The article examines the position of Russians in Estonia and their relation with ethnic Estonians. The author analyzes models of the society integration introduced by Tallinn after 1991. The results raise questions regarding language education in Estonia, the proficiency level of Estonian is getting widely known by Russians, but on the other hand, there is still a significant part of the population that cannot communicate in Estonian. Those who have a good command of Estonian tend to be better integrated and to coexist with both Estonians and Russians. Russians living in Estonia are supposed to be equally involved in social and political life of the state. The potential of all residents has to be effectively and considerably used, especially when the number of population is decreasing. The position of Russians in Estonia is a major domestic and bilateral issue in the relations with the Russian Federation.

The article compares ethic parties in Lithuania, Latvia, and Estonia. The author reconstructs the context in which ethnic parties were established, development of the organizations as well as their ideological profile. The second part of the article is devoted to the role that the parties played in the processes of inter-party competition, especially on the national level. Due to the fact that the parties in Latvia and Lithuania managed to obtain seats in the European Parliament, the article emphasizes their role in programming the interests of national minorities in Europe.

This article examines migration trends in contemporary Estonia, focusing on migrant movements, legal regulations applying to migrants and national policies dealing with migration. Estonia is a multi-ethnic country in which both immigration and emigration occur on a considerable scale; consequently, understanding migration patterns and trends is particularly important. Historical factors have influenced Estonian society in a way which has necessitated the implementation of integration programmes and strategies aimed at social consolidation. The article features an analysis of the main changes in migration movements in Estonia since it gained independence and presents contemporary tendencies.

The aim of the article is to present an i-voting process using the example of Estonia, which is among the leaders in developing electronic voting methods. Estonia's experience might be an inspiration for the Polish legislators, if they made an attempt to introduce this method of voting. The author indicates the reasons for introducing electronic voting in Estonia and the way in which it was implemented, taking into account the position of the Estonian Supreme Court in this matter. The article describes in detail the procedure of voting using this method. It ends with presenting the strengths and weaknesses of the functioning of this procedure functions in Estonia and also with presenting short sessions.
W artykule zostało przedstawione głosowanie elektroniczne w wyborach i referendach na przykładzie Estonii. Wybór tego państwa nie jest przypadkowy. Należy ono bowiem do grona liderów w rozwijaniu elektronicznych sposobów głosowania. Doświadczenia estońskie mogą zatem stanowić inspirację dla polskiego ustawodawcy w sytuacji, gdyby podjął on próbę wprowadzenia tego sposobu głosowania. Autorka wskazuje powody wprowadzenia głosowania elektronicznego w Estonii i sposób jego wdrożenia, biorąc pod uwagę stanowisko estońskiego Sądu Najwyższego w tej sprawie. W artykule szczegółowo opisano procedurę głosowania tą metodą, a także przedstawiono mocne i słabe strony jej działania w Estonii.

An innovation-driven agenda in regional development policy has emerged in the European Union against the backdrop of peripheralisation, especially in Central and Eastern Europe. Using a discursive analytical framework, the article investigates the ways in which peripheralisation is manifested through language, practices and power-rationalities in Estonian innovation policy discourse. The analysis is footed on key strategic policy documents and semistructured expert interviews. Findings suggest that Estonian innovation policy’s main narrative of the ‘knowledge-based economy’ accepts growing disparities on sub-national level in order to overcome peripherality at European scale and narrows the range of policy solutions perceived as suitable.

Field and archival data have been used in compiling the Glaciotectonic Map of Estonia. Two principal types of glaciotectonic deformations shown on this are discussed here: dislocations of rigid bedrock, and soft bed deformations associated with unconsolidated drift masses. Most bedrock disturbances occur in the narrow zone south of the Baltic Klint and in the tectonically crushed zone where the fractured bedrock was easy to break, displace and deform by the moving glacier. Some of the bedrock dislocations are related to ice-marginal deposits of the Late Weichselian Glaciation (Palivere and Pandivere Phases). Most subglacial deformations of soft sediments are simple in style, namely: shear and ductile deformations within a thin layer. The spatial organisation and efficiency of drainage beneath the local ice streams determined the deformational behaviour of sediments at the ice/bed interface. Ice-marginal deposits of the Late Weichselian deglaciation have not been subjected to large-scale compressive deformation. This suggests that most marginal deposits were formed as the result of brief standstills of the ice margin which caused sediment deformation either at the ice margin or beneath the ice sole.

Kratery meteorytowe Kaali (wyspa Saaremaa, Estonia) stanowią unikatowe miejsce w Europie, nie tylko ze względu na wyjątkową formę wykształcenia, ale także dostępność do badań metalicznej materii pozaziemskiej. Podczas badań terenowych prowadzonych w maju 2004 roku autor zgromadził próbki osadów, które posłużyły do badań drobnej frakcji materii magnetycznej występującej w obrębie kraterów meteorytowych Kaali. Na podstawie morfologii, cech powierzchni i składu chemicznego wyselekcjonowanych ziaren magnetycznych wyróżniono cztery grupy materii: (1) kosmiczne kulki zbudowane z tlenku żelaza, zawierające nikiel, (2) kulki węglowe, które wstępnie zaklasyfikowano jako antropogeniczne, (3) kulki krzemianowe interpretowane jako zestalone krople wymieszanej materii ziemskiej i pozaziemskiej, i (4) płytki zbudowane z tlenku żelaza, pozbawione niklu, które zinterpretowano jako zwietrzałe pozostałości materii pozaziemskiej. Opis morfometryczny kraterów Kaali został sporządzony na podstawie danych literaturowych oraz wizji lokalnej przeprowadzonej przez autora.
The Kaali meteorite crater field is a unique place in Europe, not only because of its morphology but also because of the presence of large amounts of extraterrestrial material. During field work in May 2004, samples were collected at this site with the objective to study magnetic fines. Based on morphology, surface features and chemical composition of the selected magnetic material, four groups of spherules and plates were distinguished: (1) Ni-bearing Fe-oxide spherules of cosmic origin, (2) carbon spherules tentatively classified as anthropogenic, (3) silicate spherules interpreted as solidified droplets of mixed terrestrial and extraterrestrial matter, and (4) Ni-free Fe-oxide plates interpreted as weathered remnants of extraterrestrial material. The Kaali crater site is described morphologically on the basis of literature and the author’s own observations.

The Silurian crinoids of Estonia are re−evaluated based on new collections and museum holdings. Nineteen species−level crinoid taxa are now recognized. All crinoid names applied to Estonian Silurian crinoids during the middle 19th century are disregarded. Especially significant is the fauna reported herein from the Pridoli because coeval crinoids are very poorly known from the Baltic region and elsewhere. One new genus and four new species are described from Estonia, namely Calceocrinus balticensis sp. nov., Desmidocrinus laevigatus sp. nov., Eucalyptocrinites tumidus sp. nov., and Saaremaacrinus estoniensis gen. et sp. nov.

The article analyses the recent developments of the relationship between Russian minority in Estonia and its host state. It gives a theoretical background on the minority issue in the triangle of “kin-state/ minority/ hoststate”. In Estonia, the principle of Restitution governed the emergence of the Estonian policies. By the end of the 1990s the elites realized that the course towards the integration of the non-Estonian minority should be taken. The mood in the society can be traced from the mostly exclusive citizenship and language policies towards more inclusive course on integration. The author states that after the events of 2014, the attitudes towards the Russian minority were mixed, with some signs of radicalization, but overall there were attempts to include the minority more in the life of the country.

The author looks at foreign direct investment in Estonia and discusses its implications for the country’s economy. The analysis covers the 1994-2004 period and is based on a combination of analytical and descriptive methods. To obtain a more complete picture of foreign capital involvement in Estonia, which was once part of the Soviet Union, the author discusses factors that influence the country’s investment attractiveness. She concludes that Estonia’s market transformation has contributed to a major acceleration in the inflow of FDI to this country. FDI in Estonia has been characterized by a strong concentration, both in terms of the investors’ country of origin and the sectors in which they become involved, Sobańska notes. Scandinavian companies, primarily those from Sweden as well as Finland, have dominated among foreign direct investors in Estonia, while the role of investors from Central and Eastern Europe in Estonia’s overall FDI performance has been marginal. Since 1998 the financial sector has been the main focus of foreign direct investment in Estonia. Foreign investors have also contributed to the restructuring of the country’s corporate sector. The inflow of foreign capital has enabled Estonia to join the international trade system. However, despite the generally positive role of FDI in the country’s development, the strong concentration of foreign capital leads to worries about the permanence of Estonia’s economic achievements. A potential economic crisis in Scandinavia could easily lead to a situation in which FDI would bring negative market trends to Estonia’s fledgling economy.

Recent studies on socio-spatial polarization and post-socialist spaces increasingly propose the use of postcolonial theory. Following this proposal, the paper attempts to make the decolonial approach fruitful for studying the crucial role that discourses play for rural peripheralisation processes in post-socialist Estonia. It shows that the Estonian discourses on peripheries manifest in a struggle between neoliberalism and interventionism as two competing regional development models that promote either self- or state responsibility for dealing with peripheralisation. Despite their differences, both models build on the same notion of modernity, as the colonial history associated with socialist modernity renders alternative models obsolete.

Cardinal process is a structure on dorsal valve of brachiopods serving for separation or attachment of diductor muscles. A cardinal process with a peculiar folded myophore is described from Late Ordovician “Orthis” kukersiana−group brachiopods assigned to the genus Cyrtonotella (order Orthida). This structure differs from those of other rhynchonelliformean brachiopods and can be considered as a separate type among about twenty varieties of processes described up to now.

In the academic debates on the relationship between the State and religious communities in Estonia there are two standpoints. The first one emphasizes the role of religious communities, particularly the Christian ones, in the formation of Estonian statehood as well as the history of the country. The activity of the churches in the sphere of charity and social welfare is perceived positively. At the same time, academics draw attention to the fact that Estonians are not very religious, thus all forms of privileging religious communities are considered debatable. The second approach also emphasizes the historical significance of religious communities, but simultaneously approves of their increased activity, especially in the context of rebuilding Estonian identity after the era of Soviet domination.The goal of this article is to analyse the main assumptions of religious policy in Estonia after 1991, as well as the main factors that determined the current solutions. The conducted research is supposed to answer the question: why does the government of a country with one of the longest traditions of separation of state and religion in the region make many symbolic acts towards churches and religious associations? Furthermore, it will enable the verification of the hypothesis which assumes that the religious policy of contemporary Estonia is influenced by the conviction about the role of churches and religious associations in the history of the country, as well as by the recognition of religion as a factor in building the identity of the post-Soviet state.The text is divided into three parts. In the first part will be analysed the issues of changes in the denominational structure of Estonia. The second part will present the results of the research on the historical conditions of Estonia's denominational policy. The last part will analyse the legal solutions in Estonia concerning the state-religious community relations.

The article gives an insight into the challenges related to shaping the historical identity of the Estonian people in a broad historical perspective, with particular regard to the period when a sovereign Estonian state was being built after restoration of independence in 1991. Among the main issues related to “elaborating the past”, as discussed in the later part of the paper, are the revival process of Estonian statehood in the last years before the fall of the Soviet Union, rehabilitation of victims of Communist terror, as well as the question of Estonian citizens who served in the armed forces of both the German and Soviet regimes. The paper gives an overview of both the legal and symbolic elements of Estonia’s politics of memory, the history of commemorating the victims of the German and Soviet regimes, and the controversies and discussions that broke out over the Estonian ethnos in the Baltic Sea, as stipulated by a traditional vision of the Estonian history of ethnicity. Finally, the article examines the repressed nature of Estonian national existence before an independent state was created in 1918, while evaluating the authoritarian governments of 1934–1940, the Soviet annexation (1940–1941, 1944–1991) and the German occupation (1941–1944).

Remote sensing of eskers from Vormsi and Väinameri vicinity, northwestern Estonia

We have utilised techniques of remote sensing in combination with ground observations in order to investigate eskers of the Vormsi and Väinameri region of northwestern Estonia. Landsat Thematic Mapper (TM) images were the basis for recognition and regional interpretation of esker systems, and kite aerial photography was employed for detailed, low-height views of selected eskers. A special Landsat TM composite was developed to enhance the display of shallow sea floor features. On this basis, we have extended known, land-based eskers across the sea floor, and we have identified additional probable eskers marked by shallow shoals and tiny islands. The known and suspected eskers of Vormsi and surroundings demonstrate a regular pattern in their distribution, which we suggest represents a subglacial drainage network that was anastomosing in character. The esker network is located along the central pathway of the Väinameri ice lobe, and the overall direction of drainage was toward the Palivere glacial limit. We interpret eskers of the Vormsi-Väinameri vicinity as evidence for substantial meltwater discharge beneath the Väinameri ice lobe, which terminated in a proglacial lake.

Opis:
Late glacial and Early Holocene sediment sequences from North ern Estonia were investigated using diatom and pollen analysis and the accelerator mass spectrometry (AMS) 14C dating. The results of diatom analysis indicate that fresh water conditions prevailed during the initial and final phases of the Yoldia Sea in the investigated area. A near-bottom saline water current that penetrated into the Baltic Sea Basin during the brackish phase of the Yoldia Sea spread into the Gulf of Finland at ca. 11 300-11 200 calendar years BP. Coastal upwelling probably caused mixing of the water column and the circulation of brackish water up to the surface incertain near-shore areas in the Gulf of Finland. A slight change in the pollen composition may suggest deterioration in the climate and can be correlated to the Preboreal Oscillation. AMS 14C dates on aquatic plant macrofossils suggest a reservoir ef fect more than 1000 year for the brackish phase of the Yoldia Sea.

In current public administration, technology and internet solutions are playing a more important role in increasing efficiency and reducing costs. This article’s aim is explaining and analysing the Estonian model of e-governance providing services to citizens via different electronic solutions. The example of the Estonian Road Administration bureau is used to illustrate the possible ways of improving public service accessibility and making the service faster and accessible from different parts of the country without a need to appear in person in the office. First the development of Estonian e-service is described and analysed, the different stages of development are discussed and theoretical aspects are evaluated. The research results led to the conclusion that the success of the public service does not depend only on the proposed solutions, but also on the availability of information to the potential users - the citizens. The e-service has to be easily accessible, useful to the user and easy to use, if these elements are already envisaged in the development stage the service can also achieve the other objectives – efficiency and cost benefits.
W obecnej administracji publicznej technologia i rozwiązania internetowe odgrywają rosnącą rolę w dążeniu do zwiększenia efektywności i ograniczenia kosztów. W artykule wyjaśniono i poddano analizie estoński model e-zarządzania w świadczeniu usług dla obywateli z wykorzystaniem różnych rozwiązań elektronicznych. Na przykładzie biura Estońskiego Zarządu Dróg przedstawiono różne sposoby poprawy szybkości i dostępności usług w różnych częściach kraju bez potrzeby fizycznego pojawienia się w urzędzie. W pierwszej kolejności opisano rozwój estońskich e-usług, omówiono stopnie ich rozwoju i oceniono aspekty teoretyczne. Rezultaty badań prowadzą do wniosku, że sukces usług publicznych zależy nie tylko od zaproponowanych rozwiązań, lecz także od dostępności informacji dla potencjalnych użytkowników – obywateli. Usługa elektroniczna musi być łatwo dostępna, przydatna dla użytkownika i łatwa w użyciu. Jeśli te elementy zostaną uwzględnione już w fazie rozwoju usługi, możliwe jest osiąganie także innych celów w zakresie efektywności i kosztów.

A middle Ludlow biostrome at Katri, western Estonia, the richest accumulation of corals and stromatoporoids in Estonia, is partly exposed in a coastal section. The fully marine biostrome consists of five fossiliferous layers of carbonate skeletons, grouped into Facies 1 (grainstone-packstone, Layers 1, 3, 5) and Facies 2 (wackestone, interbedded Layers 2, 4). Pressure solution degraded original sedimentary relationships and morphologies of stromatoporoids, tabulates and rugosans which constructed the biostrome, but the two facies have major faunal differences. Facies 1 is rich in stromatoporoids “Stromatopora” bekkeri and Plectostroma scaniense (low to high domical up to ca. 30 cm in basal length); and tabulate Favosites forbesi (bulbous to high domical up to ca. 25 cm wide). In Facies 2, all three taxa are less common and much smaller. Instead, the most abundant stromatoporoid is laminar Syringostromella borealis up to 30 cm basal length; the most abundant coral is erect branching Laceripora cribrosa, as scattered fragments up to 24 cm long. Neither occurs in Facies 1. Six other stromatoporoid taxa, 5 other tabulate and 5 rugosan taxa occur uncommonly in the biostrome, mostly in both facies. The Katri biostrome is slightly younger than, but facially similar to biostromes in the middle Ludlow Hemse Group on Gotland ca. 250 km WSW, with well-known stromatoporoid faunas. Corals are abundant in Hemse biostromes. Several key stromatoporoids occur in both the Hemse biostromes and Katri, but two abundant taxa in Hemse biostromes are absent in Katri and two tabulate corals abundant in Katri are missing in Hemse biostromes. Thus there was a wide distribution of such biostromes in the central Baltic large shallow marine carbonate platform, but with previously unreported variable assemblages presumed due to facies features not recognised in the sediments.

Ground-penetrating radar (GPR) was used to analyse the circular Vaidasoo bog in northern Estonia. This was done to better understand its structure and origin, and to test the suggestion that Vaidasoo represents a meteorite impact structure. The combination of GPR with LIDAR data suggests that Vaidasoo bog is developed in a NW–SE oriented glacial tunnel valley where post-glacial hydrology is affected by glaciofluvial deposits. As no clear impact-modified bedrock features were identified and the circular bog does not mirror the topography of the bedrock, we conclude that the Vaidasoo structure does not represent a meteorite impact structure.

Physical agents cause several physical and mental health disorders and reduce human capability for work, in most severe cases they cause disability. Usually the influence of these physical factors takes place in the work environment and depends on the factor’s intensity, exposure time, and individual characteristics. Influence is cumulative and may manifest itself after a long period of time, in several years. It is recommended to follow internationally recognized limit values of factors and introduce medical control of people before they start working as well as periodical medical control. From the most widespread risk factors, this article deals with noise with the data obtained from objective studies on Estonia.

Opis:
Lake Vortsjärv is one of the biggest lakes in Eastern Europe and possesses a complex geological history. Bottom deposits consist mostly of fine sand and silt, accompanied with sapropel (up to 9 m thick) and lake marl (up to 8 m thick). In places, especially in the northern part where the bottom deposits are absent, varved clay or till are exposed in the lake basin. In the southern part of the lake the deposits are much thicker, indicating a gradual rise of water-level. Like the majority of lakes in the Northern Hemisphere, Lake Vortsjärv possesses a more open eastern and a more swampy and overgrown western bank. Shore types and the lithological composition of shore sediments are varied and highly controlled by the bedrock and glacial deposits. Long-shore transport of sediments is limited. The mineral composition of bottom sediments shows great qualitative and quantitative variability which relates to the grain-size and petrography of the parent deposits. Organic-rich sapropel can be used in agriculture and evidently also for medicinal purposes.
