conclusion may be reached that its most interesting and worth preserving elements are factors associated mainly with the architectural form. Functional factors, inconsistent with present requirements, decide of the necessity to modernize. Due to limited possibilities of the transformation of old constructional and functional systems, repair and modernization works aimed to restore original technical and aesthetic values and to improve functional values make impossible the achievement in full of the necessary standard. Therefore it seems necessary to renounce traditional forms of repairing and to introduce new bold methods of constructional and building transformations, carried out in a somewhat industrialized way. Actions aimed at a full restoration of the 19th century housing resources should be concentrated on undertakings in the field of organizational, legal and methodological changes in renewal processes.
